Does the Foreign Secretary appreciate the extent of the frustration and anger not only on this side of the House but in the country? She talks about the unintended consequences of an agreement that this Government signed and were warned would have exactly these consequences, and she talks of protecting our precious Union. Does she appreciate that a unilateral withdrawal from the Northern Ireland protocol would have serious implications for the Union she seeks to protect?

Let me be clear that we are not talking about withdrawing from or scrapping the protocol. What we are talking about is legislating to fix the specific issues in the protocol that are causing problems in Northern Ireland.

I thank the Secretary of State for prior sight of her statement. Yes, we also welcome the trade deal, but I have two serious concerns. First, it seems to simply mirror what we have with the EU, and, apart from symbolic wins on things such as Stilton cheese, the Government have failed to leverage any real, meaningful benefits. Also, given that the deal has stricter state aid regulations than the disputed ones in the EU proposals, do the Government actually have a trade strategy?

I urge the hon. Lady to look beyond the EU—90% of global growth is coming from beyond the EU. Both Japan and the wider Pacific region, which is a fast-growing area, are vital for Britain’s future economy. Of course we want a deal with the EU, but that should not stop us doing advantageous deals with fast-growing parts of the world and working with allies to put forward the cause of free and fair trade.

1. When she plans to publish the Government’s response to their consultation on reform of the Gender Recognition Act 2004.

The issue of the response to the consultation on the Act is very important. It needs time for consideration, and I will want to study it closely.

Last night, at the PinkNews awards, Baroness Williams of Trafford, the House of Lords Minister for Equalities, said, “bear with us” on gender recognition reforms. Quite frankly, Minister, that is not good enough for people who are already going through one of the most difficult experiences they will ever face—more difficult than we can possibly imagine. They face abuse, discrimination and even, sadly, violence, just because of who they are. So I ask the Minister again: when will we see the results of the consultation, and can she assure me, and the people who are waiting on those results, that the most right-wing Government in decades will follow through on the GRA?

I completely condemn bullying or violence towards trans people, but I do not think that that could be confused with the complex piece of work that is the reform to the Gender Recognition Act. In particular, I will not be rushed into it. I am very keen that we protect single-sex spaces and vulnerable women, and that we do not rush into reform before we have had full, proper discussion.

My hon. Friend is right about this, particularly in respect of funding. Female-led businesses are getting less funding from venture capital than male-led businesses. We want to address these barriers and open up entrepreneurship to women across the country. We are lagging behind places such as Canada and Australia, and we need to do better.

T3. I am sure the Minister will agree that all women deserve equal protection under the law, no matter where they come from. Indeed, I have had positive conversations with Ministers about including migrant women in the Domestic Abuse Bill, but can she tell us when she will be able to commit to including them specifically in that Bill?

My hon. Friend is right about ensuring these people do not face very high marginal rates and an undue tax burden, which is precisely what the Opposition propose—they want to see taxes raised for higher earners.

The Chief Secretary keeps saying this is a matter for the NHS, and certainly the problems it has created for waiting lists and operation times are a problem for the NHS, but does she not accept that this problem has been created by the Treasury? The Treasury needs to look at how to resolve the problem, and it needs to consider what is creating these problems within the NHS, rather than passing the buck to the Health Secretary.

There are specific issues affecting the NHS that the Health Secretary is rightly looking at and is about to conduct the consultation on. As I have said, the Treasury constantly reviews our tax system to make sure that it has the right incentives in it and that it is helping people to save for later years.
