In fact, under the national funding formula that we announced last week in relation to starting the consultation on high needs, no local areas will lose out. Indeed, we have been able not only to do that but to ensure that the areas that have been underfunded will be able to gain up to 3% over 2018-19 and 2019-20.

Following the publication of the key stage SATs results on Thursday, we saw that whereas the national average pass rate was 54% and the Lancashire pass rate was 54%, the pass rate in my constituency was 47%. What steps are the Department taking to look at best practice in schools such as those in my constituency with a pass rate of 78%, and what can it do to help the schools that are underperforming?

7. What effect the formation of the new Government in Nepal will have on her Department’s programmes in that country.

My right hon. Friend the Minister of State for International Development visited Nepal in February, where he met with Mr Sushil Koirala, now the Nepalese Prime Minister, and assured him of the UK’s ongoing commitment to development. We will continue to support the new Government to improve the lives of the poorest people in Nepal.

Will my right hon. Friend please provide an update on her good works in Nepal so far?

It is clear that a new constitution is an essential step in ensuring political stability. The UK provided support to Nepal’s elections last year, and we stand ready to provide continued support to the constitution-drafting process. We are also encouraging the Nepalese Government and political parties to hold local elections, and that sits alongside the work we are doing on livelihoods and education and basic service provision.

T5. I congratulate my right hon. Friend the Secretary of State on the announcements on HS2 and the longevity of the railway system in this country. May I press her to find out what steps are being taken to open up access on the west coast main line link so that passengers from Carnforth can get to London?

As my hon. Friend may be aware, high-speed rail will enable capacity on the west coast main line to double, and Network Rail is now able to review the ability to use that released capacity to provide better services for constituencies across the country, hopefully including his own.
