There are discussions going on about the possibility of building a plate mill on the site when the electric arc furnace is completed. There is nothing whatsoever to prevent a plate mill from being built. The hon. Gentleman will not be aware of all the discussions going on, but I say respectfully to him that a plate mill will not save 2,800 jobs. We face the loss of a significant number of jobs as a result of the decision to close down the blast furnaces, and even if a plate mill, a direct reduced iron plant or a hot zinc dip line were built on the site—all of which are reasonable things to consider—it would not solve the problem that 2,800 people are facing the loss of their jobs. That is why the £500 million for the arc furnace was so important, as was the £80 million for the transition board.
We talked earlier about the supply chain. The repercussions of this decision will be felt across south Wales, so can I ask the Secretary of State directly whether he has secured any commitment whatsoever from Tata about the future of the workers at those downstream facilities across south Wales?
Yes, Tata has been clear that it was originally going to close those sites but it now expects all those sites to remain open. During the process of building the arc furnace, while the blast furnaces are shut down, it will be bringing steel in from elsewhere to make sure that the product is going into those other plants.

Commons ChamberThe hon. Lady makes an important point. There is a project, which is going through the business case process at the moment, to improve the freight lines on the south Wales line to enable passenger services to run on it. I believe that there will be announcements about that shortly, when the new rail network enhancements pipeline programme comes out.
Considering that not a single mile of High Speed 2 track will reach Wales, and that current services between Wales and England are woefully unreliable and expensive, what steps will the Secretary of State and the Government take to improve that and ensure that those living in Wales actually benefit from HS2?
The HS2 project, which was, of course, proposed by the last Labour Government and is supported, as far as I am aware, by the Labour Opposition, will benefit passengers in north Wales. The Government are committed to passengers across the whole of Wales, which is why £390 million has been spent on a range of improvements. In addition to that, we will shortly have the south Wales metro system, which is part of the Cardiff capital region growth deal.

Commons ChamberAs fuel poverty runs rampant and families right across Wales are struggling, does the Secretary of State not realise how appalling it looks that Shell is making £61,000 a minute? When will his Government get a grip, close the loopholes worth billions and extend the windfall tax?
The hon. Gentleman should be aware that the Government have extended the windfall tax and are charging very high levels of tax—indeed, about three times the usual level—on companies taking oil out of the North sea. It is extraordinary that those who call for a windfall tax on energy companies do not recognise that we are already levying it and do not want to support the Government in allowing more oil and gas to be exploited from the North sea, which will enable us to raise even more in taxation.
Tory Ministers seem to think that the energy crisis is all over. I am not sure when the Secretary of State last struggled to pay an energy bill, but bills are still almost double what they were before the crisis began, and the Tory Government have scrapped vital support. Does the Secretary of State agree that the way to get energy bills down for good is to back Labour’s policy to retrofit 19 million homes and reach 100% clean power by 2030?
I have no idea who would be paying for the hon. Gentleman’s proposals—no doubt they are among the many things that will be paid for using the same tax about half a dozen times. He will no doubt be pleased that today inflation is down yet again, and the Government are well on course for achieving their target of cutting inflation by half as well as growing the economy.

Commons ChamberIt seems that rewarding failure is this Government’s guiding principle, and even Conservative Members agree. Avanti West Coast is the worst performing operator on the rail network, but Ministers spent an eye-watering £4 million of taxpayers’ money on bonuses to company executives for
“customer experience and acting as a good operator.”
Does the Minister agree that this is simply not good enough for the businesses and people of north Wales?
I have already said that I accept many concerns have been raised about Avanti’s performance, but it all goes to show why it is important to modernise the rail network across the whole of Wales. That is exactly what the UK Government are doing at the moment.

Commons ChamberThe Conservatives’ cost of living crisis is hitting Wales hard. The soaring costs of energy, fuel and food have been compounded by crippling increases in tax and national insurance. The meagre 5p cut to fuel duty has proved wholly inadequate and energy costs are due to rise even further this autumn. It is clear that the Government have run out of not only ideas but Ministers. Will the Minister commit to speaking to whoever holds the post of Chancellor this afternoon about taking immediate further action to tackle the cost of living crisis?
We have already acknowledged that there is a cost of living crisis, which was partly caused by having to spend £400 billion on getting us through the covid pandemic and by a European land war. Of course, we are doing everything we can to support people through these difficult times, which is why we are spending £37 billion on support for hard-hit households and why we have introduced a new 25% energy profits levy on oil and gas companies, which will raise about £5 billion of revenue that will also go to relieving the burden on families.

Commons ChamberWhat it shows is that the Welsh Government will have had a record increase in spend of around £2.5 billion over the next couple of financial years. What I can also tell the hon. Lady is that 603 additional police officers are being allocated for Wales, 479 have taken that opportunity and there are still 100 vacancies. As somebody who spent nine years as a special constable, I recommend to anyone who wants to serve their community that they should consider joining a police force in Wales.
English police forces are fully reimbursed by the Government for the cost of training police officers. In Wales, the Home Office has reimbursed only half the cost, leaving Welsh police forces with a shortfall of over £2 million. Will the Minister and the Secretary of State persuade their Cabinet colleagues to meet the historical funding shortfall in full, so that Welsh police forces are no longer penalised and are in future treated equally with English ones?
This is actually a quite complex problem, and far more complex perhaps than we have time for in this forum. The real problem is that the Welsh Government are failing to discuss with the Home Office how the apprenticeship scheme works. I urge the hon. Gentleman to talk to his colleagues in the Welsh Labour Government, get them to recognise the apprenticeships schemes and ensure that police officers are properly trained and police forces fully refunded.

Commons ChamberI think the hon. Member for Lincoln (Karl MᶜCartney) was trying to say that there would be an improvement to broadband if the train line was reopened. That is the only way his question can be connected to the lead question.
The Conservative manifesto promised gigabit-capable broadband to every home and business across Wales, and across the UK, by 2025. How does the Minister justify the levelling down in his Government’s so-called levelling-up White Paper, which now only states targeting 70% to 80% by 2025?
I hope the hon. Gentleman will agree that we have set some very ambitious targets. I certainly hope we are going to meet them, but I just point out once again that the number of homes connected to fast broadband has risen from just 11% to 47% in three years. I think that is an exceptionally good outcome. I can assure him that we want to see that figure continue to rise.

Commons ChamberMy right hon. Friend is exactly right. The Government recognise that potential issue, which is why, for example, £470 million has been provided to high energy users through a combination of compensation and exemption. It is a very real problem to which she refers, and one that is recognised and being dealt with by the Government.
High energy costs act as a disincentive for investment from international steel and other manufacturing companies and other investors, with the UK seen as a less favourable investment environment than other countries. Other countries with less dramatic price rises are putting in prompt measures to proactively support their industries, so why are this Government so slow to act? Can the Minister outline what discussions he is having with colleagues across Government to follow similar interventions to support the steel and manufacturing industries in Wales?
My right hon. Friend the Secretary of State and I have had, and will continue to have, a range of discussions with colleagues in other ministerial Departments as to how we resolve this problem, but the hon. Gentleman will surely recognise that we are making a revolutionary transition from high carbon emitting sources, such as coal and gas, towards renewable energy, such as wind, solar, and possibly nuclear, and that they do come with costs. They are more expensive. Members across the House will recognise the need to make that transition. The Government are leading that transition, and we are also putting in place schemes to support those who may face challenges as a result.

Commons ChamberThe 5% cut in VAT for the hospitality industry has been a boost to tourism businesses across the whole of the United Kingdom, including in Eastbourne, and it has certainly benefited many businesses that I have had the pleasure of visiting in Wales, such as the National Slate Museum at Llanberis, the zip wire at Penrhyn and Surf Snowdonia at Dolgarrog. There are fantastic opportunities to go on holiday to north Wales, to south Wales and even to Eastbourne as a result of the cut in VAT, and I hope hon. Members will take advantage of it this summer.
The Welsh Labour Government’s business support funding has been a lifeline to many Welsh companies throughout the pandemic. Indeed, there are businesses that have been able to stay afloat solely because of the emergency grants and loans that they have received, but this business support is under threat due to this Conservative Government’s determination to make decisions about post-EU funding here in Whitehall instead of working with the newly elected Welsh Government. Will the Minister urgently reconsider this approach to the ending of 20 years of Welsh decision making on these issues, in order that businesses can have confidence that these vital Welsh Government programmes will have the funding to continue in the future?
I welcome the point made by the hon. Gentleman, because it is absolutely true that the £3 billion that the UK Government gave in support to businesses in Wales has been hugely beneficial in ensuring that those businesses survived, along with the £8.6 billion extra that the UK Government delivered to the Welsh Assembly Government. That commitment of those billions of pounds demonstrates the enormous commitment of the UK Government towards Wales. I can assure him that the new shared prosperity fund and the levelling-up funds will continue to support Welsh businesses, and of course we look forward to working with the Welsh Government to ensure that those funds are well spent.

Commons ChamberDevolved Governments will be involved in the decisions, but so will the local Members of Parliament and local authorities, and I would have thought that the hon. Lady would support that. Only this morning, I read a fascinating article on that well-known website Liberal Democrat Voice, in which the leader of her council—a Liberal Democrat himself—called on the UK Government to step up and empower local authorities. That is exactly what we have done, so I look forward to being praised in the next edition of Lib Dem Voice.
The Tories have repeatedly claimed that Wales would not be worse off when EU structural funds come to an end, but the community renewal fund of which the Minister spoke is a shocking betrayal of that commitment. The fund’s value—£220 million for the whole of the UK—is a just a fraction of the £375 million a year that Wales was promised. Why are communities in Wales once again having to foot the bill for the Tories’ broken promises?
I am sorry to say that the hon. Gentleman, whom I greatly like and respect, perhaps has not been told that not only will the fund be there to enable access to the shared prosperity fund, but we will continue to receive European structural funding for the next three financial years at least. I looked this morning at the figures for European structural funds for Wales, and we will receive more on average next year than we have received previously, so there will actually be no loss of funding whatsoever as a result of coming out of the European Union.

Commons ChamberMy hon. Friend makes a very useful point. Any policy that allows members of the public to buy vodka but not baby food is patently devoid of common sense. By needlessly testing the public’s patience and sowing confusion, the Welsh Government have undermined this Government’s efforts to tackle the virus across the United Kingdom.
Following the Welsh Labour Government’s decision to introduce a firebreak lockdown in Wales, coronavirus cases have begun to fall across the board. At the time, the leader of the Welsh Conservatives described the 17-day lockdown as “unnecessary” and “disproportionate”, yet just days later, the Minister and his Welsh Conservative colleagues voted for a lockdown in England that is at least a fortnight longer and may last longer still. Will the Minister finally join me in welcoming the Welsh Government’s decision? Is it not time for him and his Welsh Conservative colleagues to put party politics to one side and support responsible actions to combat the pandemic that are in the interests of the people of Wales?
I can assure the hon. Gentleman that it is the UK Government who have been trying to put party politics to one side. That is why we have invited Ministers from the Welsh Government and the Scottish Government to come to the many meetings that we have been holding in order to develop ways to tackle this virus. The fact of the matter remains, as my right hon. Friend the Secretary of State has already pointed out, that cases are higher in Wales and testing is lower than that it is in England, so I urge the hon. Gentleman to do whatever he can to encourage the Welsh Government to work more collaboratively with the UK Government to tackle this virus.

On the point made that was made by the hon. Member for Cardiff South and Penarth, a telephone conversation took place last week between the First Minister and the Chancellor of the Exchequer; I am afraid that I cannot find the relevant part of my speech, but I know that that phone call happened. During that discussion, the First Minister indicated that he would bring forward this lockdown and indicated the date that it would start, and he asked for the financial support that the hon. Gentleman refers to. He was told very clearly that the Chancellor’s new scheme would apply on a certain date, and the Chancellor implored the First Minister not to bring in the lockdown on the dates proposed. The point is that the Chancellor and the First Minister had that discussion and knew each other’s position. The First Minister still decided to go forward with that lockdown, and therefore it is the First Minister’s responsibility to come forward with the proposals to support affected businesses in Wales.
I suppose there is one thing that we all agree on: a lockdown has an enormous impact on business. There is absolutely no doubt about that. It will cause people to lose their jobs and businesses to close—it will leave people worse off. We all agree on that, which is why we are arguing, to some extent, over how much money we can find to support those businesses. If we all accept that, we need to be careful before we introduce lockdowns.
The hon. Member for Cardiff North mentioned the science. The Government are following the science of people such as the deputy chief medical officer, Jonathan Van-Tam, who said—today, I think, or certainly earlier this week—that local lockdowns are working and are likely to be effective. The World Health Organisation said that lockdowns can be effective but should be used as a last resort. The Government have to take account of the fact that although a lockdown can temporarily suppress the number of people going into hospital, it will also have the impact that we all know about on people’s jobs and livelihoods.
In the long term, the inability to diagnose patients with things such as cancer will ultimately have an impact on lives. I was talking recently to a senior, established dentist in south Wales, who told me about the number of referrals each year for oral cancer, which are first discovered by dentists. Because so many dentists are now not operating, or are not operating the same service, fewer people are going to see the dentist. Therefore, fewer people are being referred for oral cancer consultations, and at some point in the future a number of people will lose their lives because of an undiagnosed form of cancer. That is absolutely inevitable; it is just not going to generate a headline.
A responsible Government must take account not only of what is going on here and now in the NHS with covid, but of what will happen in the longer term when people lose their jobs, or when they are not diagnosed as early as they should be for diseases such as cancer. It is a very difficult tightrope to walk. I do not envy anyone in the Department of Health or in No. 10, and I do not envy Mr Gething or Mr Drakeford; they both have a very difficult job to do and I do not doubt that they are doing their utmost. I certainly am not going to play politics or suggest that, because they are taking a slightly different course of action from that of the UK Government, they are doing something dangerous. However, we have a right to question what all of the Governments are doing.
As a Union of four nations, it is sensible to have that four-nation approach where possible, but clearly the virus is taking different directions in different parts of the country and there is a need to have that local—devolved or regional—response to things. Whether it is the Mayor of Greater Manchester or the First Minister of Wales, they are clearly in touch at a grassroots level with what is going on in their area. Does the Minister agree that in those circumstances, it is disappointing to hear the example that we have heard about today of the lack of contact between the Prime Minister and the First Minister, which at one stage meant there was something like three months or so without any contact between them whatsoever?
I do not accept that last point, because the First Minister would have been able to speak to the Prime Minister anyway, had he wanted to, and Welsh Government Ministers were dealing with UK Government Ministers on an almost daily basis. I would go as far as to say that, because at a lower level I was involved in the ministerial implementation groups, and I know that during lockdown they were taking place multiple times every week—I will not quite say every single day, but it felt like it. Every day, Ministers from each of the devolved regions were taking part in the decision-making process. I therefore cannot accept at all the argument that there was a lack of contact.
I am told that there were attempts by No. 10 to talk to the First Minister and that he cancelled one meeting, but I do not know the full ins and outs of that. However, I am absolutely certain that the First Minister would always have had access to the Prime Minister had he needed it, and he certainly has always had access to the Secretary of State for Wales. I know that they are talking on an almost weekly basis. It is inconceivable that the Secretary of State for Wales would not take a call from the First Minister; in fact, I am sure that has never happened.
The hon. Member for Merthyr Tydfil and Rhymney made the interesting point that it makes sense to have a regional approach, because the virus is breaking out in different ways across the United Kingdom; that is a fair comment. Of course, the same can be said within Wales. There are areas of Wales where the outbreak of the virus is far lower than in other parts of the United Kingdom. Therefore, he may feel that he needs to justify to a tea shop owner in Tenby why there is now a full lockdown taking place in half-term, at a time when that shopkeeper or that tea shop owner would have been hopeful of recouping some of the money that has been lost over the last six months.
I am conscious that the hon. Member for Islwyn (Chris Evans) must respond to the debate. By the way, he made an excellent speech. I am grateful for the comments he made and I am looking forward to the Henry VII trail that will take place. Of course, by the time Henry VII made that famous march across Wales towards Bosworth, we had already seen the hard border disappear; from the time of Owain Glyndŵr onwards, we have not had a hard border in Wales. Yet, as a result of decisions that are being made at the moment, I fear that it will come back again, which is not something that I, as a Unionist, wish to see.
For as long as this virus continues, the UK Government will want to support all parts of the United Kingdom, and if other Governments or local authorities in other parts of the United Kingdom want to take credit for the enormous help that has been offered, that is absolutely fine by me. I can assure hon. Ladies and Gentlemen here today that we do not want to play politics with this situation; we simply want to eradicate this virus and then get back on with the job of rebuilding Britain.

Commons ChamberThat is a very good question. Although the UK Government extend an open invitation to the devolved Administrations to take part in Cobra meetings and ministerial implementation groups, the same spirit of co-operation has not thus far been forthcoming. I was invited to one meeting by Welsh Government Ministers to discuss parts that were reserved to the UK Government anyway. We stand ready to accept the same level of co-operation from Welsh Government as we have always extended to them.
With cases rising across the UK, the First Minister has called for an extraordinary meeting of Cobra to discuss plans for a so-called circuit-break lockdown. The measures are already under active consideration in Wales and would be implemented by the Welsh Government if they need to be, but of course, any such measures are more effective if we apply them with a four-nation approach across the whole UK. Will the Government now listen to their own scientific advisers and the Opposition and agree to meet the devolved nations to discuss these specific proposals?
Throughout this pandemic, the Government have listened to a wide range of scientific advisers, some of whom will be advising circuit breakers, whereas others will be suggesting that measures are too strict. The Government have listened to all and tried to steer a course through the middle of this. They have listened to Welsh Government Ministers on numerous occasions, with more than 100 such meetings having taken place. We will continue to listen with an open mind and to follow the evidence.
