It is important to recognise that we are investing a massive amount of money to ensure that the electrification brings about improved journey times. The Welsh Government have come up with some suggestions about how we might resolve these issues, and we will work with them collaboratively on that. Let us not forget, though, that this Government are making a massive investment in the railway system.

How is work progressing to develop the business case for the north-east Wales metro?

My right hon. Friend will know that we are looking at a host of different projects that will improve journey times for passengers in north Wales, such as the Wrexham to Bidston line. On the specific issue that he raises, we are looking at that across the board, including through the growth deal that we are developing at the moment.

It is clearly intended to proceed as quickly as possible. Connectivity between Wrexham and Merseyside is extremely important. I welcome, of course, the belated investment by the Welsh Government, but there is more to be done, and I think the hon. Gentleman and I are agreed on the need to look at electrification further north.

The funding of the northern hub in full and the many other transport announcements are incredibly welcome, and show an investment in the north’s transport infrastructure that was barely evident under the previous Government. Having taken four hours to get from Wrexham to Leeds, however, I would like the Secretary of State to make sure that north Wales will enjoy the benefits of that record investment.

The Halton curve is, of course, important in that it connects north Wales with the city of Liverpool, which is the most important economic centre in the region. My hon. Friend is also right that we need to make sure that connectivity is improved across the whole of the north of England.

The hon. Gentleman knows that I am always delighted to meet him to discuss rail matters. In fact, I invited him to a meeting only a few months ago to discuss the electrification of the Wrexham to Bidston line. I am entirely happy to keep meeting him.

Is there not a real danger that the economies of north Wales and northern England could be left behind if we rely solely on the existing north-south rail lines, which, by all predictions, will be full to capacity by the mid-2020s?

My hon. Friend is entirely right: it is a question not just of speed, but of capacity. In his area, journey times from Leeds to London will be reduced by about 60 minutes, which I am sure we would all welcome.

My right hon. Friend the Secretary of State and I have regular discussions with ministerial colleagues and Welsh Government Ministers to discuss a wide range of matters, including public services in Wales.

Given the reports of patients in Wales crossing the border for better health care in England, does my hon. Friend agree that the NHS in Wales is in need of reform and deserves proper funding as in England?

[Mr Jones]

Yes indeed. The Government are seeking in England to create an NHS that is fit for the 21st century and that gives greater discretion to professionals and choice to patients. By contrast, Wales increasingly has a one-size-fits-all health service that is falling behind the rest of the country.

My right hon. Friend the Secretary of State and I have regular discussions with ministerial colleagues and Ministers in the Welsh Government to support Welsh businesses.

My hon. Friend is correct. SMEs are the backbone of the Welsh economy and have long been so. Through our programme of reduction of regulation, we are easing the burden on SMEs and setting up new businesses. It is hoped that that will cause the sector to flourish in Wales.

[Stuart Andrew]

Does my hon. Friend agree that rises in interest rates would be catastrophic for the prospects of SMEs in Wales, and that maintaining our low interest rates could be at risk if we were to lose our triple A rating, making it more difficult for Wales to maintain its competitive edge when it comes to exports?

[Mr Jones]

Yes, my hon. Friend is entirely correct. This Government have had to take tough decisions on the economy. The fruit of that is that we have maintained our triple A rating and, as a consequence, this country is in a far better position than many of our competitors.

1. What recent discussions she has had with (a) ministerial colleagues and (b) the Welsh Assembly Government on big society initiatives in Wales.

My right hon. Friend the Secretary of State for Wales and I have discussed a wide range of issues concerning the big society in relation to Wales with the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd), who has responsibility for civil society, and Carl Sargeant, the Minister for Social Justice and Local Government in the Welsh Assembly Government.

I am grateful to the Minister for that reply. Will he comment on the important role that local authorities in Wales can play in encouraging the big society?

[Mr Jones]

Local authorities can do much to help roll out the big society. Smart and intelligent councils are already doing so by recognising that big society initiatives can complement services that they provide and vice versa. I recently visited Pembrokeshire, where many good neighbour schemes have been set up to provide help and support for individuals who would otherwise be isolated. Pembrokeshire county council has appointed a scheme co-ordinator who offers advice to groups that want to establish such schemes.
