Commons ChamberI appreciate the opportunity to pay a tribute to Rose. Like many in this House, I had experiences here that, when the personal combined with the professional, meant that I found myself having what might professionally be called “a bit of a wobble”—I know that many colleagues from my intake have had similar experiences. The one thing I would say about Rose is this: she was there. Her office is one of duty, but everyone would agree that her performance goes far beyond that. She makes time to see people, and gives them the opportunity to speak. She listens, far beyond the level that her office would necessarily require.
Rose has set an incredible example and a fantastic precedent for new Members and the future chaplain to follow. More broadly, the prayers that she leads before each sitting of the House give us the chance to reflect. In a time when we are constantly on social media and looking at emails, iPads and phones, that gives us a moment to step back in silence, listen to the words being said and think about the principles that are laid out here and that make this place and make us who we are. That is one of the greatest contributions that Rose has made to this place. Both personally and professionally, Rose has helped all Members strive to become the better part of ourselves while we are here, and I thank her on behalf of myself, my colleagues and our families.

That this House congratulates the Reverend Prebendary Rose Hudson-Wilkin on her twenty-eight years of ordained ministry in the Church of England, nine years of which have been in the service of Mr Speaker and this House as Chaplain to the Speaker, the first woman and the first BAME holder of that post; expresses its appreciation for the generous, ecumenical and compassionate spirit of her work among hon. Members and staff of the House; and wishes her every success in her forthcoming ministry as Bishop of Dover and Bishop in Canterbury.
On a point of order, Mr Speaker. Will you indulge me for a moment? I have a bit of FOMO—fear of missing out—because as a Front Bencher I have not been able to say thank you for everything that you have done in the House. I thank you for all you have done on issues of equality and for not shying away from talking about race. I thank you for all you have done on LGBT+ issues, and for making this House more inclusive. Thank you for opening your state rooms, so that small organisations that thought the Houses of Parliament did not care about them could come to some of the grandest rooms in the Palace and feel valued. Thank you for all you have done.
I also want to thank you, Mr Speaker, for bringing Reverend Rose into the House. Hearing everybody’s testament on how she has touched all our lives has been very moving. She has touched my life in many ways. My right hon. Friend the Member for Walsall South (Valerie Vaz) spoke about Labi Siffre. Reverend Rose and I talk often about this song and I just wanted to say the first verse:
“The higher you build your barriers
The taller I become
The further you take my rights away
The faster I will run
You can deny me, you can decide
To turn your face away
No matter ’cause there’s
Something inside so strong
I know that I can make it
Though you’re doing me wrong, so wrong
You thought that my pride was gone, oh no
There’s something inside so strong”.
Thank you, Mr Speaker, for being so strong. I thank Reverend Rose for all that she has done for the House, for me and for everybody. Thank you.
Well, that was extraordinary and magnificent. I thank the hon. Lady for her excessively generous personal remarks as regards me, but what is much more important is what she said about Rose and I want to underline and reinforce that.
Colleagues, I am extremely grateful to each and every one of you, as we approach the end of this Parliament, for sparing the time and making the commitment to share your experience of and demonstrate your—I was going to say respect for—devotion to the Reverend Rose, who has after all been devoted to us for nine years. In every particular—I say this not so much for colleagues, but for those observing our proceedings—Rose has not just done the job, she has excelled beyond anything that we could reasonably have imagined or contemplated. Her daily commitment is there for all to see, day after day, combining her duties in the Chamber with the responsibility for the conduct of services and the need to attend to St Mary-at-Hill in the City and to interact with large numbers of people on the parliamentary estate.
On big occasions, as so many colleagues have eloquently evidenced, Rose has found the words that needed to be expressed. She has expressed them with feeling and with a transparent and undeniable sincerity. It is that authenticity about her that impresses everybody who hears or meets her. We all know, of course, that a very important part of Rose’s role, as has been referred to by many colleagues during these tributes, is the offer of pastoral care. To Members, to Members’ staff, to the staff of the House, to anyone not employed by the House but contracted to work for it, or to anyone who has reason to be on the parliamentary estate who needs help, Rose has been there to provide that help. It has been a singular and unforgettable contribution.
I certainly do not mind vouchsafing to the House that as well as being aware in many cases of when, how and to what extent Rose helped other colleagues, she has been a terrific source of support, succour and counsel to me. Until my dying day, I will appreciate that support, that succour, that counsel and that camaraderie, which she has been able to provide. Many people have also referred to the circumstances of the terrorist attacks. In those circumstances, we could not have wanted anyone, for the purpose of providing comfort and mitigation of pain, other than Rose.
So many people over the past three years have referred to our departed and beloved colleague, Jo Cox, and someone referred earlier to Birstall in Yorkshire, where the then Prime Minister and the Leader of the Opposition went the day after the appalling murder of Jo. Of course I went as well, but what was really significant was how Rose went, and each of us, the Prime Minister, the Leader of the Opposition and I, observed the impact of Rose’s presence and persona—her love, kindness, compassion and empathy—on people who were experiencing quite unendurable pain. That pain could not be removed, but it could at least be mitigated, and it could be mitigated by no one better than the Reverend Rose. I have a sense, my friends and colleagues, that we are all agreed in this Chamber that the House of Commons’ loss is Canterbury and Dover’s gain.

Commons ChamberI echo the sentiments of the Leader of the House and thank the programme team and the cross-party steering committee. Some of the programme team are in the House today. I thank them for interpreting our ramblings in all the discussions—both agreements and disagreements. I thank all the specialist advisers, who were informative and progressive, and actually mentioned intersectionality before I had the chance to in a meeting. I thank MPs across the parties and the trade unions—it was a joy to work with all of them. I thank my hon. Friends the Members for Walsall South (Valerie Vaz) and for York Central (Rachael Maskell), and the Leader of the House for her excellent chairing of the committee.
These codes are bringing Parliament into the 21st century. Behaviour or sexual harassment codes will not work on their own, but as a statement of principle, they are an excellent start with regard to our cultural intent, and they set the parameters in terms of behaviour. These codes are needed to encompass our shared mission.
I want to address a few points. Paragraph 18 on page 11 of the delivery report refers to promoting consistency and maintaining quality. Consistency and quality can be achieved only if there are clear and transparent guidelines, not a reliance on discretion. I hope, as discussed by the committee, that at the six-month review stage, we will look into removing discretion from the policy, as that opens the door to unconscious bias. The committee tried to use the most up-to-date language and safeguarding processes. This in itself will be a learning curve to everyone in this place and beyond. At the core of this policy is our mission to change the culture of this House, and, as the Leader of the House said, to make it a safe and progressive place to work.
Parliament is a unique place to work, with 650 micro-businesses in a macro environment of the electorate, our constituents and our constituencies. The constituency office is included in the codes, even though all the issues relating to it have not been resolved.
We have stressed the importance of diversity in the delivery of training and personal development. I think that means that we will be using smaller, specialist and perhaps unconventional providers in Parliament to ensure that we deliver on diversity of delivery. The report makes reference to unconscious bias training, and that is a case in point, because sometimes smaller providers specialise in such areas. It is also vital that decision makers receive additional training, as well as unconscious bias training. I am pleased to say that I look forward to attending the training pilot. As a trained trainer trainer, I will happily dust down my old skills and help the House to design the best training possible. Other Members of the House are encouraged to put their names forward to be part of the reviewing team for training so that we can get the best possible training for the House.
Everyone involved in the delivery of sanctions needs to be fully trained, including the Parliamentary Commissioner for Standards, the members of the Committee on Standards and, of course, the investigators. The Parliamentary Commissioner for Standards’ role has been extended, so training is vital, and the bar for investigating MPs has now been lowered. That was a necessary step in changing the culture of this place, but it will in turn increase the commissioner’s workload. At the six-month review, we will probably have to look at whether more resources are needed for her department. The document refers to the good employer standard, and I hope that at the six-month review we will look at implementing employee appraisals. I am not sure whether we concluded our talk on whether exit questionnaires are now routinely used, but they are a vital tool to help an organisation’s culture change.
I want this House to be a beacon of good practice. The codes will apply to not only MPs, but all who work in and visit this place. The introduction of the scheme is the beginning of a sustained, well-supported and appropriately resourced approach to promoting a positive and supportive environment for those working in and visiting Parliament. That is something we should all embrace.
We must not lose sight of how much good happens in this place—the opportunities that are offered to people, especially young people, and the work of many, including Mr Speaker, to improve the intersectionality, diversity and inclusion of all, including the LGBT+ community in this place. We must continue to have a supportive environment for everybody who works and visits here.
It is imperative that we incentivise and promote good behaviour. Training and personal development should be viewed not as a punishment, but as a way of contributing to an inclusive and progressive Parliament. After all, who would not want to improve what they do and do it better? That is how excellence is achieved.
Trade unions are often the first port of call, and I feel that Parliament needs to have an official recognition agreement with trade unions. Unite, GMB, the National Union of Teachers and the Public and Commercial Services Union are just a few that have a substantial membership in this place. Trade unions play a key role in workers’ lives. They are also a safe place to go to raise concerns, and this process has been substantially strengthened by the input of trade unions. If we are serious about getting this right, trade unions are also central to it.
As long, hard and arduous as the process has been, it has been worth it in the end for the document that we have produced. It all started as part of the #TimesUp and the #MeToo campaigns, and I was part of the very first meeting when the Leader of the Opposition called on the Prime Minister to adopt a cross-party approach to tackle and address the culture of bullying and harassment in Parliament. The Prime Minister agreed with the Leader of the Opposition and today is the result. This process shows what can be achieved when there is a shared goal and a shared commitment. It also shows what can be accomplished when we all work together towards a common endeavour. We can achieve more together than we can achieve alone, and I look forward to the next steps and the successful implementation of the scheme.

Commons ChamberI would like to sign my question. Is the Leader of the House aware that 18 March marks the 14th anniversary of the UK Government’s recognising British sign language? Will he agree time to debate giving British sign language legal status like other recognised languages?
The hon. Lady has eloquently reminded us of the importance of British sign language to a number of our fellow citizens who live with deafness or a severe hearing impairment. The Department for Work and Pensions has under way a review of the provision of signing services in this country and has received several hundred submissions. The Secretary of State for Work and Pensions will bring forward the conclusions in due course. I can also tell the House that the Department for Education plans to accept British sign language as an alternative qualification to functional skills in English within apprenticeships, which I hope will be one step towards giving opportunities to more people who live with deafness to play a full part in the labour market.

Commons ChamberAt 7 am the Competition and Markets Authority produced a report on its energy market investigation. I welcome that report, which focuses on prepayment meters—the issue is also dealt with under the hashtag PrePayRipOff. I have had an Adjournment debate, I have written to the Prime Minister and I have written to the Secretary of State for Energy and Climate Change, and the responses have been inadequate. Will the Leader of the House make available Government time so that the House can have an urgently needed proper discussion, to explore the CMA’s recommendation, which the Secretary of State said she will implement?
The Energy Secretary will be here in 10 days’ time, but if the hon. Lady wants to raise matters before that, I suggest that she writes and I will make the Energy Secretary aware that she is going to raise the issue.

Commons ChamberI think we would all regard the current situation in Ethiopia as enormously distressing. I can assure my hon. Friend that discussions about this have already taken place within Government. The Government are already providing more than £100 million of aid to address this challenge, and we will continue to work with international agencies to do everything we can to alleviate what is potentially a dreadful humanitarian crisis.
Will the Leader of the House make time to debate the Government’s manifesto commitment to install smart meters in every household by 2020? This important move will help to end the pre-pay rip-off if the customers affected are prioritised in the smart meter roll-out.
This is a focus of the Government, as are broader changes to try to ensure that consumers get a better deal. We will make more information about this available in the months ahead. I shall make sure that the hon. Lady’s concerns are passed to the relevant Minister. She may also want to bring the matter to the Floor of the House through the Backbench Business Committee or an Adjournment debate.

Commons ChamberReligious freedom should be universal, and we should not see people imprisoned for their religious views in any part of the world. That should never happen, and this country should always stand against it. My hon. Friend makes a really important point, and he will undoubtedly take advantage of next Tuesday’s opportunity to bring it to the attention of Foreign Office Ministers. I commend him for the work he is doing.
A recent report by the Competition and Markets Authority highlighted my early-day motion 238, which stated that people using pre-payment meters were paying up to £226 more than those on the cheapest energy tariffs.
[That this House notes the recent Ofgem report calling on all energy suppliers to treat prepayment meter (PPM) customers fairly; further notes that households need more support in switching to different tariffs and method of supply; believes that companies should abolish the charge for installing PPMs as this adds to debt and investigate the best way to establish a price to beat so that consumers can trust the price they pay is fair; further notes that energy companies apply through the courts for warrants to transfer customers with fuel debt on to PPMs, the very people who are least able to afford high tariffs; further believes that meters should not be routinely used to pay off debt as this leads to self-disconnection; further believes that stronger safeguards are required for the issue of warrants and the authority forcibly to install PPMs where households include vulnerable children or adults; and further notes that the expansion of smart meters into homes presents safeguarding challenges to avoid homes being put at risk of disconnection by a simple click of a mouse.]
Will the Leader of the House make time to have a debate in the Chamber to discuss this addition to household debt for those who can least afford to pay a higher tariff?
I commend the hon. Lady for the work she is doing on this issue. Of course it is right and proper that energy companies should take into account the pressures that some people in our society are facing. I will ensure that her concerns are drawn to the attention of my colleagues, and I know that she will take advantage of the opportunities that the House provides to continue to raise her concerns.
