Commons ChamberThe tariff package announced yesterday is a balanced package. It is a temporary package. It is a response to the potential effects of leaving the EU without a deal. There are sectors that are vulnerable to competition from imports, are not as nimble as others and cannot change as quickly—farming is one of those. We believe that the balanced package we have put together will sufficiently protect farming interests in the UK.
If regulatory alignment with the EU is maintained in these goods, to what extent will that constrain our ambitions for wider trade deals?
I thank my right hon. Friend for his question. Of course, if the Prime Minister’s deal is passed through this House in its third iteration, it will provide for regulatory alignment not to continue and therefore we would be able to pursue trade deals internationally. Of course we can do so in any event, as not all trade deals are to do with goods.

Commons ChamberThe hon. Gentleman is absolutely correct. We do need to look after our economic interests, which is why we need a Trade Remedies Authority that is able to put these trade remedies in place and review them. We did not vote against the establishment of the Trade Remedies Authority; the Opposition parties did so by voting against the Trade Bill in what would otherwise be an act of economic vandalism, were we not stepping in to ensure that businesses such as steel and ceramics are properly protected.

The hon. Lady raises a very important point. On Japan, the Japanese Government have said to us that if there were a deal with the European Union, they intend to roll over the Japan economic partnership agreement at that point, and the UK would continue to benefit. I have to say, though, that we have been trading with Japan for many years, but trading on World Trade Organisation terms. We have been trading under the Japan EPA for a matter of days. When it comes to British business continuity, firms are used to dealing on WTO terms, and I envisage our trade relationship with Japan to be largely effected by our potential membership of CPTPP, to which the Japanese Government have given enormous encouragement.
But from whom were representations had to the effect that remaining in a customs union would be a disaster?
It would be unparliamentary of me to use the same term as the shadow Secretary of State for some of Labour’s tests that have led it to its policy today. It is nonsensical to say that we can be both in a customs union with the European Union as a third country and still have an effect on trade. Those tests would increase the chances of the UK remaining permanently as a rule taker, which would not be advantageous to the UK.

Commons ChamberAs I have said, any future trade agreements that we have beyond the European Union will be subject to public consultation, to debate in this House and, I hope, to rigorous processes that I may set out in due course about how we can increase scrutiny of those agreements. Members across the House will place different types of emphasis on different constituencies and different sectors of the economy, but I think that the whole House will share those concerns about ethics. I hope that the design of the scrutiny of those trade agreements that I will be able to bring to the House in greater detail soon will give the right hon. Gentleman the reassurance that he seeks.
Is not championing global free trade the best way of promoting human rights?
We all need to remember that the great success of free trade over the last generation has been the truly historic achievement of taking 1 billion people out of abject poverty. That has been the benefit of free trade, and in this era of protectionism we should realise that economic nationalism is a way of rolling back what has been an enormously beneficial human trend.
I point out to the hon. Lady that we take the advice of the Low Pay Commission on wages for apprentices, and that rate will be going up. I have spoken about the targeted support available, and whenever I meet apprentices I ask them about their wages and how they travel to work. We are very aware of some of the problems faced by those young people, and as I have said, the railcard for 16 and 17-year-olds is available, and colleges have discretionary bursaries to support them.[Official Report, 14 February 2019, Vol. 654, c. 9MC.]
I am pleased to announce that organisations supporting people who have been out of work due to caring responsibilities and have additional barriers to returning to work can apply for a new £500,000 fund from the Government Equalities Office. More widely, the GEO is liaising with the Ministry of Housing, Communities and Local Government to support people with little or no work history in the five integration areas. That funding is in addition to the £1.5 million fund launched last year, which will help us to gather evidence of good practice, and reflects the GEO’s absolute commitment to ensuring that all women realise their full potential.
Under the auspices of the Office for Disability Issues, and subsequently the assistance dog sector, all those fantastic organisations and charities have come together to harmonise their standards, so that the owner of a café or pub, or a taxi driver, can identify legitimate assistance dogs more easily. There is absolutely no excuse for excluding people who have assistance dogs. We are considering what further measures we can introduce to ensure that that can be enforced, and in particular whether the rules on licensing of venues and premises can help with that issue. The Home Office is setting out its plans for a formal consultation with disabled people’s organisations and other representative groups in due course.

I am sorry to duck the question, but that matter should be referred to the Department for Exiting the European Union.
We trade very successfully with our largest bilateral partner, the United States. We do not need trading agreements, do we?
As we have already made clear, it is entirely possible to trade on WTO terms. However, it is far more preferable to reach trade agreements with third parties, because then we can trade on a preferential basis that allows us access to markets, the lowering of tariffs and the reduction in non-tariff barriers behind the border, which makes life much easier for our companies.

Commons ChamberThe hundreds of constituents who have written to me demanding that I vote down this deal divide into two kinds: those who urge me to reject it so that we can leave the European Union without a deal—their preferred option—and those who urge me to reject it so that we can stay in the EU. They both cannot be right. There will have to be some management of expectations.
I have made my own dislike of this deal plain, and it is based largely on the fact that we do not know what we will be getting. The political declaration might deliver anything from Canada-minus to Chequers-plus, and where in that spectrum we might land depends upon the negotiations that will follow. There will be no end to the uncertainty for some time.
We have delivered ourselves into the weakest possible position during those negotiations, first by making the financial settlement up front, and secondly by abandoning one of the most important principles to any negotiating position—the ability to walk away—because we have agreed that we will agree and that we will stay in a state of limbo until that agreement is reached. Such is the toxic nature of that limbo that I fear we would probably agree to anything in order to avoid getting there in the first place.
I disagree passionately with my correspondents who say that this deal is worse than staying in the European Union. I have campaigned to leave since the referendum of 1975, and I am not prepared to see that opportunity lost. This deal is better than staying in the European Union. We will be out of the common fisheries policy, out of the common agricultural policy and out of the relentless momentum for political integration. I am very much aware that the events and votes of last week pose a present danger to Brexit, and I will have to consider carefully over the next 24 hours whether I want to share a Division Lobby with those who are there because their strategy is to prevent Brexit.

Commons ChamberThe hon. Lady raises an important point. Of course, we have a number of agreements already with a number of Commonwealth countries and groups of Commonwealth countries, and we are close to signing one, which we will announce to the House shortly. However, we are also concerned about the level of intra-Commonwealth trade and how we can use that very large population, often with common legal rules, to enhance it. At the Commonwealth Heads of Government meeting in London, we set out our plans for a trade audit tool to help improve it, and we have had very positive engagement on that. There is tremendous opportunity inside the Commonwealth to allow countries to trade their way out of poverty, and we intend to ensure that that is made possible.
It is vital to forbear from agreeing a price before negotiations begin and to maintain the ability to walk away, isn’t it?

Commons ChamberThe UNCTAD figures that measure foreign direct investment showed the UK moving above the United States into third in the first six months of this year, but the hon. Gentleman is entirely right to say that they include intra-company loans. Any figures around flow should be treated with caution; the most important thing is the stock of foreign direct investment in this country. As my hon. Friend the Member for Kettering (Mr Hollobone) said, if we had listened to some, we would have expected divestment. There was no divestment; there were increases in investment. In the last year, if I may deal with what is most important to me and my constituents, there were 75,000 new jobs created by foreign direct investment.
I have made five visits to China this year. The most recent was when I led the UK delegation to China’s International Import Expo in Shanghai this month, supporting British firms to sign deals worth over £2 billion.
How are we doing in terms of goods and services, and how does that compare internationally?
Our ratio of goods and services exports to the world outside the European Union is roughly 50:50. Eighty per cent. of our exports to China are goods, which suggests that the Chinese service market is not as open as it should be. Therefore, much of our effort is based on trying to encourage the Government of China to open up its services, which of course would be of benefit to the United Kingdom, the world’s second biggest services exporter.
We are committed to tackling misogyny and gender inequality, and have pledged £100 million over four years to support our strategy to combat violence against women and girls. We will soon publish our plans to tackle sexual harassment, and we have asked the Law Commission to consider whether sex and gender should be included under current hate crime legislation.
Actions may be criminal, but will the Minister ensure that we do not stray any further into the realms of thought crime?
Of course not: hate crimes are crimes that already exist as crimes in themselves, such as assault and criminal damage, but for which the hatred of a protected characteristic is the aggravating feature that enables judges to reflect that in their sentencing, and we have asked the Law Commission to consider whether sex and gender should be added to those protected characteristics. There will be no legislation for thought crime from this Government.

Gentleman knows, we are negotiating with our partners who are currently signatories to agreements with the European Union to create continuity for businesses and to make sure those agreements are put in place. The elements to which those countries have already signed up will be included in those agreements, and I hope he will take some comfort from that.
We trade effectively without them. They often come with producer-interest strings attached. They might be nice to have, but we do not need them, do we?
Last time I stood at this Dispatch Box, I said that I was not entirely sure I understood a particular question.
We will negotiate free trade agreements that are to the benefit of the United Kingdom—we have offensive and defensive interests—and, when we conclude those agreements, I have no doubt they will be good for the United Kingdom.

Commons ChamberI refer the hon. Gentleman to the answer that I gave earlier, which was that the Government should be judged on what they are doing. In terms of the agreements we are now looking at and will be debating tomorrow, they all include those. I find it difficult to imagine that, when we have a widespread consultation, that will not be a strong ask of the Government.
But any scrutiny of and consultation on manufactures and food will be limited to tariff and quota, because we will continue to be bound by the acquis, won’t we?
I am not sure that that question was entirely within the scope of the statement, Madam Deputy Speaker. Even if we are looking purely at goods issues, I think that the ability of the United Kingdom to abolish or reduce to zero tariffs with the United States on cars, for example, would have been something that President Trump would have welcomed last week.
