Commons ChamberI am really grateful to my hon. Friend for the work he is doing as our ambassador for the Year of Engineering. He is a tower of strength in making this a successful year. We have hundreds of firms involved around the country, and I encourage other Members to take advantage of what he is doing and to lay on an event for new students in their constituency this autumn, as I will. This is a great opportunity to unite the whole House in saying that engineering is a great profession and we need more young people to go into it.
Approximately two months ago, I asked the Secretary of State for a meeting with the Newton people who, because of HS2, are going to see more than 30 houses knocked down in their small village. Has the meeting been arranged yet?

Commons ChamberThe hub around the airport is going to be particularly important, and it is very much on my mind as we develop phase 2b of HS2 and move towards the development of Northern Powerhouse Rail, where there must be a strong connection with the airport. The other benefit of the investment will be that it will create the space for more commuter services around Manchester. I know that there is significant congestion there—I have seen it in my hon. Friend’s constituency—and we need to provide better commuter services into Manchester, and indeed into Birmingham, Leeds and London. That is one of the things that HS2 will do, by taking the existing express trains off the existing routes.
Is the Secretary of State aware that if no changes are made to the proposals for HS2 as it goes through Derbyshire, 1,000 jobs will be lost at McArthurGlen, which is not far from South Normanton, and that more than 30 houses will be knocked down at Newton in my constituency? I have been working with the people at Newton in order to find alternatives, so will the Secretary of State meet the Newton people with a view to seeing whether there are any decent proposals for tunnelling, rather than knocking the houses down, and for ensuring that the jobs at McArthurGlen are safe? Will he give us that assurance today, so that I can make arrangements with the Newton people to come and take part in discussions?
As I have said all the way through, it is not possible to do something on this scale without having an adverse effect somewhere, but we will always do our best to minimise the impact. We are also always willing to have a dialogue with Members from across the House about such situations, so I will of course have that dialogue. I want to try to ensure that we do not adversely affect centres of major employment, so either the HS2 Minister or I will happily pursue a conversation with the hon. Gentleman.

Commons ChamberI can absolutely give my hon. Friend that assurance. I think that this approach should spread across the whole rail network, with clearer accountability, clearer integration, clearer joint working when something goes wrong and better joint planning for maintenance works and affected services. That is a really important part of ensuring that the railways work for the future.
Why did the Secretary of State not use this opportunity to say that there would be electrification of the whole of the midland main line, instead of it stopping somewhere in Northampton to suit commuters travelling into London? The other business is that people in my constituency have been asking him for a meeting to try to put to him an alternative to the HS2 spur that will wreck 30 houses in a tiny village in my area. When will he answer their letter? He can tell me now.
On the hon. Gentleman’s latter point, my hon. Friend the Rail Minister has already extended an invitation to that meeting, so we will happily talk to the hon. Gentleman’s office this afternoon and fix a date. With regard to the midland main line, we are in the early stages of what is the biggest investment programme in the line since the 1870s. It will mean faster journeys and brand new trains, years earlier than would otherwise have been the case. We can deliver those new trains in 2021-22. We could wait several years more for those new trains. We could spend £1 billion more, but all we would be doing is saving a minute on the journey time to Sheffield. I could be wrong, but I do not think that would be a terribly good use of taxpayers’ money.

Commons ChamberAs the hybrid Bill goes through its consideration in this House, there will be have to be debates about such issues, and I know that my right hon. Friend and the petitioners will make that point clearly to the Committee. The High Speed Rail (London - West Midlands) Act 2017 was modified in places in Committee, and it will be open to those who can win an argument with the Committee to secure change.
I also express my thanks to my right hon. Friend for the constructive way in which she has approached the discussions. She is right to say that the regeneration of the Toton site will make a real difference to the east midlands. It is a huge waste at the moment, and I hope to see the project breathe life back into it.
The Secretary of State referred to the “good news”. This is not good news at all for people in Mexborough and various other places because of the vanity project idea of a station in Sheffield, which has resulted in the spur going straight through the middle of the Bolsover constituency. It is not good news in Newton, where 50 homes are likely to be affected. It is not good news at McArthurGlen in Ashfield, where they were going to increase the number of jobs by 1,000, which has now gone down the pan because of this new route—the so-called HS2 spur. The only decent news is for firms like Carillion, which has been involved in blacklisting. It is almost a mirror image of the current Tory party.
I know that the hon. Gentleman feels strongly about this project, which does affect his constituents. I have been clear in saying that it is not possible to build a project like this without affecting someone—whichever route we chose. In fact, if we had chosen the Meadowhall route instead of the M18 route, more properties would have been demolished. The reality is that we have to take decisions and ensure that we treat the people affected decently. I know that the hon. Gentleman will not agree with me or us about this project, but I assure him that we will seek to treat his constituents fairly.

Commons ChamberI am very happy to meet my hon. Friend, and I absolutely recognise the issue. The other part of deliberations around the Uckfield line is the private-sector proposal, which I have said we will happily look at, to create BML2—the Brighton main line 2. We should look at all these things in the round and ask what is the best future for that route, but I am very happy to meet my hon. Friend.
Why does not the Secretary of State for Transport tell his friends that some of these so-called projects are pie in the sky from a Government who are already committed to spending more than £80 billion on High Speed 2, under which there are going to be two tracks through Derbyshire—not one, but two: one a slow track and one a fast track? Why does he not get real and understand that there should be a reassessment of HS2? He only has a tiny majority, and believe me, a lot of Members on both sides of this House are fed up with the idea of spending money in the far distant future on HS2 when there are all these projects on today’s Order Paper on which they want action.
I am very surprised that the hon. Gentleman is opposing a scheme that will deliver capacity improvements and journey improvements between the great cities of the north, and link Birmingham to Manchester, Nottingham, Sheffield and Leeds, and that will make a real difference economically to the areas he represents. It is a project that is overwhelmingly supported by those who represent those communities in the north.

Commons ChamberThe basis of this project was that Hertfordshire County Council and the Department for Transport provided money to TfL for the extension work. The agreement was that TfL would meet any costs above the agreed price, and would retain any funds below the agreed price. That agreement was reached a couple of years ago. Quite a chunk of money has already been spent, including on the acquisition of a train. It is for the Mayor to complete this project, and I have asked him for his plans to do so.
Is the Secretary of State aware that he cannot easily brush off what has happened with that fiasco at HS2 and the resignation? Will he take into account the fact that now is the time—very opportune—to get rid of that stupid idea of having two HS2 lines running through the county of Derbyshire? The one called the Newton spur will lose us 1,000 jobs in the area and knock down 32 houses. It is called the “dawdle through Derbyshire”. Get rid of it.

Commons ChamberI take this very seriously. We have been very clear when letting contracts—most recently in the information that we put into the market about rolling stock—that we expect this project to leave a lasting skills footprint not just in the areas of construction but around the United Kingdom. A number of events have been held for potential suppliers to the project around the UK, and we have been very clear with all firms, both UK and international, that want to bid to be part of it that we expect them to leave that footprint. It is an essential part of the project.
Is the Secretary of State aware that because of the decision to have a station at Sheffield, we will have two HS2 lines running through Derbyshire: a fast track and a slow track? Many villages throughout Bolsover will be affected as a result. There is one in particular, Newton, where more than 30 houses are due to be demolished. Will he meet a group of residents from that village to try to sort this matter out?
I am aware of the issue the hon. Gentleman refers to. I give him the same assurance that I just gave to my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan): we will do our best to minimise impacts. The Minister alongside me, my hon. Friend the Member for Harrogate and Knaresborough, will answer these questions in more detail in the Adjournment debate tonight. Either he or I will also meet residents to discuss the issue.

Commons ChamberWill the Secretary of State reject the new proposal of a spur line from HS2 in the constituency of Bolsover between Hilcote and Morton? Not only will it cut the Blackwell council in two, but it will destroy scores of houses in the village of Newton. Will he have a look at the letter I have sent him, in order to pacify the people of Blackwell about this mad idea?
Of course I will. I have taken a close interest in the eastern leg, and I have been up and down most of the route myself. I am very keen that we deliver the economic benefits, but that we do so in the way that works best for local communities. I am happy to take a look at the issue that the hon. Gentleman has raised.

Following the new Southeastern franchise bids, I hope and expect to see the kind of benefit that we have seen on the East Anglian rail network, where every single train is due to be replaced as part of the new franchise. That is the sort of progress that makes a real difference to passengers, and I want to see that kind of improvement across the network, including on Southeastern. As the two sides of the railway work closer together, the ability to deliver small, incremental improvements quickly becomes better and more readily available, and we can then improve services.
This is a Minister who has a bit of form. In a previous job, he wrecked the prison system. He now has the job at Transport and is about to cause havoc there as well.
Let me surprise the hon. Gentleman by saying that I am the Minister who decided not to privatise the Prison Service, a decision which was described in my office by the Prison Officers Association as a victory. I hate to disabuse him, but I am not an inveterate privatiser; I am an inveterate improver of services.

Commons ChamberI agree with my hon. Friend. I pay tribute to the people of Cleethorpes for organising such an important event last week, and to all those who are celebrating and commemorating, with poignancy, the anniversary of the Battle of the Somme. We should always value the people who serve this country in our armed forces. I hope that the weather brightens up and that the flow of people into Cleethorpes this summer grows rather than diminishes.
Now we know that, according to what he has just said, the national health service will get more money, will the Leader of the House make a statement and tell the Secretary of State for Health that the Hardwick commissioning group in Derbyshire, which proposes to close the Bolsover and Bakewell hospitals, should keep those hospitals open because we have got the money?
Knowing what a formidable campaigner the hon. Gentleman is, I think it would be a bold person who tried to make changes in his constituency. I do not know about the local circumstances, but regardless of the process for the negotiation of our exit from the European Union, we are spending, and will continue to spend, more money on the national health service.

Lots of people talk to lots of others about lots of things, but the former Lord President has said that the story is categorically untrue and that the conversation did not take place.
I have never been to this palace, so I do not know what takes place there, but the most bizarre thing for me is what on earth the Queen was doing confiding in Clegg. [Laughter.]
The response to the hon. Gentleman’s comment from across the House suggests that not everyone disagrees with the view he puts forward. I hope that he gets the chance to go to the palace before he ends his illustrious career.

Commons ChamberThe hon. Gentleman can apply for such a debate at any time. We condemn unreservedly employers who do not pay the minimum wage. They are breaking the law; it is as simple as that. I hope and expect that the relevant authorities will take action wherever they find such breaches.
You, Mr Speaker, could have advised the Leader of the House as well as I can that the word “chutzpah” is pronounced “khutzpah”. Is the right hon. Gentleman aware that the most vindictive, mean piece of legislation announced yesterday was the attack upon the political levy, which is an attempt to withdraw funds from the Labour party—the Opposition? Will that legislation be drawn wide enough for us to put down amendments to include those hedge funds and all the other City institutions that give money to those people in the Tory party who sit on millionaire’s row?
I remind the hon. Gentleman that people who donate money to the Conservative party make an individual choice to do so. A large number of trade union members vote Conservative, but still end up putting their money into the Labour party. It is time they had a choice. I extend my sympathies to the hon. Gentleman. It will be a difficult Parliament for him because whenever he stands up to ask a question, he will not know whether, when he sits down again, he will find an SNP MP already in his place.

Commons ChamberI hear what my hon. Friend is saying. I am not in the business of burying good news. We are hearing encouraging noises from the early stages of the Work programme. Indeed, one of our providers has said on the record that it is going much better for them than the previous Government’s flexible new deal. I will bring forward statistics on the Work programme as soon as it is practical to do so, but I am under obligations from the Office for National Statistics to produce statistics that are valid and appropriate, which is what I will do.
I had drawn to my attention today the case of a constituent's grandson who has worked at Debenhams on one of these courses for four days a week, then for three, then for two, then for one, and now it is down to four hours only, for £24 with a bus fare for travelling to and from Derby. Surely that is not benefit plus, but benefit minus. Will he ensure that people placed in that predicament do not lose their benefit?
From what the hon. Gentleman says, I do not think that he is describing our work experience scheme. If he wants to write to me about the individual case, I will look at whether it is due to something that the Government are doing or something else.
