My hon. Friend is absolutely right; mobile phones and drones pose a serious security threat. We are working closely with the mobile phone companies to be able to block those mobile phones in prisons. We are also rolling out the use of body-worn cameras across the estate to give officers more protection, and we are offering prison governors specific support in dealing with the issues they face in their particular establishments.

Prison officers at Holme House prison in my constituency tell me that they, like others, have suffered cuts and seen increases in violence. The former Lord Chancellor and Education Secretary designated it an academy-type prison with new freedoms for the governor to do things differently. Assuming that these powers still exist, what difference are they making—or has that failed experiment also been abandoned?

I am sure that the hon. Gentleman has read the White Paper in full, where we announced that further powers are being devolved to governors right across the prison estate. This enables them to conduct their own recruitment campaigns and give special payments to retain officers, and it is working.

I congratulate my hon. Friend on his campaign. Food safety standards are one of the reasons why British food is so respected around the world, and our exports are growing because people respect the work of the Food Standards Agency. It is important for consumer confidence that we have transparency in the safety of food, and I look forward to hearing more about my hon. Friend’s discussions with the Department of Health.

The Secretary of State will be aware that our largely foreign-owned water companies made £2.1 billion profit in 2014-15 and paid out £1.8 billion in dividends, but fell well short of paying full corporation tax. She will also be aware of the complicated structures that the companies operate, which can bamboozle us all. Does she agree that the expected water Bill to introduce competition into the domestic market could be used to ensure that companies are more open and transparent, and pay more tax in the UK?

We are introducing further measures to improve competition in the water industry and to carry on driving efficiencies. Under the Labour Government, water bills rose by 20%, whereas Ofwat’s most recent decision will lead to a fall of 5% in customers’ water bills.

I had hoped that the Secretary of State would have proved a greater water, consumer and taxpayer champion, so I will give her a second chance. Water UK, which represents the water companies, told the weekend media:

“Water companies are also providing more help than ever before for customers in vulnerable circumstances including social tariffs and other schemes to reduce bills.”

She will know, as I do, that such schemes are arbitrary and variable. Does she agree that the next water Bill could provide an opportunity to introduce a fair scheme for all vulnerable customers?

More social tariffs are being introduced right across the country, but the key point is that everybody is seeing a reduction in their water bills overall, because we have a good regulator and an efficient industry, and we are introducing further competition.

I pay tribute to my hon. Friend for the work he has put in to make the case for Calderdale to receive this funding. I saw for myself the devastation that had been caused by the extreme weather over the Christmas period. We are investing an additional £35 million. At the end of May, there will be a report on the Mytholmroyd defences. Then, in October, we will produce a full plan for Calder Valley outlining the timescales and exactly which schemes are part of this.

The Government finally gave in to pressure from Labour Members and will apply to the EU solidarity fund. As the Secretary of State said, yesterday the Government announced additional funding that goes some way towards compensating for huge cuts in flood defence spending in previous years. However, will any of this money be used to replace the 50% cut in DEFRA’s funding of crucial research on flood forecasts, warnings and defences, demonstrating that the Secretary of State understands the importance of up-to-date evidence in developing our flood defence plans?

Let us be absolutely clear about flood defence spending. Between 2005 and 2010, £1.5 billion was invested. In the previous Parliament the figure was £1.7 billion. In this six-year programme it is £2.3 billion, and we are adding an extra £700 million because of the extreme weather we are seeing. Under the previous Labour Government, nothing like that amount was invested in our flood defences.

We have not ruled out an application to the EU solidarity fund. We have until the end of February to apply. We need to find out the total cost of the floods before a potential application is made. Our priority has been to make sure we get funding to affected homes and businesses as soon as possible. In fact, for the floods that took place on 26 December, funding was with local authorities on 29 December. Our priority has been making sure we make £200 million available to fix the damage and help communities to get back on their feet.

The devastating floods across the country are extremely well documented, as are the knock-on effects of the Government’s decision to postpone or cancel capital schemes—an estimated cost of £5 billion. Communities, families, individuals and businesses have suffered ruinous consequences. It is imperative that the Government do everything possible to maximise resources from all areas. The Secretary of State mentioned the EU solidarity fund. Time is running out, with only three or four weeks left for an application in relation to Cumbria. Will she just get on with the job and do it now, please?

We have heard already that David Rooke, deputy chief executive of the Environment Agency, recently called for a “complete rethink” in our approach to flooding. I could not agree more. More than an entire month’s rainfall fell in a single day on one Saturday in early December, resulting in many of the main rivers across Cumbria exceeding their highest levels ever recorded. As my hon. Friend the Member for Bristol East (Kerry McCarthy) said, the Government appear to have been caught short by the changing weather.

The extensive flooding that followed at the end of December and into the new year across Cumbria as well as in Lancashire, Yorkshire, north-east England and throughout much of Scotland confirmed that building higher walls will not, on its own, provide the protection that our towns and cities need. There are thousands, if not tens of thousands, of people in the north of the country and in Scotland who have seen with their own eyes the evidence that the Government have not done enough. We should not overlook how sick they are of the Government’s excuses. Let us not forget that areas of Cumbria assessed as having a one-in-100 years’ chance of such flooding have experienced these events three times in the past decade.

Similarly, people are tired of the frantic efforts to persuade the public that spending is greater now than it was under the previous coalition and Labour Governments that went before them. As my hon friend highlighted, the Government are constantly chirping about their £2.3 billion of capital spending over six years, but their attempts to defend their record over the previous Parliament will not wash. Analysis from the National Audit Office has confirmed that, between 2010 and 2011 and 2013 and 2014, capital funding fell by 18% in cash terms. Were it not for the emergency funding after the floods hit, total funding would have fallen by 10% in real terms during the previous Parliament.

In 2007, the Labour Government announced an ambitious target of £800 million per year in flood defence spending by 2011, and spending actually increased by 27% between 2007 and 2008 and 2009 and 2010, reaching £633 million, with £766 million budgeted for in 2010-11. What was the Prime Minister’s first action on flood defences when he came to power in 2010? Yes, he handed out a £96 million cut in the budget, leaving the Government lagging behind thereafter and struggling to keep pace. According to the House of Commons Library, subsequent years’ spending was hundreds of millions below what the Environment Agency said it needed, even when the extra millions in response to the tragic floods in Somerset are considered. The Secretary of State said earlier that others have contributed to make up the difference. I ask the Minister who has made these contributions and how much have they contributed to the overall budget.

While money was no object for the Prime Minister a couple of years ago, it does seem to be an object now. As we have heard from hon. Friends, on three separate occasions today he refused to confirm that he will fund the full Leeds flood defence scheme. The hon. Member for Newbury (Richard Benyon) told us that that project had been over-engineered, but we still need action, and we need it now. The Prime Minister has no excuse for the failure to act on the upgrading of the Foss barrier several years ago, yet he seemed pleased with himself today when he said that the work is now being tendered—little consolation for those who saw the waters invade their homes.

The Government are even less enthusiastic about revealing precisely how much of the capital spending is simply maintaining existing flood defences at their current level without providing increased protection. As the Committee on Climate Change has identified and the events of recent weeks have confirmed, the impacts of a changing climate will see defences that might otherwise provide protection against a one-in-100-year flood provide a much lower level of protection, risking their being overtopped more frequently.

Hon. Members on both sides of the House have spoken on a number of different issues. There has been much praise for volunteers, local authority workers, the military, and the Environment Agency. A great example came from my hon. Friend the Member for Halifax (Holly Lynch), who talked about the pop-up charity shop providing goods but also raising cash for victims. All this is Britain at its best.

I am glad that the hon. Member for Selby and Ainsty (Nigel Adams) talked about the small communities affected, because many of them feel abandoned. I am looking forward to my meeting with the Minister, I believe next week, to talk about the proposals to help smaller communities. My hon. Friend the Member for Leeds West (Rachel Reeves) talked about the River Aire and spoke of businesses ruined. Sometimes we forget that jobs are lost as a direct result of these things, with machinery ruined and insurance protection not really in existence.

The hon. Member for Ribble Valley (Mr Evans) spoke of a field under flood where planning permission has already been granted for more housing development. I wonder what mitigation is in place for the houses that are going to be built there and on the other floodplains where housing has permission to be built. My hon. Friend the Member for Workington (Sue Hayman) also spoke about floodplain development, as well as insurance, which was covered by other Members.

I was interested to hear my hon. Friend the Member for Copeland (Mr Reed) talk about the threat to health services in Cumbria—we know how remote places there can be. He also mentioned the potential damage to the oncoming tourist season. It is not just people’s holidays that are going to be lost, but people’s livelihoods as well.

My hon. Friend the Member for Brent North (Barry Gardiner) referred to Members saying how great the response had been, and it was, but the spending on that response has been counted as maintenance whereas in fact it was repairing damage.

As I argued in the House during the debate on the Housing and Planning Bill only yesterday, we need measures aimed at prevention as well as at defence. The havoc and devastation that have engulfed vast swathes of the northern regions is testament to that, underlining the need for in-built resilience when new developments are planned and constructed. The Minister for Housing and Planning said that sufficient legislation is in place, yet we continue to see planning permissions for floodplain development and no real requirement on developers to build into their schemes the measures needed in the immediate and longer term.

The commitment from the Secretary of State to revisit the modelling used by the Environment Agency and to review its fitness for purpose off the back of these repeated unprecedented weather events, as well as to a national flood resilience review that will update worst-case-scenario planning, is welcome, if not overdue. What are the timescales for this review? When we can we expect some outcomes and some news?

I very much welcome the progress that the Secretary of State has mentioned, but the industry is still predicting a shortage of home-grown timber by the 2030s. Confor estimates that the UK needs to plant 12,000 hectares of productive woodland a year for the next 25 years in order to maintain supplies and preserve the tremendous contribution that trees make to our environment. Will she tell the House how she proposes to close that gap, to secure the land required and to help farmers and other landowners to play a greater role in developing new forests?

First, may I welcome the new Opposition Front-Bench team to their places? I am looking forward to meeting them over the Dispatch Box in the coming months.

The hon. Gentleman is right to say that we have a burgeoning timber industry in this country. We now have more demand for our native woods, which is important. It is important for biodiversity to bring more of our woodlands and forest under management. As part of the 25-year environmental plan and the natural capital approach, we will be looking at things such as how we can use the planting of trees to help flood defences. Last week, I went to see “Slowing the Flow” in Pickering, which is using the woodland—putting trees upstream—to help slow the flow downstream. There are a lot of opportunities to look at the environment more holistically so that we can both plant trees and help address our other environmental priorities.

We are working on this all the time. One of the most complicated common agricultural policies in history has just been introduced, and we are already in discussions with Commissioner Hogan about simplifying that and making it easier for farmers to apply it. The next round of CAP negotiations are coming up and we want a much simpler policy.

T10. Many of my constituents in rural areas desperately need faster broadband speeds to run their businesses and create jobs in an area where unemployment is 50% higher than the average. The Under-Secretary referred earlier to planned investment, but rather than have my constituents wait years under current plans will he meet the providers again and tell them to get a move on?

14. How many disadvantaged two-year-olds received the 15-hour free entitlement to child care in the latest period for which figures are available?

In May 2014, 116,000 two-year-olds were in early learning places, which is 89% of the 130,000 allocation. That means that more two-year-olds are getting a good start in life, preventing a gap from emerging with their wealthier peers when they start school.

I do not think that the Sutton Trust feels that provision is that good or comprehensive. Oxford university research shows that the Government are failing to provide sufficient good-quality places for children already covered, and that they should get that right before expanding the scheme. Will the Minister accept its advice, or will she just push ahead with poor-quality provision, which will do our children little if any good?

Well, 90% of those two-year-olds are in good or outstanding places. I am pleased to tell the hon. Gentleman that, in June, very high-quality places opened in his own constituency of Stockton at Tilery primary school. We are making it much easier for schools to offer those places to two-year-olds, which typically have teacher-led provision.

I am sure that it is because Government Members have every confidence that the Government are taking action on the issue.

We know that teaching assistants are dedicated to improving the learning and life chances of children and young people in our schools. I note that the number of teaching assistants has increased under this Government: the number of teaching assistants employed in maintained schools and academies was 97,000 in 2005 and more than 200,000 in 2012. It is not just the Government who value teaching assistants; we know that schools value the roles that TAs perform.

I am absolutely delighted to hear the Minister speak so glowingly about teaching assistants and recognise that numbers have increased under the current Government. Can she therefore tell us that central Government will take no action that will discourage the recruitment of teaching assistants in the future?

I can confirm that. I was going to come to it later in my comments.

Over the time in which teaching assistants have become part of our school life, their role has developed from providing general administrative and logistical support to teachers to supporting the attainment of groups of pupils in schools. As many Members have said, teaching assistants are not employed simply to support the classroom teacher; they play an active role to improve children’s literacy and numeracy skills and behaviour, and often work tirelessly to help children with special educational needs and complex emotional, medical and physical needs achieve academic success. As many hon. Members have mentioned, evidence from the Education Endowment Foundation and others has shown that to be the case. Teaching assistants also have a positive effect on teacher morale and reduce stress, which is another important factor. It is absolutely right to consider teaching assistants as part of a school team made up not just of teachers—the pedagogical experts—but of all kinds of support staff, including teaching assistants, those who work with school meals and school librarians. We should see them as part of a whole.

In my comments, I want to address a misconception about the future of teaching assistants and the claims that many will lose their jobs. I absolutely assure the hon. Member for Stockton North and his colleagues that neither the Department for Education nor the Government have any plans or powers to make that happen. I welcome the opportunity laid out by the shadow Minister, the hon. Member for Cardiff West (Kevin Brennan), for us to have a debate about the best use and deployment of teaching assistants and how it works with other aspects of school organisation, such as continuing professional development and training. We all want a highly trained, highly skilled work force of teachers and teaching assistants. That is our aim.

The evidence is clear that teaching assistants’ impact on pupil attainment is varied. The best teaching assistants are well-trained, informed, skilled and well-managed, but that is not true universally. We can do more to help school leaders understand how to get the best from their teaching assistants for the benefit of their pupils.

I put a question to my hon. Friend the shadow Minister about the ambition of the National Education Trust to have professional standards for teaching assistants, which is supported by Unison and other trade unions. Would the Minister push it that far and go for professional standards in the development of teaching assistants?

I do, and I am about to say more about that in a minute; I think the hon. Gentleman has anticipated the rest of my speech.

It is also important to implement strong performance management procedures to improve the quality of support and teaching in the classroom and to provide TAs with quality training and support, along with mentoring programmes and career development opportunities. We have also seen some schools putting in place innovative staffing structures and creating support staff roles that are very different from the traditional TA. Some schools prefer to deploy specialist support staff with degrees to work with high-performing pupils on achieving excellence or to lead classes, allowing teachers to spend more time with underperforming pupils.

Opposition Members have asked what the Government will do about this issue. The answer is that we want to make those principles a reality. That is why our intention is to make the evidence of good practice, supported by case studies, available to schools this year. We will be issuing guidance to schools about the best use and deployment of TAs based on the best available practice. I would very much welcome any practical suggestions on what more we could do to support TAs when the report is published. This is an important development that the Government are undertaking. We recognise the value of teaching assistants and we want to make the debate about how teaching assistants are best deployed and to help schools learn from other schools, because a school-led system provides the opportunity to innovate and develop best practice examples that other schools can then learn from.

The Minister talks about the autonomy of schools and about schools being able to innovate and introduce best practice. However, one academy chain is talking about a huge contract for support staff across the entire country, possibly screwing down wages and everything else. Does the Minister really think that that will leave the school with the autonomy that they need and the highly motivated teaching assistants that they want to develop in the school situation?

Ultimately, schools are judged on their results. They are inspected by Ofsted and judged through the accountability system. That will be even better under the new progress 8 measure, in which the achievement of each individual getting a bit better will count. The only way for schools to achieve that is to motivate their staff and to have staff who are well trained, who understand what pupil progress looks like and who feel that they are part of a team. That is about good management. If a school is not doing that, it will find that staff do not have sufficient motivation and that they will not do an effective job. Part of the point of the Government putting together the best practice study is to show schools what good practice looks like for those who are not doing it already.

I intervene a final time and I am grateful to the Minister for giving way. She talks about training, autonomy and all manner of things, but the issue is also about remuneration and reward for teaching staff. We face a situation in which the wages being paid to them are being screwed down, rather than the contribution that they make being recognising properly through their pay. Does she not think that it would be better if they were better paid?

When I speak to head teachers, they tell me that staff are motivated by a variety of things—partly the remuneration package, but also such things as the career structure, training opportunities and the atmosphere in a school. All those things contribute to a good package and it is up to school leaders who want to retain and recruit the best people to offer an attractive package to encourage people to join or stay part of their school.

We also want to see more effective use of TAs to support pupils with SEN to progress. It is not enough simply to allocate hours of support; we also have to look at outcomes. TAs can play a very positive role in helping teachers to meet children’s special educational needs, and there are many good TAs doing that. However, the support that they provide should be part of a well-thought-out package of support for the individual child, rather than as a substitute for teacher involvement with that child.

We have built on reports from Ofsted and Brian Lamb when developing our SEN and disability reforms, first in the Green Paper, “Support and aspiration”, and now through the Children and Families Act 2014. Reforms will ensure that there is a greater focus on outcomes rather than on the hours of provision in agreeing the teaching and support to be provided for pupils with SEN, giving families and young people a greater say. We have also established a national scholarship fund for support staff, helping them to develop expertise and higher level skills. In the most recent round, 113 support staff were funded to undertake postgraduate qualifications and training in supporting children with SEN and disabilities.

We have encouraged schools, when deciding how to invest the pupil premium funding, to engage actively with high-quality evidence from robust research studies. That includes the research summarised in the EEF teaching and learning toolkit.

In summary, the Government value the role of teaching assistants. We believe that it is down to schools to make sure that those teaching assistants are deployed in the best possible way to support the learning of students and the best possible pupil progress. However, this year, we will be publishing best practice evidence to help show schools how they can deploy teaching assistants to the benefit of both teaching assistants and the students in a school. I thank hon. Members for what has been a very interesting and helpful debate, and I would welcome their contributions to the work we are doing on teaching assistants.

On the question of accountability, does the Minister share the view of the hon. Member for Stroud (Neil Carmichael) that parents should be able to sack their governing bodies? Assuming that she does agree, should that apply to academies and free schools as well?

I am not sure that that is exactly how my hon. Friend the Member for Stroud (Neil Carmichael) put his point. It is down to Ofsted to identify weak governing-body performance. It is a pleasure to serve under your chairmanship, Mr Rosindell. I congratulate my hon. Friend the Member for Beverley and Holderness (Mr Stuart) and the Education Committee on this excellent and well thought through report, which casts valuable light on an important issue in our education system that does not always get the attention it deserves. I am pleased to hear that so many members of the Education Committee are dedicated governors, and I congratulate them on that. A great deal of understanding of what goes on in the front line has informed the Committee’s report.

The Government believe that school governance has a vital role to play in driving up school and pupil performance. In an increasingly school-led system, we need governing bodies that create robust local accountability, and the future of schools is truly in governors’ hands. As has been said in the debate, there are more than 300,000 governors across the country, all of whom give of their time with great passion and effort to improve schools, and to improve the lives and outcomes of the children who attend them. Schools need dynamic, confident and skilled governing bodies that understand their responsibilities and are focused on their core functions. Many governors benefit from their role as school governors, which helps them to build up their skills in leadership and management, and improve their understanding of what goes on in schools and the community. We must all highlight the benefits of being a governor when we talk about that extremely important role.

The Government have made several reforms to improve the ease with which governing bodies can operate, and more sharply to focus the work of governing bodies on improving educational standards in schools. As several hon. Members have mentioned, new regulations have set out the strategic role of the governing body and the central role of the chair in setting the vision of the school, holding the head teacher to account for educational performance and ensuring that the school’s money is well spent. Those functions reflect the criteria that Ofsted inspectors use when they consider the effectiveness of governing bodies. Ofsted plays an important role in ensuring that those governing bodies are fit for purpose.

As my hon. Friend the Member for Suffolk Coastal (Dr Coffey) commented, governing bodies may unfortunately have been diverted on to other issues of less strategic importance. The purpose of our reforms is to ensure that governors can spend more time holding the head teacher to account, ensuring that funds are well spent and that the quality of education in the school is high. One of my roles in the Department is to implement the new national curriculum, which will be ready in September 2014. I see one of the key roles of the governing body as ensuring that that implementation takes place and that schools take advantage of their new freedoms to create new school curricula. The governing body is a helpful conduit of information between the school and the community.

On the question of accountability, does the Minister share the view of the hon. Member for Stroud (Neil Carmichael) that parents should be able to sack their governing bodies? Assuming that she does agree, should that apply to academies and free schools as well?

I am not sure that that is exactly how my hon. Friend put his point. It is down to Ofsted to identify weak governing-body performance. I am sorry. I must complete my remarks, otherwise we will run out of time before I address all the other points raised this afternoon.

In a multi-academy trust, things are more complicated, but there are significant potential benefits. The board of the multi-academy trust is responsible and accountable for all the academies within a trust and can take a strategic perspective. The hon. Member for Bethnal Green and Bow (Rushanara Ali) asked about maintained schools. The existing regulations contain ways that schools can federate that allow them to share governing expertise across schools, so we do not think there is a need for additional flexibilities in that respect. My hon. Friend the Member for Calder Valley asked whether we plan to extend the time off work that people are entitled to if they are governors to governors of academies. We do not think that that is necessary at this point. We do not want further regulation to get in the way of what should be a co-operative arrangement between schools and businesses. Our approach has been to remove regulations and point out the value of the job.

Ultimately, performing a role on a governing body is of benefit not only to the employee in building up their skills, but to the employer in having well qualified staff who are getting extra training provided by the school and can go back to contribute in the business. We would rather sell the role as a positive than say to employers, “This is something else you need to do.” The NCTL is developing a resource on multi-academy trusts to be published early next year. It will offer useful guidance on establishing a multi-academy trust and case studies on how academies have implemented the structure.

As I mentioned, the Government recognise the value and benefits of governance structures spanning more than one school or academy. It can bring opportunities for a far more strategic perspective and the ability to contrast between schools in the grouping. That can bring more robust accountability for head teachers, because the governors have more points of comparison when looking at different schools. In the next version of the model funding agreement, we will offer multi-academy trusts even greater flexibility by allowing local governing bodies to govern more than one school.

The Government recognise and celebrate the role of governors. We are working in a changing landscape that is moving towards a school-led system. The role of governor has never been more important. We are doing a lot of work, including working with the CBI to promote the role of governor, ensuring that we get new governors into the profession, as well as increasing the flexibility of schools.

I completely agree. As with so many of their policies, the previous Government focused on inputs and targets, not outcomes. A third of children now entering primary school do not have the requisite communications and language skills, despite the fact that we have 96% uptake in our early-years places. It is about quality, outcomes and allowing autonomy and professional judgment.

Has the Minister had any other advice from the Deputy Prime Minister about child care? Which part of the schools or social care budget will be cut to fill the huge void in resources to deliver the provision that the Minister has promised, while maintaining the adult-child ratios required by parents and the Deputy Prime Minister?

As I outlined earlier, we as a Government are spending more than £5 billion on early-years education and child care, which is equivalent to countries such as France and Germany, where parents pay a lot less. The reason that it is so expensive is that we have a hugely cumbersome system with many different funding streams. I am very pleased that my hon. Friend the Economic Secretary is here today. He announced tax-free child care, which will be a much simpler scheme than the voucher scheme under the previous Government. We are reforming the system to get better value for money and better quality and affordability for parents.
