The situation at BiFab is a culmination of a number of issues, the main one being the unwillingness of the parent company and majority shareholder, JV Driver, to provide working capital, investment or guarantees for the company. We are determined to secure a new future for the yards in Fife and the Western Isles, and we will explore options for the future of these sites and, through the new working group, work with the Scottish Government to strengthen the renewables and clean energy supply chain.

Does my hon. Friend share my disappointment at the SNP Scottish Government’s continued dogmatic opposition to nuclear power, despite the fact that in recent weeks it has been the leading source of zero carbon generation in the UK? Does he agree with me that the refusal to contemplate a replacement of the Chapelcross power station at Annan in my constituency is depriving the area of the high-quality green jobs from which it has benefited from the last 60 years?

It will come as no surprise that I do share my right hon. Friend’s disappointment. This Government believe that nuclear has an important role to play in reducing greenhouse gas emissions. Nuclear power stations provide the dependable, low-carbon power that is required to complement renewable energy to ensure a low-cost, reliable, diverse generating mix to meet our net zero ambitions for 2020.

I have always admired the hon. Gentleman’s consistency. Last week, when I appeared before the Scottish Affairs Committee, he said that he hoped I would not resign and that I would be in post for months and years.

Does my right hon. Friend agree that leaving the EU provides many opportunities for the businesses, communities and people across Scotland, not least for the fishing communities in places such as my constituency of Banff and Buchan when we leave the common fisheries policy and become an independent coastal state?

I absolutely do, and I always commend my hon. Friend for being such a champion of the fishing industry. Yesterday, I met the Scottish Fishermen’s Federation, which remains excited and upbeat about the prospect of Britain leaving the EU and the hated common fisheries policy.

It is obviously a matter of concern that welfare powers are being delayed, some of them until 2024. However, my hon. Friend may not know that this morning Derek Mackay, the Finance Secretary in the Scottish Government, asked for VAT assignment to be delayed until 2021. It does not seem to me that the Scottish Government are focused on taking on these powers; instead, they are focusing on their independence obsession.

How much funding for Brexit preparation has been received by the Scottish Government, and how much of that has been passed on to councils in Scotland?

The sum is in the region of £100 million. As far as I am aware, none of it has been directly made over to local government in Scotland, although I am sure that the Brexit Secretary and Mike Russell will discuss that topic when they meet in Edinburgh this morning.

My hon. Friend has become a powerful advocate for Scottish agriculture in this Parliament. He is correct. We have offered the Scottish Government the opportunity to join us in taking forward the UK Agriculture Bill and providing certainty for Scottish farmers. Instead, they prepare to play politics with Scottish farming and leave farmers with great uncertainty.

In line with the Prime Minister’s ongoing commitment to supporting the growth of the fisheries sector outside the common fisheries policy, may I ask my right hon. Friend what discussions he has had with the Prime Minister, the Department for Environment, Food and Rural Affairs and the Treasury about future financial support for the sector, and how best to progress with that and invest in the industry in Scotland?

It is certainly clear that the SNP does something to put people off coming to Scotland. I read last night that Boy George was going to be moving to Scotland, but the Scottish First Minister engaged with him this morning, and now we hear that he is not coming.

Will my right hon. Friend confirm that the Home Office and the Government in general have been engaging and will continue to engage with Scottish businesses on the consultation around the immigration Bill?

Yes, we will continue to engage. The White Paper is part of an engagement process. My hon. Friend, who is a great champion of the fishing industry, has already raised issues in relation not just to fishing vessels, but to fish processing.

As this is the last Scottish questions ahead of the 30th anniversary of the bombing of PanAm flight 103 over Lockerbie in 1988, I think it would be appropriate to place on record what I am sure all Members of the House will feel at the time; their thoughts and prayers will be with the families and friends of the 270 people who perished and every other person whose life has been affected by the events of that night.

The UK Government are fully committed to the Sewel convention and the related practices and procedures for seeking legislative consent.

It was extremely disappointing that the Scottish Government announced that they would not grant LCMs in relation to a number of Bills without even seeing the details of those Bills. The Healthcare (International Arrangements) Bill is an important one for Scots living abroad, and it would be totally unacceptable to put their treatment at risk, so I hope that the comments that Mr Mike Russell made the other day are perhaps an indication that they will not proceed with this politicking approach.

The Fisheries Bill is one of the Bills that my right hon. Friend referred to; it lays the groundwork for the revival of fishing in Banff and Buchan and all along Scotland’s coastline, and what is more, it confers new powers on the ScottishGovernment. I know that the Scottish National party’s policy is to take us back into the common fisheries policy, but does he agree that they should show at least some respect for coastal Scotland by working constructively and supporting an LCM for the Fisheries Bill in Holyrood?

Recent events demonstrate that there are no limits to what legislation or whose interests the SNP will play politics with. As my hon. Friend said, both the Agriculture Bill and the Fisheries Bill are important pieces of legislation for Scotland and ones with which the Scottish Government should be fully engaged.

Welfare is an area where there is a very good track record of the two Governments working together. We recently met in the joint ministerial group on welfare, which I co-chair, and we will do so again in the coming weeks. People in Scotland clearly want to see that, where the Scottish Parliament and Scottish Government are given additional powers, they use those powers.

Does my right hon. Friend share my concern that north-east Scotland, the heartland of the UK fishing industry, received just 15% of grants made by the Scottish Government under the European maritime and fisheries fund? Can he assure me that, as we leave the EU, he will work with the Scottish Government to ensure that the fishing communities in the north-east get the funding they need to make the most of the sea of opportunity?

I absolutely share my hon. Friend’s concern. As he has set out many times, as a champion of the fishing industry, it is of course the policy of the SNP Scottish Government to take Scotland right back into the common fisheries policy. It is our policy to leave the common fisheries policy but also to support the industry to take advantage of that sea of opportunity.

Last week’s publication of the fisheries White Paper was a hugely welcome step for an industry that is looking to capitalise on the benefits of leaving the EU. Will my right hon. Friend confirm that, during the exit negotiations with the EU, this Government will keep the issues of access to British waters for EU vessels and access to the EU market for British fish separate, as they must not be conflated?

That was an uncharacteristically quiet performance from the hon. Gentleman. I presume that it was aimed at achieving gravitas, but I will leave others to speculate as to whether he succeeded. I have not changed the devolution settlement, and the devolution settlement has not changed. The settlement, as achieved in 1998, was clear on the Sewel convention, and we are abiding by it.

Does my right hon. Friend agree that the people of Scotland want, expect and deserve their two Governments to work together constructively in the country’s best interests? Does he share my deep concern about SNP Ministers’ threats of non-co-operation? Does he also agree that the SNP will not be forgiven if it turns its back on its parliamentary responsibilities simply to pursue the campaign for independence?

Absolutely. It is abundantly clear from research and opinion surveys that the people of Scotland want their two Governments to work together constructively to deliver the best possible deal for Scotland and the rest of the UK as we leave the EU. I take seriously some of the comments that have come from Scottish Ministers about withdrawing from co-operation with the UK Government, but I hope that they have just been caught up in the excitement that SNP Members generated in the media yesterday and that, when cool heads prevail, they will come back to the view that it is best for the two Governments to work together.

Does my right hon. Friend agree that common frameworks in areas such as fisheries, agriculture, food labelling and animal welfare are crucial to ensuring that trade within the UK is not disrupted when the UK leaves the EU?

I absolutely agree. One of the first frameworks we want to agree is in the area of fisheries, because this Government want to take Scotland and the UK out of the common fisheries policy, exactly the opposite of the SNP.

My hon. Friend is always a champion for the businesses in the borders, and I can of course give him that reassurance. We are talking to producers in the borders, across Scotland and indeed across the UK to ensure that they can make the most of the opportunities around the world as we leave the EU.

Scottish seafood is rightly famous around the world. I was pleased that my hon. Friend could join me earlier this month when I met the Scottish Seafood Association to discuss the impact of the EU exit. As I said then, there are growing opportunities for the sector in Scotland, and I would of course be happy both to meet the fish processing industry myself and to encourage my right hon. Friend the Secretary of State for International Trade to do so.

I would be very pleased if, after tomorrow’s meeting of the JMCEN, we are able to bring forward an agreed amendment that can be tabled in the House of Lords. That is certainly the aspiration of the UK Government.

Last week, the Prime Minister met me and colleagues from our fishing constituencies around the UK, including Scotland. Does my right hon. Friend agree that the meeting highlighted how this Government are serious about realising the opportunity presented by Brexit, and reminded us that only this Government will take us out of the common fisheries policy?

Absolutely. Since his election to this place last year, my hon. Friend has been a powerful advocate for the fishing industry and the expressed wish of the fishing industry to leave the common fisheries policy, and that is what this Government will deliver for the fishing industry in Scotland.

The Joint Ministerial Committee (EU Negotiations) provides a valuable forum for the UK Government and devolved Administrations to discuss EU exit. We took an important step forward at the last meeting in October by agreeing a set of principles to govern the consideration of frameworks. Another meeting will be held next Tuesday, and I hope to see significant progress then.

As my right hon. Friend will know, fishing is a totemic industry in my constituency of Banff and Buchan, where there is real concern that the Scottish Government want to take Scotland back into the common fisheries policy. Can he reassure me that in all conversations and negotiations in the JMC (EN), he stands firm on taking Scotland’s fishermen out of the CFP, and keeping them out?

In his short time in this Parliament, my hon. Friend has already come to be seen as a champion for the fishing industry. I can give him an absolute guarantee: unlike the Scottish National party, which would take us straight back into the common fisheries policy, this Government will take Scotland and the rest of the UK out of that discredited policy.

I have regular discussions with Cabinet colleagues and Scottish Government Ministers on a wide range of issues, including fiscal policy across the UK, fisheries, and the oil and gas industry.

My right hon. Friend will know as well as I do the importance of the oil and gas industry in north-east Scotland. Considering the recent decision by the First Minister in Scotland to abolish the Energy Jobs Taskforce, will my right hon. Friend confirm that the UK Government remain fully committed to our North sea industries and will work with colleagues from the Department for Business, Energy and Industrial Strategy to ensure the brightest future for the oil and gas industries in the north-east of Scotland?

I absolutely agree with my hon. Friend, and I share his disappointment. Through challenging times, the broad shoulders of the UK Government have supported the oil and gas industry to the tune of £2.3 billion. We have invested in surveying the seabed, established a new independent regulator and invested in developing world-leading infrastructure, research and technology through the Aberdeen city deal. I, too, absolutely welcome today’s announcement on cod. I confirm that we will look to the industry to help shape its future. One thing is clear: this Government will take Scotland and the UK out of the hated common fisheries policy, but the SNP Scottish Government would take us right back in.

Will the whole Scottish fishing industry, including processors and catchers, have the opportunity to be represented in consultations on the design of the new fisheries policy?

I very much welcome my hon. Friend to this House as the MP for one of the most important fishing constituencies in the United Kingdom, for which he will be a strong advocate. As he knows, when I visited Peterhead I had the opportunity to meet processors, and I take on board fully their importance in shaping the future of the industry after the CFP.
