Before I call the next speaker, it will be obvious to the House that a time limit of six minutes with all the interventions added would mean that not everyone who wishes to speak would have the opportunity to do so. I will therefore now reduce the time limit to five minutes after the next speaker.
Order. I will have to reduce the time limit to four minutes after the next speaker. There is no point in hon. Members looking upset. If everybody is to have the chance to speak in an equal and fair manner we have to reduce the time limit to four minutes, after we have heard Mr Andrew Lansley.
