I am extremely grateful to my hon. and learned Friend. I probably ought now to declare my interests, which are on the register, not least my brother’s chairmanship of the Prison Reform Trust. They are there for all to see. It is true that there is clearly a gene in the Timpson family that makes us want to reach out beyond our own family to help others, whether that is through fostering or helping ex-offenders into work. That is something that, beyond Parliament, I want to continue to do.

Finally, I congratulate the hon. Member for Blackpool South (Chris Webb) on an excellent maiden speech. It took me back to mine in 2008, a nerve-racking moment, but he delivered his superbly. I wish him and his family all the very best. I had a very young child when I first came into Parliament, and actually I had another young child when I came into Parliament again—it is obviously a route to success in this place.

I want to thank my own family: my late mother Alex and my father John, for all the inspiration and guidance that they have given me, my wife Julia, and my four children, Sam, Elizabeth, Lydia and Nell. I hope that they will see a bit more of me now, and I hope that is the right thing to do.

On a point of order, Mr Speaker. I wish to raise the statement that the Prime Minister made to Figen Murray, the mother of Martyn Hett, who was murdered in the Manchester Arena bombings. She had walked 200 miles from Manchester to London to mark the seventh anniversary this week of that terror atrocity. The Prime Minister rightly met Figen, at 1 o’clock on Wednesday this week. As you know, Mr Speaker, Figen has been campaigning for Martyn’s law for several years, and in fact she gave evidence to the Home Affairs Committee during our pre-legislative scrutiny of the draft Terrorism (Protection of Premises) Bill. We published our pre-legislative scrutiny report in July 2023, and we have not had a response from the Government despite there usually being a requirement for a response within two months.

The Prime Minister told Figen at lunchtime on Wednesday that the Bill would be rushed through Parliament before the summer recess—that was at 1 pm, as I understand it. Have you had any explanation, Mr Speaker, from the Prime Minister about why he would say that when four hours later he called the general election—clearly, no Bill could be rushed through before the summer recess—and about the fact that he misled Figen Murray?

I can confirm that the Trauma Recovery Centre has so far received adoption support funding to support 16 children in 11 families. I pay tribute to their important work. They are among 17,000 families who have benefited from the new adoption support fund created by the Government. I will look at the other issue raised by my hon. Friend and perhaps talk to him about it outside the House.

T2. Is the Minister concerned that when the apprenticeship levy is introduced it will disproportionately benefit London and the south-east, rather than areas in the north, in particular Hull, as the money it raises will not be redistributed? Will the Minister look at making sure the money goes to areas most in need?

Does he agree, however, that we also want to instil determination, grit and tenacity in our young people?

I know how assiduous the hon. Lady has been in pursuing these matters, and it is good to hear of that initiative in her constituency from Stockport academy. I would like to learn more—as, I am sure, would the Department—about how it has achieved that, so that that best practice might be spread more widely. I am happy to discuss that with her further.

Many parents will be surprised to know that under the previous Government a requirement for volunteers in schools to undergo a Criminal Records Bureau check was removed. Is the Minister planning to review that change in the law?

There are no current decisions to be made about whether to review that particular measure. As the hon. Lady knows, there were some widespread changes made during the last Parliament—they were predominantly led by the Home Office, but the Department for Education was kept closely involved. We feel that we have a robust system in place, but more important is making sure that the people who are delivering the services have the best practice, skills and knowledge at their disposal, because where things go wrong, it tends to be through basic practice failures, rather than systems.

The Facebook drinking game Neknomination has gone viral, and very sadly young people have died as a result. What role do schools have in building resilience in our young people to resist peer pressure?

The hon. Lady is right to be concerned about some of the ever-changing risks, as well as opportunities, for young people through the internet. That is why we have brought in the teaching of online safety at every key stage so that from the earliest opportunity children are getting the benefit of sound advice. It is also important that parents play their role so that children are getting a consistent message both at school and at home.

With a third of children leaving primary school with a problem with their weight, that is a concern for us all, and as I have said, the final national curriculum, which is due to be published shortly, will make PE compulsory at all four key stages. The status of cooking and healthy eating will reflect the recent school food plan, so it is right that we do that, but ultimately it should be up to individual schools to plan their own curriculum to ensure that ample time is available to cover all subjects.

Does the Minister agree that taking part in competitive swimming should be available to school pupils? Will he discuss with his colleagues in the Department for Communities and Local Government the unfair funding for my home town of Hull, because our swimming pools are being closed, including Ennerdale, which is the only competition-sized pool in the city?

I am happy to look at the particular situation that the hon. Lady has articulated, but it is up to local councils to make those decisions. Many councils are opening swimming pools around the country, and swimming will be a compulsory activity in the new curriculum, as we have seen the benefits that it can bring to a healthy lifestyle for many children across the country.
