Commons ChamberI agree with the thrust of what my right hon. Friend is saying, and I will come on to that in due course. However, what is important is that the record that is going to be available at a single point on a website will make it possible, very quickly and easily, to work out who perhaps has a record in this particular area.
What we say in this place matters and must be accurate. Sadly, it is inevitable that mistakes sometimes happen, but it is what we do about it that matters. It should be routine for adjustments to be made where a Member has given incorrect information and needs to correct the record.
The motion, in effect, enshrines three improvements in procedure. First, it means that all MPs will be able to correct the record, not just Ministers. While it will not compel Members to do so, due to parliamentary privilege, it will provide the means for it to be done. Secondly, the visibility of any corrections will be improved in the official record. The exact mechanism for this is being worked through, but it will be obvious in Hansard where corrections have been made.
I very much support the Procedure Committee’s report. As part of the next stage of looking at the detail, has the Committee considered whether, when we talk about correcting the record “at the earliest opportunity”, that will be part of what is published when the correction is made?
The technical detail of how this will work is yet to be thrashed out, but I have no doubt it will be subject to further work between the Procedure Committee and the House authorities.
As I have said, the visibility of any corrections will be improved in the official record and the exact mechanism for that is being worked through. It is, for example, possible that the format of cross-referenced hyperlinks in Hansard will be improved so that they are much clearer, whether in relation to a point of order or through other oral contributions. Thirdly, there will also be an easily accessible corrections page, probably on the parliamentary website, and linked elsewhere, where anyone will be able to see a bespoke record of parliamentary corrections.
While we believe that existing mechanisms to challenge the accuracy of contributions made in the House are sufficient, and that understanding those mechanisms can assist Members in effectively and creatively challenging accuracy, these improvements are necessary. Importantly, the Procedure Committee does not believe that distinction between Ministers and non-Ministers justifies any difference in the means by which Back Benchers may seek to correct themselves when they discover that they have made an error. We have therefore concluded that the rules should apply equally to all MPs.

Commons ChamberAs I have said to the hon. Gentleman previously, I am more than happy to take up individual constituent cases where proper answers have not already come through. My experience from my constituents has always been that HMRC has been one of the more efficient Government bodies in answering correspondence that I have had. I am therefore sorry that he has not had a good reply and very sorry to hear about his constituent’s contribution of £76,000 to his pension not being handled correctly. If the hon. Gentleman will send my office more details, I will take it up with HMRC very shortly.
Good dental health is so important, but residents in Winsford in my constituency are finding it extremely difficult to access dentist services, leading, unfortunately, to some serious misdiagnoses, despite my having written to Ministers, to NHS England and to the Care Quality Commission. Will my right hon. Friend find Government time to sink the Health Department’s teeth into a debate on NHS dentistry so that we can better understand what is stopping my constituents from being able to access dentistry services when they need them?
My hon. Friend is making me think of Jaws from the James Bond films and what might happen if teeth are stuck in, or those children who have railway tracks put on their teeth to straighten them up. His question is very important. The pandemic has had a significant effect on dentistry, and we continue to work on recovering NHS dental services. We are addressing regional shortages of dentists by working with the NHS to try to ensure that training place numbers are better aligned with the needs of local populations. NHS England and NHS Improvement are developing proposals for dental system reform, working closely with the Department of Health and Social Care and other interested parties. I think this is being chewed over. There is some mastication going on, and I hope that we will not all become indentured servants.

Commons ChamberI was aware of that issue, and I know that Members throughout the House are concerned about the effect that it will have on their most vulnerable and least well-off constituents. I think that it is up to all of us to lobby British Gas to reconsider its decision. I will happily take up the matter with the Secretary of State for Business, Energy and Industrial Strategy and pass on the hon. Gentleman’s comments, because I know that it has attracted cross-party concern and is a matter of considerable seriousness. As the hon. Gentleman rightly says, we need to look after the least well-off the most.
My constituency has one of the worst broadband networks in the country in terms of both coverage and speed—particularly the likes of Audlem, Tattenham and Bunbury, which are in the bottom 10%. May we have a debate on broadband infrastructure so that I can question a Minister on how Eddisbury residents will secure their fair share of the £5 billion manifesto commitment to roll out full fibre across the country?
I welcome back my hon. Friend, who made such a contribution to the former Government. It was a great pleasure for me to campaign for him when he stood in a by-election some years ago, and he was a great hero for winning it.
Broadband roll-out will involve a major effort by the Government and the £5 billion investment that my hon. Friend mentioned. I fear that I am slightly teaching my grandmother to suck eggs, because he knows all this perfectly well, but questions to the Secretary of State for Digital, Culture, Media and Sport will take place next Thursday, and I think that they will present him with a good initial opportunity to put in his plea for Eddisbury.

Commons ChamberI am delighted that we are having this debate, because it is the only opportunity any of us will have to change this Parliament, so how we vote today is important. I welcome the spirit of the debate, which was exemplified by the contribution from my right hon. Friend the Member for East Yorkshire (Mr Knight), who said quite rightly that every MP has a different way of working. I am sure we could all come up with a slightly different arrangement, so there is no right answer.
I approach the debate with a simple perspective this afternoon: I am a new MP, I have been in this place for only two years, and I am 33 years old. I have not become institutionalised yet, although I fear that every day I become a little bit more so. I hear comments by older MPs about a gilded cage and so on. We sit until 10 o’clock at night wondering whether waiting for the 10 o’clock vote while eating or drinking is work or not, because it is not really work as our constituents would understand it. Equally, we cannot leave so it is not private time. We start to get into the idea that it is a lifestyle, and one that we have chosen. It is a bizarre way of working. As someone who still remembers working in the private sector, I want briefly to bring to the debate the perspective of what it is like back in the real world.
Is my hon. Friend’s key point that our constituents want to know that the time we spend here is as productive as it could possibly be?

I want to give just one example from before I came to this place. One of the reasons that has been given for why we start so late on Mondays is that Members need to commute from their constituencies. I remember working on a project in Newcastle when I was living in London, and we were expected to be at our desks at 9 am. We got a 7 am flight from Heathrow, arrived in Newcastle at 8.10 am and were at our desks by 8.45 am, often before many of the local people. There is an article on the BBC news website today entitled “MP with… the longest commute” As some Members may know, he is the right hon. Member for Orkney and Shetland (Mr Carmichael), who commutes 1,400 miles each week. His 713-mile trip each way is astonishing, including two flights, three trains and two tubes. He still gets here for 12.30 pm, so even he can arrive for that time. Even accounting for the longest commute of any MP, we do not need to start at 2.30 pm on Mondays.
It has been said that we need to allow for Select Committees and therefore need to start at 2.30 pm on Mondays and Tuesdays, but as has already been said, Select Committees also meet on Wednesdays when the House is sitting and Tuesday afternoons. It cannot be the case that we have to say that every single Member must be able to attend every single minute of every debate. Members choose to be on Select Committees, to do other things and to go on trips, and that is fine, but we have to accommodate that into normal, productive working hours that are at the beginning of the day at 9.30 am onwards and not until 10 pm.

Commons ChamberThe hon. Gentleman raises a serious issue. There has been some discontinuity in the supply chain of certain medicines—in some cases companies can get a better deal if they sell pharmaceuticals overseas. My understanding was that there was a back-up service to ensure that shortages were avoided, but I will pursue this important matter with my right hon. Friend the Secretary of State for Health.
Dairy farmers in Crewe and Nantwich and elsewhere are rightly concerned about how much power the supermarket buyers have over them. Will my right hon. Friend find time for a debate on the establishment of the groceries code adjudicator, which my local farmers broadly welcome, and in particular the sanctions available to the adjudicator to make sure the supermarkets adhere to the code, thus protecting our vital dairy industry?
As my hon. Friend will know, in the Queen’s Speech we committed ourselves to introducing the Groceries Code Adjudicator Bill. That Bill has now been introduced and is making its way through the other place. I hope it will come before this House before too long. The adjudicator will have strong powers to hold retailers to account if they have broken the code. He will be able to name and shame retailers and, if the Secretary of State agrees that it is necessary, to impose financial penalties.

Commons ChamberThe coalition Government are in favour of philanthropy and we have taken a number of steps to promote it. We have made changes to the inheritance tax regime, we have proposals for small donations so that tax can be claimed back, and we are streamlining the mechanism by which charities reclaim tax.
On the specific measure to which the hon. Gentleman refers, he will know that we are having discussions with the charitable sector to seek to protect it from any damaging changes in the proposals that have been announced, which come into effect in a year’s time. There is a serious issue as to whether those on high incomes, who have philanthropic objectives, should be able to exempt themselves from income tax by making substantial donations. In America, which has a good culture, there is a cap on relief, so there is nothing inherently anti-philanthropic in ensuring that those who have high incomes make some contribution to the overheads of the country through income tax.
In Crewe, a local action group led by Glenn Perris has campaigned successfully, with my support, against the imposition of a council Traveller site, assisted by the new Government policy of working with the private sector to meet any unmet Traveller need. Can we find time for a debate on this important common-sense policy and congratulate Mr Perris and his team on their sterling work?
I endorse what my hon. Friend says about what is happening in his constituency. He will know that on 23 March we introduced a new light-touch policy on sites for Travellers, and I hope that that will be developed in his constituency in consultation with local communities. Resources are available from Government. There is £60 million of Traveller pitch funding through the Homes and Communities Agency, and Traveller pitches attract the new homes bonus. I hope that the new short light-touch and fair policy puts the provision of sites back in the hands of local people, and that they will find the right balance between the needs of Travellers on the one hand and the interests of local communities on the other.

Commons ChamberI very much welcome the review of the Backbench Business Committee, which is being undertaken by the Procedure Committee, and of course we will want to respond to its report in due course. The answer to the question that the hon. Lady poses, “Why are we debating the matter on Monday rather than waiting for the report?”, is set out in the Procedure Committee’s Ninth report of Session 2010/12. It made several recommendations for changes to the Backbench Business Committee, and the Government in their response said:
“The Government propose to allow time for consideration of proposals to this effect towards the end of the current Session.”
In other words, if Members want to make changes to take effect at the beginning of the next Session, they cannot wait for the report of the Procedure Committee, because that will come too late. That is why we are putting the motions before the House on Monday. It will be for the House to decide what to do with them, but if we want to make changes, we are going to have to do so quite soon; we cannot wait for the Procedure Committee’s report.
Will my right hon. Friend find time for a debate about this week’s announcement of £330 million in efficiency savings, which the Government are now able to spend in the NHS on new units and equipment, including at Crewe’s Leighton hospital, whose bid, which I was pleased to support, successfully secured £25.2 million for new operating theatres, an intensive care unit, a labour suite and a CT scanner, much to the delight of clinical staff?
I am grateful to my hon. Friend, who I understand spent four days working in the hospital and gives the bid his personal support. That is a good example of how one can reinvest savings in front-line services, and by reinvesting the money that we have saved we are able to put more than £330 million into projects that will help more than 2.5 million patients per year. My hon. Friend has given a very good example of how that assistance is feeding through.

Commons ChamberThe hon. Gentleman’s question is very timely, because later today there will be a debate on Network Rail in Westminster Hall. It would be entirely appropriate for him to stay in the Palace of Westminster a little longer so that he can raise those issues again this afternoon, when he will receive a full reply from the relevant Minister.
Members may be aware that Nantwich, in my constituency, plays host to the world’s largest cheese fair, which showcases outstanding local produce including the unbeatable Cheshire cheese. Will the Leader of the House find time for a debate on promoting local British produce, so that we can discuss how to stretch the consumer audience as far and as wide as possible?
My hon. Friend may have sparked a bidding war to establish which Member of Parliament has the finest cheese in his or her constituency. [Interruption.] I can hear that the bidding war has already begun. I welcome what my hon. Friend has said. I cannot find time for an early debate, but he has drawn attention to the wide range of cheeses that are available in this country and available for export, and I commend what he has done to promote that fine product.

Commons ChamberI am a strong believer in local democracy, and I believe that it is for Westminster city council to take decisions about the appropriate level of parking charges. I am sure that the hon. Lady will make her own representations to the city council, although I would be surprised if it did anything that was ultra vires. However, at the end of the day, this is a matter for Westminster city council, not the Government.
Can my right hon. Friend find time for a debate on the regulation of service charges for residents of private retirement accommodation who are on fixed incomes, such as those of Wright Court in Nantwich, in my constituency? Often they are not properly consulted by the providers of such accommodation about either the services that they require or the services that they can afford.
As a former Housing Minister, I am aware of the problems facing many leaseholders, who find themselves confronted with service charges that they believe to be unreasonable. There are a number of protections in legislation, but my hon. Friend may know that there is also the Leasehold Advisory Service—which I set up when I was Housing Minister—a specialist body sponsored by the Department for Communities and Local Government that can perhaps advise his constituents in dealing with the challenges that face them.

Commons ChamberThe hon. Gentleman makes a forceful case and rightly draws attention to the abuse of human rights. I cannot promise time for a debate, but perhaps he would like to apply for an Adjournment debate so that we can debate this issue at greater length and so that my right hon. Friend the Foreign Secretary or another Foreign Office Minister can outline the representations that we are making to seek to end these injustices.
Following the announcement of the Olympic torch route before next year’s London games, the highlight of which will be on 31 May when the torch travels through Crewe in my constituency, may we have a debate on spreading the Olympic spirit, so that we can discuss how communities outside London can be more involved in the Olympics and how we can ensure that there is a strong Olympic legacy?
I think that 11 July is the operative day, because that is when the torch will go through north-west Hampshire. We all have a role to play in spreading the Olympic message. I know that Department for Culture, Media and Sport Ministers are anxious that all parts of the United Kingdom should benefit from the Olympic games. I would welcome such a debate and, again, I can only suggest that my hon. Friend applies for one on the Adjournment or in Westminster Hall.
