I am confident that—[Interruption.] He can quote anonymous sources, and there are some well-known differences of opinion, but I can confidently predict that on Second Reading, the Bill of Rights will have overwhelming support in this House. He cited academics, but I point to Lord Faulks KC, Oliver Sells KC, Jonathan Fisher KC, Steven Barrett KC and John Larkin KC, former Attorney General for Northern Ireland, all of whom have very much welcomed the proposals.
Four out of the five parties in the Scottish Parliament are committed to protecting the Human Rights Act. That view is shared by the party of Government in Wales, it constitutes the majority position in Northern Ireland and it is shared by more than 40% of MPs here, who collectively represent a clear majority of the electorate. Does the Secretary of State not see that by pushing his proposed Bill, he is trampling on the will of the devolved Administrations, but also on the views of the majority of the public?
I am afraid I do not accept that. It was a manifesto commitment. The Human Rights Act is a UK-wide piece of legislation and a protected enactment under the devolution settlements. Amending it is therefore a matter for the UK Parliament. I have been to all the devolved Administrations and talked to all the Executives. I have had roundtables with all the relevant stakeholders, as have fellow Ministers. We continue to be committed to working with the devolved Administrations in Scotland and elsewhere to ensure that the reforms work well and benefit people across the UK.

SNP Members extend our full support and condolences this morning to Poland, following the death of two civilians last night. While a full investigation is ongoing, we reiterate our calls for Russia to end its brutal war of aggression against Ukraine.
Yesterday, the Prime Minister was asked six different times to apologise for the disaster of the Tory mini-Budget and the financial crisis it caused, and all six times, he refused to say sorry. This morning, people are waking up to the news that this Christmas, they will be hit with the worst inflation in 41 years, so will the Deputy Prime Minister stand up today and do what his boss would not? Will he say sorry?
May I thank the hon. Lady for what she said about both Poland and the importance of our solidarity with the international community against the appalling illegal invasion by Russia of Ukraine?
Inflation is clearly a problem. As Chancellor and now as Prime Minister, my right hon. Friend has for months been making clear that it is the No. 1 economic challenge we face. We have a plan to grip inflation, to balance the books and to drive economic growth. My right hon. Friend the Chancellor will make the autumn statement tomorrow, setting out our plan to take the Scottish people, and everyone across the United Kingdom, through these challenges.
If the Government cannot even say sorry for the mess that they have made, what hope do we have of them fixing it? Let us be clear: tomorrow’s Budget is imposing austerity 2.0 on all our constituents. That is the political choice that the Tories are making. But there are always different and better choices. Only this week, the Scottish child payment rose to £25 a week—a 150% increase in eight months—and it will help 400,000 children. If the Tories will not say sorry for the mess that they have made, will they at least make the right choice for once? Will the right hon. Gentleman’s Government join the fight against child poverty tomorrow, follow the lead of the Scottish Government and match the Scottish child payment?
The hon. Lady will know that we are facing challenges that are faced all around the world, because of covid and the war in Ukraine. We have seen rising inflation in Germany, the eurozone and the US. The reality is that this Prime Minister and this Chancellor have a plan—more detail will be set out in the autumn statement—but of course, the UK Government will continue to work collaboratively with the Scottish Government to safeguard and protect the most vulnerable right across the United Kingdom. I think that is what the Scottish people expect.

Commons ChamberMy hon. Friend is bang on. The AUKUS partnership is incredibly important for our security. It builds on what we said in the integrated review about promoting stability in the Indo-Pacific. It builds on our free trade agreement negotiations, including the comprehensive and progressive agreement for trans-Pacific partnership. It builds on our membership, as a dialogue partner, of the Association of Southeast Asian Nations—the first new member in more than 20 years. It will provide huge opportunities for jobs and businesses here at home, as part of the levelling-up agenda.
Across Scotland and the UK, millions of families are seeing their incomes slashed by this Tory Government, with a toxic combination of Tory cuts, tax rises and the growing cost of Brexit. The Prime Minister promised that he would make energy bills more than £60 per household cheaper after Brexit. Instead, they could skyrocket by £550 at the worst possible time. The UK Government are slashing universal credit by £1,040, furlough is ending prematurely and a Tory tax hike will leave the majority of families hundreds of pounds worse off next year. Let us be clear: this is a Tory cost of living crisis, and yet again lower and middle-income families will suffer the most. Does the Deputy Prime Minister agree that it is time to scrap Tory cuts to universal credit and to introduce an emergency energy payment for lower-income families, so that no one has to choose between heating and eating this winter?
May I say to the hon. Lady that many of those issues are devolved to Scotland? The energy price cap will save 15 million households up to £100 each year. We are also taking targeted measures to extend the warm home discount; that will be £150 knocked off the bills of 780,000 homes. We are providing seasonal cold weather payments to eligible claimants—an extra £25 a week during colder periods. On top of that, we are giving a winter fuel payment to recipients of the state pension. But the crucial thing is that we have rising employment and rising wages, and that will benefit everyone in Scotland and across the UK.
That is a disappointing and perplexing response from the Deputy Prime Minister, who perhaps needs to go back and look again. I have to say to him: warm words do not heat homes, and unless these Tory cuts are reversed, we will see even more families pushed into hardship and crisis.
Yesterday I met East Renfrewshire Citizens Advice Bureau, who warned of a cost-of-living tsunami hammering families: a universal credit cut, Tory tax hikes, and soaring household bills. Because of this Government’s choices, people are having to choose between heating their homes or feeding their families. For all their empty rhetoric, you cannot level up by making people poorer. So can the Deputy Prime Minister explain why he is stubbornly refusing to consider introducing an emergency energy payment that would help families through a very difficult winter?
As I said, the price cap in place will save £50 million households up to £100 each year. On top of that, because of the approach we have taken with the national living wage, full-time workers will be £4,000 per year better off. But, given the challenges that we understandably face, I think that people expect—including those in Scotland—for us to come together and stop this scaremongering and this sowing of division. That is why I would have thought the hon. Lady would welcome the fact, with some of the challenges that the Scottish ambulance service is facing, that we have the British armed forces helping the people of Scotland.

Commons ChamberMy hon. Friend nails it: we do not intend to recognise the Taliban. The UK Government do not as a matter of practice recognise Governments, and the reason why is that that allows us to engage, and measure and calibrate our level of engagement, based on what the authorities do, not just what they say. The issues and tests that he identifies are the right ones, and we will be watching very carefully what the Taliban do in the weeks and months ahead. I would just say that while my scepticism runs quite deep, there was some evidence in the engagement we had on the ground in relation to the airport that it is possible to have a rational and constructive engagement and be able to test whether they will keep their word. That was an early test; the ones that my hon. Friend described will be the next ones we have to face.
The Prime Minister spoke earlier about helping Afghan friends of this country, but having been approached by some concerned constituents and having corresponded with the Home Office, the MOD and the FCDO, it was extremely difficult to get any clarity about plans for the evacuation of British Council employees, former employees and their families. Eventually I was advised that even current British Council staff are not eligible for early relocation. Can the Foreign Secretary explain this very disappointing decision, and what plans are now being put in place to help these Afghan nationals who put their own and their families’ lives in danger by supporting the British Council over the past 20 years?
I do not think that is quite right: we have been willing to look at British Council cases, although of course this depends on the level of association. More generally, if the hon. Lady has particular examples where she thinks that that has not been done, she should write to me and I will look at them personally.

Commons ChamberMy hon. Friend makes a great plug for Wilton Park, which is dear to my heart. It does great work and certainly helps leverage our soft power effort. More generally, he has made the case that covid has demonstrated not just why integrating foreign policy is so important, but why we should go further with the merger. We found that, whether it came to procurement of PPE, repatriation of British nationals, critically, the search for a vaccine and, as hon. Members on both sides of the House have said, making sure that it is equitably distributed around the world.
I am glad to have heard a few Members talk about the excellent work and expertise of DFID staff. I am sure that a number of the staff, including many who work in my constituency, would be keen for the Secretary of State to take action to make sure that there is early awareness of these staff and exactly what the future will hold for them, in more detail than is currently available to them. Is he able to give some indication of when that detail is likely to be forthcoming?
I am happy for the hon. Lady to write to me with any specific concerns. I have spoken to DFID staff. Indeed I did a FCDO all-staffer today and we made it very clear what approach we are taking. We want to energise our brilliant diplomats’ development expertise but also forge a new culture. We are also committed to making sure that we have a stronger presence across all the nations and indeed all the regions of the UK because it is important that Scotland sees and the people of Scotland see the value added that we yield when we come together as one United Kingdom, but also with this merger.

Commons ChamberIt is for precisely that reason that we set out a policy note that gives, I hope, my hon. Friend and hon. Members across the House reassurance about how we are going about this. Obviously, our approach will need to be evidence-based and evidence-driven, but if she takes a look at that policy note, once it is published, it will give her the reassurance she needs.
Despite the humanitarian situation, the UK has traded almost £5 billion to Saudi Arabia since the war began, which eclipses the aid it has given to Yemen. The Foreign Secretary has just said he wants things to be evidence-based. The UK Government have to be willing, therefore, to stand up to countries they see as allies, and there must be consequences where UN-confirmed systemic human rights violations and murders have been committed. Does the Foreign Secretary agree and will he give that effect in the UK’s sanctions regime?
I agree with the hon. Lady, and that is precisely the reason for the designations we have made today. If she looks at them, she will see that we have not ducked the issue. We need to be evidence-based; we cannot do it on a whim and it must be able to withstand legal scrutiny, but she will see from the designations, including the ones we will do in the future, that this regime will be applied without fear or favour.

Friend about the importance of having, within the confines of a democratic institution such as this, a constructive approach, because that will make the process more effective. We will look carefully at all the issues that he raised. He mentioned Vietnam as one of the difficult areas. As Ministers have made clear, we are aware of a number of British nationals in quarantine—some in hotels; some in other quarantine facilities. We are in close contact with the Vietnamese authorities. We are providing assistance to all those affected, and we hope to see them moved to improved and better facilities as soon as possible. That is just one illustration, in pretty challenging conditions, of where we are working hard to ensure that his constituents and many others get the care, advice and support they need.
After listening to contributions from Members on both sides of the House, it is very clear that citizens are stuck in many and varied countries far across the world. What plans does the Secretary of State have to work with European partners specifically to bring people in far-flung places back as part of a partnership approach?
The hon. Member makes an excellent point; we do need to work in partnership. We did that in relation to the flights from Wuhan at the outset of the crisis, if I can put it that way, and we have done it in relation to the Braemar cruise ship. In fact, my instinctive reflex, and the instinctive reaction of this Government, wherever UK nationals are stranded and we have more airline capacity to get them home, is to make sure that the nationals of our European and Five Eyes partners can get on them as well. We have good collaborative arrangements—it has been a two-way relationship—and all that will continue.

Friend, I pay tribute to the Sultan of Oman for his incredible track record of service to his country, and we look forward to working with the new Sultan and the Government of Oman on all those issues. My hon. Friend is absolutely right to condemn the taking of dual nationals into detention. The taking of Nazanin and of all the UK dual nationals is groundless. Their treatment has been well below the standards that we would expect. Fundamentally, they should all be released without condition. This is part of the pattern of unlawful behaviour that Iran needs to correct if it wants to come in from the international cold.
In his conversations with his Iranian counterparts about the detention of the UK ambassador, what assurances has the Secretary of State sought about the rights of other peaceful protesters across Iran who do not have the luxury of diplomatic immunity to protect them?
I thank the hon. Lady for her question. She raises a very important point. The reality is that the international norms that reflect, recognise and call for the safeguarding of peaceful protest apply across the board. We do make those points to our Iranian partners, but, of course, there is a very clear obligation under the Vienna convention on diplomatic relations about the way that ambassadors and diplomatic staff are treated. This is crucial, not least because if we cannot have confidence that our diplomatic staff and missions are respected, we cannot engage in the kind of diplomacy that we need to charter a peaceful way forward.
