The hon. Lady underlines the centrality of UNRWA in Gaza. It has the necessary assets, which are essential for the delivery of aid and humanitarian relief. That is why we are urging the UN Office of Internal Oversight Services to produce an interim report looking into the collusion that allegedly took place. As soon as we have that report, along with the report from the former French Foreign Minister, we will be able to make the necessary dispositions not only about UNRWA but about how we get essential aid and support into Gaza.

My right hon. Friend will be aware that the taking of hostages, and particularly civilian hostages, is considered an abomination. It is a war crime. Does he agree that one of the things that is driving the Israelis on is a desperate desire to get their people home and that anything that can be done diplomatically to try to make that happen—to get the hostages back—would really help the effort for peace?

My right hon. and learned Friend is absolutely right: the taking of hostages is an abomination. That is why we are doing everything we can to ensure that the hostages are released, including the two British hostages and others with a close connection with the United Kingdom. He will have seen the reports both from Paris and from Qatar over the weekend, which indicate that every sinew is being bent to try to get the hostages back.

Unlike the other forces involved in this dreadful conflict, Israeli soldiers and members of the IDF are taught, as part of their basic training, about international humanitarian law. As I mentioned, there are lawyers embedded in the military forces as they make decisions on actions. That is not something that we see in other forces in the region and non-state actors. Although all deaths are to be regretted, we underline that international humanitarian law is very clear that all parties must respect it. We are deeply concerned about the lack of humanitarian access, and we are deeply concerned about the protection of civilians. As I set out in my earlier remarks, we believe that last week’s Government amendment, which was not moved but was tabled, outlines a set of circumstances that everyone across the House should be able to support.

Friend the Member for Bournemouth East (Mr Ellwood) that we in the Foreign, Commonwealth and Development Office are the servants of the House. We will do anything that the House requests in respect of fulfilling the role that he has identified, which we fulfilled in the early days of the Ukrainian war.

I thank the right hon. Gentleman for most of his comments and, in particular, his desire to ensure an extension of the cessation of hostilities. On what he said about the broader situation, the Opposition Front Benchers and the Government are in complete agreement.

The right hon. Gentleman asks what progress has been made in ensuring that the Foreign Office and the Government’s foreign policy is subject to proper scrutiny in this House. I completely agree with him that there is a sacred duty—I think that is the term that he used—to ensure that all that scrutiny is made available. I just point out to him the extraordinary authority that a former Prime Minister can bring to bear in carrying out those tasks, as he will have seen from Lord Cameron’s recent visit to the middle east. Lord Cameron is the most senior Foreign Minister in Europe—and, indeed, in the region—and I think that both sides of the House will see the benefit of that in the days and months to come.

I thank the Chair of the Foreign Affairs Committee for her comments. She is entirely right that Israel must comply with international humanitarian law, and must not only prosecute but punish those who have been involved in settler violence. The Government are delivering tough messages to all sides in this dreadful conflict, and we will continue to do so.

With your permission, Madam Deputy Speaker, I will make this further statement to the House about the situation in Sudan on behalf of the Government and the Foreign Secretary, who is attending the funeral of a close family member.

Ten days ago, fierce fighting broke out in Khartoum. It has since spread to Omdurman, Darfur and other Sudanese cities. As Members of the House will know, a violent power struggle is ongoing between the Sudanese army and the paramilitary Rapid Support Forces.

The situation in Sudan is extremely grave. More than 427 people have been killed, including five aid workers, and over 3,700 people have been injured. Before this violence began, the humanitarian situation in Sudan was already deteriorating. We now estimate that approximately 16 million people—a third of the Sudanese population—are in need of humanitarian assistance. These numbers, I regret to inform the House, are likely to rise significantly.

Although the paramilitary Rapid Support Forces announced a 72-hour ceasefire from 0500 hours London time on 21 April to the mark the holy festival of Eid, it did not hold. Given the rapidly deteriorating security situation, the Government took the difficult decision to evacuate all British embassy staff and their dependants to fulfil our duty as their employer to protect our staff. This highly complex operation was completed yesterday. The operation involved more than 1,200 personnel from 16 Air Assault Brigade, the Royal Marines and the Royal Air Force. I know the House will join me in commending the brilliant work of our colleagues in the Ministry of Defence, as well as the bravery of our servicemen and women for completing the operation successfully, in extremely dangerous circumstances.

I also pay tribute to our international partners for their ongoing co-operation in aligning our rescue responses, and I express my admiration for the work of the crisis centre in the Foreign, Commonwealth and Development Office, where more than 200 officials are working 24/7 and seamlessly across Government to co-ordinate the UK response.

The safety and security of British nationals continues to be our utmost priority. Our ability to support British nationals has not been impacted by the relocation of British embassy staff. The evacuated team will continue to operate from a neighbouring country, alongside the Foreign Office in London, which is working throughout the day and night to support British nationals and push for a ceasefire in Sudan.

We are asking all British nationals in Sudan to register their presence with us. The roughly 2,000 British nationals registered with us already are being sent, sometimes with great difficulty, at least daily updates by text and email. This step helps enable us to remain in contact with them while we find a safe passage from Sudan. Movement around the capital remains extremely dangerous and no evacuation option comes without grave risk to life. Khartoum airport is out of action. Energy supplies are disrupted. Food and water are becoming increasingly scarce. Internet and telephone networks are becoming difficult to access. We continue to advise all British nationals in Sudan to stay indoors wherever possible. We recognise that circumstances will vary in different locations across Sudan, so we are now asking British nationals to exercise their own judgment about their circumstances, including whether to relocate, but they do so at their own risk.

Ending the violence is the single most important action we can take to guarantee the safety of British nationals and everyone in Sudan. The Prime Minister, the Foreign Secretary, the Secretary of State for Defence and I have been in continuous contact with allies and key regional partners since the outbreak of violence to agree a joint approach to both evacuation and de-escalation of violence. Over the weekend, the Prime Minister spoke to his counterparts, including Egyptian President Sisi and the President of Djibouti. The Foreign Secretary was in contact with the Kenyan President, the US Secretary of State and the Foreign Ministers of France, Germany, the United Arab Emirates, Saudi Arabia, Djibouti, Sweden, Turkey, Cyprus and the European Union High Representative for Foreign and Security Policy. The Defence Secretary engaged with counterparts in Djibouti, the United States, France and Egypt. I have spoken to the African Union and the Prime Minister in exile of Sudan, upon whom so many hopes rested. Further escalation of this conflict, particularly if it spills over into neighbouring countries, would be disastrous. As we continue to make clear, there must be a genuine and lasting ceasefire.

We undertake to keep the House informed as the situation develops. Today, all MPs will receive a second “Dear colleague” letter from the Foreign Secretary and me. This will hopefully help to answer a number of frequently asked questions to assist right hon. and hon. Members in supporting their constituents.

I will continue to be in close contact with the House and provide updates where possible in the coming days. I commend this statement to the House.

I thank the hon. Lady very much for her comments, particularly about the work of the armed forces. She is entirely right about the bravery with which they executed this operation so well, and about its incredible difficulty.

The hon. Lady asked about the British nationals who are trapped in Khartoum and in Sudan more widely, and I can tell her that we are looking at every single possible option for extracting them. She acknowledged that this had been a complex area, and I can only say to her that it certainly was.

The hon. Lady referred to our partner countries. As we know, when the French were seeking to evacuate their diplomats and some people from the wider French Government platform, to whom she referred, they were shot at as they came out through the embassy gateway, and I understand that a member of their special forces is gravely ill.

The hon. Lady asked why the UK diplomats were evacuated. That was because we believed they were in extreme danger. Fighting was taking place on both sides of the embassy, which was why the Government decided that it was essential to bring them out. We have a duty to all British citizens, of course, but we have a particular duty of care to our own staff and diplomats.

The hon. Lady asked about the destruction of material, and I can tell her that there was time for all the normal procedures to be adopted in that respect. She asked about our role as the penholder at the United Nations. As she will know, we have already called a meeting and will call further meetings as appropriate, and we are discharging our duties as penholder in every possible way.

The hon. Lady mentioned the comparison with Afghanistan, and asked whether we had learned lessons. We most certainly have learned lessons from Afghanistan, but the position in Sudan is completely different. First, in Afghanistan there were British troops on the ground; there are no British troops on the ground in Khartoum, or in Sudan as a whole. Secondly, in Afghanistan the airport was open and working, whereas the airport in Khartoum is entirely out of action. Thirdly, there was a permissive environment in Afghanistan. We had the permission of the Taliban to take people out. There is no such permissive environment in Sudan and its capital city.

Finally, the hon. Lady asked about the humanitarian crisis. She is right: humanitarian workers have been shot at, five of them have been killed, and, prudently, those involved in the humanitarian effort are withdrawing their people. This is a total and absolute nightmare of a crisis, in which 60 million people are already short of food and support, and—as the hon. Lady implied—it will only get worse unless there is a ceasefire and the generals lay down their arms and ensure that their troops go back to barracks.

I am a humbled to be the first man to take part in the debate. I congratulate my hon. Friend the Member for West Worcestershire (Harriett Baldwin) on her brilliant opening speech, and I congratulate my hon. Friend the Member for Maidstone and The Weald (Mrs Grant) on her important new appointment.

There are many interventions we can make to fundamentally change the world. We can ensure that people have clean water. Dirty water and water-borne diseases still kill thousands of children every day. We can vaccinate children, which is a UK priority. In the last Parliament, British taxpayers vaccinated a child in the poor world every two seconds and saved the life of a child in the poor world every two minutes from diseases that, thank goodness, our children do not suffer from today. We can exhort contraception and family planning, allowing women in the poor world to decide whether and when they have children.

But for me, education, and educating girls in particular, is top of the list of ways we can change the world. If we educate a girl, she will almost certainly marry later. She will ensure that she educates her own children. She is likely to be economically active. She will adopt a leadership position in her family and her community, and these women are increasingly seen in national government. The UK has been a leader in this area under both parties, and our Prime Minister eloquently extols the importance of every girl having 12 years of education as a critical way of improving the world. We see in Africa the extraordinary way in which education is valued by parents and children as the ladder out of poverty. They walk so far every day to get an education and wrap their textbooks in the brown paper that shows their value.

When so many children cannot go to school here and in the poorest, most deprived parts of the world, this is not a time for Britain to renege on its promise to the poorest through the 0.7%. Every Member of this House was elected on a promise to stand by the 0.7%. It is just 1% of the debt we have racked up this year. The 0.7% is already reduced by nearly £3 billion, because gross national income has gone done so much this year. If these cuts persist, it will mean that 1.6 million fewer children go to school, 12.6 million of the poorest women in the world will not have access to contraception, 3.4 million starving and hungry people will not get humanitarian support, 9.3 million children will not get vaccinated and 6.3 million who would previously have got access to clean water and sanitation will not get it.

If the Government try to protect one or more of those areas, the effect on the others will be even worse. It is a dismal start to the UK’s presidency of the G7 to cut this budget, when we have seen the United States increase its aid spending as a priority just this week. We know from the pandemic that we will not be safe here until we are safe everywhere. It is a terrible mistake to cut the 0.7%, and I urge the Government to think again.

I seek leave to propose that the House should debate a specific and important matter that should have urgent consideration, namely Britain’s engagement with Saudi Arabia and Yemen.

Today we are witnessing an almighty catastrophe of Biblical proportions unfolding in Yemen, in which Britain is dangerously complicit. Britain is respected throughout the world for bringing hope and relief to those caught up in humanitarian misery, but today in Yemen, which I visited earlier this year, we are in danger of earning a reputation for precisely the reverse, for the UK is part of the coalition that is imposing a blockade by land, sea and air on 27 million Yemenis. In recent weeks, fuel prices have risen by up to 160%, and rice and basic foods by nearly 70%. Fuel for generators, which are essential for hospitals and water-pumping stations, will run out shortly.

Yesterday’s announcement by the Kingdom of Saudi Arabia, while arguably slowing the trajectory, will not in any way curtail this escalating disaster. United Nations Secretary-General António Guterres said last week that, unless the blockade is lifted, famine throughout Yemen is a very real threat, including on the southern borders of the Kingdom of Saudi Arabia. Moreover, wilfully impeding humanitarian access may constitute a violation of international humanitarian law.

It is increasingly clear that this blockade imposed on Yemen constitutes the collective and illegal punishment of an entire population. If you grant this debate, Madam Deputy Speaker, I believe that the House will see clearly that current policy will result in a huge strategic failure both for Saudi Arabia and, by extension, for the UK. It is important that the voice of this House is heard urgently, along with the Prime Minister’s on her current visit to the Gulf.

Above all, it is a moral failure that confronts us. Famine is a phenomenon that we were close to eradicating from the human condition. The last 20 years has seen only two famines throughout the world. When I was responsible in 2011 for co-ordinating the UK’s efforts to address one of those famines, in Somalia, I saw for myself emaciated children and starving mothers. Today in Yemen we are witnessing a totally preventable mass humanitarian catastrophe, the likes of which we have not seen in decades.

I do not play golf, but I assure my right hon. Friend the Member for Cities of London and Westminster (Mark Field) that the staff in the CDC work phenomenally hard, including on Friday afternoons.

There are only a few investors in the world with the skills and risk appetite to undertake such difficult but vital investments, doing the hardest things in the hardest places. In 2014, in response to the Ebola crisis in Sierra Leone, the CDC partnered with Standard Chartered bank to support lending to local businesses and help the country’s economic delivery. In 2013, the CDC made an investment in Feronia, an agricultural production and processing company in the DRC, which is one of the most difficult countries in the world in which to invest. That investment would help people to lift themselves and their families out of poverty and provide much needed support to local agriculture, a sector that the hon. Member for Edmonton quite rightly mentioned. It should never be forgotten that the overwhelming majority of jobs are created by the private sector, not by Government, and having a job—being economically active—is how people all around the world lift themselves out of poverty. Of course, inevitably, not all those investments will succeed.

Since 2011 the CDC has focused its attention intensively on quantifying development impact. For example, this year it invested in a power plant at Virunga park in Matebe that is providing 96 MW of clean energy, creating around 100,000 jobs and boosting economic development. It is the first investment by a DFI in that region of the DRC since the 1980s. In 2015, the CDC invested in the largest independent power producer on the continent, Globeleq Africa, also bringing in Norfund, Norway’s development finance institution. That will add thousands of megawatts of electricity generating capacity over the next 10 years, addressing a massive gap. In my view, the CDC is the only DFI with the vision or appetite to undertake that type of work, including changing the whole strategic direction of the company and replacing the senior team and board.

The Bill ensures that the CDC can receive from the taxpayer the capital injection it will require to carry out the development work with which it is tasked. Many Governments are channelling development funding through DFIs such as the CDC because they use capital injection to address market failure, as the Secretary of State pointed out, and invest funds on a revolving basis in business in developing countries. The extent of the success of the CDC’s development investment means the Bill is required.

In its report published yesterday, the National Audit Office said:

“Through tighter cost control, strengthened corporate governance and closer alignment with the Department’s objectives, CDC now has an efficient and economic operating model”

with “thorough” governance arrangements. It also said that the CDC’s

“current portfolio of investments reflects the strategy it agreed with the Department in 2012…CDC has met the target for financial performance it agreed with the Department.”

Finally, the report made it clear that the CDC measures its effectiveness through financial return and development impact targets—targets that it has met. Measuring development impact is extremely difficult, partly because it is so long term. But above all it is about job creation. It is likely that the CDC is currently involved in investments that will create more than 1 million jobs. In any event, it is to be congratulated for the steps it has taken to quantify development impact and to be encouraged to go further.

For now, my advice to my successors in the Government is to leave the CDC to grow and deliver on the objectives we have set it and to hold it to account for what it does. However, probably the most anxiety-inducing statement the CDC team ever has to face is, “Government officials are coming round to interfere today in what you are doing.” When we hired the current CEO, Diana Noble, who has done such a brilliant job, I remember promising her that Ministers and officials would set the course for the CDC—as the shareholder properly should—but would then leave her to get on with the job and to deliver. I trust my promise is being honoured.
