It is a pleasure to serve under your chairmanship, Mr Williams. I congratulate my coalition colleague the hon. Member for Eastbourne (Stephen Lloyd) on securing the debate.
The report by the Association of Colleges and the statistics that it has published are interesting. During the past four and three quarter years working in South Derbyshire, I have made it a key priority to put businesses together with schools and the further education college. That was helped by the fact that I opened our further education college—until 2011, we did not have one, but we now have a good working relationship. I have also integrated the needs of businesses with future opportunities for young people by setting up a business breakfast club. I have teachers, heads and representatives from the colleges coming to my business breakfast club, because I want them to learn about what business wants pupils to learn at their schools, so that those pupils are—a phrase that I often use—oven-ready for work. That, apparently, is a novel concept. I cannot imagine why, because we had careers advice when I was at Grey Coat Hospital school, although it was not suggested that I become an MP. Fortunately, other people have sensibly suggested that their children should go there.
Many things are possible for the future. In my patch in South Derbyshire, where we have so much manufacturing, the importance of science, technology, engineering and maths links in terribly well with my manufacturing companies. They want to get involved with schools, because they want to urge them to encourage their pupils, particularly the girls, to take up those subjects and make those decisions early on at the age of 14 or 15, or 16 to 18. The whole mixture displays a can-do attitude.
I am disappointed by the statistics from the AOC. I understand why it felt that it needed to do that survey, because it highlights where we can do better. I have always tried to ensure that in the sunny uplands of South Derbyshire, we are not only a can-do area but a can-do-better area. When, for example, I get the Institute of Physics to give a presentation in schools, I do not encourage them simply to aim it at 17 to 18-year-olds, because they have more or less made their decisions about where they want to go; I try to aim such presentations at 14 and 15-year-olds, because I think that that is the key.
William Allitt school, which is in my constituency and which does not have a sixth form, is a finalist in the national science and engineering competition at the big bang fair, a massive engineering exhibition that goes on for three days in the national exhibition centre in Birmingham. It is tremendous that the school has become specialist in maths. It has sent kids over to Russia for a two-week space course. I think it is absolutely brilliant that kids in my area have such opportunities, and that they are truly reaching for the stars.
I finish by saying that careers advice is incredibly important. The announcement made by the Education Secretary in December gives us hope that there will be real changes and that careers advice will be improved. I congratulate my coalition colleague the hon. Member for Eastbourne on coming up with the brilliant idea that we need to have gold stars for careers advisers. People need careers advisers to give them the advice that enables them to say, “I could be a nurse or I could be a bank manager, but I actually want to be an engineer.”
The hon. Lady has outlined some excellent best practice in schools. She mentioned “can do” and “can do better”, but the difficulty is whether schools want to do those things, as they clearly do in the case of her schools, rather than having to do them. The problem is schools not having to do those things when it comes to the assessment of their own performance.
That is an incredibly important point. As has been mentioned, it is hardly surprising that teachers give recommendations to their pupils about going to university, because that is the route that those teachers came through. However, there are many young people who really want to go into apprenticeships. An interesting apprenticeship that has absolutely taken off is the accountancy apprenticeship, which is almost like going back to the old days of articled clerks. That is, in effect, what I did. I studied for my professional exams as an insurance broker through day release and evening classes. It was a great career. I spent 10 years in the City and thoroughly enjoyed it, living by the important moral principles of “My word is my bond” and “You don’t lie to people”. If someone can take those principles on to elsewhere in their career, that is great. Teachers perhaps are not the best people to provide such advice, but I applaud the initiatives that my schools are taking to talk to businesses and take on this new, über power-charged careers service for the future.

Commons ChamberI am somewhat disappointed by the motion, because it over-eggs the pudding to some degree. It does not recognise that this process was started by the previous Government but has been picked up and progressed by this Government. Labour Members began the whole process—I welcome that and have congratulated them on it many times—and we are now successfully delivering on it. That is a good thing.
There is still a lot of work to do before the 2015 election and before IER is fully introduced. The motion calls for more to be done to tackle under-registration, without any recognition of how much effort and money has been put into doing that. It is curmudgeonly not to recognise that that effort has been made. The conspiracy theory that this is all about removing poor people from the register is not compatible with that huge effort and with the funding that has been made available to ensure that they are given the opportunity to be put on the register.
Does the hon. Gentleman accept that the Government are missing important sources of voter data? For example, if they used information from credit reference agencies such as Experian, they could boost registration considerably. Does he accept that that would be a worthwhile thing to do?
The pilots have identified the best ways of getting the most people registered, although the system can always be refined and made better. There seems to be an assumption that the previous registers were perfect, but in areas of high fraud that was simply not the case.
Eighty-seven per cent. of people have successfully been moved on to the electoral register. Yes, plenty still needs to be done, and that is why I agree with many parts of the motion. We need to tackle registration for the hard-to-reach groups and to make sure that EROs are doing the very best they can to ensure that as many people are on the register as possible. The reduction in the voting age that I hope will happen in future means that we need to do many of the things suggested in relation to schools and colleges. That work is being done through the all-party group on voter registration.
Part of the reason for implementing the new IER procedure was to increase the accuracy of the register. Those who represent an area like mine will know just how necessary that was, particularly in helping to deal with voter fraud. In many cases, not even the new system will bring about changes to the voter fraud that takes place as a result of certain behaviour and the failure of political parties to impose strong discipline on their own activists. In Bradford, 88% of people are automatically registered under the data-matching system, yet we are still likely to have problems with postal vote fraud in particular. The problem we have experienced is not that people are not legitimately registered to vote in a household, but that postal votes are collected and filled out on behalf of constituents or that unacceptable pressure is put on individuals to vote in a particular way, as court cases have identified.
As well as ensuring the accuracy of the register, we need to ensure that the police take seriously and investigate cases of fraud that are reported to them. Too often, the thought in the mind the police has been, “Well, they’re all at it,” and it has not been taken as seriously as it should be. In Bradford in the past, candidates of all parties have been required to sign a pledge stating that they will not take part in voter fraud. That is how serious the situation is in places like Bradford.
Between now and the election, work needs to go on. Bite the Ballot has been mentioned and I will be on a bus—which we are paying for, not the Government—going around the constituency tomorrow for national voter registration day. Last summer, we took the bus out and registered 250 young people in our constituency. That is where the effort should be going. That is the effective way of ensuring that we get people on a register that we can be satisfied with and that is more accurate.

Commons Chamber15. What steps her Department is taking to make additional resources available to schools in areas that experience high levels of in-year admissions.
We have allowed local authorities to use a mobility factor in their local funding formulae to target additional funding at schools that had a high proportion of pupils entering in-year in the previous year.
I am not sure whether the Minister has seen the figures for Bradford. If he has, he will know why I am asking this question. Recently, the Prime Minister said that
“there is no doubt that some communities face particular pressures… I think a fund that can more directly help those communities would be very worthwhile and that is what we are going to put in our manifesto”.
If there is a need right now, why should the money not be made available right now?
I would be very happy to talk to my hon. Friend about this matter. In 2014-15, Bradford local authority allocated almost £1 million to schools that experienced high in-year fluctuations in pupil numbers. In addition, it allocated £1.7 million to help schools provide new places to cope with population growth. In January, we will allocate further basic need funding across the country.

Commons ChamberAbsolutely. The debt level is still in the billions, and the hon. Gentleman will be aware of the extraordinary restructuring that has left Punch shareholders owning only 15% of the company. Meanwhile, the Punch tenant network expressed its serious concern about the effects on them of the company’s instability.
My hon. Friend mentions the high number of pubs that have closed, but there is also the personal tragedy: a whole succession of tenants went into business with really high ambitions, and found that they simply could not make a living out of the existing model. That is a personal tragedy for them and their families.
My hon. Friend is absolutely right. Every pub is a story about a community, and a story about the people who are running it. There have indeed been many tragedies. I had one in my constituency; a pubco tenant died of a heart attack a week after closing his pub. There are awful stories of human misery here. It comes down to the simple problem I outlined at the beginning: the over-charging. These companies continue to take more than is fair. It can often be 70%, 80%, 90% or even 100% of the pub’s profit, meaning that licensees cannot make a living.
Most revealing of all, I have asked Punch Taverns—in writing, and to its representatives’ faces—four times why it is so afraid of the market rent only option, the simple option to give tenants the right, at certain trigger points, to be offered a fair commercial market rent, and it has failed to answer four times. That, Mr Deputy Speaker, tells you all you need to know. It tells you that this business model is precisely based on taking more than is fair and sustainable. The only solution is the market rent only option.
Let me deal finally with the Government’s suggestion of a compromise: “Perhaps we can include a reference to the market rent only option or the Business, Innovation and Skills Committee option being built into the Bill, but only after a review two years after the statutory code comes into force.” I understand why this is being said, because the will of this House is clearly in support of the market rent only option, with 90 coalition MPs signed up to the Fair Deal for Your Local campaign, which calls for that option. I understand why the Government Whips are getting so worried: they realise that they might lose this vote today.
Let me say clearly on behalf of the campaign and all the organisations that have expressed this view that the last thing we need is yet another review. We have had four exhaustive Select Committee reports. In 2011, when the Government were supposed to act, we had a Department for Business, Innovation and Skills review, and BIS decided not to act. What was supposed to be the last chance became a second-last chance for the pub companies. When people realised that nothing had changed, there was a further review. We have had four reports and two reviews. The simple reality is that we need action and need it now. I ask you, Mr Deputy Speaker, to grant a vote on new clause 2; I think that you will agree that it is the will of the House to vote on it, given the support for it.
The simple message from all the Fair Deal for Your Local campaigns, thousands of tied publicans, and all who believe in pubs, publicans, communities and fairness is “No more delays, no more reviews, no more excuses.” Please let us solve this problem at last, properly, once and for all. Please let us all vote for new clause 2 today.

Commons ChamberI hear the hon. Lady’s call—a call I have now heard from both sides of the House. She may like to take into account the fact that about 60% of young carers will already benefit from the pupil premium through their free school meal allocation, but of course we need to make sure that all young carers get the support they need. As I have already indicated, a meeting is taking place with the relevant Minister to discuss this matter further.
Will the Minister meet me to hear about the fantastic work and the effort being made in our Bradford schools to deal with the very large numbers of children of new-arrival EU migrant families, and also to hear about the incredible strain that that is putting on the provision of places and raising of attainment in our schools?
I thank the hon. Gentleman for his question. I am always happy to meet hon. Members about their schools. If I cannot do it, one of the Ministers certainly will meet him to hear about those issues.

Commons ChamberI agree with the hon. Lady. As I said earlier, I think that one of the tragedies was the fact that many very good head teachers, teaching at outstanding schools, were somehow removed from the system by the governors involved. They did not have anyone to turn to, and when they did turn to someone, they were not taken seriously.
The Government recently announced the creation of eight regional school commissioners. Below them will be elected head teacher boards, which will consist of outstanding head teachers. I suggest that they will be the best people for teachers to turn to in the first instance, but I shall be happy to consider the hon. Lady’s comments further.
I welcome the recognition of what the Secretary of State has described as British values, which I would describe as liberal values. In the context of protecting people from extremist views, I am still concerned about the use of the word “extremism”. If what was taking place in the schools was not an example of extremism—and that has been stated—what example of extremism were these schoolchildren vulnerable to in their homes and their local communities? May I also ask how much of what was taking place would have been okay if it had taken place in faith schools?

That is a very important suggestion. I think we have to find a way to determine, actively and consciously, the common ground and the common story, and that includes Southampton, Leicester, the Forest of Dean and many other places. It is not enough to say that we should all just go on in our own ways in our different places; nor is it possible to say that British values will mean just one thing and that everyone has to agree exactly the same thing. I want to talk this afternoon about how we go through a process of finding what that common ground and common story is, so that rather than some people feeling that they are part of it and others feeling that they are not, everyone feels that they share in it.
I am clear about a few things. I believe that a diverse but sometimes divided Britain needs more than a hope and a prayer that we will all rub along together. Young people need a shared sense of our history and how we came to be sharing this land, and they need that in Southampton, the Forest of Dean and Leicester. They need to understand how our past has shaped our values and, crucially, they need the chance to debate and shape the values that they will share in the years to come.
Those who dismiss the whole idea of promoting strong national values are wrong. In the future, we need a conscious focus on nation building, and schools must play an important role. Multiculturalism has not, in my view, been the failure that some say. Promoting respect for difference, and acceptance and tolerance for new communities, has worked well and, in general, more successfully than in many other European countries that took a different path. However, in promoting respect for difference, multiculturalism failed to emphasise or develop what we hold and value in common. It was clearer about what new communities could expect from established communities than about what was expected from the new communities. The limits of what we could call value-neutral multiculturalism are clear. We need more emphasis on what we share, while continuing to value our differences, so I argue that nation building, emphasising what we share as well as valuing difference, must now fill the gap where multiculturalism has been found wanting.
Some have argued in the past that we do not need to share that much. The Parekh report, about 15 years ago, reflected the idea that, provided that we all saw ourselves as citizens under the law or even as communities under the same law, not much else mattered. The Goldsmith report, “Citizenship: Our Common Bond”, was based on a similar, legal view of citizenship. Of course respect for the law is vital and our society would be stronger if everyone understood and respected the laws that currently exist to promote equality, freedom of speech and the right to vote, or to oppose discrimination, incitement and female genital mutilation, but saying that we are simply citizens under the law is not enough. That is just not how anyone feels about a real country. It is nation building that helps us to forge the common national story—the sense of shared identity alongside the many other national, faith, ethnic, cultural or local identities that we hold—and we need those things for a cohesive and successful society.
In 2001, I was a Home Office Minister. That summer, serious riots took place in Bradford, Burnley and Oldham. The conflict was between white working-class young people and young people, overwhelmingly British born, of Pakistani Kashmiri origin. I was asked to lead the response and I appointed a commission headed by Ted Cantle to look into what needed to be done. The Cantle report painted a depressing picture of communities that led “parallel lives”, never mixing or speaking and educated in separate schools. People enjoyed less interaction between communities than their parents had done, because the big factories where everyone worked together had been closed.
I want to refer to what that report said about citizenship and common values. Talking about parallel lives, the report concluded:
“In such a climate, there has been little attempt to develop clear values which focus on what it means to be a citizen of a…multi-racial Britain”.
The report went on to say:
“In order to develop some shared principles of citizenship and ensure ownership across the community, we propose that a well resourced national debate, heavily influenced by younger people, be conducted on an open and honest basis…The resulting principles of a new citizenship should be used to develop a more coherent approach to education, housing, regeneration, employment and other programmes.”
I cannot stress enough the importance of that emphasis on young people’s role, not just in being taught something, but in being able to shape their future and the values they wanted to share together.
This is like a journey back in time. I understand the link between the Cantle report, British values and bringing people together, but is it not the case that this debate has been prompted by what is taking place in schools? The bigger issue that we need to decide is what constitutes a secular education in this country and what limits that places on the activities of parents and governors in that school who probably want to run the school in a different way.
They are timeless, but our understanding varies. Forgive me for using a trivial example, but when I first came into this House, non-smokers were expected to respect the right of smokers to smoke in Committee Rooms, tea rooms, dining rooms and bars. Today, smokers are expected to respect the liberty of non-smokers not to breathe in their smoke. Liberty has not changed, and this is a silly example, but our understanding of what those values mean changes over time. That is crucial. The idea that our understanding of those values is fixed in time is wrong.
One of the reasons for pursuing that point is that the Government are about to legislate on some of those values more strongly than ever before. We need to anticipate the potential problems. The Government want schools to promote active participation in democracy, and I have no doubt that the Government wish to be able to address schools in which, for example, aggressive advocates of an Islamic caliphate are undermining democracy, but where in law will that leave communities, such as Jehovah’s Witnesses, the Brethren and others, that do not vote, do not advocate the vote and do not bring up their children to vote? We, in a rather British and tolerant way, have never felt the need to bother ourselves with those communities before. The Minister should be careful that we understand what we are getting into when we use the law, rather than the promotion of good practice in schools, to promote British values.
Some of the activities in Birmingham schools that have been described, including the harassment of able teachers, the imposition of narrow dress codes, restricted curriculums and the use of racist stereotyping and gender segregation, are unacceptable, but we do not need complex regulations on the promotion of British values to address those activities. The hon. Member for Bradford East (Mr Ward) raised this question earlier, and let us say that all publicly funded schools, of any intake or designation, should be required to maintain an environment that is genuinely welcoming to all students of all backgrounds. If we made that our test and our principle and said that failure to maintain such an environment should be the basis of intervention, it would be much clearer, it would be easier to inspect and it would be a proper foundation that respects the fact that there are faith and non-faith schools, and schools with different intakes, while stating that no school can be run in a way such that other children would not wish to go there.
I accept that point, but the difficulty is in the definition of a secular school, which means that the meaning of “welcoming” is disputed. It is easier to say what “welcoming” means within a faith school, but in a secular school there will be parents who say, “This school, unless it is doing these things in this way, is not welcoming to our children.” That is where the debate becomes very difficult.
The hon. Gentleman and I probably do not disagree. My father was the head teacher of a Church of England school and my son goes to a Church of England primary school, but I am not a person of faith. I can see a school that is welcoming to children who do not come from a faith background but that has a distinct faith ethos. It is possible to get the right balance between the two.
There are limits to the extent to which anyone can insist that a school follows a narrow practice such that other parents and other children do not feel welcome. We can do much better than the incredibly complex regulations on the promotion of British values that the Government are pursuing. My wording might not be right, but this is the approach I want to take. I do not think there should be any publicly funded school to which any reasonable person would say, “That school would not welcome my child.” Those are the constraints on how far people can demand particular practices, approaches to the curriculum and the promotion of faith, and so on.
I will now make some progress. I have taken longer than I wanted, although I have taken several interventions. I will quickly address the question of British values. Are Education Ministers in Wales, Scotland and, indeed, Northern Ireland advocating a similar message? I hope the Minister will answer that question. If not, why is it that British values will be promoted only to the English? Have we recognised that people in England are more likely to put their English identity first? Have we recognised that in some areas white students are more likely to describe themselves as English, according to the polls, and black and minority ethnic students are more likely to describe themselves as British? Those are not trivial issues for a teacher having discussions in the classroom about the nature of being British. I see no sign in any of the Government’s guidance or discussions that those issues have been considered at all.
The nation building I want must recognise that we all have multiple identities—faith-based, nation-based, ethnicity-based and locality-based—and should not assume a single homogeneous whole, as my right hon. Friend the Member for Oxford East said. The nation building we need must include many people who currently have widely differing views about the state of Britain. If we think about the challenge that faces us, we all have constituents who feel insecure because they feel that their British or English identities are under threat. They need to accept that the clock cannot be turned back, but they must be reassured and feel that they have a voice.
We all have some constituents who will be among those who recently admitted to rising levels of prejudice. Fail to address that and our society will be strained. We all have newer communities yet to find their full place in our society—here but not yet fully here. We all have those who are happy with the way things are and who welcome change. They can actually be part of the problem if they are likely to dismiss the concerns of their neighbours in their local communities. Nation building means finding common ground and common values that can bring those people together. It does not help if just one community is singled out as the problem, but that is what I fear the Government have done.

Commons ChamberI think it is important that there is a balance—I find myself increasingly in agreement with the hon. Gentleman. There is a role for greater autonomy—exercised by principals, driven by a sense of moral purpose—to improve education. It is also the case that there is a role for local authorities as well, not least when it comes to safeguarding children at risk.
Does the Secretary of State regret the weak scrutiny—and, indeed, evaluation—of applications for free schools that has led to what must be, for him personally, some extremely embarrassing examples of poor educational provision?
I do not mind embarrassment personally—[Interruption.] Just as well, some might say. What I do worry about is if any school, anywhere in the country, is not providing the highest quality education for children. One of the striking things about the free schools programme is that not only are schools more likely to be “good” or “outstanding”, but when schools have underperformed, we have moved rapidly to close them or replace the leadership of schools that have not been doing a good enough job.

Commons ChamberI take the hon. Gentleman’s point. I think one of the things that is clear from the action that has been taken in schools today is that academies, and, for that matter, free schools, are subject to a higher level of accountability than local authority schools. One of the things I will be looking at is how we can ensure that local authority schools are held to a similar level of accountability in the future, not least for the discharge of public money.
Will the Secretary of State tell us whether what has been discovered in Birmingham is confined to Birmingham? He will know of rumours of links between Birmingham schools and Bradford schools. Will he tell us whether it is sheer coincidence that Feversham college, a Muslim girls’ school that is one of the highest performing schools in the country, has been notified today that it will have an Ofsted inspection tomorrow?
I would make two points. First, the original Trojan horse letter, which as we know contained a number of facts and allegations that proved to be unfounded, was allegedly a letter sent to individuals in Bradford. I am grateful to my hon. Friend for his support in alerting me to some potential concerns. I know that Bradford council has taken them seriously, and I look forward to remaining in touch with Bradford—and, indeed, any other local authority that has concerns. The Department for Education is there to support and help if, for example, governors need to be removed and an interim executive board put in place. Secondly, as for what he tells me about Feversham college, I have no prior warning of any Ofsted inspections, which are quite properly an operational matter for the chief inspector unless I specifically request an inspection because of information that has been passed to me.

The hon. Gentleman is quite right. I acknowledged that there were a number of initiatives before 2003, and others that were not necessarily branded as the London challenge, but could more broadly be said to have been part of it. He is right that a number of things were done elsewhere, but the simple fact is that after all of that, and with the ability to copy from London anything that anyone would want to copy, we still have a 16 percentage point gap in GCSE performance among disadvantaged pupils between those who happen to have been born in London and those who happen to have been born in the rest of the country.
I am in the awkward position of trying to avoid questions to prompt the Minister that he will no doubt be asked at tomorrow’s meeting as well. Can I plant something for the hon. Member for East Hampshire (Damian Hinds) to consider as he goes through his analysis of the situation? Where does a national strategy as a remedy fit in with the general direction of travel towards greater autonomy within schools?
There is always a balance. I suppose it partly depends on one’s political tradition, where one comes from and what one tends to think works. We could say that the London challenge had a bit of both. On one hand, one area, Greater London, was doing its own thing, and within that, there was plenty of innovation in individual schools, which were encouraged to innovate, but on the other, it had system-wide leadership. There is always a tension and a balance.
The third reason to doubt that the London challenge was the sole or primary cause of the improvements is that the difference between children on free school meals and others was so marked, and the London challenge was not solely about children on free school meals or poorer children. The fourth reason is that it seems that London’s poorer pupils may already be ahead before school has even begun. There are so many other things that are different about London that we owe it to ourselves to at least examine them and consider what role they may have played.
I congratulate the hon. Member for East Hampshire (Damian Hinds) on securing this debate, which has been excellent so far, and on his thoughtful and, as ever, intelligent contribution. I once again congratulate him on the report, which I have read and is worthy of reading. I have also read his blog, which is a little more partisan, but I will forgive him. One has to take such things into account. Heaven forfend that we should be partisan.
I visited Bohunt school in the hon. Gentleman’s constituency last year before the Secretary of State for Education’s visit, and it is an excellent school that has a healthy disregard for Government initiatives, including, I hasten to add, the current Government’s initiatives such as the EBacc. The school has a progressive approach to the curriculum, which I am glad the hon. Gentleman supports. Perhaps that is why it is such a good school.
I also congratulate my hon. Friend the Member for Stockton North (Alex Cunningham) on his extremely thoughtful contribution. I look forward to following the proceedings of tomorrow’s Education Committee, before which the Minister will make one of his glittering appearances.
My hon. Friend the Member for Stockton North said that Ofsted has talked about young people being lucky or unlucky, which triggered a thought, if the Chamber will indulge me, about my own background. I feel extremely lucky, because both my parents left school at 14, which was not unusual for the working class in my parents’ era. My father was an immigrant from the west of Ireland, although that part of Ireland was still part of the United Kingdom when he was born, and my mother was the daughter and sister of coal miners in the south Wales valleys. They both left school at 14, but I feel lucky because they both cared about education and thought that it was an extremely important opportunity. My father was taken out of school by his father to go on to the farm at a time when his teacher wanted him to stay on to get more education, so I feel lucky generationally.
Like many in this Chamber, I had some inspirational teachers, but I went to a school from which no one had ever been to Oxford or Cambridge. It was hoped that I might get into university, so when I did my summer job, which my father secured for me—patronage is everywhere—at Llanwern steelworks and phoned up to get my A-level results, it was much to my surprise that I had done so well. I went back to take the sandwiches from the canteen to the gang, and one of the men with whom I was working said, “You ought to go to Oxford.” That was the first time anyone had ever said that to me. I had completed my A-levels and my schooling and was working at Llanwern steelworks, and he was the first person who had ever suggested to me that going to Oxford might be possible.
I feel passionately about this subject, as do many colleagues. I welcome the commitment from Members from all parts of the House to trying to ensure that people can fulfil their potential, and that poverty of aspiration is overcome as much as the problems resulting from the economic consequences of poverty. Not that I was from a poor background, I hasten to add; my parents were fortunate enough to be in employment for pretty much all their working lives.
The subject is extremely important. In a sense, the debate is about regional disparities, rather than class or ethnicity, although those factors obviously play into it a great deal, as the hon. Member for East Hampshire said. Those disparities also play into the Select Committee’s report and its inquiry into the performance of white working-class boys. It is worth considering for a moment why white working-class boys are not doing as well as they should in our education system. Perhaps it is a misnomer to talk about white working-class boys in this context, because it is often as much about the parents’ background and their low educational attainment as it is about income. It is also about worklessness and such factors within families.
The hon. Gentleman talked about how the migrant factor plays into this issue, particularly in London. Perhaps many such families look at the school system with fresh eyes and high hopes compared with parents who had a bad experience of the school system. They might have gone through in a low set and absorbed a feeling that school was not valuable to them or that they were not valued by school. They might then have transmitted that on to their children, which would be a factor. I think we can all agree that parents’ behaviours and attitudes matter in this debate. One thing we should consider is how we best influence parents and the role that the Government can have in raising parents’ aspirations and encouraging good parenting on education. We have to consider policy on parents and not just policy within the four walls of the school.
The issue of geography, which is essentially what the debate is about, and the issue in relation to London have been raised, and I will come back to them later.
I suspect that the hon. Gentleman will come on to this, but it is a bit like we are casting the fly into the river; we keep coming near to this thing that bites for the fly, but then it disappears again, and that thing is the quality of teaching. We have heard about aspirations, parental involvement and career advice and so on, but we know about those and we keep coming back to them. The hon. Member for East Hampshire (Damian Hinds) spoke about the quality of leadership and management and the Ofsted reports about certain schools in certain areas, and we keep coming back to this idea of how we get the very best teachers into the most difficult schools. How do we deal with that conundrum when someone is deciding where they want to teach or where they want to be a head teacher?
I will come on to that. I was about to say that one of the key challenges is on how we motivate people to go into areas that are struggling with recruiting and retaining highly effective teachers. How do we spread out excellent teachers to ensure that they are available to schools across the country? I will come back to that later.
The previous Government had policies on this issue and made narrowing the gap a priority, as this Government have. There is evidence that the previous Government were successful in narrowing the gap. The Institute for Public Policy Research report “A Long Division” contains some helpful information that illustrates that the attainment gap between the richest and poorest students narrowed between 2003 and 2011. We have to monitor the gap closely to ensure that it does not widen once again. The report shows that schools play a part in that, as does excellent teaching. Having good and outstanding schools is an important and necessary method of ensuring that we close the gap, although it is not sufficient in itself. We need to think more broadly about policies.
Many hon. Members will be familiar with the Sutton Trust report, “The Reading Gap”, from July 2013. It showed that boys aged 15 from disadvantaged backgrounds are some two and a half years behind their counterparts from the most advantaged backgrounds. That shows the problem of the attainment gap. Similarly, a Sutton Trust report from September 2011 highlighted the point that the hon. Member for Bradford East (Mr Ward) just made, namely the importance of high quality teaching. The executive summary of that report said:
“The effects of high-quality teaching are especially significant for pupils from disadvantaged backgrounds: over a school year, these pupils gain 1.5 years’ worth of learning with very effective teachers, compared with 0.5 years with poorly performing teachers. In other words, for poor pupils the difference between a good teacher and a bad teacher is a whole year’s learning.”
That shows the significance of raising teaching standards and ensuring that they stay high.
Teacher morale matters. I said that in a recent debate in the House, although the Minister was unable to attend on that occasion. Digging down into the detail of the programme for international student assessment report and the OECD reports, they clearly show that in systems where teacher morale is high and teachers feel valued—it is not necessarily where they are the best paid—pupils perform better. The Sutton Trust has shown that it is particularly important for disadvantaged pupils that we have high performing teachers. Will the Minister commit to publishing the data collected during the 2013 teacher workload survey? I and others have asked the Secretary of State to publish that on many occasions. We need to know what happens, because teacher morale matters to pupil outcomes, particularly those from the most disadvantaged backgrounds.
In terms of the earlier discussion on the challenge in London, does the hon. Gentleman feel that there is a Hawthorne effect in London? Teaching in London is seen to be special and teachers are held in high esteem compared with many other parts of the country, where the teaching profession feels undervalued.
That might well be a factor. There have been many initiatives in London and a real attempt to attract good quality graduates into the profession through a number of different routes, including Teach First, as the hon. Member for East Hampshire mentioned in his remarks. I have not seen data to show that the public regard teachers more highly in London than in other parts of the country, but that might be a factor.
Returning to the point I was making, on 13 January—I have asked this question subsequently, too—I asked the Minister
“when he intends to publish the findings of the most recent Teacher Workload Survey.”
Bear in mind that the survey was undertaken in March 2013, almost 12 months ago. The Minister’s answer was:
“Officials are currently analysing the data collected during the 2013 Teacher Workload Survey.”—[Official Report, 13 January 2014; Vol. 573, c. 360W.]
Now, when one asks a parliamentary question, one never expects an answer—certainly not from the Department for Education. The relevant word in my question was “when”, but there was no reference in the answer to when the Minister intends to publish the report—not even to “shortly”, “soon” or other civil service terms. Nor was there any reference to “in the autumn”—a term that usually extends to 31 December.
