Commons Chamber19. What recent discussions he has had with the head of Ofsted on leadership in schools.
Leadership and management are integral to the success of a school and, as such, feature regularly in my discussions with Her Majesty’s chief inspector.
What was it that brought the Secretary of State to the view that it was time to “refresh” the person in charge of Ofsted, Baroness Morgan, and to bring in a fresh perspective? What specifically concerned him about performance on school improvement to lead him to that conclusion?
I am grateful to the hon. Gentleman for giving me an opportunity to do in this House what I have done on other platforms and underline my debt to Baroness Morgan, who has led the Ofsted board in a superlative fashion. However, it is good corporate practice to ensure that the chair of any body—whether the Surrey Heath Conservative association or Ofsted—is refreshed from time to time.

Commons ChamberBetween 1998 and 2010 in constituencies like mine, there were significant improvements in educational attainment and the quality of school buildings and equipment, due partly to the hard work of teachers, the support of the local authority, and the core funding that was put in. What is the Secretary of State doing to promote collaboration between these excellent and outstanding schools and head teachers and other schools, and what happened to the promise of £35 million in 2010?
We are doing that through academy chains, multi-academy trusts, and the establishment of teaching school alliances. There are now more than 300 teaching schools, which have head teachers who are working with underperforming schools to provide continuous professional development and to enhance the quality of every interaction between every teacher and every child. The programme is being led by the inspirational head of the National College for Teaching and Leadership, Charlie Taylor.

Commons ChamberI thank my hon. Friend for that elegantly and pithily put question. I would also like to take the opportunity to invite the hon. Member for Liverpool, West Derby to execute his own U-turn. As I say, on Wednesday 26 September he said he believed that we needed single exam boards for each subject. I no longer believe that is appropriate or necessary, but we are still none the wiser as to the Labour party’s position on that issue.
The Secretary of State accepts that we must learn from our mistakes. He referred in his statement to Ofqual saying that there were significant risks in trying to both strengthen qualifications and to end competition in large parts of the exams market. Will he tell us why he did not realise before now that there were significant risks?
I was clear that the programme of reform we put out in September was ambitious, and I wanted to ensure that we could challenge the examinations system—and, indeed, our schools system—to make a series of changes that would embed rigour and stop a drift to dumbing-down. I realised, however, as I mentioned in my statement, that the best was the enemy of the good. The case made by Ofqual, the detail it produced and the warning it gave, as well as the work done by the Select Committee, convinced me that it was better to proceed on the basis of consensus around the very many changes that made sense rather than to push this particular point.

Friend is absolutely right and although we should always insist that young people’s aspirations should be raised so that they can consider university when they come from communities where that has not been an option in the past, we should also emphasise that there are high quality vocational and technical options that are every bit as demanding, impressive and likely to lead to the individual concerned fulfilling themselves. My hon. Friend’s words are absolutely correct.
May I ask the Minister whether it is the case that the further education sector is being asked to find a cut in funding of up to 5% in the next year, or to give an idea of its possible impact? If that is the case, what has been the response and will he resist any cuts to the further education sector, which will impact disproportionately on my constituency?

Commons ChamberTwo outstanding schools in my constituency, The Bankfield and The Heath, are waiting for a decision on their capital bid applications, but an application has also been made for funds for a free school. Does the Secretary of State think that capital bids for existing schools that are in desperate need of cash should be given priority, or that a free school should be given priority?
It is the judgment of Solomon, is it not? We must ensure that decaying fabric is repaired, but we must also provide high-quality school places. It is not enough simply to invest in existing schools which may or may not be providing high-quality education; it is also critical that we provide a gateway for people who are going to raise the quality of state education through innovative new ways of helping children to do better.

Commons ChamberI want to follow on from the question of my hon. Friend the Member for St Helens North (Mr Watts). Riverside college is a really good college in my constituency, but it has faced major funding cuts from the Secretary of State’s Government. Given that he has just guaranteed increased funding for students in St Helens, will he also give the same guarantee to students in my constituency of Halton?
As soon as word gets out that we are engaging in one-to-one negotiations across the green Benches, I expect that the Chamber will rapidly fill up, even though there is a one-line Whip. I would repeat the point I made to the hon. Member for St Helens North (Mr Watts) to all Members: thanks to the coalition Government’s commitment to the pupil premium and to our reforms of 16-to-19 learning, the most disadvantaged students will receive more money. That is all thanks to our commitment to social justice.

Commons ChamberI could not agree more. Earlier today, it was a pleasure to visit the Durand primary school in the constituency of the hon. Member for Vauxhall (Kate Hoey), which does precisely that. The school also does a superb job of training new teachers to become outstanding leaders.
Will the Secretary of State explain his comment, where he says he will
“make GCSE performance tables more aspirational by judging schools on how well all students do—not just in English and maths but also science, modern languages and the humanities, like history and geography”?
Will he explain what that means in plain English?
Yes, it means that instead of the performance tables that were used under the Labour Government, in which only English and maths and then any mixture of GCSEs were taken into account, we will, in future, have English, maths—[Interruption.] How many questions does the hon. Gentleman want to ask?
I think I made my view clear in my response to the right hon. Member for Leigh (Andy Burnham), but I am happy to have an opportunity to repeat it. I believe that it is wrong to assume that children from poorer backgrounds cannot pass GCSEs in modern foreign languages, science, history and geography. One of our problems in this country is that only 16% of young people achieve those five academic GCSEs, and only 4% of children eligible for free school meals do so. That is a scandal. The hon. Gentleman should be on our side: he should be trying to get the children in his constituency to learn, and to obtain the qualifications that will give them jobs in the future.

Commons ChamberWe are consulting on a number of ways to ensure that the pupil premium can go to those children who are most in need. One advantage of using free school meals as a measure of eligibility is that they are clearly linked with household income, although I take my hon. Friend’s point that no measure of poverty is perfect. In particular, I would encourage all schools to ensure that those children who are eligible for free school meals take up that offer.
T5. The Minister used to be fond of giving quotations about the education maintenance allowance and saying that we were not listening to heads of colleges and schools or governing bodies, so let me read him a quotation from the principal of Halton Riverside college, who is one of the most respected principals around. He says:“I believe that the Department for Education has made the wrong decision and that disadvantaged young people in Halton will suffer as a result of this decision”.That comes on top of the £1.2 million cut in the education budget in Halton and the almost £100 million cut in Building Schools for the Future, which shows again that disadvantaged areas such as Halton are suffering disproportionately.

Commons ChamberI am always very happy to talk to the hon. Gentleman and, indeed, to schools in Hammersmith and Fulham.
I am sure that the Secretary of State will understand the massive anger in my constituency over what has happened, particularly as the permanent secretary to the Department for Education has now clarified the fact that the money for this programme was there. Is the Secretary of State aware of the following type of error, which happened in my constituency? A school that was proposed for closure was told in the literature given out by his Department that that had been stopped. If that is another error he was not aware of, how many more might still be out there, and what is he going to do about that?
I am grateful to the hon. Gentleman for making that point. In my statement, I made it clear that I would be grateful if hon. Members would ensure that any information they had that pointed to inaccuracies was put to me, and I am very happy to discuss that. Following the questions and points of order that have been raised by Opposition Members, my Department has insisted on looking at all the information that has been placed in the public domain in order to check it for accuracy. That is why I have come to the House today to make this statement. I believe that about 25 schools were miscategorised. I think that the shadow Minister, the hon. Member for Gedling (Vernon Coaker), indicated in the question that he asked that that was around the figure that he had identified as well. With other schools that were listed, there were clerical errors—for example, the date of opening was not accurately recorded—and for that I apologise.

Commons ChamberI am grateful to the hon. Gentleman for his points about the defects in the Building Schools for the Future programme, which shows him being typically bipartisan and capable of rising above party divisions in order to acknowledge such flaws. I also appreciate that in his constituency a fantastic school, Havelock academy, is unaffected by today’s proposal. However, I am afraid that because two schools in his constituency have not reached financial close, they will not receive the investment that he might have hoped for. I appreciate that in Great Grimsby there are problems with educational attainment, and I look forward to working with him to do everything that we can to raise attainment in that constituency.
You are aware, Mr Speaker, that I have raised this point on two previous occasions with Government Front Benchers. My right hon. Friend the shadow Education Secretary raised it earlier and did not get an answer. The Secretary of State clearly refers in his statement to projects that have not been properly funded, and uses as an example the new school building programme. As the shadow Education Secretary said, however, if we had announced projects that were not properly funded, he would have been asked for a letter of direction from the permanent secretary. Therefore, will the Education Secretary produce the letter of direction confirming what he has said today? Again, under this Government, Halton has been badly affected by terrible cuts—much worse than more affluent areas.
I am grateful to the hon. Gentleman. My argument is that, because the shadow Education Secretary made spending promises on Building Schools for the Future at the same time as the then Chancellor of the Exchequer was making it clear that capital spending would be reduced by half, those projects were unfunded and unsustainable.
