What I would say to my hon. Friend is that we are providing time to go beyond 7 o’clock tomorrow, to 10 o’clock. We have sought to provide what is the equivalent of two days of debate. A 10-and-a-half-hour debate tomorrow is effectively equivalent to the time we would have if we held the debate over a two-day period, so I hope he will sense that we have given an adequate amount of time for this debate.

My hon. Friend has concerns, but he should realise that this is a matter of concern to every single Member of the House, and that a decision such as this is never taken lightly by any Member of Parliament. If he has concerns and wants further information, he can talk to me and colleagues in the Foreign Office and the Ministry of Defence afterwards—we would be happy to discuss the issue further.

There must be few, if any, Members who will not be agonising over how to vote, so it would be useful if everyone had a free vote. Does the Leader of the House recognise that unlike his Cabinet colleagues, he has a special responsibility to Members of this House? On such a crucial issue and however we vote on it, I imagine it must be difficult for people outside to understand why we are confining debate to one day, albeit with extended time. Why is it impossible for the House of Commons to provide at least two full days of debate? We could end up with a situation in which Members are desperate to speak, and a good number might not be able to express a view on behalf of themselves and their constituents. Those who are called in the final stages might be limited to three minutes. It is simply wrong to undertake debate in this way on such a crucial issue of war and peace.

I absolutely accept—the hon. Gentleman is right to say it—that this is a crucial issue of conscience for many Members. However, the timing of tomorrow’s debate is effectively the equivalent of the amount of time that would have been available if we had held a debate across Wednesday and Thursday on normal business days for this House. It provides one extended debate on a single day, which I think makes for a more coherent debate over that extended period. It will start earlier than normal and finish much later than normal. I hope that will give Members of all parties the opportunity to contribute.

I thank the hon. Gentleman for that intervention, too.

Harold was also a brilliant parliamentarian. People who can still remember his days as Prime Minister—before our time in the House—will know what a wonderful command of Parliament he had in the House of Commons. He had a brilliant ability for repartee, which was exhibited in his great speeches during elections. There was a famous occasion when he thought a Conservative supporter had thrown an egg at him during a speech at a big public meeting. He said, “In five years’ time, if the Tories win the election, people won’t be able to afford to buy an egg”, which although I thought it rather harsh, was very funny. He did not only have funny repartee. He said—these words leap off the page—that the Labour party

“is a moral crusade or it is nothing.”

That was matched by him saying:

“The only limits of power are the bounds of belief”,

which is absolutely wonderful. This week he is also particularly appropriate for the Chancellor of the Exchequer, because it was Harold Wilson who said:

“A week is a long time in politics.”

Does my hon. Friend know that there was a tremendous amount of controversy about continuing to send arms to the apartheid regime in South Africa? The controversy was in the Cabinet, apparently. A number of Harold Wilson’s Cabinet colleagues believed that however much they were against apartheid, arms supplies should continue. Harold Wilson encouraged the signing of an early-day motion by literally hundreds of Back-Bench MPs, of whom I was one. That swayed the argument to a very large extent, and Harold Wilson won the day in Cabinet.

I refer him to what the Chair of the Backbench Business Committee said a moment ago about seeking subjects for debate in the coming days. If my hon. Friend feels strongly about these matters, there is an opportunity to bring them to the House’s attention through that route.

Following previous comments, would it not be appropriate to have a statement, preferably as soon as possible, on how the Government can possibly justify trying to reduce the number of Members of the elected House of Commons by at least 50 while increasing the number of Members of the House of Lords, which is totally unelected, to 825? Is that the Tory conception of modern democracy? Talk about back to the future!

I simply remind the hon. Gentleman that the coalition Government brought forward plans for House of Lords reform in the previous Parliament, but they could not proceed because the Labour party obstructed the programme motion. If he wants to know why the House of Lords was not reformed, he should look to his own party.

My hon. Friend makes an important point. It is a bit of a contradiction in terms—if someone is a Traveller, why are they establishing a fixed site to live on? My view is that every citizen of this country should be subject to the same laws as everyone else. We should not make exceptions for any groups, and it is an oddity that should be dealt with—people who claim to be Travellers should not be given special permission to establish fixed sites to live on permanently.

Millions of people will lose out as a result of the Budget, but, regarding other business next week, is the Leader of the House aware that despite all his denials, there will be a dishonest attempt to legalise foxhunting? A 90-minute debate is totally unacceptable and will be viewed with contempt by millions of people in the country who detest the very idea of foxhunting being brought back?

Further to that point of order, Mr Speaker. Is it possible that we are being unfair to Conservative Members? Is there not a possibility that most of them did not hear the Division bell for various reasons? In those circumstances, is there not a case for the Division to be called again for absolute clarification?

Far be it from me to suggest that the hon. Gentleman is trying to cause trouble—I would not suggest anything of the kind to such an illustrious and long-serving Member—but he has made his own point in his own way. He has a puckish grin on his face and I think he enjoyed it.

I think that some age solidarity is needed when we talk about young people, and I shall come to that in a moment.

I congratulate the hon. Member for Shipley (Philip Davies), not because I agree with a single word he said but because of his determination to put his point of view however much he is in the minority. One lesson he teaches us, which we should not forget, is that if someone has a consistent point of view—even though it might be totally wrong—they should put it in the House of Commons. In some respects, I consider the hon. Gentleman’s politics as nearing those of the 19th century and I can well imagine him opposing every reform that came before the House. If he had been a Member 100 years ago, no one would have been more steadfast in opposing votes for women, and I am sure that in the post-1945 era he would have voted against all the social reforms that we now accept. He spoke about middle-aged people and I must confess, though it might not appear so to hon. Members, that I am beyond middle age. My age group could certainly not be considered middle aged, although I was very pleased to be in this place when I was.

The hon. Member for East Worthing and Shoreham (Tim Loughton) and my hon. Friends have mentioned how well behaved the Members of the Youth Parliament are. I am not so concerned about good behaviour. They were hardly going to throw apples at each other and all the rest, but I happened to watch the parliamentary programme about their proceedings, which I knew was going to be on—I am not such an obsessive about being a parliamentarian that I want to watch parliamentary programmes over the weekend—and I was so impressed by the level of debate and the exchanges that took place that I am sure I watched it for one and a half hours or more. The hon. Gentleman and others, including my hon. Friend the Member for Scunthorpe (Nic Dakin), have made the point that it should be a matter of the utmost concern to us, as people involved in politics who want to see our democracy defended at all costs, that the number of people who vote in the 18-to-24 age category is small compared with other age groups. We must encourage such people to vote.

I accept, of course, that having a Youth Parliament as such, and debating, will not necessarily increase voting. I have my own views on how voting should be increased, and I introduced a ten-minute rule Bill in the closing stages of the last Parliament for a voting system more or less modelled on Australia, with an obligation to vote.

On Members of the Youth Parliament coming here, I say to the hon. Member for Shipley that this is not a sacred place. When we are sitting here, we have our privileges, such as the right to debate and to ensure that no one interferes with our debates. That is when we are in session, but when we are not sitting, there is no reason on earth why this place should not be used by the Youth Parliament and perhaps other groups as well. I do not understand his view that in our absence, nothing should occur here and there should be no debates by other groups and the rest of it. I do not accept that view for one moment.

When the matter first came before the House a few years ago, a number of Conservative Members opposed it—certainly no Labour or Liberal Democrat Members did. It is interesting that today, only the hon. Gentleman is opposing it. I have already praised him for putting forward his point of view, however much he appears to be in a minority of one. The fact that what was controversial a few years ago no longer is—it is more or less accepted—is an indication that people now recognise that the Youth Parliament has a role to play in this House.

Incidentally, when I watched that parliamentary programme, one other thing impressed me: the Speaker of the House of Commons was in the Chair. It was not a Deputy Speaker—that is no reflection on any of the Deputy Speakers in the last Parliament, let alone in this Parliament—and it was impressive that the Speaker of the House of Commons chaired the whole sitting. Those who participated in the Youth Parliament also respected the fact that the Speaker took the matter seriously enough to be in the Chair all the time that the proceedings were taking place.

I hope that the motion will be carried. I hope that not only this year, but in future years, the Youth Parliament will sit where we sit. It may well be that after 2020 we will be in a different place for a few years. Wherever that place may be, it will be the House of Commons, and the Youth Parliament is most welcome.

My age is such that I, perhaps more than other Members, look around the Chamber and see Members of ages that are nowhere near my own. As someone who has reached their 80s, I want to make it absolutely clear that, as my colleagues have said, younger people should have the vote. That the people involved in the Youth Parliament are so interested to come here and to participate in political debate—hopefully some of them will become Members of Parliament and, even more hopefully, Labour Members of Parliament—is an encouragement to me.

If 16 and 17-year-olds were given the vote, it would not make sense for 16 and 17-year-olds to meet here as a sub-Parliament.

I wish that the hon. Gentleman would take a cursory glance at the galvanising effect of involving young people in the democratic process. All of us on the SNP Benches are recipients of the engagement that we have seen in Scotland. Like all my hon. Friends, I visited most of my local schools during the referendum campaign. People would not believe the outlook that those young people had. Being questioned by 16-year-olds about “sterlingisation” and Barnett consequentials is something that I will never forget. That was a feature of the involvement of young people in the referendum campaign.

We felt that it was important to continue that involvement for every election to come. Where we have jurisdictional responsibility, 16 and 17-year-olds will continue to have the vote. It is just such a shame that they will be deprived of the opportunity to participate in the EU referendum and in elections to this House, when they should have that opportunity.

I am a signatory to the motion. I think that I speak on behalf of all my colleagues in saying that we really enjoy the fact that the young people of the UK can come to this Parliament and participate in debate. Like the hon. Member for Wolverhampton, I observed their proceedings in this House and saw their mature response, the effective and real debate that they had on a variety of issues, the way that they conducted themselves, and their sheer joy and pleasure at being in this House with Mr Speaker in the Chair, directing the debate. It is something that I am sure none of those young people will forget. Now that they have had that taste of democratic, electoral politics, I am sure that they will play a full part in the democratic process.

I am so grateful to the hon. Gentleman for putting me right. How could I possibly get his constituency wrong? Of course he is the hon. Member for Walsall North, and a distinguished Member at that.

I am very fond of the hon. Member for Shipley (Philip Davies), as he knows. I hope that he comes to Perth racecourse this year, where he and I can have a little flutter on the gee-gees at Scone Palace. However, I have heard him make the same speech again and again. When he started making it, he was dinosaur junior. Now, he is dinosaur senior, such is his elevated position among right-wing Conservative Members of Parliament. He is almost the sole and exclusive representative of one of the most dwindling clubs of Conservative Members of Parliament. It is heartening to see him in a minority of one in addressing the House on this issue because he is totally wrong.

This place should be opened up to young people. This is a fantastic opportunity for them to come to the House of Commons and participate in its debates and proceedings. I hope that, in years to come, we will continue to open our doors to the young people of the United Kingdom.

Having had to divert off the M6 a couple of times recently myself because of the roadworks, I share my hon. Friend’s concern about the impact on the surrounding communities. That is not always avoidable, given the need for improvements. As the improvements take root and the road is reopened, there will probably be a positive impact on the communities that he represents. I will ensure that his comments are drawn to the attention of the Department for Transport, and he should use all the channels available to him to ensure that Ministers are aware of the need to speed things up as much as is humanly possible.

While we are waiting for the briefing on the parliamentary building, is it not clear that previous reports have shown the crumbling state of the building and how costly it would be if the essential work to be undertaken were done with Members, staff and everyone else in place? I heard what the Leader of the House said about the Committee and the rest of it, but is it not important that a decision is reached, so that the necessary work can begin in 2020? The longer we delay it, the more costly it will be.

I very much agree with the hon. Gentleman. We need to get on with this, because there is no benefit in inappropriate delays. Of course, there is other work to be done on the parliamentary estate before that work can happen, but I am clear that we need to move ahead with it expeditiously.

I believe that the Leader of the House has a choice in front him: withdrawal of this motion or humiliation in the Division Lobbies. It is clear from all those hon. Members who have spoken from all corners of the House that what is happening is entirely unacceptable to us.

When hon. Members left in 2010, we did so at the worst time for Parliament. We were being pilloried in the press—sometimes fairly, sometimes grossly unfairly, and I wrote a book about an hon. Member who I believe died prematurely because he was unfairly accused in the expenses scandal. This was the then hon. Member for North-West Leicestershire, David Taylor. Much of what happened then—the great screaming nightmare of the expenses scandal—was unjustified, but sadly a lot of it was justified and our reputation was in the gutter. Our main task in this Parliament was to restore confidence in this House and in democracy. The person who has done most to achieve that is Mr Speaker.

Mr Speaker has stood up to the Government in a better way than any of the previous Speakers over the last 30 years. To the best of my knowledge, all were bullied at some time by the Government. Mr Speaker never has been. He has liberated Back Benchers and given us the time to name our debates at peak time when maximum attendance by Members is evident and the attention of the country is focused on us. He is the great success of this Parliament.

If we are looking to reform our Parliament—we remain greatly unreformed—there are at least a dozen other issues to take into account. If some Members have this latter-day devotion to democracy, why can we not do something about the Advisory Committee on Business Appointments when Members retire? This is a shameful institution—not the rottweiler it should be in controlling Members and stopping them using their insider knowledge to sell to the highest bidder. It should be stopping the corruption of Members in office, Ministers, civil servants, generals and so forth; it should prevent them from being tempted in their deliberations as they look for retirement jobs. We have done nothing about the scandal of the buying of peerages, and nothing about the buying of access to Ministers. All those scandals should have been addressed, but we have addressed none of them.

I believe that the Government will stand demeaned and shamed by this final act. They will be exposed as the nasty party, devoted not to the honour of the House—which has served us well down the centuries—but to spite and malice.

The hon. Member for North East Somerset (Jacob Rees-Mogg) will be pleased to know that he is not in a minority of one when it comes to the gym. I am not altogether certain where it is located, and I cannot confess that I have much interest, but I recognise that it serves a very good purpose for many Members and, indeed, staff, which is the important point. The hon. Gentleman and I are not likely to agree over wigs and costumes, however; if only we would all recognise we are now in the 21st century.

I commend the report and the work that has been put into it. A great deal has rightly been said about my right hon. Friend the Member for Blackburn (Mr Straw) and his colleagues. They have undoubtedly produced a report on which, so far at least, there has been unanimous agreement, and I am not going to voice dissension.

The point is made in the report that we do not seek to be elected because of a wish to run the House. Indeed, at election time that is about the last thing on our minds. When the next campaign begins in a few weeks, running the House of Commons will not be one of the issues that we will raise with constituents. It is not likely that anyone wishes to come here to be Speaker or Deputy Speaker or to chair internal Committees. Nevertheless, the place could not function without Members being willing to take on such responsibilities. While we have the privilege—it is always a privilege—of being Members here, we have a collective overall responsibility, albeit fortunately not a day-to-day one, for the building, for appointments and for the functioning of this place. That is not an overall responsibility that we can give to Officers.

Of course we would not be debating this issue at all—there would have been no Committee in the first place—if the previous procedure for appointing a Clerk had been adopted. A proposal, which I shall not go into, caused a great deal of controversy. A motion was tabled and debated, and then the Committee was appointed—and all of that arose entirely because of the original suggestion that was made.

In paragraph 59 of the report mention is made of how in 2006 two names were put before the then Speaker by the retiring Clerk, from which a choice was made, and I recall that the current Speaker made a statement to the House on 30 June 2011 in which he told us that—from a panel of five, so it was not as in 2006—an appointment had been duly made. He made that announcement to the House and we cheered accordingly. I do not in any way question the way in which those two Clerks carried out their duties, and it is quite likely that under the new recommended appointment proposals those two individuals would have been appointed, so I am not questioning their credibility or the manner in which they carried out their jobs. The important point is the manner in which they were appointed, which was surely unacceptable then, and even more so now. I very much welcome the more complex and thorough method now being recommended for appointing the Clerk, which I am sure will be adopted.

Although the new appointment process will rightly be more thorough and complex, I would like—I hope this is not too daring a suggestion—Members generally to have a say. Would it be totally out of the question to have hustings? That happened last time for those who wanted to be Speaker, and it would have been unthinkable before. Moreover, why not have a pre-confirmation hearing before the Public Administration Committee for the successful applicant for the post of Clerk of the House of Commons? The recommendation would be made, and the person recommended would go before that Committee. In my view, there is a case to be made for that approach, although the report does not uphold that view, which is perhaps unfortunate.

If it is considered inappropriate for the person to be appointed Clerk to go before a pre-confirmation hearing—as I say, I see no reason why it should be—what about the new director general of the House of Commons? Is there a particular reason why that should not be done?

I think there is a reason why that should not be done: that would then be substituting the judgment of one set of Members for another set. In both cases, they would be Members of this House and there is no obvious reason why the Public Administration Committee should have a better view of who should be appointed than the appointing Committee.

That point was made to me informally when I raised the issue with a Member who has some responsibility in this regard. I am not altogether convinced that it is written in holy scripture that, because one Committee has made a recommendation, it cannot be looked at by another Committee. However, as I said, the Committee chaired by my right hon. Friend the Member for Blackburn did not take up the suggestion.

In my view, it is sensible that, although the two posts will involve equal—if very different—responsibilities, the Clerk should be the more senior of the two. So much must depend on the way in which the two individuals—the Clerk of the House and the director general of the House of Commons—will be able to function, day by day. The last thing we want is a turf war: disputes about who should be responsible for a, b and c, and who for x, y and z. That would take us back to square one, or indeed worse. So it is absolutely essential that, when the appointments are made, there is a clear understanding that these are two individuals who can get on together, recognise their different functions and serve the House of Commons as it should be served.

During the last debate on this subject, I was one of those who argued that being Clerk of the House of Commons, with all the authority and understanding of its procedures that that involves, and handling the day-to-day administration are completely different functions. I am very pleased that the view is shared by a number of Members on both sides of the House, and was clearly upheld by the Committee, that these are different functions that should be performed by two different individuals.

Finally, I turn to the restoration and renewal of the building, which a number of Members have mentioned. It is absolutely essential—indeed, there is no more important issue for the new Parliament elected in May to get to grips with as soon as possible. In November 2012, we had a general debate on House of Commons facilities, at which I took the opportunity to refer to a report that mentioned such problems as widespread water penetration—more evidence of which we have seen just outside the Chamber today—and asbestos all over the building. The report also stated that the mechanical and electrical services were defective, and it should be a matter of even greater concern that it identified a high fire risk.

When the necessary overhaul work has been agreed to, there will no doubt be complaints because it is costing a very large sum of money. People will write in to ask whether the money could not have been spent on more important things, but we will have to make the point that vast sums are already being spent every year to try to keep the building in a condition in which it can function on a daily basis. This is not a matter of a few minor defects. The building is not fit for the 21st century, and it is dangerous in its present condition.

I hope that, when the new Parliament is elected, it will get down and do the necessary planning work. I agree that a new delivery service will be required, and I cannot see that being undertaken by the new Clerk and the new director general of the House of Commons. I do not believe that that should be their job; rather, as has been suggested, there should be a structure similar to the one that helped to put on the Olympics so successfully. I have no doubt that the report will be accepted; there does not seem to be any dissension. Once the two main appointments have been made, the first priority of the new Parliament regarding internal matters must be to decide how and when the work is to be carried out, as it will undoubtedly involve the evacuation of this building for a few years at least.

On a point of order, Mr Deputy Speaker. I hope that it is appropriate for me to inform the House that, while we have been having this debate, news has emerged that Lord Brittan of Spennithorne, Leon Brittan, has passed away. Many of us who have known him for a long time will know that he had been ill for many months, but this is a sad moment to receive this news. He was my predecessor as Member of Parliament for Richmond (Yorks), which is why I particularly want to pay tribute to him as a former Member of this House and former Home Secretary. He was a kind, assiduous and brilliant man, and I know that the whole House will join me in sending our deepest condolences to his wife, Diana, at this difficult time.

I do not dispute the fact that they have equal status; it is just that it is possible that they are not going to get equal remuneration. The portfolios could end up being different from those the hon. Lady has just instanced; my right hon. Friend the Member for Caithness, Sutherland and Easter Ross, for example, made some suggestions. All I said was that the issue might be given further thought. I certainly do not disagree with the general set-up.

Finally, we must recognise that a huge gap has to be bridged. There is a lack of understanding among many different groups of people about what can be done and what is available in the House. It sometimes takes years for a Member to realise what things can be done and how to do them. Decisions are not communicated very effectively, and we have not found the best ways of communicating them.

If our communications within the House are poor, those outside it are lamentable because we are not exactly assisted by the press. They are willing to put out stories that are good to read, but do not necessarily bear any resemblance to accuracy. I find it extremely irritating that what they give as facts are simply untrue, yet are repeated and repeated in a way that denigrates this place.

I am proud that we give our work force the opportunity to have meals and refreshments that are to some extent subsidised, because that practice is commonplace in many other institutions, both private and public. To be sneered at because there is a cost to the public purse is to diminish Parliament and all those who work here with great dedication.

To the extent that we caused the expenses scandal, we inflicted a collective punishment on ourselves. Can the right hon. Gentleman point to a period when this place was not the subject of derision in the media? We all know the sketches written by Charles Dickens and by others before him. As the media would argue, it is part of their job to have a go at us.

Absolutely, Madam Deputy Speaker, but I always care to project my message in as many dimensions in the 21st century as are routinely offered to me.

It is a measure of the success of this Committee that at least two members of my party who were greatly exercised a few months ago about every aspect to do with the appointment of the next Clerk are sufficiently satisfied that they have not felt it necessary to attend or contribute to today’s debate. I presume that their satisfaction has been reflected in the sentiments expressed from both sides of the House.

The hon. Gentleman and I have emphasised the need for the two senior individuals occupying these two senior positions to work together; otherwise a turf war will result, with all the implications that that would have. Does he agree that, despite the difficulties of pre-confirmation and post-confirmation hearings, it would nevertheless be useful if the director general at least, if not the new Clerk, appeared before Members, presumably in the Public Administration Committee, where questioning along the lines we have mentioned could take place?

Yes, I heard that suggestion during the hon. Gentleman’s speech, and I was very impressed with it. I think it will provide an opportunity for the new director general to show his or her ability to stand fast in the face of what might be an overpowering atmosphere of tradition that might otherwise be used to divert him or her from the necessary serious determination that he or she will have to apply to fulfil the job in the future. I welcome the hon. Gentleman’s suggestion, and I hope it is carried forward.

It is a pity that we have had to go through this roundabout route to get to the obvious conclusion that should have been apparent when it was raised long ago—that these two posts should be separated. It is pity that that could not be agreed before the House of Commons Commission found itself in the position of either having to choose someone who was good at procedure but did not necessarily have the top management skills or to choose someone who was in exactly the reverse position. It has been a long haul and it has taken a roundabout route, but, thanks to the good work of the Committee, we have reached the sensible destination that should have been apparent at the outset.

The hon. Member for Somerton and Frome made the point that there is clearly work still to be done in the Palace of Westminster when Members in one House do not liaise terribly well with Members, or counterpart Committees, in the other House. This is a time of anniversaries, and it is with sadness that I note that 17 February this year will be the 100th anniversary of the first committee meeting of the Palace of Westminster rifle club, because it appears that its rifle range in the basement must close as a result—and this is the part that is relevant to the debate—of the determination of the Administration and Works Committee in the other place that important fire safety equipment must be sited there.

That is an example of the dysfunctionality to which the hon. Gentleman referred. The club has been going for 100 years and has members in both Houses, but Members of the House of Commons were not allowed to give any evidence to the Committee that made the decision in the other place. We were referred to a Committee of this House, although the decision was already cut and dried in the House of Lords.

However, the demise—it must be presumed—of that 100-year-old club gives me an opportunity to pay tribute to a member of the Clerk’s Department, Mr Gary Howard. For some two decades, he gave up his lunch hour—his own time—to ensuring that the range was always manned, and that that great facility, sadly soon to be no more, was available to Members and staff of both Houses.

It is odd, but I last met him and his wife in an airport lounge when we were whiling away about three hours as we waited for a late plane. I cannot remember which airport it was, but I do remember that the conversation was very entertaining.

Let me now deal with some of the points that have been made today. My hon. Friend the Member for Walsall North (Mr Winnick) raised the issue—which was also raised by the hon. Member for New Forest East (Dr Lewis)—of whether there should be a pre-confirmation hearing, perhaps before the Public Accounts Committee, in respect of the Commission’s decision on whom to appoint as Clerk and as director general. I can see from where the analogy arises, but it will ultimately be a matter for the Commission and then the House when I am not a Member of it. I think the House should have second, third and fourth thoughts about this, because there is a profound difference between this House, via a relevant Committee, holding pre-confirmation hearings in respect of posts that are adjudicators of other institutions—the Comptroller and Auditor General and the ombudsmen, and perhaps, which I would like to see, future appointments for Her Majesty’s chief inspector of prisons and for the probation service—and this post, which is internal to the House, and where one Committee of the House will already have made a decision.

However, one way of meeting the sentiment reflected by my hon. Friend and the hon. Gentleman would be to consider the suggestion from the hon. Member for Hereford and South Herefordshire (Jesse Norman), which is that in place of having the recommendation for the Clerk to go to the Palace via No. 10, it should be done on a Loyal Address—in other words, directly. Were there to be another near train-wreck of an appointment—if I may put it delicately in that way—there would be an opportunity for the House, by the process of it having to come before the House, to have second thoughts. In most cases, of course, it would go off without any question. I have had these conversations privately with the hon. Gentlemen.

I used to have to sign loads of warrants addressed to Her Majesty for judicial and ecclesiastical appointments which then had to go off to No. 10. In the end I managed to persuade this House that we could bypass No. 10 because I think the Prime Minister of the day—I will not say which one it was—thought he had other, rather more pressing matters on his plate than signing a great pile of warrants, and I could see his point. I think the House ought to consider that.

I have listened very carefully to my right hon. Friend, and no doubt what he has suggested will be given due consideration. May I simply say to him that years ago—certainly when we came into the House and before—the very idea that anyone wishing to be Speaker should be subject to hustings would have been absolutely unthinkable? Would it be out of the question for the two most senior positions to also be subject to some sort of sessions at which Members generally would be able to question them?

I have been prompted to ask for a debate by something the Prime Minister said this week. He seemed to suggest that there were too many old people in this country, and that that was the reason behind the problems in accident and emergency departments in the national health service. That kind of ageism seems to be creeping into our society.

We have debates in the House on many “isms”, and it is about time we took ageism seriously. May we have an early debate on how we can keep the older population in this country happy and healthy? They are very important electors and very important citizens.

I think all of us, including the Prime Minister, are opposed to ageism, and the hon. Member for Walsall North (Mr Winnick) has just loudly proclaimed his opposition to it. We have just lost the hon. Member for Bolsover (Mr Skinner) from the Chamber but I am sure that he, too, would have agreed strongly with these sentiments. He is an advertisement for great activity in slightly older age.

Of course no one is blaming older people for the problems that have been experienced in A and E departments. We now have almost 1,200 more A and E doctors, including 400 more consultants, than we had in 2010, and they are trying to cope with the pressures. The hon. Member for Huddersfield (Mr Sheerman) makes a good case for discussing ageism and for combating it; I fully agree with him.
