Commons ChamberAs I said, the use of stop and search is, at its core, about saving lives and preventing crime—that is what it is about. I have been incredibly encouraged and reassured by the evidence emerging from local forces. In Manchester, for example, Chief Constable Stephen Watson has said that a 260% increase in the use of stop and search over a defined period correlated with a 50% reduction in firearms discharges and a fall in the number of complaints. I think there is a concerted effect to improve and increase the way in which stop and search is applied. It must be applied judiciously, proportionately and legitimately, but it is a vital tool in saving lives.
Of the 220,000 arrests, how many were for repeat offences, and of those, how many resulted in a custodial sentence?
My right hon. Friend makes a very good point. That is exactly why we are piloting serious violence reduction orders, which empower the police to place an order on an individual who already has a conviction for a knife-related offence and give police greater powers to stop them should they breach the terms of their order. The initial reports are very positive about the way this extra power is being used by the police.

Commons ChamberI am delighted to hear that the Government have just chalked up another vote for the Illegal Migration Bill, because Members cannot say they want open borders, with unlimited numbers of individuals coming into this country, whether legally or illegally, but they do not want them in their own constituency—it is an inconsistent approach. If the hon. Lady feels so strongly and is getting such strong representations from her constituents, she should support the Government’s efforts to clamp down on illegal migration.
When they take effect, what estimate has the Minister got for the impact of the measures that the Government announced yesterday?
We believe that the measures we announced yesterday with regard to student dependants will have a tangible effect on the number of student dependants coming into the country, which, as the figures published by the Office for National Statistics show, is currently very considerable. It is not right that universities are in some cases in the immigration business rather than the teaching and education one. We are clamping down on those practices and that will help us bring down net migration in the medium term. But let me be abundantly clear to my right hon. Friend: net migration is far too high and we need to take measures to bring it down. We are not complacent; we want to make good on our promise to the British public.

When these measures have their effect, surely we will then be able to treat foreign students as the booming export that they are, rather than as immigration.
The education of international students is an important export industry. I believe that it is the UK’s fourth or fifth-biggest export industry, and that is a good thing, and it is supported by the Government. That is why we created the international education strategy that has proven to be so successful. But what we are doing today is ensuring that we do not see unintended consequences and unnecessary pressure on public services as a result.

I welcome the fact that the National Crime Agency is investigating the apparent wrongdoing that has been going on and taking legal action as well. I am sure that all Members of the House will welcome that.
The National Security Bill is still being considered in the House of Lords, and we may see it down here in the course of ping-pong, so there will be plenty of further opportunities to discuss that. I would add that people are entitled to be considered innocent until proven guilty. That is quite a long-standing principle of law in this country, but all political parties, on both sides, need to be vigilant about donations. [Interruption.] Well, there have been donations received by a Labour Member of Parliament, and connections of a Labour Member of Parliament to someone who was later declared a foreign agent of China by MI5, so to suggest that this is polarised on party political lines is a misrepresentation. All political parties need to be very careful, thoughtful and discerning about where donations come from, regardless of what the law may say, and that is a lesson which political parties need to reflect on very carefully and learn from.
If I may be of some assistance to my right hon. Friend the Member for New Forest East (Sir Julian Lewis), the Lord Chancellor told the House earlier today, did he not, that he was looking at using legislation already before the House for the SLAPPs?
I regret that I was not in the Chamber earlier to hear that, but my right hon. Friend is an impeccable source of information and I am sure that Members will heed him accordingly.

Commons ChamberI do not believe that any such letters were sent in my name, so I cannot comment on who may have received them. I suspect, although I am not certain, that those letters related to clarifying the new statutory provisions that were recently brought into effect through the Public Order Act 2023. The operational independence of the police is important, because Parliament legislates and it is then for the police to apply those laws without fear or favour, and they did so on this occasion.
There has clearly been a misunderstanding, despite the police doing a brilliant job, and that is why there has been an apology. But would the Minister not expect that misunderstanding to have been resolved well within the 16 hours for which the six were incarcerated? Surely there should be some questions asked about that.
Again, exactly what happened is an operational matter for the police. Clearly, last Saturday the police had a lot going on in central London, policing the largest public event we have ever had in our country’s history. I do not know—in fact, no Member of this House knows or can know—precisely what inquiries were being undertaken while the decision ultimately to release those individuals was taken. Complaint processes are available if any individual member of the public wants to follow them. They are available to anyone who is arrested or encounters the police. If someone feels that the police have behaved unreasonably in a particular situation, they are able to use those complaint procedures.

Commons ChamberAs Home Secretary, my responsibility covers police forces in England and Wales only, but I have met senior police officers in Northern Ireland. They do a great job and, within the realms of what is appropriate, I am always happy to liaise with them and support them in whatever way I can.
Will the plan end the opportunity to complete community service orders by working from home?
I do not envisage working from home to be used as a way of remedying the damage caused by antisocial behaviour. What I foresee, building on the very effective community payback scheme that we rolled out throughout the country, is people involved in graffiti, vandalism and criminal damage having to roll up their sleeves and make amends in real and direct ways to the community they have harmed. The consequence linked to their actions will send a powerful message and teach them a powerful lesson.

Commons ChamberI have tabled my amendment because the Bill, in its current form, has a problem. The part of the Bill it deals with is leading us into the territory of thought crimes and creates unprecedented interference with the rights to freedom of speech and thought in the UK.
If my hon. Friend were to go on Twitter now, he would find a recording of an arresting officer telling a lady that praying silently is already a crime, and we have not even passed this Bill yet. Are we not really in Orwellian territory of thought crime, as he said?
I could not agree more with my right hon. Friend, and that is the concern. The part of the Bill I am referring to is Lords amendment 5; put forward in the House of Lords by Baroness Sugg on the matter of “interference” within buffer zones.
I understand that many people will find it highly inappropriate for vocal or difficult protests to be held right outside abortion clinics, and I categorically condemn harassment against women at all points in their life, let alone near an abortion facility. However, that is a world away from the police being able to detain people and question them over what they are doing if they are merely standing there or praying quietly—or worse, if they are praying silently and are then asked by the police, agents of the state, “What are you thinking about?”

Gentleman is living on another planet if he thinks that everybody who is coming to this country on a small boat—breaking our laws, putting themselves at risk, and paying huge amounts of money to unlawful and criminal people smugglers—is welcome. Those people should not be taking that journey, and there will be a robust response from our laws if they continue to do so.
My right hon. Friend is right to ask the question, because fraud has been a blight on too many communities. I assure him that the fraud strategy that many of us have been working on for a number of months is coming out very soon.

Commons ChamberWhat I think is clear is that there are evident challenges with the way in which international conventions and agreements relating to migration are working in the 21st century. I think there are legitimate questions that, at an international level, all nation states are grappling with; I have seen that at first hand when I have spoken to my counterparts in the Calais group or other international partners. There is an unprecedented scale of illegal migration and there is unprecedented pressure on domestic resources. I think that looking at how we can forge a new set of agreements to work better together is definitely a reasonable approach.
Were more safe and legal routes to be made available, they would quickly be taken up and the trade in small boats would then continue unabated—wouldn’t it?

I thank the Home Secretary for her dedication and the work that she is doing. What are the prospects of securing an alternative airline carrier to make the Rwanda plan a reality?
I am committed to delivering the Rwanda plan, which took a huge amount of work and commitment by my right hon. Friend the Member for Witham (Priti Patel) and the former Prime Minister, my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), and is crucial to our multifaceted approach to the problem. We can look at the Australian experience of tackling a similar problem, and they would say that one very powerful tool was had from the moment at which they could return people or move them out of the territory to Papua New Guinea or Nauru. That had a massive deterrent effect, and that is what we want to deploy.
