Commons ChamberMy hon. Friend is so right to raise the debate above mere technicalities. He will remember that at his school he was told that the blood of the martyrs is the seed corn of his church. Is not the blood of all those parliamentarians who died in defence in this House the seed corn of our liberties?
I agree 100% with my hon. Friend. This is not about technicalities. It is about freedom of choice—freedom of choice at the ballot box for people to have their own laws that can be challenged accountably —not by proportional representation, not by the European Parliament, not by COREPER getting together in unsmoke -filled rooms to hatch deals on behalf of the people who are actually being affected in their daily lives. That is the problem. We have wordsmiths, and we have people running around in big chauffeur-driven cars making decisions—unelected bureaucrats—just as Monnet and Schuman intended in the first place.
We have reached the point of no return. We have to say no: we have to leave. That is the position. I do not need to say any more. As far as I am concerned, this is about the liberties of this country. It is about the liberties of our people. That is why I say that we must leave the European Union.
Let me end by quoting from G. K. Chesterton and John Gower:
“Smile at us, pay us, pass us; but do not quite forget,
For we are the people of England, that never have spoken yet.”

Commons ChamberI wish to support my hon. Friend the Member for Stone (Sir William Cash) and his new clause 11, but the House will be relieved to hear that I shall do so rather more briefly. There is a quote by Sir Winston Churchill in the No Lobby, which says that he wanted to spend the first million years in heaven painting. As much as I love my hon. Friend, I fear that I might spend the first million years in purgatory listening to his speeches.
My hon. Friend has identified an important point. The Minister will remember that I made precisely this point in my amendment 53 in Committee, before our summer break.
Although there has been a lot of fire and emotion and a vote tonight about purdah, the question of spending by both sides is probably more important. Lord Lamont, the former Chancellor, has written a number of articles about it. It is incredibly important when we have the referendum that we get a sense of closure. At the end of this, whatever the result, people should feel that it has been broadly fair. Otherwise, we might reap the whirlwind. We should remember what happened after the Scottish referendum. If the yes campaign should win, we do not want to create a sense of unfairness for the other side.
I know that my hon. Friend the Minister has taken seriously the points I have put to him. In our earlier debates, the way he put it was that there should be a “broad equality” of forces, but we fear that that simply will not happen. Although there are sensible, firm and clear limits on how much public money will be available to the no and yes campaigns—say, £600,000 or something on each side—and that is completely fair, the party establishment of the main political parties, the Conservative party, the Labour party, the Liberal party, and the SNP, will almost certainly campaign to stay in Europe. Their ability to spend will be based on the votes that they got, with the Conservative party allowed to spend £5 million, the Labour party £4 million, the UK Independence party only £3 million—they will be the only people on the other side—and the Liberal Democrats £2 million. We could reach a situation in which the yes campaign is spending up to £17 million and the no campaign only £8 million.
That has already happened once before. In 1975, the no side was outspent 10:1, which simply cannot be fair. When I put those points to my hon. Friend the Minister in the past, he said that although he accepted that morally and logically there was force in my arguments, that was not in our tradition, as we do not have limits for general elections. I am sure that he will make the same argument again tonight. However, a general election is somewhat different. Separate political parties all have their own position that they are putting forward, rather than ganging up, in a sense, on one side of the argument. There is no sense of unfairness at the end of the process, or a sense that one important political point of view has been massively outspent by the other side.
Although I accept that the Minister will make those arguments, I hope he will feel that there is some sort of moral force in what we have said. For instance, the official yes side in the AV referendum spent £3.436 million and the official no side spent £2.995 million. There was a broad equality in what the yes campaign and no campaign were spending on the AV referendum, was there not? I think we all felt it was a fair referendum. The arguments were put, there was a clear decision and people accepted it. Surely we do not want to be in the situation that has arisen with so many other referendums in Europe, in which there is a sense that the political establishment—the European establishment—has a massive imbalance of resources on its side when it comes to spending. That creates a sense after the referendum that it has somehow been unfair.
Our sole UKIP Member is not present for this important debate, but we do not want to create a situation like the one that existed after the Scottish referendum, do we? There was suddenly a great surge in support for the SNP, and we would not want to recreate that position. [Hon. Members: “Why not?”] There will not be a surge in support for the SNP after this referendum; there might be a surge in support for somebody else, which SNP Members might not welcome.
I hope that when the Minister replies to the debate he will try to convince us that the Government do want a broad equality of resources during the campaign, so that we can feel that the yes and no campaigns have put their points of view fairly, that the public have listened to their arguments and that a fair decision has been made.

Commons ChamberIt is a great honour to follow the former Leader of the Opposition, who spoke with great passion. I wish to share and agree with some of the points that he made. The Conservative party is not an ideological party; it is not a party of narrow party interest. The Conservative party is a party of the nation. It is a party not just of England, but of the United Kingdom. Our aim, our will and everything that we should strive for in this Parliament is to maintain the United Kingdom, because the United Kingdom hangs by a thread. We should not give any succour to those who wish to break up the United Kingdom.
This debate is about not just the principles of these issues, but the time, and that is what I wish to speak on. We must have adequate time. We must assure everyone in the country as a whole that we have not just debated this matter in an afternoon, constrained by statements or urgent questions, with no real time to debate the 22 amendments to Standing Orders. Next week, we will debate this on Wednesday, but we have an Adjournment debate on Thursday. How often do the Whips run around, trying to fill up this Chamber, with no one taking any interest? Here we have a major constitutional issue with only a part of a day in which to discuss it. In all sincerity, I say to the Leader of the House that he should use his power to allow another day—a full day—for amendments, as this is a matter of vital concern.
I hope that I am not giving away any confidences here, but when we were having these discussions in the 1922 Committee before the general election, I constantly warned about the threat to the United Kingdom. I was assured by my colleagues, “No, we must have a full exclusion of all Scottish Members, as that is what the English want. They will be the Parnellites, and they will misuse this Parliament to filibuster and delay matters. We should exclude them entirely.” I said, “No, don’t exclude them, because that will be a lever to break open the United Kingdom.” I was then told by my colleagues that the Scots do not care. “The Scots don’t want to take part in English business,” they said. The trouble is that the SNP will make them care. We have already heard the hon. Member for Perth and North Perthshire (Pete Wishart) making that point again and again. This will become a real issue, because the SNP will say, as it is perfectly entitled to do, that this is not only English business, as it has consequences for Scotland because of the Barnett formula.
I simply want to make the point that in his impassioned speech, the hon. Member for Perth and North Perthshire (Pete Wishart) called on federalism. In practice, as we all know, the SNP wants independence.
Of course the SNP wants independence, but why are we making it easier for it? What we are discussing today—what we will achieve in Standing Orders—will not change the result of a single vote in this Parliament, because the Conservative party has an overall majority. If we lose the next general election, the Labour party, or whatever is in power, will simply reverse it, so why are we giving this gift to the SNP? What we need is an amendment to this motion to ensure that when there are Barnett consequentials, there are not two classes of Members, and that the Scots, the Welsh and anybody else can vote during the entire process. That is a perfectly fair amendment and a compromise. The House might not like that, but at least it will ensure, Mr Speaker, that you are not put in the invidious position of having to certify a Bill that the Government may tell you affects only England, but that, because of Barnett consequentials, affects Scotland too. It is well known that I believe that we should get rid of the Barnett formula and replace it with a needs-based formula and that we should give full fiscal autonomy to our Scottish friends, which would solve all these problems. But the Secretary of State for Scotland has resisted those amendments, so we are where we are.
I finish on this point. The Conservative party is always best when it recognises that the Union is asymmetrical. We do not believe in neat constitutional solutions, as advocated by our liberal friends. We are a party of tradition and history and we recognise that our nation is asymmetrical. The English, who comprise 85% of the population, must take a bit of stick on this—carry a bit of a burden. We must recognise that, occasionally, the West Lothian question cannot always be resolved. We know that, but we must be generous on these issues.
In the few seconds left to me, I make one final appeal to the Secretary of State. Let us at least allow proper time for debate, and let us get this right.

Commons ChamberMy view about the clause is that we have managed to have a wide-ranging debate. In the interests of brevity, I do not think much needs to be said on the subject. We really ought to get on to other matters, including the question of European Union financing. I have no further comments to make on clause stand part.
I do not want us to repeat yesterday’s debate, but we all know that there was a shift in public opinion following the Scottish referendum, so we have to be careful.
The UK is lucky not to suffer from the money-infused politics of the United States, where power goes to the highest bidder or spender. As we all know, it is virtually impossible to have a serious intention of becoming President without access to millions of pounds of spending or unless your name is Bush or Clinton. We do not want to replicate that situation here. British voters are very resistant to such a culture. We have been brought up in our constituencies knowing there is fairness and that all sides roughly spend the same.
Has my hon. Friend noticed my own amendment about restricting the money that will surely come from the EU and European Commission? They are described by the Electoral Commission as foreign sources, but they are not. Are they not actually part and parcel of what applies to us under the European Communities Act 1972?
It would be ironic if the European Commission were a major player—but actually why should it not be? It is entitled to its point of view and to put its case. It has massive resources, however, to which we have contributed greatly, as my hon. Friend says. Nobody minds the Commission having a point of view, but we know what it will be, and we do not want its spending to come on top of all the rest, as it would create a sense of unfairness.
The official yes side in the AV referendum spent £3,436,000, and the official no side spent £2,595,000, so although the no side was outspent, spending was broadly not too dissimilar and fairly low, and voters still rejected the proposal. That is fair enough. Although the yes side spent a bit more, the arguments were well put. We all understood the arguments and there was broad acceptance of the result. There was no backlash and people felt the whole thing was fair, and in any event the result was clear: two thirds voted no.
Now, let us consider other referendums that I do not think have been conducted as fairly as our AV referendum. In 2008, voters in Ireland rejected the Lisbon treaty, only effectively to be told they must vote again, until the “correct result” could be obtained. The behaviour of the pro-EU side in the subsequent 2009 referendum campaign has resulted in several legal challenges in Ireland. One campaigning group even offered Irish citizens resident on the continent free Ryanair flights home, provided they canvassed for a yes vote. Before Lisbon, Irish voters also rejected the treaty of Nice in a 2001 referendum, but the Government pushed through a law on the last day before the Irish Parliament broke up for Christmas to remove the responsibility of the Referendum Commission to ensure that voters were informed of arguments on both sides in a balanced way. There is a great deal of unhappiness about that in Ireland. I should have thought that the yes campaigners could have won anyway.
We want to ensure that when it comes to our own referendum it is clear to everyone that there has been fairness. In the case of other EU referendums, when the stakes have been incredibly high and when it has been possible for huge amounts of money to be spent, there have been allegations of dirty tricks. We do not want that to happen in our own country. Our Government must show that they will insist on a free, fair, balanced and clean referendum, with equitable arrangements for all sides. As we know, a large proportion of the populace is already somewhat disengaged from and disenchanted with politics, and allowing such an overspend by one side would only deepen those feelings. It would reinforce the idea that the deck is stacked and the game is rigged.
Members in all parts of the House are profoundly aware of how difficult it can be to engage ordinary people in the political process. Too often, we meet with responses such as “What is the point?”, “It will not change anything”, “It is all fixed anyway”, and “If voting changed anything, they would abolish it.” We reject that, as politicians and as people who value debate in the House of Commons. We want the referendum to be fair. However, the mindset of many people out there must be acknowledged and challenged.
Public confidence in our parliamentary democracy is a matter of grave concern, and this referendum is a crucial turning point. The very fact that it is taking place is testimony to the Prime Minister’s having kept his word, and that has meant a great deal in the context of restoring confidence in the whole EU debate and in our democracy. As I have said several times, and as everyone knows, no one under the age of 55 has yet had a chance to vote yes or no in a referendum such as this. There is now a great opportunity for a really good debate, and for both sides to be given broadly equal funding to enable them to put their arguments.
Finally, let me say to the Minister that more needs to be done. The Government need to ensure that this problem is addressed.
