Commons ChamberI think the whole House will have seen how those initial accounts of what took place were completely debunked and proved to be incorrect in respect of the Liverpool fans, and I think it was right that the French authorities and, I think, UEFA issued a full apology for what had happened.
I think my right hon. Friend should wait for my right hon. Friend the Deputy Prime Minister to say a little about that in just a moment, but I can tell him that when it comes to the Rwanda policy that we are pursuing, that policy has not been ruled unlawful by any UK court or, so far, by any international court, and we will continue with that policy.

Commons ChamberMay I welcome wholeheartedly the announcements that have been made today? I would ask the Prime Minister to review again the need to sack unvaccinated domiciliary workers and NHS workers, and to examine the evidence that suggests that they pose a risk to their patients. Our belief is that they will not do so any more than the vaccinated.
I thank my right hon. Friend very much, but I think the evidence is clear that healthcare professionals should get vaccinated.

Commons ChamberFirst, on climate finance for the world, the right hon. Gentleman makes a valid point, because it is essential that the developed world supports the developing world on the path to decarbonisation. That is why the $100 billion per year is so important. Contributions such as the one we saw from the Japanese yesterday, what the French have done, what the Germans have done and what Joe Biden did the other day are important steps, but there is much more to be done. But be in no doubt: the right hon. Gentleman should be very proud of what the UK is committing—the £11.6 billion that we committed two years ago, plus another billion the day before yesterday. These are big sums now that the UK is giving, and we are way out in front.
The right hon. Gentleman is right to raise Afghanistan. We had sad but good discussions about Afghanistan, and we are determined to work together to concert our humanitarian relief to do what we can, notwithstanding the difficulties that there are obviously going to be with our relations with the Taliban.
On the global vaccine roll-out, the right hon. Gentleman will have heard the commitments made by countries around the world. I think the UK can be very proud of what we are doing on top of the 1.5 billion AstraZeneca doses, with another 100 million doses by June next year.
To what extent does the success of the entire enterprise depend upon the promised finance to the developing world?

Commons ChamberWe are making as much data available as we possibly can. Clearly, we cannot make people’s medical records available because that would breach patient confidentiality. The hon. Gentleman is right to raise the question of take-up among some groups and care home staff. That has been increasing, but we all need to work together to ensure that we encourage everybody to come forward and take the vaccine.
The Prime Minister raised the possibility of new variants having an impact on the plan. Ordinarily, the laws of natural selection will favour more benign variants. However, lockdown reverses that, favouring the more potent. Therefore, in addition to an urgency on the basis of the economic and social costs of lockdown, there is indeed also a scientific urgency to lift it, isn’t there?
I defer to my right hon. Friend’s doubtless superior understanding of the biology of the variants, but I have a couple of reassuring points for him. First, we have no reason to think that our vaccines are ineffective in preventing death or serious illness against all the variants of which we are currently aware. Secondly, our scientists are getting ever better at evolving new vaccines to tackle the new variants.

Commons ChamberThe hon. Member for Wansbeck (Ian Lavery) and I share an ambition. We want to unite and level up across the whole UK, and that is the mission of this Government. I am afraid he is totally wrong in what he says about the roll-out of the vaccines. We are making sure that everywhere gets what they need for JCVI groups 1 to 4 by 15 February. That is what we are doing and will continue to do. I am delighted by his conversion to the vaccine. I seem to have read somewhere that he seemed a bit sceptical. There he goes smirking away. It is not a smirking matter. It is absolutely crucial. He should tell his constituents to get a vaccination.
To lift lockdown, will my right hon. Friend focus exclusively on the progress of vaccinations of those who are most likely to be hospitalised if infected? Is it not the case that mission creep beyond hospitalisations would inevitably lead to the diminution of our sense of urgency to lift the restrictions?
My right hon. Friend is completely right and he gets to the heart of the problem in the pretend policy that has been announced by the Opposition party. If we were to interfere with the JCVI 1 to 9 list, which is intended to target those most vulnerable and those most at risk of dying or of hospitalisation, we would, of course, interpolate it with other people appointed by politicians, taking vaccines away from the more vulnerable groups and, as he has rightly said, delay our ability to move forward out of lockdown. He is spot on.

Gentleman, who seems to recapitulate what the right hon. and learned Member for Holborn and St Pancras has already asked me, as though he were still doing his old job. I do not want to repeat all the points that I made. Obviously, we are investing heavily to support jobs and livelihoods throughout the country. On mental health, the right hon. Gentleman is right to draw attention to the risk of increased suffering caused by the privations of lockdown. That is why we are investing hugely in mental health provision—another £13 billion, plus £18 million in support for our wonderful mental health charities across the country.
Pubs cannot compete with supermarkets for off-sales. Even within a household, people cannot play tennis or golf. Notwithstanding the assault on liberty and livelihoods, why are the regulations pervaded by a pettifogging malice?
Pettifogging, yes; malicious, no. I am going to have to take the hit here. The intention is to stop the virus, protect the NHS and save lives. To do that, we have to engage in restricting transmission between human beings. I know that my right hon. Friend and other right hon. and hon. Members will find all sorts of reasons to oppose all sorts of restrictions, but in the end, we have to look at the overall budget of risk caused by transmission between members of the human race, and that is what we are trying to restrict.

Commons ChamberWith great respect to the hon. Gentleman, perhaps that was one of the answers I gave that was mysteriously truncated in the course of my giving it. I think I said pretty clearly that the criteria we would use to decide who went into which tier would be case detection rates in all groups, case detection rates in the over-60s, the rate at which cases are rising or falling, positivity rates, and pressure on the NHS. Those are some of the criteria that we will use.
“He loved Big Brother.” The last ruler that told us how we may or may not celebrate Christmas was Oliver Cromwell. It didn’t well, did it?
My right hon. Friend is completely right in his basic instincts, which I share, and his fundamental libertarian yearnings, which I also share. I love Christmas; I love a big get-together. The trouble is that the people of this country can see that there is a real risk that if we blow it with a big, blowout at Christmas, we will pay for it in the new year. They want a cautious and balanced approach, and that is what we will deliver for the whole UK.

Commons ChamberI repeat the point that I have made about the self-employed: £13.5 billion has been given to support them, and where there is more we can do, we will obviously look at it. The hon. Lady makes an interesting point about whether a local approach would have been better throughout this than a national approach. All the evidence is that we need both. That is what we have supplied, and that is what we will continue to supply. That is why we are expanding our support for the local approach. The experience of other countries shows that we need a national approach, because otherwise the local test and trace operations simply do not join up. Plenty of countries have had that experience, and that is why we are taking an approach that joins up local test and trace with national test and trace.
What does the Prime Minister make of the special envoy’s statement that
“We in the World Health Organisation do not advocate lockdowns as the primary means of control of this virus”?
I totally agree with what David Nabarro had to say—I think he is completely right. I think that the best way to control this virus is common-sensical restrictions on person-to-person contact, because it is that person-to-person contact that spreads the virus. That is what we all need to do.

Commons ChamberI think that most people will understand that we want as much of our business sector and economy to open as possible, in a covid-secure way. The hon. Lady will also understand that we want our schools to open in a safe way. That is why we have done what we have done and made the announcements that we have made. It has only been possible to open schools to some classes before the summer break, alas; but we are ahead of many other countries in Europe in doing so. As she will know, there are other countries that are not opening any of their schools. I must say that I welcome the logic of what she is saying, because if she is now actively going to encourage kids to go back to school and stop the long silence of the Opposition on this matter, that will be a great thing.
Will the Prime Minister cause his experts to be worked night and day until they find the fix and, when they have got it, to straightaway allow spas and nail bars to reopen? And when there are flare-ups, will he eschew the temptation to return to collective punishment?
That is a very good way of putting it. We want, so far as we possibly can, to confine our action to the localities where the flare-ups have happened. That is why it is vital that everybody listens to the balance of this guidance today, follows the guidance on 2 metres and on 1 metre-plus, continues to observe social distancing—and we will get this thing done.

Commons ChamberSo long as the kingdom and this House resemble a stunt by the “1984” junior anti-sex league, the recovery necessary to sustain the Prime Minister’s global ambition, and indeed the £15 billion of international development aid, will evade us; surely a yard is more than enough?
My right hon. Friend invites me to comment on the social distancing rules, and he is wholly right that we will continue to review those rules. I am determined to make life as easy as possible for our retailers and our hospitality industry, but we must defeat this virus, as I am sure he knows and I am sure the people of this country understand. We are making great progress as a country: the numbers of deaths have massively come down; the number of new hospital admissions has massively come down. We continue to make progress, but we must make sure that we get the virus fully under control before we make the change my right hon. Friend wants.

Commons ChamberI congratulate the hon. Lady on what she has done personally to support that campaign. She is absolutely right to stress its vital importance for the whole country. Dementia is one of the biggest challenges that we face, which is why we are doubling funding. As my right hon. Friend the Health Secretary has said, we want to make a moon-shot effort to isolate the causes of dementia, and to cure it if we possibly can.
A constitution, democracy and rights commission will be established to examine the broader aspects of the constitution and to develop proposals to restore trust in our institutions and in how our democracy operates. Careful consideration is needed on the composition and focus of the commission, and further announcements will be made in due course.
I can tell my right hon. Friend that our independent courts and legal system are admired around the world. We will continue to ensure that judicial review is available to protect the rights of individuals against an overbearing state while ensuring that it is not abused to conduct politics by another means or to create needless delays.

Commons ChamberI thank the hon. Lady, and I know she has been a long-standing campaigner for peace in Northern Ireland. However, I must respectfully say to her that, actually, it is the backstop and the withdrawal agreement itself that undermine the balance of the Good Friday agreement because, in important matters, they give a greater preponderance to the voice of Dublin in the affairs of Northern Ireland than they do to the UK—the UK having left the EU. That is a simple fact, and I do not think it is widely enough understood. That is one of the reasons the withdrawal agreement itself is in conflict with the Good Friday agreement.
As for the advice the hon. Lady asks about, I have not seen any such advice.
I once took a train to Manchester to negotiate the price and purchase of a Morris Minor, having purchased only a one-way ticket. It was not a sensible negotiating strategy, was it?
No, it was not. I do not know what happened to my right hon. Friend and his Morris Minor, but we intend to do a much better deal in Brussels over the next few weeks.

Commons ChamberI pay tribute to the hon. Lady for the work she has done for her constituent. As I have said to her many times, we have a number of very tough consular cases with Iran—alas, the number is growing—and they do not necessarily benefit from day-to-day discussions, as she knows.
The economic advantages of the agreement have been used by the hard-liners to project malign power throughout the region, so will my right hon. Friend agree to support proportionate measures brought forward by the President to constrain that power?

I think the hon. Lady may have been in the House when we introduced the Sanctions and Anti-Money Laundering Bill, when I explained that although we may be leaving the EU, we are not leaving Europe, and we will be intimately involved in the development of sanctions and other foreign policy. That is the intention of not only the UK but all our European partners. Fully half of EU sanctions listings depend on UK intelligence. We are an integral part of the European sanctions environment and will continue to be so.
We could speak softly if we carried a big stick, so was not the peace dividend at the end of the cold war utterly misconceived?

Commons ChamberI completely agree with the aspiration the hon. Gentleman sets out. I believe that the future is economic interpenetration and mutual prosperity. That is why next year we are investing £3 million in co-existence projects of exactly the kind he describes.
Is there anything we can do about illegal settlements beyond saying that we are very, very cross?
I am grateful to my right hon. Friend, who makes a valid point. Beyond our repeated statements of disapproval, Members may recollect that we led the way just before Christmas last year with UN resolution 2334, which specifically condemned new illegal settlements. The Prime Minister and I have been at pains to point out to Prime Minister Netanyahu, both here in London and in Jerusalem, our view that the settlements are illegal. That is a point on which we will continue to insist.

Commons ChamberI completely agree with the point that the hon. Gentleman rightly makes. President Trump and his Administration have not, to the best of my knowledge, been engaged in terrorist offences on mainland Britain, unlike those with whom the hon. Gentleman and his party were asked to negotiate.
Given the reservations that my right hon. Friend has expressed and the mitigation that he has secured, what further opportunities will there be to maximise our influence? May I suggest that a return visit by the President is a rather obvious one?
I am grateful to my right hon. Friend for that very good thought. The presidential visit will, of course, be an occasion for deepening the relationship and having further such conversations. I will meet my US counterpart at the Munich security conference in just a few days’ time.

Gentleman to know that the advice I have had so far is that that would almost certainly not work, but I have asked our officials to go back and see what they can do. I have studied the proposal with interest and with care. The hon. Gentleman should not get his hopes too high, but we should rule nothing out.
How likely is reform in Iraq, which is so vital to this enterprise?
My right hon. Friend asks the fundamental question. Everybody who has talked to Prime Minister Abadi or Foreign Minister al-Jaafari, as I have, will feel that they understand what they need to do. They get the scale of the problem and the credibility that they need to build with their own people. Whether they will achieve that is a matter for them. It is vital that they do not shirk their responsibility, and we will give them every possible support.

Commons ChamberI spoke to Dr Riad Hijab, the general co-ordinator of the Syrian High Negotiations Committee, on 6 October and again on 13 October. We discussed the importance of the Syrian opposition’s continued commitment to the political process.
What importance does my right hon. Friend attach to countries in the region in bringing together the Syrian opposition?
I am most grateful to my right hon. Friend. As the House may know, on 7 September we had a meeting in London, together with the High Negotiations Committee led by Dr Riad Hijab, of the interested parties in the region. He set out what I think was a very compelling case for a post-Assad Syria with a broad-based Government and pluralist democracy. I think they have a plan for 30% female representation in their politics, which is perhaps better even than the Labour party. He answers one of the key questions: is there a future for Syria after Assad? There most certainly is—and a great one, too.
