I will go this far with the hon. Gentleman: my view, and the Government’s view, is that we need to push on with this sooner rather than later, but that we need to know the outcome of the discussions that my right hon. Friend the Prime Minister is having before we determine the exact timing of those future days of debate. Let me also reiterate that, as both the Prime Minister and my hon. Friend the Member for Worcester have said to the House, the Government regard the obligation, in the event of no deal being agreed, to make a statement in line with section 13 of the European Union (Withdrawal) Act as a solemn commitment that still stands.

Does the right hon. Gentleman agree that greater than the political crisis that has been created is the economic crisis? Already, in the last 24 hours, 2% has been knocked off the value of the pound. Is that not a reason to press ahead with the vote?

I am second to no one in wanting this issue to be resolved as rapidly as possible.

I refer the hon. Lady to the Prime Minister’s letter yesterday, which made explicit mention of our objective of securing trade access for our financial services and, of course, reciprocal rights for financial services firms based in other European Union countries. The hon. Lady temps me to speculate about a forthcoming negotiation; as she knows, that is not something I am prepared to do.

Small businesses in my constituency gained little confidence from the Prime Minister’s statement yesterday. We were promised debates in Government time on important issues affected by our leaving the EU, including workers’ rights and environmental protections, and on the effect on small businesses, yet they have not happened. Will the Leader of the House publish a schedule of debates in Government time on these important issues?

I can promise the hon. Lady that there will be numerous opportunities, particularly in the forthcoming parliamentary Session, to debate every aspect of our departure from the European Union.

As he has done previously, my hon. Friend speaks strongly about the continued existence of Christchurch Borough Council. He will continue to press the matter strongly with Ministers, and I am sure that his opportunity will arise in an Adjournment debate at some point.

Following a High Court judgment, the Government have to produce a new air quality plan by next month. Fifty thousand people a year die as a result of air pollution, which has an impact on my congested city of York. Even in Micklegate ward, we have five poor air quality hotspots. May we have debate in Government time about the steps that are needed ahead of the publication of the air quality plan so that we can have a real input into the Government’s plans?

The law is quite clear on this matter: we are still a full member of the European Union, and that means that all rights deriving from the free movement directive still apply in this country, and will do so until the date of exit. It is also the Government’s oft-repeated objective to ensure at the earliest possible stage of negotiations that we have a reciprocal agreement that guarantees the rights of EU citizens in this country and of British citizens in the other 27 member states.

May we have an urgent debate in Government time about the prospects of the 4.6 million people who are now self-employed and about those working in the gig economy? As we know, they have poor access to benefits, and they bounce along on very low incomes indeed.

All self-employed people who earn less than £16,250 will see a cut in their total national insurance contributions after the announcements made by the Chancellor yesterday. I would have thought that the hon. Lady would also welcome the fact that the new state pension will, for the first time, give self-employed people the right to accrue state pension rights that were denied to them previously.
