The Scottish Secretary will be aware that no NHS board in Scotland has met its target for starting cancer treatment within 62 days since 2012, that Public Health Scotland data shows that one in seven Scots are on an NHS waiting list, and that the Scottish Government’s own figures show that home completions fell by 10% in the year to March—and do not even get me started on lifeline ferries to our islands. Does the Scottish Secretary agree that it is time for the SNP Scottish Government to start talking about delivery and acting on delivery, and to stop talking about division?

The Chair of the Scottish Affairs Committee speaks with her characteristic wisdom and authority on these matters. It seems that the only output that is rising on the SNP’s watch is the number of statements being issued by solicitors on behalf of their high-profile clients.

Does the Scottish Secretary agree that given the incoming Scottish Government have a whole list of issues and problems on their plate, the last thing they should be concerning themselves with is another divisive referendum?

[Mr Alexander]

My hon. Friend brings long and valuable experience in both of Scotland’s Parliaments to her understanding of these issues. In 2014, there was an agreement across all parties and across civic society in Scotland that there should be a referendum. There is simply no such consensus today. This is not the time for the SNP’s obsession with independence. It is focused on division and grievance; we are focused on delivery.

I call the Chair of the Scottish Affairs Committee.

The Secretary of State is aware that the Scottish Affairs Committee recently conducted an inquiry into the Thistle safer drug consumption room in Glasgow. I hope that this innovative facility will help to cut drug death numbers in Scotland, but does he agree that the Thistle on its own cannot end the drug crisis? Does he therefore agree that a real-terms cut of £1.3 million to alcohol and drug services was entirely the wrong move in yesterday’s Scottish budget?

This is literally and figuratively a deadly serious issue. As we have just heard from those on the SNP Benches, the SNP will be claiming in the coming months that this is as good as it gets for Scotland, but the reality is that its shameful record in Scotland is more than 6,800 drug deaths since it declared a public health emergency. That, let us be clear, is the worst drug-related death rate in Europe. It is a shameful failure by the Scottish Government. Despite all their claims about the budget yesterday, once again it was a missed opportunity to take a better approach. We have provided the resources, but alas we have a Scottish Government who are out of time, out of ideas and failing in terms of public health.
