Commons ChamberThe last time I looked, Bexley was a Conservative council and Greenwich was Labour, which may explain part of the problem. The reality is that we are supporting every council, with £4.6 billion of support for local government so far during the pandemic. The hon. Lady raises council tax. Perhaps she could have a word with her friend the Mayor of London, who is threatening to put up his council tax by 10%.
The announcement by my right hon. Friend that the G7 summit is to take place in Carbis Bay in June presents a tremendous opportunity for my constituency and, of course, the Duchy of Cornwall. I thank the Prime Minister for this. Does he share my belief that the G7 summit offers the perfect opportunity to secure a global commitment to embrace and accelerate our ambitious low-carbon industrial revolution?
I do indeed. I believe that the G7 summit in Carbis Bay will be an opportunity to not only bring the world together to tackle covid, to build back better, to champion global free trade and to combat climate change but also to showcase that wonderful part of the United Kingdom and all the incredible technological developments happening there, such as Newquay space port, Goonhilly earth station and lithium mining. Cornwall led the way—I think the Romans mined tin in Cornwall, did they not? I have a feeling they did, and, indeed, the copper mines there were at the heart of the UK industrial revolution. What is going on in Cornwall today shows that Cornwall is once again at the heart of the 21st-century UK green industrial revolution.

Commons ChamberI am glad that I came to the Chamber in good time.
I was one of those who voted against the national lockdown, because I am in a privileged position: I am a Cornwall MP and I represent the Isles of Scilly—and Cornwall, the Isles of Scilly and the Isle of Wight are the only parts of England in tier 1. I will therefore be voting, if not enthusiastically, certainly in support of the Government, because the tier system is the right thing to have, in particular for Cornwall.
I want to raise a few things. As a libertarian, I do not want to say this, but it is an important part of a national effort to control the spread of coronavirus. Cornwall, the Isles of Scilly and, I assume, the Isle of Wight are concerned about what might happen after today, right through to the Christmas break, because we are already attractive parts of the world and we have suddenly become very much more attractive. Will the Minister and the Secretary of State consider strengthening travel restrictions to ensure that travel from tier 3, for example, is only done when absolutely essential?
We will always welcome visitors to Cornwall to spend their money, but not when we are in a national effort to control the spread of the virus. I say that not just for my constituents, but for the whole of the country. We are seeking to battle the virus, to put an end to it, and to move into 2021 with, I hope, a brighter and more hopeful future.
Even a tier 1 MP, however, needs to make the case for hospitality. This year has been brutal for hospitality. Most of the businesses in Cornwall—as well as in Devon and across the country—depend in some way on tourism and on providing food, accommodation and entertainment for people. Despite the generous support so far, large parts of the sector are very unlikely to survive. Again, as a Cornish MP, so much of my hospitality can open, but it is still very curtailed.
I recognise that this is partly driving the restrictions that we have to vote on tonight: I long for the day, as I am sure millions of people in the UK do, when the NHS can return fully to providing the care that it usually would to people with long-term conditions. I chair the all-party parliamentary group for diabetes; it is a great honour and privilege to do so. A recent report from Manchester University with the Salford Royal Hospital demonstrates that, in April alone, there were twice as many deaths of people with diabetes during the lockdown as would normally be the case; and that there were 45,000 missed or delayed diagnoses of diabetes type 2. We know that, if diabetes is identified later, people’s life chances are reduced, their conditions are aggravated, and pressure of all kinds on the system of social care and the NHS is increased. Please may we do what we can to get the NHS to return to fully caring for those with long-term conditions?
I am not going to reduce the time limit, but I will say that if colleagues speak for less than three minutes, more people will get in.

Commons ChamberI have had the opportunity in the course of the past few months to talk to many businesses up and down the country—across Scotland—and they have uniformly been appreciative of the support the Government have given so far. As I have said earlier, we will ensure that we maintain a very creative and imaginative approach in helping those businesses, but the best thing we can do is fight the virus and keep the economy moving.
I thank the Prime Minister for his statement. He is right to say that it is the co-operation and good sense of the British public that has seen the spread of this difficult outbreak curtailed. My constituents will continue to do exactly what is required of them, but the truth is that Cornwall has a very low rate of covid-19, and that has been the case throughout. What message of hope can the Prime Minister give to teenagers going to schools and colleges who are being asked to wear face masks when not in class, to churchgoers who have been blocked from freedom of worship, and to businesses that have yet to open and are continually frustrated from doing so?
Churchgoers will continue to have freedom of worship under the proposals. We want life, as far as we possibly we can, to keep going as normally as possible. We want the economy to keep moving. The best hope I can offer my hon. Friend’s constituents, for whom he fights so valiantly, is that we get this virus back under control, take the country forward and keep the economy moving. That is the best prospect for our country.

Commons ChamberThe hon. Gentleman makes an important point. We are increasing funding for SEND schools by £780 million and ensuring that there are more of them, but I would be happy to look at the particular case he raises.
Half of the adult population in Cornwall, and 40% of children, have not seen an NHS dentist in the past year. Will my right hon. Friend the Prime Minister, who is a friend of Penzance and Cornwall, meet me to see how we can resolve that inequality?

Commons ChamberAs I have said on more than four occasions, it is the case that the base scenario relates to the unalterable facts; a reasonable worst-case scenario relates to the Yellowhammer assumptions.
In his statement, my right hon. Friend referred to the measures that were taken to ensure that fish caught today along the coast of Cornwall would be sold the following day in the EU. This welcome statement will reassure fishermen in Newlyn, but uncertainty, lack of investment, and concerns over ownership of the quota are already causing problems. Will my right hon. Friend say something to reassure fishermen that we can get on with this, so that they can know exactly where their future lies?
My hon. Friend is a brilliant advocate for the fishing industry. It is the case that, in the event of a no-deal exit, we anticipate that we will be able to negotiate as an independent coastal state at the Fisheries Council in December 2019. It is also the case that, if we do leave without a deal on 31 October, we anticipate that the current level of access to particular stocks should be maintained in a continuity approach.

Commons ChamberWe have been clear—I have said it and the Secretary of State has said it—that performance in the north is and has been unacceptable following the timetable changes on 18 May last year. Passengers in the north deserve better, which is why are working closely with a variety of organisations, including Network Rail, Northern, TransPennine Express and Transport for the North, to improve services and punctuality. We have also appointed an industry expert, Richard George, to look at the issue, review the performance and make recommendations to improve reliability. That should drive improvements, but we will not hesitate to take the action necessary.
When I meet constituents over 75 years old, I see a lifetime of contribution to our economy, society and Great Britain. Can the Prime Minister do anything at all to reverse the decision to take away their free TV licence?

I welcome the opportunity to speak in this debate. I recognise that there is a need to look at our electoral system and to explore electoral system reform. Why do I believe that?
I first stood for election in 2009, in the midst of the expenses scandal. We cannot blame this system for the expenses scandal but, despite having never been in this place before, I knew what it was to face people who had completely lost trust in MPs and the system that elected them to this place. As a result, ever since I was elected, it has been important to me that we find ways to restore trust in politics. The problem is that that has not been very successful; since that time, we seem to have continued to erode trust in British politicians and the democratic system. We have a job to do and we need to look at whatever is necessary to restore trust in Great Britain and Northern Ireland, with all our history and heritage and all that we stand for, for the future.
I say to my hon. Friend the Minister and the Government that they would do well not to ignore this issue. I have tried to raise it a few times and, although I do not want to be unfair, it is kind of dismissed because there are more important things to be doing. However, we exist at a time in this place when huge chunks of our constituents have almost given up on us and what we stand for. It is really important for the United Kingdom that we do something about that. I urge the Government not to ignore the issue and to look at what can be achieved.
As has already been said, it will not be for the main political parties to come up with the answer; that will not restore trust either. I recommend that the Minister and the Government find a completely independent means of looking at what answers, options and opportunities there are, and to consider them when the time arises. As we are in the middle of Brexit, I suggest that that time is not now.
I agree that votes should matter. Since I have been elected, an organisation called Make Votes Matter has sent representatives—in fairness, not a huge number. As they have spoken to me, I have recognised that they do not feel represented or that their voices are being heard. In Cornwall in 2017, sadly, many of the smaller parties, which did reasonably well in 2015, felt that there was no purpose in even putting forward candidates, so they refrained from even standing. That meant that the three main political parties shared about 98% of all the votes that were there to be had. It was a shame to me that people across Cornwall, including my constituents, felt there was no point in engaging in the 2017 election.
People must have the opportunity to feel that they have a stake in their democracy, as well as a voice. Once we are elected as MPs, we must work to make sure that people have a voice. I never use the word “Conservative” in constituency work—not because I am ashamed of it, but because I know full well that I represent every single person. I work hard to get that message across to people who might think I would have no interest in what they care about or what affects their lives. I work hard to make sure that I am approachable and accessible, and I want to make sure that my constituents’ voices are heard.
I met representatives of Make Votes Matter to under- stand what an alternative voting system could and would look like. I agree that serious consideration should be given to electoral system reform. When I discuss the subject with people, I make it clear—and it has been made clear here this afternoon—that we must retain the local constituency link. We could jump from a situation where people have lost trust in their politicians for whatever reason, but at least they still can go and see them on a Friday or Saturday, to a point where they no longer have access.
We have referred to MEPs this afternoon. Since the Brexit referendum, very few MEPs have been anywhere near Cornwall; when they have been, some—although not all—have taken part in anti-Brexit meetings. At the moment, we have lost access to some of our MEPs, which is a real shame. It is important that if we move to another system we maintain that constituency link and the ability for people to come and speak to us, and effect change.
I thank the hon. Gentleman for giving way; he is making a thoughtful speech. Has he considered the single transferable vote system? He rightly says that the constituency link is important. We use that system to elect local councillors in Scotland. The link is maintained, but there is also greater proportionality.
On the problems that the hon. Gentleman identifies, would he accept that the two-party dominance of the first-past-the-post system is being stretched to breaking point, with broad churches forming that are beyond having meaning? Part of the problem that we are seeing in our politics is down to the voting system itself.
In Cornwall, the Conservatives polled about 49% in 2017 and the other two parties each had about half of the remainder, so I agree with the hon. Lady. There could have been a different way of representing Cornwall, although I probably would not have been elected if that had been the case.
If there were a general election in a few weeks’ time, it would be interesting for us on both sides of the House to find out what we could agree on in a manifesto. When people say to me, “Do you think there will be a general election?” I say, “I hope so, because at the moment I don’t know what the manifesto would even look like.” The hon. Lady is right; we need to clarify again what we stand for and give people a reason to believe. I agree with her and I welcome her intervention.
It is important to maintain the constituency link, and I will give an example of that. As a Back-Bench Member, I was encouraged early on by one of my colleagues in Cornwall to get as many Back-Bench debates as I could, mainly in this Chamber. I have done that. Every single debate that I have sought to secure has been driven by a conversation with a constituent who has come to see me. It has been a privilege to meet someone 300 miles away and talk about an issue that matters to them, and then bring it to the Floor of this House.
I am talking about important issues: community pharmacy, which was raised by a pharmacist who told me about changes to funding that would affect rural areas and which became my first ever debate; the post office network, which is a big issue for rural communities; fuel poverty, which is a concern in my constituency; the environment, which as we know from the last couple of weeks is important to many people and about which I have recently secured a debate; horse and rider safety, which was raised with me early on because where I live people on horses take their lives in their hands when faced with cars coming around corners; and employment opportunities for people with disabilities. We need to maintain the opportunity for people to turn up and say, “Can you raise this on my behalf?” and for us to get on and do that.
Our system encourages conflict and aggression; people are shocked to see the adversarial nature of this place. I agree with my hon. Friend the Member for Chelmsford (Vicky Ford) that proportional representation or any type of electoral system reform will not be the silver bullet that some believe it would be. However, something must be done to secure a more constructive and productive, and less adversarial, Parliament. I would love that: as a Back-Bencher, I find that working with colleagues across the House, through Select Committees or all-party parliamentary groups, can be really constructive. The idea that we sit opposite each other, trying to pull the most curious faces that we can, seems peculiar to me.
As I have said, it is not for the main political parties to sort this out. I suggest to the Minister that the Government find an independent means to review our current system and see what opportunity exists to improve public trust and public engagement through electoral system reform. It is right that we look at this seriously, that we take voters seriously and that we listen to what they have to say. I believe there is a sea-change in Great Britain and a desire to find a different way of moving forward. The time is not now, but I imagine that in the near future we will be forced to look at doing things differently. It would be better for the Government and the main Opposition parties to be ahead of the curve.

Commons ChamberFirst, I have indicated on a number of occasions that we are working constructively and positively with the Opposition to find that point of agreement between us. As I have said, there are many issues. People often talk, for example, about disagreement between us on customs, but actually we agree that we want the benefits of a customs union, with no tariffs, no rules of origin checks and no quotas. The hon. Gentleman references the potential second stage if it is not possible to come to that agreement. We would be working with the Opposition to identify those options and how to take those forward.
People want and expect us to get on with the job, and I believe that trust in our democratic system is being eroded at an alarming rate. Assuming that the Prime Minister can get meaningful vote 4 approved, is it still her view that the transition period will end at the end of 2020? If it is, that would demonstrate that we are true to our word.
It is certainly my view that that transition period can end at the end of December 2020, and indeed we should work to ensure that it does end at the end of December 2020. Of course, the sooner that we can get a deal ratified by this Parliament, the more likely it is that we will be able to meet that timetable.

Commons ChamberI am very happy to write to the hon. Gentleman with the details of the guidance that is given to schools on LGBT education and teaching. My right hon. Friend the Minister for Women and Equalities has been at great pains to ensure, working with the Department for Education, that appropriate guidance is given to schools, and I will write to the hon. Gentleman—[Interruption.] I recognise the issue that he has raised, and I will write to him with the details of the guidance, because it is very clear about what is appropriate.
I am certainly delighted to hear of the aspirations that Cornwall has in relation to being carbon free and the action that is being taken. We are happy to support that, and we have a good record on climate change as a Government, but we are doing more. Our annual support for renewables will be over £10 billion by 2021, and our ambitious clean growth strategy sets out our plan for decarbonising the UK economy through to 2032. We will be putting policies in place that will enable areas such as Cornwall to achieve their commitments in relation to climate change.
