Commons ChamberFor once in my lifetime, I agree with an intervention of the hon. Member for Shipley (Philip Davies). Would not holding the Government to account be more effective if Government Members resisted the urgings of the Whips to put questions to the Prime Minister, particularly at PMQs, or to Ministers on other occasions? That does not show independence of mind and it certainly does not show the sort of accountability that is required. In some respects, it makes a mockery of Prime Minister’s questions, which is the unique way of holding the Government—and the Head of Government—to account. It should not be undermined in the way I have described.
The hon. Gentleman is speaking after two of my hon. Friends who are very skilled at resisting any orchestration by the Whips or anybody else. I do not think he can accuse them of that. I must say that I have noticed on occasions a certain degree of co-ordination—not necessarily very successful—of Prime Minister’s questions on the Opposition Benches.

Commons ChamberThat point was made to me informally when I raised the issue with a Member who has some responsibility in this regard. I am not altogether convinced that it is written in holy scripture that, because one Committee has made a recommendation, it cannot be looked at by another Committee. However, as I said, the Committee chaired by my right hon. Friend the Member for Blackburn did not take up the suggestion.
In my view, it is sensible that, although the two posts will involve equal—if very different—responsibilities, the Clerk should be the more senior of the two. So much must depend on the way in which the two individuals—the Clerk of the House and the director general of the House of Commons—will be able to function, day by day. The last thing we want is a turf war: disputes about who should be responsible for a, b and c, and who for x, y and z. That would take us back to square one, or indeed worse. So it is absolutely essential that, when the appointments are made, there is a clear understanding that these are two individuals who can get on together, recognise their different functions and serve the House of Commons as it should be served.
During the last debate on this subject, I was one of those who argued that being Clerk of the House of Commons, with all the authority and understanding of its procedures that that involves, and handling the day-to-day administration are completely different functions. I am very pleased that the view is shared by a number of Members on both sides of the House, and was clearly upheld by the Committee, that these are different functions that should be performed by two different individuals.
Finally, I turn to the restoration and renewal of the building, which a number of Members have mentioned. It is absolutely essential—indeed, there is no more important issue for the new Parliament elected in May to get to grips with as soon as possible. In November 2012, we had a general debate on House of Commons facilities, at which I took the opportunity to refer to a report that mentioned such problems as widespread water penetration—more evidence of which we have seen just outside the Chamber today—and asbestos all over the building. The report also stated that the mechanical and electrical services were defective, and it should be a matter of even greater concern that it identified a high fire risk.
When the necessary overhaul work has been agreed to, there will no doubt be complaints because it is costing a very large sum of money. People will write in to ask whether the money could not have been spent on more important things, but we will have to make the point that vast sums are already being spent every year to try to keep the building in a condition in which it can function on a daily basis. This is not a matter of a few minor defects. The building is not fit for the 21st century, and it is dangerous in its present condition.
I hope that, when the new Parliament is elected, it will get down and do the necessary planning work. I agree that a new delivery service will be required, and I cannot see that being undertaken by the new Clerk and the new director general of the House of Commons. I do not believe that that should be their job; rather, as has been suggested, there should be a structure similar to the one that helped to put on the Olympics so successfully. I have no doubt that the report will be accepted; there does not seem to be any dissension. Once the two main appointments have been made, the first priority of the new Parliament regarding internal matters must be to decide how and when the work is to be carried out, as it will undoubtedly involve the evacuation of this building for a few years at least.
On a point of order, Mr Deputy Speaker. I hope that it is appropriate for me to inform the House that, while we have been having this debate, news has emerged that Lord Brittan of Spennithorne, Leon Brittan, has passed away. Many of us who have known him for a long time will know that he had been ill for many months, but this is a sad moment to receive this news. He was my predecessor as Member of Parliament for Richmond (Yorks), which is why I particularly want to pay tribute to him as a former Member of this House and former Home Secretary. He was a kind, assiduous and brilliant man, and I know that the whole House will join me in sending our deepest condolences to his wife, Diana, at this difficult time.

Commons ChamberI think all of us, including the Prime Minister, are opposed to ageism, and the hon. Member for Walsall North (Mr Winnick) has just loudly proclaimed his opposition to it. We have just lost the hon. Member for Bolsover (Mr Skinner) from the Chamber but I am sure that he, too, would have agreed strongly with these sentiments. He is an advertisement for great activity in slightly older age.
Of course no one is blaming older people for the problems that have been experienced in A and E departments. We now have almost 1,200 more A and E doctors, including 400 more consultants, than we had in 2010, and they are trying to cope with the pressures. The hon. Member for Huddersfield (Mr Sheerman) makes a good case for discussing ageism and for combating it; I fully agree with him.

Commons ChamberIt is certainly true that energy bills rose sharply under the previous Government. This Government have taken action to ensure that people can buy their electricity on the lowest tariff and recently introduced policies that will bring about a reduction in energy bills. There will be questions to the Department of Energy and Climate Change next Tuesday, so my hon. Friend will have an earlier opportunity even than a debate to raise the wider issues of renewable energy with Ministers.
Wednesday’s debate on the bedroom tax should be very interesting indeed. I remember when Tory MPs always referred to the poll tax as a community tax. Be that as it may, has the Leader of the House been given any indication of how the Liberal Democrats intend to vote next Wednesday? If they are so keen to separate themselves from the Tories, this is their opportunity to do so by voting against the bedroom tax.
I am sure the Liberal Democrats are able to express their own views on how they will vote in any debate. I will point out again that in the Government’s view this is a basic issue of fairness. For someone living in private rented accommodation and in receipt of housing benefit, these rules applied under the whole of the previous Labour Government and we had a situation whereby neighbouring households could be treated unequally. Those points will, of course, be made in the debate.

Commons ChamberI am grateful to my hon. Friend. Having had my first meeting with the Procedure Committee, I do not regard this as a gentle end to my political career. There will be a lot to do, so he need not be concerned about that. He knows that there has been previous discussion about a business committee and that no consensus has been arrived at. I know that there is strong consensus between him and my hon. Friend the Member for Wellingborough (Mr Bone), who is sitting next to him, but that is not a universal consensus, even though it might seem like that to him. I look forward to discussing this with him and to discussing any concern or opinion raised by my hon. Friends or by hon. Members, but there has been no consensus so far.
Will the Leader of the House accept that the most successful Leaders of the Commons have been those who while recognising their responsibilities in the senior ranks of Government have nevertheless in practice borne in mind their responsibility to the House as a whole? Perhaps, despite what he has said, when we come back we could have a debate on the bedroom tax. That would give an opportunity for the Liberal Democrats to explain why they supported it in the first place, without which it would not have become legislation, and why, so near the general election, they have changed their minds.
I absolutely agree with the hon. Gentleman about the role of the Leader of the House. I hope there will be plenty of evidence of that over the remainder of the Session and I shall endeavour to make sure that there is. On the question of a debate, I have just announced that on the Wednesday of the first week back in September there will be a Opposition day debate, subject to be announced. It is very much open to the Opposition to choose that subject or any other subject they wish.

Commons ChamberIt is no simple matter for the House to sit during prorogation, which is one of the reasons for making my statement today. Indeed, it would be unprecedented. Nevertheless, the Civil Contingencies Act 2004 provides a means for the House to sit in extreme circumstances, if there is a threat to the United Kingdom. The Leader of the House will be much more familiar with the details than I am, but I think that my hon. Friend should bear in mind that the threshold for the assembly of Parliament during prorogation is very, very high.
While Russia undoubtedly has responsibility for the crisis that has occurred, is it not a fact that many people feel an attachment to Russia, particularly in eastern Ukraine? Whoever wins the presidential elections on the 25th of this month, will there not be a responsibility—a very important responsibility—to reach out to the large number of people who, rightly or wrongly, feel a greater attachment to Russia than to Ukraine?
According to reputable surveys, even in the eastern parts of Ukraine there is little evidence that people want to be part of Russia, although of course there is much evidence of disaffection in regard to politics, their own former leaders in Kiev, and so on. However, the hon. Gentleman is right to say that reaching out and inclusivity within the whole of Ukraine are vital, and that will be a very important task for whoever wins the presidential election. I have now met five of the presidential candidates—including all the leading ones in Ukraine—and have given them that advice, as well as the advice that they must secure an end to the whole culture of corruption and cronyism that has prevailed in Ukraine in the past.

Commons ChamberThe association agreement and any other actions or documents of the United Kingdom and the European Union are not going to recognise the annexation of Crimea. It cannot be accepted internationally. That is why we are also looking in Europe at the economic measures we are going to apply to Crimea in its current condition, annexed by Russia. The only agreement we have with Russia on these matters is the Geneva agreement, which relates to de-escalating tensions in Ukraine. That is what the international community has come together to require.
Is there not a connection between the bully-boy tactics the Russians are now employing in Ukraine and the way in which democratic reforms and changes in Russia itself—the sorts of changes brought in by Mr Gorbachev in the late 1980s—have been reversed?
There is a connection. I said in my statement that I think Russia is fearful about the establishment of more fully fledged democracy and rule of law in its neighbourhood. There are domestic implications for Russia. That is part of the explanation for its actions and I think that is the wrong course for Russia to be embarked on. In the long term, a more open economy, better relations with its neighbours and a better functioning democracy in its own country would be in its own best interests.

Commons ChamberAs my right hon. Friend will have noticed, I have stressed several times the importance of unity among the western nations, including in the European Union; the importance of any measures being well judged and well targeted; and the importance of any measures being legally sustainable. That is why these matters require calm and careful consideration, rather than quick unilateral announcements by this country or any other member state of the EU.
Russia’s action is obviously to be condemned and there should be no apologies for what it has done. However, is it not the case that a large majority of people in Crimea feel a strong attachment to Russia? We all know about Khrushchev’s impulsive action of handing Crimea over to Ukraine in 1954, when both places were part of the Soviet Union. If we want to de-escalate the crisis—surely we are not talking about a second Crimean war—is it not possible to find out through the democratic process, difficult as it is, what the people of Crimea want? I think that the majority verdict would be along the lines that I have indicated. Surely the views of the people should be taken into account in this crisis.
We are not talking about a new Crimean war, although the action that Russia has taken—the use of armed force in Crimea—has risked a new Crimean war for that country. I would make one point to the hon. Gentleman. There is a Russian-speaking majority in Crimea, although it is of the order of 50% to 60%, but there are also important minorities, including the Tatar minority, and their rights need to be respected as well. It is too simplistic an approach to say that the majority in Crimea would like to be in a different situation from the current one. Any referendum that is held should be consistent with the constitution of the sovereign nation of Ukraine. That is not the current proposal.

Commons ChamberOn Ukraine, recognising the popular demonstration against the discredited president, and deploring the killing of demonstrators—this House should not be indifferent to those killings—will the Foreign Secretary bear in mind the activities of the far right? It is important to note that, unfortunately and tragically, Ukraine has a long history, over centuries, of racial intolerance and crimes.
It is very important; and we were clear about this in our comments last Wednesday and Thursday, when the violence was taking place: we called for all violence on all sides to stop. A great deal, but not necessarily all, of the responsibility for that violence fell on the then Government, so it is important to make it clear that our message about avoiding violence is to all sides. It is also clear, however, from events over the weekend, when more than 300 Members of the Ukrainian Parliament voted for various measures that have now been enacted, that there is a great deal of cross-party support in their country for what has happened, including among many who were in the Party of Regions, the party of Mr Yanukovych. That political change is taking place with the support of many more people than just any far-right elements.

Commons ChamberYes, I heard some of Mark Fitzpatrick’s comments yesterday in the media. I thought they were well informed and balanced in coming to the conclusion that it was a good deal. He did so on the basis of the analysis carried out in the IISS. Anyone who goes through the detailed examples I have given to the House and who sees the range of activities of the Iranian nuclear programme that are covered, how specifically they are covered, and the importance attached in the agreement to obtaining a comprehensive agreement, will be very reassured.
Those who mocked Lady Ashton’s appointment—they certainly do not include the Foreign Secretary—may wish to apologise accordingly.
Is there not a kind of unholy alliance, certainly including Israel but also including Saudi Arabia and possibly elements within the Iranian regime, that would want to undermine or destroy the agreement? Should we not be very much on our guard against that?
We will be on our guard against any attempt to undermine the agreement, but it has the backing of the US Government, Russia, China, France and Britain—the five permanent members of the Security Council—and it has clearly received widespread support around the world. Therefore, as I have said, we would discourage anyone from undermining it, but I believe the world will give the agreement the chance to succeed.

Commons ChamberThat is one of the dangers, yes. That is absolutely correct. There are many dangers here, but the conflict in Syria becoming more sectarian in its nature and then exacerbating such tensions in neighbouring countries, with a greater and greater disregard for national boundaries, is absolutely a central danger here. That is why it is so important that we give the support to neighbouring countries, including the support that we give to the Lebanese armed forces, which I have described on other occasions, and it is the urgency behind the efforts to come to a political solution to the conflict before it does even greater damage to the entire region.
The situation in Syria is indeed appalling, and everyone will endorse what the Foreign Secretary said and the need for humanitarian aid. On the talks with the Iranian Foreign Minister, is it not a fact that the Israeli Prime Minister has been very active in trying to gather opposition, including hard-line elements in the United States? Is it not essential that, despite such efforts to undermine what could be a great achievement for peace and security, the talks should succeed?
It is important that the talks should succeed. It is very important that we pursue a steady course through this to an agreement that is demanding, of course, and which gives the necessary assurances and brings about concrete actions in Iran’s nuclear programme. We should not be surprised that in different countries people have different opinions about this. That is what we have to deal with as politicians and Ministers. We have to persuade other countries as best we can. We will continue to be very active, talking to Israel and other countries with concerns, not being at all surprised that people have concerns, but putting the case for what we think is right.

Commons ChamberThrough DFID’s work, we make a huge contribution to people’s medical welfare. DFID already provides money for about 300,000 medical consultations and a wide range of medical supplies. My right hon. Friend the Secretary of State for International Development is constantly reviewing and updating how best we can help. She will have heard my hon. Friend’s question.
Can the Foreign Secretary explain why in 2012, a year after the civil war in Syria started, a UK firm was granted a licence to sell industrial chemical products that, according to the Defence Secretary, could be used in processes to produce poisonous gases? According to the Business Secretary, although the EU sanctions were fortunately tightened, some of those products had already been sent to Syria, despite what the Defence Secretary told me on 2 September. Perhaps I could have an explanation and an apology from the Defence Secretary.
I think that the hon. Gentleman will find that no such apology is needed. He knows the position on this matter. The licences were revoked before the chemicals were exported. There is no evidence that the chemicals concerned in those licences were exported to Syria. Licences were granted in earlier years under the previous Government, whom he supported. In fairness to them, there is no evidence that those goods, if they were exported, were used for anything other than their declared commercial purpose. When those two things are taken together, there is no evidence that any such exports have contributed to Syria’s chemical weapons programme.

We do have conversations with the Iranians, and we will of course be very much open to conversations with the new President and his team. As has been mentioned, they are still some way from taking office, and we do not know who the other Ministers in the new Government will be, but, yes, we will be open to conversations with them. Those conversations can and should include the circumstances in which embassies can be reopened, but after what happened last time, we would need to be very confident of any assurances before we were able to reopen our embassy in the short term. There is an offer on the table from the E3 plus 3 on the nuclear issue, and it will remain on the table over the coming weeks.
Should we not bear in mind that the previous regime, the Shah’s regime, was put in place and maintained for a long time by Britain, the United States and other western powers? That has not been forgotten by the Iranian people, but if conditions can be normalised, as we all hope will be the case, will that not put pressure on the present regime to end the abuses of human rights in Iran?
Yes, of course people have strong views about history, but as I have pointed out, the negotiations on the nuclear issue are not just with the UK. They involve all the other members of the E3 plus 3, including China and Russia. So historical feelings about the UK cannot be a barrier to resolving those issues. The hon. Gentleman is right to draw attention to human rights in Iran; its human rights record is truly appalling. There are more journalists in prison in Iran than in any other country in the world, 350 executions were carried out last year, opposition leaders have been detained for over two years, and there are continued arrests of human rights defenders and minorities. It is high time that that record was improved, and that the nuclear issue was resolved.

Commons ChamberIn my experience, we are well-equipped to conduct necessary investigations, but I return to the answer I gave to the previous question. There will be a constant need to update what we are able to do, without being diverted from the basic principle of ensuring that our intelligence gathering is on what is necessary, and that it is proportionate, targeted and always legal. Our laws do not provide for indiscriminate trawling for information through the contents of people’s communications. We do not need to change those basic principles, but we sometimes need to change aspects of the legal framework and where we are able to get information from. That work must go on in the coming years.
Considering all the dangers for the individual concerned, why should we believe that the American whistleblower is telling a pack of lies? If a lot of what he is saying is true, then surely law-abiding citizens who are a million miles from any threat involved with terrorism should indeed be fearful.
As you will have noticed, Mr Speaker, I have not commented on the individual concerned. I am not going to get into a running commentary on this or any other leak. It is not possible for any Government to do that while respecting the need to maintain the secrecy of our intelligence work. I do not want to get into that now, but I stress again the very strong legal framework in this country. I believe people can have confidence in that.

Commons ChamberI will try also to give brief answers. I described in my statement how the legal cases were proceeding. There had been a series of hearings in 2011 and 2012. The Government had contested all of the cases, but the High Court had decided that three out of five of them could proceed, on grounds that were quite specific to this particular case and to the Mau Mau insurgency. It does not therefore set a precedent for other cases. Given that it had decided that, the Government came to the view that it was in the interests of the British taxpayer, and also of the claimants, to come to a settlement on this particular matter.
Terrible things were undoubtedly done on both sides, but may I tell the Foreign Secretary that many of us opposed from the start what we considered to be a totally unnecessary colonial war, as, indeed, we opposed what happened in Cyprus at around 1960? Although I would not normally quote Enoch Powell, because of the outburst in 1968 and other matters, in the debate on 27 July 1959 on the murder of 11 African detainees, he said:
“We cannot say, ‘We will have African standards in Africa, Asian standards in Asia and perhaps British standards here at home’…We cannot, we dare not, in Africa of all places, fall below our own highest standards in the acceptance of responsibility.”—[Official Report, 27 July 1959; Vol. 610, c. 237.]
For once, Enoch Powell was right.

Commons ChamberMy hon. Friend is absolutely spot on. That is absolutely right, which is why, in everything we are doing to send help into Syria and to deliver humanitarian assistance, we are trying to bolster the more moderate opposition forces with the practical help that we have given so far. Otherwise, it will become a contest between a murdering criminal regime on the one hand and the extremists on the other. That would be the worst situation of all for the world to be left in.
The brutality of the regime is hardly in question, but have not both sides committed terrible war crimes against humanity? Why should the House believe that the sending of arms to the rebels will help to resolve this terrible conflict, rather than escalating it?
As the hon. Gentleman will know, having listened to my statement, I am not asking this country to make that choice at the moment. We are talking about amending the arms embargo. He is quite right to say that crimes have been committed by both sides. He should also know that the military and civilian leadership of the National Coalition have expressed their utter horror at such things, and that they are doing their utmost to ensure that they are not done in their name. We can all understand, in a country with so many different groups fighting in such a disparate way, that extremist groups and others do things that are not within the control of those commanders. The United Kingdom is resolutely against any such crimes and wants the perpetrators to be held to account, whether they are in the Government or the opposition.

Commons ChamberOf course the situation remains difficult, as I made clear in my statement, but it is important that responsibility for security should be passed to the Afghans themselves. It is for them to make decisions about their own country. Regarding future support, the international commitments made at the NATO summit in Chicago last year and at the Tokyo summit on development are very strong. Each commitment involves the provision of $4 billion a year, well into the future, to maintain the Afghan national security forces in one case and to contribute to sound economic development in the other. That $8 billion commitment from the international community is a huge one. That is the support it is going to provide, and we now have to help to ensure that the Afghan leadership can make good use of it.
May I press the Foreign Secretary on one point? He has pledged that Britain’s combat role will end in 2014. Is that absolutely firm, no matter what occurs or whether the Taliban engage in talks?
Yes, that has been firm for a long time. The hon. Gentleman will have heard the Prime Minister talking about this, as well as my right hon. Friend the Defence Secretary and me, and he will remember how clear the Prime Minister has been on the matter for a long time. It is in any case the commitment of the whole of ISAF. There are decisions to be made about the presence after that, but that is the end of our combat role. We have already made a commitment to lead the officer training academy afterwards. I have given such enormous attention to building up the Afghan national security forces and a viable Afghan state, as well as pursuing the political process and an Afghan-led peace process, so that we can be absolutely sure about this.

Commons ChamberWe have had many conversations with President Abbas on this subject, and we have discussed many times over the past two and a half years how to get back into negotiations. At one stage, for a brief period, that happened at the end of the 10-month settlement freeze. I have no doubt of President Abbas’s sincerity in wanting to bring about successful negotiations, but he did not respond to my request by saying that he would say publicly that there would be no preconditions. We will continue to encourage him to do so, but we should not draw any adverse conclusions about President Abbas on that either. We simply have to keep encouraging him in that direction.
How Britain votes at the United Nations will surely be a test of how genuine our commitment is to the Palestinian cause. Arising from previous questions, does the Foreign Secretary accept that the choice is really for Israel, leaving aside the resolution at the UN, on whether it accepts a viable and independent Palestinian state—the Palestinian people are certainly not going to disappear any more than Israelis are—or a one-state solution with safeguards for both communities? That may not be the best choice for Israel, but the choice lies with Israel.
Well, I will go so far with the hon. Gentleman: absolutely, of course that is an important test for Israel, which is why it needs to enter negotiations in the right spirit and with the right generosity. However, the Palestinians need to play their part. Any such negotiation requires both parties to conclude it successfully, and they must be prepared to make the necessary compromises. There are important tests for both sides, and our vote in the UN General Assembly should be determined by our determination to see them make a success of those negotiations, rather than to demonstrate that the Palestinian cause is more important than Israeli security, or the other way round. The test for us is supporting negotiation.

Commons ChamberWhile that statement is different from what my hon. Friend or I might say about the origins of this, I hope that he will bear in mind the answer that I gave to the hon. Member for Sheffield, Heeley (Meg Munn) about the very constructive role being played by Egypt. My experience, and the Prime Minister’s experience, of meeting President Morsi suggested to us that he wants a peaceful future for his country, that he has not turned against the peace treaty with Israel, and that he knows the importance of building up the economy and society of Egypt and not having conflict on his borders. I think that we should give him the space and time in which to accomplish those things.
No one is trying to justify rocket firing into Israel, but does the Foreign Secretary recognise that Israeli air strikes have caused so many civilian casualties in Gaza that the killing of children—the burning to death of children—should be considered a war crime? As for the overall position, is not the truth of the matter that since the state of Israel was created in 1948, and even more since the 1967 war, the Israeli authorities have refused to recognise the legitimate entitlement of the Palestinian people to statehood, dignity and a proper life? That is the real issue that faces the international community now.
There have been failings on all sides. I do not want to agree with everything that the hon. Gentleman has said. On other occasions, he has heard me criticise both the Israeli and the Palestinian leaderships from the Dispatch Box for their failure to make progress in the peace process. Many opportunities have been missed by both sides, but it is our job in the international community to try to bring them closer together and to ask for de-escalation rather than inflaming these situations. I will not, therefore, take up his invitation to go down a more dramatic rhetorical path.

Is it not of interest that both United States presidential candidates have emphasised in the debates that took place between them their support for sanctions rather than any military strike against the Iranian regime? Does not that very largely express the mood in the United States, let alone here, that warmongering, which unfortunately some people are involved in—certainly not the Foreign Secretary—would be wrong and counter-productive?
Both candidates in the presidential debates have, yes, been talking about the policy that I have been talking about in this House. I am sure that the two candidates for President of the United States are the experts on the mood in the United States more than any of us can possibly be here. Our approach, and that of the United States, is based on sanctions and negotiations. The United States is part of the E3 plus 3 nations that I have been talking about, and its sanctions are as strict as anyone’s, so it clearly believes in this approach.

Commons ChamberAs I just said, it is too early to say very much about those negotiations, but the United Kingdom has, as my hon. Friend knows, for a long time supported the concept of reconciliation in Afghanistan, including the involvement of the Taliban, provided ultimately that the conditions of their breaking with al-Qaeda and accepting the constitution of Afghanistan can be met. The negotiations are at an early stage and do not necessarily indicate that the Taliban are in favour of reconciliation or have decided collectively to pursue it. It is the possible beginning of a process. We will have to see how that goes, but it is too early to say anything more than that about it at the moment.
Does the Foreign Secretary recognise that, while we pay tribute—I certainly do—to our armed forces, as I have said previously, and to all the innocent victims of war in Afghanistan and Pakistan, the overwhelming majority of British people want to see an end to our combat role as quickly as possible and, we hope, before the end of 2014? All the indications are that the sentiment in Britain is shared in the United States, France and Germany.
British people do want their own—our own—national security to be secured, and, yes, they very much support our troops whenever they are sent overseas into combat operations. This country has a very strong tradition of such support, but what we are doing now—setting a clear timetable, whereby by the end of 2014 we will have withdrawn from a combat role, or from having our troops there in anything like their current numbers—is something that meets the approval of the country. But we would not be doing a service to the country or, indeed, to the sacrifices of our forces there over recent years if we indulged in a precipitate withdrawal that left a far more difficult situation than the one that we hope to leave.

Commons ChamberI will give consideration to all the points that are being raised about Russia—that is, I think, the best thing for me to say—and I will ensure that the force of the views in the House of Commons about Russia’s veto is well understood by the Russian embassy. It will be understood there, anyway. My first preference in how we now conduct our discussions with Russia is for me to do so directly with the Russian Foreign Minister, as well as via any contact we may have with the ambassador.
Although the action of Russia and China is completely inexcusable, and no one in this House has tried to defend or justify it in any way, may I take the Foreign Secretary back to a point made earlier? Is he aware that the resolution on Libya, which was brought forward to stop slaughter, was so extended to bring about regime change that it has inevitably played right into the hands of Russia and China, who have done what they have done and vetoed the UN Security Council resolution? Both countries have, of course, a pretty poor record when it comes to their own human rights.
Yes, he did. So, we are united in agreeing with that resolution. I do not think that it provides an excuse for Russia and China, for the reasons I gave earlier to my hon. Friend the Member for Gainsborough (Mr Leigh). Many other nations on the Security Council disapproved of what we did in Libya but voted for this resolution on Syria.

Commons ChamberAs my hon. Friend can imagine, during the state visit of the President of Turkey last week the Turkish Foreign Minister and I had extensive discussions about Syria. I do not believe that there is any imminent plan to create such a zone or take action within Syrian territory, which would obviously be a major step for any country. I think that the way forward is to intensify international pressure and support the Arab League. We co-sponsored last week’s UN General Assembly resolution condemning Syria’s human rights record, which was passed by a large majority. We will continue to approach the matter in this way.
I have also held talks with representatives of a number of Syria’s opposition groups, including the chairman of the largest body, the Syrian national council. My intention in doing so was to gain further insights into the situation on the ground and to impress upon them how important it is that they unite around a common platform, as called for by the Arab League. At a time of crisis for their country, they should put aside their differences and show the people of Syria that there is a clear alternative to the current regime.
The current lack of a united opposition is one of the many differences between the situation in Syria and that which we faced in Libya. The obstacles to democratic transition are different in each country, and our support for Arab League efforts is the best way forward, but President Assad should not for an instant consider that there is a way back for him and his regime, which has utterly discredited itself in the eyes of most of its people and the vast majority of the world. We will not relent in our efforts to support the right of the Syrian people to choose a different future.
We have long advised against all travel to Syria, and we advise British nationals in Syria to leave by commercial means while such means are still available. Those who choose to remain in Syria or to visit against our advice should be aware that it is highly unlikely that the British embassy would be able to provide a normal consular service in the event of a further breakdown in law and order. Evacuation options would be limited or non-existent, because of likely communication and travel restrictions.
We are also intensifying our efforts to respond to the challenge posed by Iran's nuclear programme. Following the unequivocal report by the International Atomic Energy Agency on 18 November, which pointed to the military dimensions of Iran's nuclear programme, my right hon. Friend the Chancellor instructed the UK financial sector on 21 November to sever all links with Iranian banks. The United States and Canada have taken similar steps. In the coming days, European Union partners will expand sanctions against the nuclear programme. We want Iran to return to the negotiating table, and in the meantime it should be left in no doubt about the resolve of the international community.
Members will be aware that yesterday the Iranian Parliament voted to downgrade relations with the United Kingdom. That is regrettable and unwarranted. It will do nothing to repair Iran’s international reputation, and to respond in that manner to pressure from the international community to engage is entirely counter-productive and yet another sign of Iran’s continued unwillingness to enter into dialogue. If the Iranian Government confirm their intention to act on that vote, we shall respond robustly in consultation with our international partners.
The action that could be taken against the British ambassador is totally wrong and should indeed be condemned, as it will be, I am sure, by the whole House, but does the Foreign Secretary accept that the concern remains that whatever the justification—and the action being taken against the regime through sanctions and the rest is absolutely right—military action could be encouraged by Israel? I certainly hope that it will be made clear that, whatever the position, military action will not be approved in any way by the United States—and certainly not by this country.
The position is the one that I have made clear many times before: we are not calling for military action. Our approach is a twin-track approach of negotiations and legitimate peaceful pressure on Iran. We have always said, as previous Governments in this country and other Governments throughout Europe have said, that no option is taken off the table for the future, but we are not advocating military action, and, as I say, our approach is the twin-track approach that I have set out.

Commons ChamberWell, it will not last for ever. I do not think the Israeli Government regard me—or the position of the United Kingdom—as patient on this subject because we have spoken to them extremely frankly about what they need to do. Nevertheless, however frustrated we are, we all have to recognise that the resumption of negotiations is the only way to bring about the Palestinian state that we seek. We have to act in a way that is in accordance with that, which is why we have taken the decision we have.
The Iranian regime is dreadful. Its tyranny is notorious and we all condemn it—at least I hope we all do. Does the Foreign Secretary accept, however, that any military attack on that regime would be counter-productive and have devastating consequences in the region? Will he give a commitment now that under no circumstances will this country be involved directly or indirectly in any such attack?

Commons ChamberI am pleased that my hon. Friend raised the case of Gilad Shalit; he is well on his way to a Nobel peace prize for the instant result that was achieved on that. Yes, the pace of settlement activity, which is illegal and which is on occupied land, is wrong. It is also one reason why it is an urgent issue, because a two-state solution will become impossible in a few years’ time if it is not arrived at in the near future. That means Palestinians returning to talks, but it also means Israelis returning to them ready to make a decisive offer to Palestinians.
Does the Foreign Secretary recognise that very many Palestinians—I would imagine the large majority—believe that the western Governments, including the British Government, are much more on the side of Israel than of Palestine, and that therefore the question of a vote in the United Nations, if there is to be one, is of crucial importance regarding the line that Britain is going to take?

Commons ChamberThe case advanced by my hon. Friend is mounting all the time, as is apparent to many in Egypt and outside. We must respect the sovereignty of the Egyptians—it is their decision—but we will certainly be making the case, as the United Kingdom, that they would be wise to delay the parliamentary elections. In fact, there would be merit in their holding a presidential election before the parliamentary elections, which I believe would allow the most orderly transition to a democratic system. We will make that case, while respecting the fact that the Egyptians must make their own decisions in Cairo.
Does the Foreign Secretary really believe that his remarks about the killing of Palestinian demonstrators by Israel—it was Israel, by the way, which was not mentioned by him—were sufficient, and that remarks that he made urging restraint were enough? Would it not be far better to condemn absolutely what happened over the weekend? I thoroughly agree with my right hon. Friend the Member for Blackburn (Mr Straw) that it is time that the British Government made it clear to Israel that certain actions, such as what happened over the weekend, are totally unacceptable.
Obviously we condemn anything that leads to unnecessary deaths, and I have made a strong appeal for avoidance of the use of lethal force. Israel’s response is certainly one that should be criticised, but Israel is not the only country that may be criticised in this regard. The area on the other side of the Golan heights boundary is under the direct control of the Syrian Government, and the access that people have gained there leads one to speculate about the motives of the Syrian Government in this matter. So the responsibility may not be all on one side, and trying to cross the borders is not the way to resolve the problems of the middle east.
I think we are all absolutely clear about the fact that the use of lethal force should be avoided whenever possible.

Commons ChamberSecuring peace in the middle east must of course be done on the basis of the Quartet principles, which is why we will judge any Palestinian Administration by the conditions I have set out. As I have often said, we look to Hamas to make concrete movement towards the Quartet principles, which remain of central importance.
I have lost count of the number of Foreign Secretaries who have told us that every effort would be made to bring about a solution to the Palestinian-Israeli conflict. Time and again that promise has been made, and I am sure with every genuine wish that it should be brought about, but it has not been. The situation of the Palestinians remains precisely what it has been since the occupied territories were taken in 1967. Is there any possibility that the United States—to a large extent it is the United States alone that will decide this—will move more than it has done so far, which in fact has not been much?
It is no discredit to my predecessors that they have worked hard on this, and it would be wrong to desist from doing so just because we have not been successful so far. I believe that President Obama will make a major speech this week on these matters, including the middle east peace process. The United States of course plays a central role in pushing this forward.

Commons ChamberThese are early stages for the deployment to which my hon. Friend refers. What I can say is that we are confident that that military liaison advisory team is giving real and worthwhile assistance to the transitional national council for the objectives of helping with headquarters operations—how to organise headquarters and logistics—which I set out in my announcement. That is beginning to have some effect, but it is too early to give a definitive account.
Considering the killing of one of Gaddafi’s sons and his very, very young grandchildren, is it not the case that, despite the denials that have been made, the policy of NATO is now first and foremost regime change, and secondly to kill Gaddafi himself?
We want Gaddafi to go, and virtually the whole world wants him to go—let us be in no doubt about that—but the incident to which the hon. Gentleman refers was an attack on a command and control location. NATO has increased the number of air strikes against the command and control functions of the Libyan regime, which in our view is wholly legitimate within the implementation of resolution 1973, and such attacks will continue.

Commons ChamberGiven the previous question, it is important to recognise in this context the strong and, it seems, successful efforts of Saudi Arabia to bring mediation to Yemen. The hon. Lady is right to say that Saudi forces are in Bahrain—at the request of the Bahraini Government—but I think that Saudi Arabia, like other states in the region, is very anxious that there is a successful national dialogue in Bahrain. I have no reason to doubt that at all, having discussed the situation at some length with Prince Saud, the Saudi Foreign Minister, over recent weeks. Of course, we do ask all Governments in the region to respect the right to peaceful protest and freedom of expression.
No one disputes the brutality of the Gaddafi regime, which of course we were selling arms to, along with other western powers, right up to recent events, but may I urge the Foreign Secretary to resist the calls that we have heard today from what I would describe as the “war party”, which wants to escalate the conflict? Some of us believe that what is really required is a genuine effort to bring about a ceasefire. I am aware of all the difficulties—I know that Gaddafi cannot be trusted—but if there is a chance of stopping the bloodshed on both sides in the civil war, that opportunity should certainly be grasped.
Of course we all want a ceasefire. One of the stated goals of resolution 1973 is a ceasefire—a genuine end to violence—but it would have to be a genuine ceasefire in which the regime’s forces pulled back from the populated areas they were attacking and really ended the violence and stopped the suppression of all opposition in the areas that they controlled. Although it is important, as the hon. Gentleman says, to resist calls to change the nature of this conflict and go beyond the resolutions, it is also important to resist any temptation to weaken in our implementation of the resolutions. That is why we must continue carefully and persistently with the strategy we have set out.

Commons ChamberYes, there is no viable future for the country as long as Colonel Gaddafi is in power, and my hon. Friend is absolutely right that Gaddafi should go. Virtually the whole world thinks that Gaddafi should go, although let me be clear that our military objectives and activities will be strictly in accordance with the United Nations resolution—let no one be in any doubt about that. But, of course, what is required for any viable future for Libya is for Gaddafi to leave, and of course we recommend to other figures in his regime that it would be right to follow the example of Musa Kusa and desert a regime that has done such violence and damage to the Libyan people.
However much we despise Gaddafi and everything that he represents, does the Foreign Secretary understand that there is no wish for Britain to become actively involved in a civil war, and that resolution 1973 should not be interpreted in any way as Britain being involved in any way whatever in what is, after all, a civil war, although we know which side we would like to see win?
The hon. Gentleman is getting involved there and taking sides, but I hesitate to call it a civil war. It is an uprising by people who started with peaceful demonstrations against a despotic regime that then waged war, using heavy equipment, artillery and air power, against them, even at the stage when all they were trying to do was to demonstrate and to ask for the rights that we take for granted in so many other parts of the world. I hesitate to call that a civil war; it is a Government waging war on their own people. Nevertheless, I think I can give the hon. Gentleman the assurance that he looks for: we will implement the UN Security Council resolution, and that is what we are there to do. If it had not been for that resolution and the legal authority that it provides, we would not be engaged in what we are doing in Libya. We rest on that resolution, but we will continue to implement it.

Commons ChamberI can assure my hon. Friend that we will not be engaged in imposing any solution on Libya. We will carry out necessary operations to implement the UN Security Council resolutions, but we are not in the business of imposing a solution, or a Government, on Libya. Indeed, if we were, we would lose that wider Arab and regional support, of whose importance he rightly reminds us.
Everyone would like to see the end of Gaddafi and his regime; that is not in question. It is a murderous regime, and has been for 42 years; that is not in doubt. However, has the Foreign Secretary noticed that there have been more critical voices today than at any time since the situation in Libya started? There are such critical voices both here and on the international scene because, despite what the Foreign Secretary has been telling us, there is a growing impression that the coalition forces are, in fact, involved in regime change, which is totally outside the terms of the resolution—and, indeed, outside international law.
I would defy the hon. Gentleman to find any action taken by the coalition that is not in line with the UN Security Council resolutions. Everything we have done is in line with those resolutions. That was endorsed by everybody at the conference yesterday, and that will remain the case. The extreme care being taken to avoid civilian casualties is very clear, and a great contrast to the behaviour of the Gaddafi regime. It is important that we constantly underline these points in order to get that message across to the wider world, as well as in our own country, and the Government will continue to do so.

Commons ChamberNo. I have urgent discussions every hour or so with my right hon. Friend the Secretary of State for Defence, but it is important to implement the strategic defence and security review and to bear in mind that fundamental to our national security is the restoration of our national finances. Yes, we have had to do some things that in an ideal world we would not have done, and the defence budget has had to be controlled, but we have been able to do, and continue to do, what is necessary in Libya without the equipment to which my hon. Friend refers. Our operations are conducted by Typhoon aircraft and, for ground attacks, by Tornado aircraft. These are flying from land bases in the Mediterranean and are able to conduct the operations very easily without, in this case, the need for an aircraft carrier.
Like everyone else, I deplore Gaddafi’s continued military offensive, which undoubtedly is costing the lives of many civilians. Will the Foreign Secretary tell us whether any diplomatic efforts are being made by countries such as Russia, China, and particularly Turkey, to see what can be done to persuade Gaddafi to stop the fighting?
I think that the whole world is pretty much united on urging Gaddafi not only to stop the fighting, but to leave the scene. That is the view even of countries that did not support the UN Security Council resolution. This is a worldwide view. However, Colonel Gaddafi is clearly not easily persuaded to engage in a dialogue to reach out to the opposition. We hope he will see that the situation is such that it is necessary for him to go, and that is the only way forward for the Libyan people. The countries to which the hon. Gentleman refers are certainly of that opinion as well and certainly do not want the Gaddafi regime to continue.

Commons ChamberI am conscious that many other hon. Members wish to speak, so perhaps I should continue. I want to talk about the instability in Bahrain, Yemen and, of course, Libya. I shall then conclude my speech so that others can speak.
As we speak, there is continued unrest in Bahrain and deep instability in Yemen. In both cases, our immediate priority is the welfare of British nationals as well as the need to support dialogue and political reform. In Bahrain, the situation is serious and deteriorating, and the whole House will deplore the loss of life and the escalation of violence. The Prime Minister spoke to the King of Bahrain two evenings ago to emphasise that violence is unacceptable and counter-productive—whether it be from protesters, vigilante groups or the security forces. I spoke to the Foreign Minister of Bahrain along the same lines yesterday.
We call on all security forces in the country not to use violence against the demonstrators, and on the demonstrators not to engage in provocative or intimidating actions. It is essential for all sides to take steps to calm the situation in Bahrain. We are extremely concerned by reports that opposition figures have been arrested. We do not want to see a reversion to the days when Bahrain routinely held political prisoners. The Government and the security forces must respect the civil rights of peaceful protesters, the right to freedom of expression and freedom of assembly, and must uphold their obligations to ensure that wounded protesters get immediate access to medical treatment. We also call on opposition groups to enter the dialogue offered by the Bahraini Government and to desist from violence themselves.
We advise against all travel to Bahrain until further notice and we recommend that British nationals who do not have a pressing reason to remain should leave. The first option for British nationals should remain commercial routes, which continue to fly to and from Bahrain international airport, which is operating normally. In addition, the UK Government are chartering planes to supplement those commercial flights. That will assist the departure of British nationals from Bahrain to Dubai today and further flights will be provided as needed.
I have absolutely no illusions about the thuggery of Gaddafi, which has been evident since 1969. If we had already intervened in Libya—I mean western intervention or British intervention on its own—would not the response inevitably be, including from myself, why not intervene in Bahrain?
It is important not to think about the issue—I am coming on to Libya in a few moments—in terms of western intervention; it is about the responsibilities of the wider world, including the Arab world. That is why we have said that whatever we do in Libya—it applies to other nations as well—it must be legal; there must be a demonstrable need for it; and there should be broad support for it within the region. Any action that appeared to be “the west” trying to impose itself on these countries would be counter-productive, as has been suggested.

Commons ChamberYes, I take the point that my hon. Friend makes and I am grateful for his support for the position that we have taken on contingency planning. On the question of taking credit for what goes right as well as blame for what goes wrong, having in the past led the Conservative party for four years, I have never heard of that notion before.
Up to about a fortnight ago, we were busy selling arms to Gaddafi’s bloodstained regime. Does the Foreign Secretary understand that there is a great divide between giving humanitarian aid to the victims of Gaddafi’s regime, and military intervention? On the latter, there seems to be in the House and certainly in the country at large—and I believe it is the right attitude to take—no appetite for military intervention in Libya.
We will not take too many lectures from the Opposition on the issue of selling things to the Gaddafi regime or wider issues of policy towards Libya, but of course there is a difference between humanitarian assistance and direct military intervention. As I explained earlier, the options that we are asking NATO to look at are essentially options to protect the civilian population or to deliver the necessary humanitarian assistance. That is different from direct military intervention.

Commons ChamberOf course, it would be nice to have the budget to do everything that everybody demanded. As the hon. Lady knows, we do not have the budget to do that. On the World Service and the Arab world, I stress that satellite television is watched almost ubiquitously through the Arab world and was of course much resented by the Egyptian authorities during recent events. That includes the BBC. BBC Arabic is continuing on medium wave, and the shortwave service is being continued for the most sensitive areas in Sudan and the Arabian peninsula, so the BBC will continue to have a very strong representation in the Arab world.
Is it not important that the Egyptians are not cheated of their remarkable victory in the past few days, and that there will be continued pressure for democratic elections to be held and the decisions accepted? May I tell the Foreign Secretary that I have heard successive Foreign Secretaries over many, many years telling us in the Commons about the need for a Palestinian-Israeli settlement, but as long as the settlements on occupied land remain with Israel illegally and continue to be built, is it not clear that there can be no genuine settlement? It is up to the United States above all to put sufficient pressure on Israel to see sense. Possibly the evacuation of the settlements would lead to a settlement.
The settlements are illegal under international law. We are clear about that, and the previous Government were clear about that. There is no question about it. The issue of the settlements can be finally resolved only with a settlement on borders, which in our view, as I said, should be based on 1967 borders, with land swaps. That would have implications for some of those settlements. The United States has made valiant efforts to bring the parties back together on the basis of a continued Israeli moratorium on settlements, but sadly did not succeed in doing so. We all feel strongly about the issue. The hon. Gentleman is right to feel strongly about it. What we now need to find is a practical way to get both parties talking again, and that requires both of them to be ready to make the compromises necessary to do so.

Commons ChamberI drew attention in my statement to the fact that although some progress on corruption has been made, it is by no means enough. We want to see a lot more progress on tackling corruption. That is very important, and the recent revelations about the Kabul bank have provided the most dramatic illustration of the need for that. In the absence of such progress, international confidence is undermined. It is true that a number of countries provide funding in certain forms to the Afghan Government, and it is important that that is transparent and used for legitimate Government functions and that it is not the basis of interference in the internal affairs of Afghanistan. I reiterate, however, that some progress has been made: 27 of the Afghan Ministers have now declared all their assets, and new mining contracts are being undertaken in a transparent way, published on the web so that everyone can see them. My hon. Friend is right, however, to reinforce the fact that for there to be international confidence, an intensified effort to tackle corruption is required.
Unsurprisingly, I would like an earlier date for the ending of the combat role for British troops. At least a date has now been set, but I would like it to be at least two years earlier than 2015. Is it not encouraging that the Government, and presumably my party’s Front-Bench team, now accept that NATO will not win an outright military victory and that, as Mr Gorbachev has just said—and he should know—a political settlement can only really be decided by the political forces inside Afghanistan?
I disagree with the hon. Gentleman on a couple of points. To say that we will draw down from combat operations at an earlier date than when we can expect the Afghan national forces to be able to sustain and lead their own operations would be a mistake, and I would resist his call to set an earlier date. Indeed, to be fair to his party’s Front-Bench team, I do not think they have ever maintained that there is a purely military solution to the problems of Afghanistan, and neither have we. We have always stressed that a political process is important as well, and I have often heard the former Foreign Secretary, the right hon. Member for South Shields (David Miliband), and the former Defence Secretary, the right hon. Member for Coventry North East (Mr Ainsworth), who is sitting just in front of the hon. Gentleman, say that. The difference between what Mr Gorbachev has been talking about and what is happening now is that this is not the Soviet Union imposing its will on Afghanistan: this is 48 troop-contributing nations, with more than 70 nations assembled to give various support at the Kabul conference, operating under a United Nations mandate to liberate the people of Afghanistan from what happened before, and also with the important goal of maintaining our own national security. It is a different situation, therefore, and I disagree with the hon. Gentleman’s analysis of it.

Commons ChamberAs always, there is some force in my hon. Friend’s question and perspective—[Hon. Members: “He was there!”] I do not think he was there, but he always speaks with a good deal of wisdom and perspective on history. It is true that it took a long time for NATO to get its act together in Afghanistan. However, as he would have heard from what I described, it is now true that there is a clear military strategy, a very clear economic and development strategy, and the prospect of a political process, which as the right hon. Member for South Shields (David Miliband) pointed out, requires further encouragement and work. Those three things have now come together. It has taken many years for that to happen, but we start from where we start, and we must make a success of them.
While appreciation of the bravery of British soldiers and a total loathing of everything the Taliban stand for is felt throughout the country, does the Foreign Secretary recognise that public support is increasingly being lost simply because there is an understanding, which I share, that this is an unwinnable war? The hon. Member for Louth and Horncastle (Sir Peter Tapsell) referred to 1842. Is it not the fact that virtually—or perhaps literally—every outside, foreign intervention in Afghanistan has always been unsuccessful?

Commons ChamberYes, and my hon. Friend makes a very powerful point. What in effect happens is that Hamas is able to tax the importation of goods through the tunnels, providing funds for itself while further impoverishing the people of Gaza. That is a further reminder that the blockade is not an effective policy.
Is it at all possible that the Israelis are aware of the worldwide revulsion at what has happened this week? The killings on the high seas had no justification whatsoever, and my hon. Friend the Member for Islington North (Jeremy Corbyn) spoke about other measures that Israel has taken. Is it not clear that Israel seems to show no concern at all for international opinion, and that it is out of control? Unless firm action is taken by the international community, will we not see further tragedies of this kind?
I would not necessarily reach the conclusion that there is no awareness or concern about international opinion in Israel. In fact, there has been a good deal of criticism of the Israeli Government in the Israeli media over the past couple of days. Remember that Israel is a democracy. There is free expression of opinion. Sometimes that is bitterly critical of their own Ministers, and sometimes of their own armed forces. We saw that in the aftermath of the Lebanon war four years ago. I think it would be over-simplifying the situation to describe it as the hon. Gentleman did a few moments ago. There is a consciousness in Israel of international opinion. That is why we have to express ourselves in a way that is forceful but responsible, and ask them to do reasonable things that are in their own best interest. That is the position that we have taken.

Gentleman—I accept his praise as being a good Rotherham man and thank him for that—I would say that when one is in opposition, shadowing foreign affairs, it is very important to increase one’s understanding and engagement with the world to the maximum possible extent. He says that there is an EU policy, which indeed there is, but I was preceded in Cuba by two EU Foreign Ministers who also visited the country. It is thus a policy that is not always honoured by all EU nations, which I think the right hon. Gentleman would acknowledge. It is very important to understand and talk to the leaderships of other countries with which we sometimes—and in the case of Cuba, nearly always—disagree. That is, after all, the point of diplomacy—talking to our enemies, adversaries and those who disagree with us, not just talking to our friends. In office, we will want to stand with a united EU policy, but I make no apology for exploring these issues with whoever it is possible to explore them with while in opposition.
Moving on to the point raised by my hon. Friend the Member for Bournemouth East (Mr Ellwood), the Prime Minister has made it clear that our top foreign policy priority is Afghanistan. The duty of care that we owe to our armed forces will be at the forefront of our minds. Whatever differences may be expressed in the House on other matters, I believe that we are united in gratitude to them. I also pay tribute to the many British civilians—including those in the Foreign Office—who are working to build a stable and secure Afghanistan.
Our objective in Afghanistan can be expressed quite simply. It is to help Afghans to reach the point at which they can look after their own security without presenting a danger to the rest of the world, with the Afghan security forces and the Afghan state capable of withstanding the range of security threats that are currently present in their country. As my right hon. Friend the Secretary of State for Defence pointed out, the sooner that they are able to do that, the sooner our troops—who make such sacrifices—will be able to come home.
It is vital for Parliament and the British public to be given regular and comprehensive updates on the situation, and on the progress being made against Government objectives. Let me answer the question asked by my hon. Friend the Member for Bournemouth East by saying that we will begin the quarterly reports to Parliament that we think should have been instituted in the past, delivering on the pledge that the Conservative party made in opposition. The Government will wish to report to the House on where matters stand on Afghanistan before the Kabul conference, and the quarterly report to Parliament will be instituted thereafter.
We all pay tribute to British troops in Afghanistan, and rightly so. There is no division of opinion in the House about that. Is the Foreign Secretary aware, however, of growing anxiety about the fact that, after eight years, there is not the slightest indication that this is a winnable war? How much longer are British troops going to stay in Afghanistan, and when are we going to realise that, first and foremost, some sort of political solution—it will not be a military solution—is necessary in that country?
I think that we also all agree that this is not a problem to which there is just a military solution. That point was often made by the previous Government—it was often made by the right hon. Member for South Shields—and we have always agreed with it.
One of the matters that we discussed with President Karzai in Afghanistan at the weekend was the process of reconciliation for which the peace jirga is about to be called. Sixteen hundred representatives from all over Afghanistan will be asked to come together to give the Afghan Government a mandate to proceed with a process of reconciliation, as well as a reintegration of former Taliban fighters at local level.
Of course there are huge concerns about the situation in Afghanistan, and we must respect those concerns. That is why the Government are spending an enormous amount of time on the issue, and that is why our first foreign policy priority is to show, and to know ourselves, that we have a proper grip on the situation. We must show that we are taking stock of the political situation in Afghanistan and our military role—taking stock not in the sense of deciding whether to support the international strategy there, but in the sense of deciding how best to support it in the months and years ahead.
