Commons ChamberMy hon. Friend can be rightly very proud of the role his constituents have played. It is not only Wockhardt employees, but the wider AstraZeneca collaboration with Government and the £90 million of support that the Government put in for research and development and for getting capacity up that have meant that we not only have this world-beating domestic vaccine roll-out, but have supplied 98% of the vaccine to the poorest and most vulnerable countries around the world delivered by COVAX.
Less than 1% of sub-Saharan Africa has been fully vaccinated, leaving the Prime Minister’s claim that he would vaccinate the entire world hanging by a thread and his credibility in tatters. Having sneaked out cuts to the aid budget, which his Government have now made permanent, he has made the UK the third lowest donor in the G7, and in the middle of a pandemic, this Foreign Secretary has presided over the largest drop in humanitarian aid of any major donor country, apart from Saudi Arabia and the United Arab Emirates. It is clear that the Foreign Secretary’s claim that the UK’s reputation has not been diminished under his watch is unfounded in reality. What does he say in response to the damning comments last week of the former President of Liberia, Ellen Johnson Sirleaf? He said that this Government’s cuts will have
“a negative impact on millions of people in less wealthy nations”.
If this Government have a conscience, they will want to know how many lives have and will be lost as a result of these cuts. I urge him to publish the impact assessments immediately so that more lives can be saved, but will he do it?
What I would say to the hon. Lady is that Labour promised it would hit 0.7% in 1974. That was the year in which I was born. Labour has never once hit 0.7%. It only twice hit 0.5%, so we will take no lectures from the Labour party when we are the third biggest G7 donor when it comes to aid.

Commons ChamberI think that that was pretty unsavoury from the hon. Lady, but I will tell her how we sleep at night. We sleep at night because we are the third biggest ODA budget contributor in the G7. We sleep at night because we have just made the biggest global commitment on girls’ education ever, of any Government ever in the UK. We sleep at night because we are doubling the average annual spend on international climate finance. We sleep at night because we led the way with the 100 million doses that we are providing from excess surplus because of the money that we spent on the AstraZeneca vaccine: of the doses that the poorest countries have so far received via COVAX, 95% have come from AZ. In relation to humanitarian spend, bilaterally, we are the third biggest as well. We continue to be a global leader, but I think that our constituents would be asking some pretty serious questions if, at a time when we face the biggest contraction in our economy for 300 years, we were not also making or finding savings from the international as well as the domestic budget.
COVAX aimed to deliver 2 billion doses of vaccine to countries around the world in 2021. Six months in, less than 5% of that total has been shipped. To rapidly vaccinate health workers and older people in low-income countries, we must address global shortages with a global plan to increase production of vaccines and equitable access. Instead, what we got this weekend from a Prime Minister who has been in perennial retreat from the world stage was a commitment to 5 million doses by the end of September, and a vague commitment to more at some point over the next 12 months. Does the Secretary of State agree that cutting the aid budget while most of his counterparts were increasing theirs made it harder for the Prime Minister to play a leadership role at the G7, and that the cuts are a key reason for the Prime Minister’s abject failure to deliver a comprehensive strategy that accelerates global vaccine access so that we can achieve at least 70% coverage in all countries and end the pandemic as quickly as possible?
I am afraid that the hon. Lady is just mistaken and clearly did not pay attention to what the G7 agreed. We agreed 100 million doses on the UK’s part by the middle of next year. That was not some kind of loose commitment; it was a very clear one, and comes on top of the 1 billion doses that we secured through our financial commitment to COVAX. As a result of our commitment, we have now raised the ability, through the G7 and the other contributions, to secure 1 billion extra doses, so there are new doses. What that will mean in practice is that rather than the world being vaccinated by 2024, as in the current trajectory, it will happen by the middle of next year. I would have thought that if the hon. Lady really cared about the issue, she would recognise that that is a massive step forward.

Commons ChamberI reassure my right hon. Friend, first of all, that the money is being safeguarded; of course, it is published in the normal way, through the formal channels, in the autumn. Through the appointment of the Prime Minister’s special envoy, the convening power that I have described and, as she quite rightly says, our presidency of the G7, we are making sure that this is at the very top of the international agenda.
The British people have a proud history of stepping up and supporting those in need, but the actions of this Government yesterday betrayed hundreds of thousands of Yemeni children, as the Foreign Secretary chose to leave them to starve. In November, he told the House that humanitarian crises were one of his priorities, yet he has cut funding to the largest humanitarian crisis in the world by 60%. Clearly, the Foreign Secretary’s commitments are worthless. Does he agree that his Government’s actions have shown our allies and our detractors that his word cannot be trusted?
I thank the hon. Lady, although the obvious point to make is that the last Labour Government never hit 0.7% and only hit 0.5% twice. In relation to Yemen, over the last five years, including for 2021, we have been between the third and the fifth highest donors. We will keep up that effort. We have provided more than £1 billion of funding to the humanitarian crisis in Yemen since the conflict began, and of course we fully support the efforts of Martin Griffiths, the UN special envoy, to find peace there.
The Foreign Secretary is leading a hasty retreat from the world stage while others are stepping forward. We are the only G7 nation to cut aid. The United States has added billions to its development budget, and France has committed to increasing its support for the world’s poorest by reaching 0.7% by 2025. The Government cannot keep pretending that they can make cuts without risking millions of lives, so will the Foreign Secretary immediately publish all the details of the cuts made in 2020 and those projected for 2021? Will he also explain to the House what his priorities are? Clearly, preventing hundreds of thousands of Yemenis from going hungry and starving to death is not one of them.
Of course, the allocations are published formally in the normal way, as I have just described, in the autumn. In fact, the new UK aid pledge of £87 million, which the hon. Lady so blithely dismisses, will feed an additional 240,000 of the most vulnerable Yemenis every month, support 400 health clinics and provide clean water for 1.6 million people. We are doing our bit. Of course these are very difficult financial circumstances. We remain, as we have over the last five years, between the third and the fifth highest donor into Yemen.

Commons ChamberLast week, the Prime Minister promised to end an era of retreat, yet today signals the biggest retreat by a British Government from our global role in decades. They have removed any credibility the UK has as a force for good in the world, and made it harder for us to pursue our national interest and create a safer, healthier, fairer and better world for us all. Make no mistake, our traditional allies and our detractors will take note of this move.
This Government have destroyed the long-standing cross-party support for spending 0.7% of GNI to eradicate global poverty and reneged on their promise to the British people, breaking a manifesto commitment and turning their back on all those they promised to champion: mothers, new-born babies and children who are dying from preventable causes, the tens of millions of girls who are out of school, and those whose lives and livelihoods have been destroyed by Ebola and malaria.
Britain and the world deserve better than a Foreign Secretary who has allowed the aid budget to be slashed, leaving our global reputation lying in tatters ahead of a year when the UK hosts the G7 and COP26. We know that we need a dramatic acceleration in the pace and scale of global climate action, and we all want the UN climate conference to be a success, but for that to happen we must harness the political will of other countries. As host, it falls to the UK to lead by example, not withdraw, yet cutting the aid budget does exactly that and has already attracted outspoken criticism from vital partners. I pity the Foreign Secretary having to explain to his counterparts that this is all part of his and the Prime Minister’s idea of “Global Britain”.
This Government have repeatedly delayed their review of foreign policy, with announcements being made on a whim. It is a disintegrated review. Do the Government actually have a strategy, a plan or even a vague idea? I have lost track of the number of times the Secretary of State has announced new development priorities, so perhaps he can confirm how long he will stick with these. Under the Conservatives, foreign aid has been diverted away from the world’s poorest. Will he now ensure that it is not squandered on vanity projects but instead focused on eradicating poverty and inequality?
In the year since the Conservatives pledged in their manifesto to “proudly” uphold the law to spend 0.7% of GNI on aid, we have been told by the Prime Minister that spending 0.7% of GNI was
“a goal…that remains our commitment.”—[Official Report, 16 June 2020; Vol. 677, c. 667.]
The Secretary of State has said that the commitment “is written in law,” and will be
“the beating heart of our foreign policy”.—[Official Report, 18 June 2020; Vol. 677, c. 945.]
His Ministers, the right hon. Member for Braintree (James Cleverly) and the hon. Member for Rochford and Southend East (James Duddridge), have told us, respectively, that
“the Government are completely committed to the 0.7% target…because it is the right thing to do.”—[Official Report, 9 July 2020; Vol. 678, c. 1198-1200.]
and:
“We are bound by law to spend 0.7%, so it is not a choice; it is in the law, and we will obey the law.”—[Official Report, 30 June 2020; Vol. 678, c. 147.]
Now they have decided they do not actually like obeying the law.
This Government are developing a reputation, and many within the Secretary of State’s own party do not like what they see. Yesterday, his own Minister, Baroness Sugg, resigned because abandoning our commitment
“risks undermining…efforts to promote a Global Britain”.
I stand ready to work with her, with the hon. Members for Mid Derbyshire (Mrs Latham) and for West Worcestershire (Harriett Baldwin), the right hon. Members for Preseli Pembrokeshire (Stephen Crabb), for Sutton Coldfield (Mr Mitchell), for Ashford (Damian Green) and for South West Surrey (Jeremy Hunt), the hon. Member for Wyre Forest (Mark Garnier), the Chairs of the Defence and Foreign Affairs Committees—the right hon. Member for Bournemouth East (Mr Ellwood) and the hon. Member for Tonbridge and Malling (Tom Tugendhat)—the Father of the House, and many more who I do not have time to list, to stop this retreat. Can the Secretary of State tell us when the necessary legislation will be brought forward? Can he confirm that he will spend 0.7% of GNI on aid this year and what the estimated value of ODA will be?
This Government love to blame others for their shortcomings, especially when they cannot answer back. Rather than taking responsibility for their incompetence, spending £12 billion on a covid test and trace scheme that still is not working and wasting taxpayers’ money on over 184 million items of unusable personal protective equipment, this Government have chosen to make the world’s poorest pay for their failures.
The British people are extremely compassionate. They have seen a global health crisis cause devastation around the world and push millions of people into poverty, costing lives and livelihoods. They know that this is not a necessity but a political choice that this Government have made. We stand with them and oppose this ill-conceived, short-sighted decision.
Well, where to start with that?
The hon. Lady referred to a range of different issues. She referred to the UK’s work on disease and girls’ education. We entirely agree. These are total priorities, and that is why I set out the priorities—I appreciate that her response was written before she listened to what I said—so that I could give her and the House the reassurance that actually those are two areas that we will safeguard and prioritise. [Interruption.] No, we said we will safeguard those priorities.
The hon. Lady asked about climate change. As I made clear, our first priority will be to prioritise measures to tackle climate change and protect biodiversity, and we will maintain our commitment to double the international climate finance, which I agree is very important as we go into COP26.
The hon. Lady asked about our international partners. Of course our international partners, whether they are non-governmental organisations or the heads of the international organisations, will want as much generosity as possible. We understand that. I spoke to the Secretary-General of the United Nations, the president of the World Bank, and Dr Tedros at the World Health Organisation yesterday. They understand the financial challenges and the health challenges, and they know that we will be a stalwart, leading member of the international community as a force for good in the world, notwithstanding the pressure that we and many others will now face.
The hon. Lady asked about the legislation. We will bring that forward in due course. Obviously we want to make sure that it is as well prepared and carefully thought through as possible. [Interruption.] She says that we do not have to. On the one hand, she has said that we are breaking the law and changing our mind on the law—[Interruption.] It is very clear under the legislation. She should go and check—
I think that’s Twitter lined up for later on in the afternoon. The hon. Gentleman asks what the public expects. I think they ask us in a sober way to look at all the choices. We have done that.
The hon. Lady has advocated cutting ODA in the past. She now shakes her head. [Interruption.] She wants to fudge it as repurposing. We are not going to fudge it in the way that she does. We are going to be very honest with the British public about an incredibly difficult set of decisions. We are making sure that we can see our way through the pandemic. We will still be contributing £10 billion to the world’s poorest, to climate change and to girls’ education. I think they will understand. If the hon. Gentleman has any alternatives, rather than just criticising from the Opposition Benches, we would be glad to hear them.

Commons ChamberI warmly welcome the spirit of my hon. Friend’s question, although I think we need to be realistic about what China is going to be willing to sign up to. Therefore, for our part, we work very closely with UK businesses. It is very important—a hallmark of global Britain—that our businesses conduct themselves with integrity. We were the first country to produce a national action plan on the UN guiding principles on business and human rights, and the first country, with the Modern Slavery Act 2015, to ask businesses to report on their supply chains and how they could be affected. We are very proud of our international leadership in this area.
Our existing 0.7% aid commitment sends
“a strong signal that the UK is a reliable partner for long-term economic, social, environmental and educational advancement across the globe”,
and this is “cheaper than fighting wars”—not my words but those of the CBI and the former Chief of the Defence Staff, General Lord David Richards. Does the Secretary of State agree that rowing back on our promise to the world’s poorest people would jeopardise our soft power status ahead of the year when the UK will host the G7 and COP26, and will he recommit to his manifesto pledge, made exactly a year ago today, to spend 0.7% of GNI on aid?
ODA and our aid budget will remain at the absolute centre of the work we do as a force for good. I am afraid that we will have to wait for the spending review to hear what the Chancellor has to say on that.
