I am grateful to my hon. Friend. I know the Lord Chief Justice and I am very happy, on behalf of His Majesty’s Government and all those on the Government Front Bench, to do exactly as my hon. Friend says: to pay tribute to Lord Burnett’s exemplary period as Lord Chief Justice.

I would like to pay tribute to the campaigners who challenged joint enterprise. As a result, the Crown Prosecution Service has now committed to monitor who is prosecuted. I welcome the report at the end of this month, but will the Minister commit to an audit of all joint enterprise convictions, particularly as more black people are disproportionately impacted?

I am grateful to my hon. Friend for touching on the 10-year cancer plan. He is absolutely right that the earlier the diagnosis, the better the outcome, as a rule, in cancer treatment. Yes, we set targets, but we always hope to exceed them. It has been incredibly challenging to do that over recent years, and that is why we as a Government are not only investing the resources, but putting in place the reforms that are needed to achieve these targets.

I start by thanking all the NHS workers, who have done a tremendous job throughout the pandemic. My mum has been waiting for shoulder replacement surgery for more than two years, and the delay in this plan means that she will live with excruciating pain. Can the Minister give us assurances that this backlog will be dealt with in a timely fashion, and that that work will be adequately resourced and funded?

I join the hon. Lady in gratitude towards all those working in the NHS. I am sure that every Member of this House will receive correspondence from constituents who are in the position she outlined. Understandably, they will be distressed and often in pain. This plan is not a necessary precursor for work to be done to bring that waiting list down and get it under control; such work is already under way. As I said, not only is record investment in resources going into it but, while the Government focus to a degree on that, we also focus on what that taxpayers’ money does in delivering outcomes for people—hence why we have already announced the community diagnostic hubs and set out plans for surgical hubs. We are very grateful to all the charities and campaigning organisations that have, over recent months, engaged with us to help to advise on interventions that they think can make a genuine difference to waiting lists, but also to keeping patients informed and supported while they do wait.

Covid-19: Government’s Publication of Contracts

I am grateful to the hon. Lady. I have highlighted just how important I consider transparency to be. This is the second time in two weeks, rightly, that I have been answering at the Dispatch Box, so I would argue that there is scrutiny there. On her final point about that private Member’s Bill, I know that the Government will look at that Bill as they would look at any private Member’s Bill, in the usual way.

Nurses have seen us through this crisis and they have been putting their lives on the line every day, yet the Prime Minister has offered them only a derogatory 1% pay rise but handed out billions to private companies that did not provide what was needed and to standard—I remind Members of the 400,000 substandard gowns from Turkey. Does the Minister agree that it is a kick in the teeth that this Govt have chosen to waste £37 billion by giving it to Serco for a failed track and trace system while denying our incredible nurses the pay rise they deserve?

What this Government have done, and did in the context of the issues under discussion in this specific question, is recognise the huge need for PPE during the pandemic last year and take every step they could to meet that need. They secured a large number of contracts, which delivered 8.8 billion pieces of PPE to date. I think that is called delivering.
