Commons ChamberI am thrilled that the Black Country Living Museum is in line to be a covid vaccination centre. I have had many happy meetings with my hon. Friend in the Black Country, and as a proud former resident of Bilston, I look forward to returning before too long.
Mr Speaker, I know you are a strong supporter of the Falkland Islands. The Falkland Islands face the prospect of their fisheries exports to the European Union being subject to tariffs of between 6% and 18% from 1 January. Fisheries exports to the European Union account for more than 40% of the islands’ gross domestic product, and up to 60% of their Government’s revenue. This poses a serious challenge to the Falkland Islands. Will the Prime Minister raise this matter when he meets with the President of the European Commission later?
Indeed. The hon. Gentleman is right to raise the issue of the Falkland Islands and, indeed, other Crown territories and overseas dependencies around the world, whose future and future trading arrangements must be secured. That is indeed something that we have raised and will continue to raise on their behalf to make sure that they get the satisfactory assurances they need.

Member for Forest of Dean (Mr Harper) is absolutely right to say that this Government have not provided the information the House requires to make a balanced judgment about the right thing to do on these regulations. I cannot vote for these regulations. My constituents are sick and tired of how they are being treated by the Prime Minister and the Government. The Government’s strategy seems to be all over the place; by all accounts, it depends on who the Prime Minister last spoke to.
Friends of the Government have made millions, while some of my constituents have had no help whatsoever and have lost their jobs, or their jobs are hanging on by a thread. Just last night, two constituents told me that they had been made redundant and another told me about their son who had lost his apprenticeship.
Of course, forgotten and excluded by this Government are the sole traders who are limited companies, self-employed people, who are getting little or no help, and hospitality, which has been sacrificed by this Government. I do not know whether it is the same in the Prime Minister’s and Ministers’ constituencies, but many pubs in my constituency are very much part of the community and the culture. They and restaurants have done everything possible to make themselves covid-safe, spending many thousands of pounds. There is still no evidence to suggest that any sizeable outbreaks occur in hospitality.
Many of my constituents have gone into debt with their rent, mortgages and bills, and they have no idea how they will pay for this. Of course, that also has unintended health consequences. Children are petrified about the exams next year, because they have been in and out of school for months now.
A question that has never been properly addressed, which I have spoken about on a number of occasions in this House, is that of the unintended health consequences. I put in a freedom of information request to my local clinical commissioning group about referrals from GPs, and the information I got back was staggering: GP referrals for first out-patient appointments for cardio dropped by 66% between September 2019 and September 2020, with gastro referrals dropping by 64%, renal medicine referrals dropping by 57% and ophthalmology referrals dropping by 68%. Those drops are just in referrals, never mind what has happened to the waiting times, where targets are being missed time and again. I have also asked the CCG for figures to let me know whether there have been excess non-covid deaths at home.
I wish briefly to mention councils, which are not getting enough support. Halton Borough Council is doing a really good job, but it will have a deficit of about £8.6 million. It needs more support, and it is important that we give more support and financial aid to councils to do more locally. Local is better and it proves to be more effective.
I wish briefly to mention the vaccines. If, as we are hearing, these vaccines are going to be very effective, it is even more crucial that the Government get their strategy right for delivery and that we do not see a repeat of the incompetence we saw over personal protective equipment and test and trace. We need to make sure we all work together for effective take-up. Retaining people’s confidence will be crucial to that, and we do not need Government incoherence. On 16 October, the Secretary of State said that a new, simpler system of alert levels would be in place, but three weeks later we went into a national lockdown. Today, we see that the Government want to put in place new regulations and restrictions, which will be reviewed again later this month.
My constituents deserve to be treated with respect and not patronised; being granted a few days of normality over Christmas by the Government as some sort of reward for their sacrifice is not on. In the real world, many people will not have an enjoyable Christmas, as they have lost their jobs and are desperately worried about their finances. I am not against restrictions in total. There have to be some restrictions, but there has to be a balance involving the economic and health consequences as well. I will be voting against these restrictions tonight.
Yes; I was going to say that my hon. Friend need just ask, but I think he did. I will ensure that the national team and his local team at Warrington Council are put in touch right away, if they are not in touch already, because we are extending the availability of mass testing throughout tier 3 and throughout the wider area close to Liverpool, which Warrington was in tier 3 restrictions with until we went into national lockdown.
I am sure that my hon. Friend will agree that, as the experience of Warrington and Liverpool shows, we can afford to let up a little, but we just can’t afford to let up a lot. Let that be the message that goes out from this House. We know through repeated experience what happens if the virus gets out of control. If it gets out of control, it grows exponentially, hospitals come under pressure and people die. This is not just speculation. It is a fact that has affected thousands of families, including my own. We talk a lot of the outbreak in Liverpool, and how that great city has had a terrible outbreak and got it under control. This means more to me than I can say, because last month my step-grandfather Derek caught covid there and on 18 November he died. In my family, as in so many others, we have lost a loving husband, father and grandfather to this awful disease, so from the bottom of my heart I want to say thank you to everyone in Liverpool for getting this awful virus under control. It is down by four fifths in Liverpool. That is what we can do if we work together in a spirit of common humanity. We have got to beat this and we have got to beat it together.
I know that there are costs to the actions we take—of course I know that—but let us not forget the impact of covid itself. First, there are the health impacts. People do not live with covid—we cannot learn to live with covid; people die with covid. There is also the economic impact directly from covid. Where someone has to self-isolate and their contacts have to self-isolate, that itself has an adverse impact on services in the economy. I understand why people are frustrated that it is impossible to put figures on the economic impacts, but they are uncertain and we are dealing with a pandemic that leads to so much uncertainty. The tiered system is designed specifically to be the best proportionate response we can bring together, with the minimum measures necessary to get the virus under control when it is too high, yet the fewer measures where prevalence is low. The only alternative is a national set of measures, which would have to be calibrated to bring the virus under control where it is high and rising, as it is in Kent right now. That is the principle behind the tiered system and why it is the best way forward this winter.
May I offer my condolences and say how sorry I am to hear of the loss in the Secretary of State’s family? May I also ask him: what about the people who die because of the unintended consequences of covid, perhaps through cancer or heart disease, where they have not been seen quickly enough or have not come forward?

Commons ChamberYes, of course. Everybody knows that Burton is inescapably linked to high-quality beer; anyone who has been to Burton knows that fact. My heart goes out to the hospitality industry, which has been hit so hard. Of course schemes are available nationally, including the furlough and the support for businesses. There has been more support for the hospitality, leisure and accommodation businesses, and there will be cash grants for businesses that are closed under the new tiering system, to try to support people through what are, inevitably, very difficult times.
Although I am pleased that the Prime Minister and Secretary of State have listened to representations from me and other colleagues about the importance of reopening gyms, golf and collective worship, I am disappointed that we heard nothing from the Prime Minister about helping small business people and small businesses in my constituency who have received little or no help whatsoever; they have been financially excluded, and the Government should look again at that. Following a freedom of information request, through my local clinical commissioning group, I compared the GP referrals from September this year with those from September 2019 and found that there has been a huge drop in the number of people referred, for example, for cardio, gastric, trauma and orthopaedics. Although we have heard from the Government that they will put extra financial resources into the NHS, how will the Secretary of State provide the extra doctors, nurses and specialists to get the waiting lists down and to meet the surge in referrals?
I am glad to say that we are hiring large numbers of people into the NHS—over 13,000 more nurses over the last year, for instance. I am grateful to the Chancellor for putting an extra £3 billion into the NHS next year to deal with some of the backlogs that were inevitably caused by the virus. In answer to the first part of the hon. Gentleman’s question, let me say that there will be grants of up to £3,000 per month for businesses forced to close by restrictions in England and also backdated grants of up to £2,100 per month for businesses in tier 2 and tier 3 areas that have suffered from reduced demand—this is on top of the national schemes. I reassure him that we are doing everything we can to support businesses in these difficult times.

Commons ChamberI wish to set out my concerns about the regulations, primarily because I believe that economic pain will be inflicted on my constituency, and hardship on my constituents. We have unintended health consequences from the first lockdown, the Government lack a plan to deal with the backlog, and they are failing with the testing system, not least because they decided to hand it to the private sector. Let me remind the House of the Prime Minister’s response to my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer). On 20 May he said that
“we will have a test, track and trace operation that will be world-beating, and yes, it will be in place by 1 June.”—[Official Report, 20 May 2020; Vol. 676, c. 568.]
The Government introduced changes to local restrictions for September, before the tier restrictions were passed in this House on 13 September. Those measures were supposed to be reviewed on 11 November, and not enough time was allowed to assess whether they were working. It appears that they might have been working, because we have seen a notable improvement in the infection rate in Merseyside and Halton. I speak to hospitals in my constituency on a regular basis. I know that they are under a great deal of pressure, and what a fantastic job everybody who works there is doing. I will continue to keep an eye on that.
In the proposed regulations, the Government state that a “vulnerable person” could be
“any person aged 70 or older,”
or
“any person aged under 70 who has an underlying health condition.”
The Government believe—rightly—that it is important to give the meaning of a “vulnerable person”, but they do not set out how we can specifically protect that group. That is shocking, given that that group of people make up a significant proportion of patients who are admitted to hospital with covid. That vulnerable group must be better protected to save lives and ease the pressure on our hospitals. People tell me that they simply cannot afford to live on £95.85 a week, and that they have to choose between putting their health at risk from covid and not being able to afford the things they need. They are frightened and going to work. The Government should be focusing everything possible on that clinically vulnerable group.
Instead of sensibly shielding our most vulnerable people, why are the Government closing businesses when there is no evidence to suggest that they are responsible for the spread of covid? There is no reliable evidence for closing gyms or stopping golf and tennis, and no evidence to suggest that such activities are responsible for spreading covid. In coming to their decision, the Government do not appear to have taken into account how many organisations and businesses have invested large amounts of money to become covid-safer, which was not the case prior to the first lockdown. Where is the evidence that churches pose a significant risk? Constituents tell me that going to mass helps them, and there is no evidence for this measure.
Today, figures from the Office for National Statistics show that many more people are being paid below the minimum wage. Many of those are younger, low-paid people in the hospitality and service industry.
I have written to the Secretary of State for Health and Social Care three times since April to ask him to put Halton forward as an ideal place for mass testing. My requests have been ignored. Liverpool has now been chosen to be a mass testing area. Although Halton is included in the city region for tier 3 restrictions, we have not been included in the testing. Why has Halton not been included in that mass testing?
The 18-week NHS target has been missed by a quite considerable amount for people on waiting lists with a range of conditions, from cancer to coronary disease and gynaecological conditions. A significant number of my constituents have not been seen or treated in time, which may mean that some people with treatable conditions are not treatable in the future. There is real suffering going on in my constituency, and there is, of course, an effect on mental health. I cannot support these regulations as they stand.

Commons ChamberAlas, the virus’s continued rise across the country is not uniform, but the judgments that we have made are ones that we are sticking to.
For the record, Mr Speaker, as you are aware, Halton, although a member of the Liverpool City Region Combined Authority, is actually in Cheshire. The Prime Minister or his Ministers announced new restrictions on 14, 22 and 24 September and as recently as 3 October national or local restrictions, which impacted on my constituency. Is this not an example of how the Government are shifting from one restriction to the next without any real proper plan? My constituency of Halton has a lower rate of infection than a number of other areas that are not in the highest restriction rate. May I ask the Prime Minister why Halton is in that highest restriction rate when others are not?
This Government are of course obliged to adapt their plans to combat the virus, as the epidemic changes shape and changes course. Our objective remains unchanged, which is to get the R rate down in the hon. Gentleman’s constituency and elsewhere, while keeping education open and keeping our economy going. That is something on which both sides of this House are united.

Commons ChamberI am very much aware of the key role that is played by the A5 in the midlands and of the plans for growth—the plans for new housing to which my hon. Friend has referred—along a route that is so important to him and his constituents. As he will know, we are already making investments in the A5. However, I have also heard his case promoted by Midlands Connect, as has my right hon. Friend the Transport Secretary, and it will be considered very carefully as we make decisions on further road investment.
We do of course particularly want to ensure that we are recruiting people with the skills our armed forces need. In the modernising defence programme, we are looking at the capabilities we require to defend this country against the threats we face, and that will also involve looking at the particular skills that are necessary.

Commons ChamberI have to say to the hon. Lady that, as we leave Europe, it is important that we remain an open economy, and I have every confidence in the way in which that procurement was conducted. We should be sending a signal that, just as we expect foreign businesses to be able to bid for contracts here, we have an open system in this country.
I hear that the problem for small businesses is that they are often denied the chance to bid for work, because they are told by various people that it is down to Government procurement rules, so local businesses, in particular, are kept out. What more is the Minister doing to ensure that local businesses get local contracts?
It is very important that local businesses can get local contracts. The first thing that the Cabinet Office is doing is ensuring that as we re-let contracts, we split them into small amounts so that they are easier for small businesses to bid for, and we have extensive engagement before we let the contract to ensure that as wide a range of businesses as possible can access it.

Commons ChamberFirst of all, I also condemn the remarks that my right hon. Friend referred to that were made in relation to certain communities in the United States. In relation to the second part of his question, what we are talking about here is a nerve agent that was developed as part of a chemical weapons programme by the Russian state, and I think that will give him a clear message in relation to this.
I fully support what the Prime Minister said in her statement and the actions that she outlined today. I have some concerns about whether we have a proper strategy in place to combat chemical weapons attacks against this country and in particular, these small-scale attacks—it is joined up with the security services, the Government and the armed forces. Will she give me some reassurance or tell me whether work is continuing to improve that?
Yes. Obviously, this is an issue that we do look at and we have a strategy in place, but we will ensure, given what has happened, that we review that. We will look again to make sure that we have the best possible opportunity to ensure that this cannot happen again.

Commons ChamberMy hon. Friend raises a very important point. It really is vital that small businesses can access Government contracts as simply as possible, so to achieve this we have already taken action to ensure that bidding processes are simplified across the public sector, with complex pre-qualification questionnaires abolished for low-value contracts. We will continue to look at ways to reduce burdens for business, particularly small businesses.
Given what the Minister has said, what information does he have that there has actually been an increase in the number of small and medium-sized businesses accessing Government contracts?
I would point to three pieces of information: direct spend with SMEs is up 80% since the Conservatives came to power in the coalition in 2010; more small businesses than ever are bidding for Government business; and the Government now spend about £5.6 billion directly with SMEs.

Commons ChamberMy hon. Friend is absolutely right. It is important that we deal with corruption if we are to have free trade deals and people trading freely around the world but, in addition, corruption sadly gets in the way of the ability of some countries to develop their economies, and of people in them taking the benefits that economic development can bring. The G20 collectively was clear that it wanted to continue that anti-corruption work. I made specific reference to the international anti-corruption co-ordination centre, which we are setting up here in London—a number of countries are joining us in that. That is one part of the action that we need to take, but I can assure my hon. Friend that the G20 was very clear that we needed to continue to press on the outcomes of the London anti-corruption summit.
Many people are not getting a share of globalisation, especially in this country. What specific measures did the Prime Minister and other leaders agree at the G20 to deal with that problem and to ensure that the benefits of globalisation are given out more equally?
The hon. Gentleman is right. As I said in my statement, there was a collective agreement echoing the comments that I made for the United Kingdom that we need to ensure that the benefits of globalisation and economic development are truly shared among people. We need to take a number of steps in order to ensure that. As my hon. Friend the Member for Amber Valley (Nigel Mills) indicated, in some countries, that means dealing with corruption, but there are a number of other areas. I referred earlier to the work we will be doing on corporate irresponsibility, which was picked up and echoed by a number of leaders around the G20 table. Our commitment remains absolutely strong.
