Absolutely. My hon. Friend makes an excellent point. Of course, the Government’s whole purpose is to ensure there is a single market within the United Kingdom. We cannot have a situation where different nation states within the United Kingdom go off and do their own thing. If that were to happen, we would have exactly the problem that some Opposition Members complain will occur when we leave the European Union. That is what we are about today.

If one judges the Government by their actions, rather than on the words of Opposition Members, one can see that, actually, this Government and this Conservative party have, over and again, given extra powers to the Scottish Parliament, the Northern Ireland Assembly and the Welsh Assembly. Sometimes they have been rather more enthusiastic in doing that than I would choose, but we saw it happen in 2011 and we are about to see a huge tranche of extra powers being handed over to the Welsh Assembly on 1 April 2018. The Conservative party has shown it is very willing to give extra powers to the devolved Parliaments and, to some extent, I suppose I agree with that approach. I sometimes think it is happening a bit too quickly, but it will certainly happen again. So I completely support what the Government are doing here today. They are doing what all those on the other side of the House are calling for: bringing about Brexit in a stable and controlled fashion that allows us to move forward with certainty. It is inevitable that this will lead to further powers going to the devolved Parliaments—it may not happen straightaway, but it will happen. Not one single power is coming back to London as a result of these measures; there is not one single thing that can be done by the Scottish Parliament or the Welsh Assembly today that they will not be able to do once this Bill is passed.

The hon. Gentleman was a Member of the Welsh Assembly for some considerable time. Is he saying that if he were still there he would not be arguing in Wales, in the Welsh Assembly, for the powers in the 140 distinct policy areas that have devolved responsibility, many of them in relation to the environment, to come back to the Welsh Assembly? Would he be happy for the Westminster Parliament to make those decisions on behalf of Wales?

I can say to the hon. Lady that that is exactly what I am saying to her. May I remind her that in 2003 I had an election leaflet that had the headline “No more powers for the Welsh Assembly” and I was given one of the biggest majorities of anyone in Wales? That is something to think about. So “yes” is the answer to that question.

This Government are doing a superb job. All sorts of people and the commentators will once again be, in the newspapers tomorrow trying to find little reasons to undermine this process. It is quite a complicated process, but I say from the bottom of my heart that I think these Ministers are doing a superb job, and they are being supported not just by their Back Benchers or all those who voted to leave the European Union, but by a majority of people in Wales, who also voted to leave the EU and are not being respected by the Labour party, Plaid Cymru and whatever is left of the Liberal Democrats. More power to them, and I look forward to joining them in the Lobby tonight.

I find this absolutely extraordinary. These are perfectly reasonable questions to ask, given that this man is apparently about to receive £1 million of taxpayers’ money in secret, which I think is outrageous. Three young men from Monmouthshire have lost their lives fighting in Afghanistan. They did not choose to go there; they did not go and choose to live under this extremist Islamo-fascist state that Mr Aamer decided was a worthy state to go and live under. They were asked to go there by the British Government.

My hon. Friend the Member for Bury North (Mr Nuttall), who is sitting next to me, made some proper points in this debate. What I have here is a list of the sums that people will get paid if they receive serious injuries in the defence of their country. The absolute maximum that someone can get if they have lost both arms and both legs is £570,000. That is for people who have been doing their duty for this country. This man, Mr Aamer, not a British citizen at all, was given the right to come over to this country because of our generous ways. His family, as I understand it, have been looked after by the state ever since he disappeared off to Afghanistan with them—

I am certainly not suggesting that we suspend the bedroom tax—or spare room subsidy, or under-occupancy charge, or whatever it happens to be called. I am suggesting that there are widespread concerns about direct payments. Pilot studies set up in Torfaen—the right hon. Member for Torfaen (Paul Murphy) is in his place—suggested that debt grew when direct payment was put in place. There is great concern that some housing associations will struggle as a result of the policy. The Committee concluded that the financially sound decision would be to ensure that any tenants who have any problems at all with money management are able to continue under the old system. It may be laudable to encourage people to be given the money themselves to pay it on, but that will be impractical for a lot of people.

I suggest to the Chair of the Select Committee that the Minister should also look at what happened in the 1980s when the self-same policy was introduced under the Thatcher Government. I was a social worker in Bridgend at the time, and can tell him that it caused chaos. We were constantly writing to the benefits agency about people who had direct payment of benefits. The Government should go back and look at the disaster that was caused when they tried it before. Let us not make the same mistake again.

In actual fact, in 2008, further changes were made to how housing benefit was paid that kept in place the spare room subsidy rules for the private rented sector, so the principle seems to be widely accepted.

I was not responsible for the guest list. I look around the Chamber and see a few people whom I would dearly like to have been there. However, Members of all parties were there—I saw the right hon. Member for Neath (Mr Hain). I am sorry that he is not here at the moment; I do not know how he came by his invitation, but when he comes back, perhaps we will ask him. Let me tell those who were unfortunate enough not to be there that it was a wonderful evening. It was tremendous to talk to people from across Wales. There are so many worthy people in Wales that perhaps it would not have been possible to get them all in along with Members of Parliament of all parties.

Some of us were still carrying out our duties as Members of Parliament representing Welsh constituencies. Last night, instead of being in No. 10, having what I am sure was an excellent glass of wine, I was meeting Ford, talking about inward investment in Wales and the fantastic developments in engineering thanks to engineers in my Bridgend plant. They are responsible for brand-new developments in engine manufacture that are leading the way. Wales leads the way everywhere. Our biggest problem, if we have one, is that we do not talk enough about our excellent firms. In my Bridgend constituency, I have AMSS—Aircraft Maintenance Support Services—which is a fantastic worldwide company, but it is not known.

I commend the hon. Lady for that, because she was doing absolutely the right thing. If Ford would like to relocate any of its factories on the Severn bridge industrial estate, I would quite happily stand up No. 10 to welcome it.

The hon. Lady is not entirely right about one thing: one reason why I was so keen to go along and enjoy the glass of white wine that she mentioned is that it came from the Ancre Hill vineyard in my constituency, which was set up as a family business in 2007 and which has won many awards. It now exports wine to Australia. I was proud to go along and support that business.

The only thing that saddened me about the whole evening was that when I watched “Wales Today” on iPlayer that night, I saw Betsan Powys saying that the Welsh Assembly Government had put out a statement saying that they wanted more than warm words and warm wine. May I say to the Welsh Assembly Government spokesman that that wine was not warm; it was superb. The Prime Minister wanted me to make clear today how much he and all those who drank the wine enjoyed it. The wine was chilled; I wish Members of the Welsh Assembly were.
