I thank my hon. Friend, who has woken up the shadow Front Bench team from their slumbers with that one. He is absolutely right. As part of the work I am doing with the Home Secretary, we are increasing the number of judges we are recruiting for the immigration and asylum chamber. That means 72 more judges for the first-tier tribunal and 50 more for the upper tribunal. We want appeals decided swiftly and decisively, so that we can clear the court system and also make sure we remove those who are not entitled to come here.

I take many of the points that my hon. Friend makes and I share the concern of his constituents. I think the issue we have on 5G is, frankly, a longer-term issue, where we have failed to provide the diversification of supply that allows us to rely on high-trust vendors, rather than high-risk vendors. That matter is now, as he knows, in the light of US sanctions, currently under further review by the National Cyber Security Centre and we will come to the House when that has been looked at thoroughly.

I saw reports this morning that the prominent young activist, Joshua Wong, is now removing himself from politics and taking a step back. What assurances can the Secretary of State give us that the Government will be doing everything they can to protect young activists in Hong Kong such as Joshua from being arrested and disappearing?

It is very sad to see Joshua Wong’s movement be disbanded for fear of the consequences. I share her concern about that and I welcome her support. We have taken a step on BNO because that gives us the opportunity to provide sanctuary to those who feel that they cannot stay in Hong Kong. Many will choose to stay and we will work with our international partners to convey our views as effectively as we possibly can to China and consider all the potential actions that we might take next.

It is not clear that there is, as of now. However, there is scope, if Iran is willing—the E3 statement backed this up, but we come back to that basic dynamic and that basic choice—to see some sort of broader deal that would address not just the nuclear front but the wider destabilising activities. If we want a longer-term resolution to the challenge that Iran faces which brings in the United States and all the relevant partners in the region, it is absolutely right that we hold to that ambition and pursue it where we can.

I thank the Secretary of State for prior sight of his statement. Given his earlier remarks about dual nationals in Iran and the increasingly desperate situation of Nazanin Zaghari-Ratcliffe, will he clarify when the Prime Minister is going to meet Richard Ratcliffe? At the moment, all we have is “soon”. Will this be taken up as a matter of urgency and a meeting arranged this week if possible?

The meetings that the Prime Minister has will be publicised in the usual way through the usual channels, but I have met Richard Ratcliffe. We of course understand the concern of Nazanin’s family and also all the other dual nationals who are detained. We have seen Iran’s behaviour deteriorate not just on the nuclear front and not just in the Revolutionary Guard’s activities in the region, but in relation to dual nationals. It is at the forefront of our mind to get a deal, long term, with the Iranians that can bring in all those aspects, which is why the nuclear deal is critically important. We also want to address the wider issues; that is why the Prime Minister has taken the approach that he has.

My hon. Friend makes an excellent point, which is that it is in the interests of Hong Kong and China to respect the one country, two systems model and the autonomy, both economic and political, that is reflected within it.

As has already been mentioned, the 70th anniversary of the Communist party is coming up next week and it has been reported that this could be accompanied by large-scale pro-democracy protests in Hong Kong. We have seen aerial photographs of armoured vehicles lined up ready to respond. Have the UK Government been in touch with their counterparts in China to stress the importance of maintaining a proportionate response, of the rule of law and of the protection of human rights throughout what could be a difficult period?

I agree with much of what the hon. Lady says, and I can reassure her that I met Foreign Minister Wang Yi in Bangkok on 31 July. I was due to meet him again in New York this week, but of course the House is now sitting again.

The hon. Gentleman will know from the White Paper that we have set out a paradigm that works, not just for trade between the UK and the EU, but that specifically will avoid any return to a hard border in Northern Ireland. We now need to take that proposal to our European friends. I will see Michel Barnier later this afternoon, and I will be sure to convey to him the hon. Gentleman’s concerns.

5. What recent discussions he has had with the Secretary of State for Digital, Culture, Media and Sport on negotiating a deal to support international broadcasting businesses maintaining their UK base after the UK leaves the EU.
