The Secretary of State has indicated that he is open to looking at the shape of the franchise in future. Discussions have been held with the Mayor of London about perhaps including some elements of the current franchise within the orbit of Transport for London’s Overground service. We are totally open-minded to solutions that work in the passenger interest.

Following on from the final question asked by my hon. Friend the shadow Secretary of State, and in the light of speculation in the Railway Gazette, will the Minister give an undertaking that he will be coming before the House in the next few days, leading up to when we finish on 24 July, to announce that the electrification of the TransPennine route has been cancelled?

I am here at the pleasure of Mr Speaker, and I cannot predict when I will be called. The TransPennine upgrade is a massive programme of investment. It is the flagship enhancement programme of the next control period for our railways. We will spend £2.9 billion on the TransPennine route in the course of the years 2019 to 2024. It is a phased programme that will include major civil engineering work, and it will also include electrification.

As we have been talking about the north, I want to ask a question about it. I believe that the Rail Minister is also the Minister for London; it is a shame that the Secretary of State, who has the whole country on his watch, is not here today. If it is true that the Department has not yet signed off the trans-Pennine money, why can we not transfer the power to decide what is best for the north from the Department to Transport for the North, which is what the One North campaign has been asking for?

Indeed. I was in Belfast just a few weeks ago for one of the UK launch programme’s roadshow events, where we gathered together small and medium-sized businesses in Northern Ireland with expertise in space to showcase all the benefits that are to be gained from participating in the programme and taking part in the activities that the Bill will enable.

If I am correct and the Bill will open the way for commercial spaceflights within the next 20 years, does the Minister realise that such flights will arrive many years quicker than Transport for the North’s proposals for improvements to transport in the north, including rail electrification to Hull?

As I have already said, the appointment process followed by the Office for Students board and panel was conducted in accordance with the code of practice published by the Office of the Commissioner for Public Appointments. Mr Young was appointable—many people were interviewed, as this is an important body—and it was determined that he had characteristics that would enable him to acquit those responsibilities well.

It is quite clear from the Minister’s stumbling answers this afternoon that due diligence was not carried out on the appointment of this man. Does the fact that he deleted 50,000 tweets last week not worry the Minister? Does it not worry the Minister that today he has told us about decades of abusive and offensive comments made by this man? Surely this is the time to revisit the decision to appoint him.

Mr Young’s online oeuvre is not a great loss to the world. Personally speaking, I am glad we do not have to go through it, and it is probably a good thing that it is lost to the world. Mr Young wants to move forward and to focus on the important contributions that he is making to the outcomes of disadvantaged young people in west London and elsewhere in the country. Digging up past tweets and other comments dating back to the 1980s really serves very little productive purpose.

My hon. Friend is right that the income-contingent student loan repayment system has made a huge expansion of access to higher education possible. I have referred to this statistic several times while speaking at the Dispatch Box: young people from disadvantaged backgrounds are 43% more likely to go to university or other higher education today than they were in 2009-10, which is a direct result of successive Governments deciding to share the cost of higher education equitably between students and the general taxpayer.

Will the Minister have another go at the question put to him by the right hon. Member for Harlow (Robert Halfon), the Chair of the Education Committee, as to exactly why our students have to pay such a high rate of interest compared with those in other countries?

Many hon. Members are under the impression that all students in the repayment period are paying a 6% interest rate, which is of course wrong. Only between 2% and 5% of students in that period are paying rates of about 6.1%. Most students in the repayment period are paying somewhere between RPI and RPI plus 3. That takes us from RPI, which is roughly 3%, all the way to around 6.1%. Students are paying a spectrum of interest rates, and only those earning more than £42,000 in the repayment period will be paying the high rate of interest that has caught the imagination. From the statistics I have, that represents between 2% and 5% of students.

We are committed to ensuring that many more young people have access to high-quality technical education, and UTCs have an important role to play in this. However, the experience of the UTC programme has been mixed to date. Our priority is to support existing UTCs, so that they are able to offer good education. We are learning lessons from those that are open at the moment, and we will publish application arrangements for new UTCs in the coming weeks.

Will the Minister join me in congratulating Alan Johnson, the former MP for Kingston upon Hull West and Hessle, who fought for many years to get the Ron Dearing UTC opened in Hull? It has actually opened its doors this morning for the very first time, and one of its priorities is to encourage more young women to study engineering and technical subjects.

I certainly add the Department’s and my congratulations to the hon. Lady’s. That is an important achievement, and we are strongly committed to the UTCs, which will help the Government in our ambition of creating parity of esteem between technical education and more academic routes.

The amount spent through access agreements by our universities has increased substantially, from about £400 million to over £800 million in the last year. That is a significant amount of resource that universities can put towards widening access and participation. By bringing the Office for Fair Access into the future office for students we will have a more strategic ability to manage our widening participation funds, the student opportunities funds and the access agreement money to the best effect for the use of all young people from disadvantaged backgrounds seeking to benefit from higher education.

T10. The Secretary of State has talked about the fair funding formula she wishes to introduce. Analysis by the National Union of Teachers says the Government’s proposals will mean that Hull schools will lose £13 million and 370 jobs by 2020. Is that correct: yes or no?
