Where there is not free access to rehabilitation camps, for example, the British Government make it very clear that that must be provided, with proper access for NGOs and for others who wish to see them. Progress has been made in this respect. More NGOs have access than in the past, but it is not complete, and the right hon. Gentleman is absolutely right to raise the matter.
