What I can tell the hon. Lady is that it is an issue of discussion that the Secretary of State and I are engaged with. We understand the importance of floating offshore wind in the Celtic sea and it will progress in due course.

8. What discussions he has had with the Welsh Government on the potential impact of the Restricted Roads (20 mph Speed Limit) (Wales) Order 2022 on the Welsh economy.

No sensible person would oppose a 20 mph speed limit where there is a case to be made on the basis of safety outside hospitals, old people’s homes or schools, but the blanket decision by the Welsh Government, which has been opposed by over 460,000 signatories to the largest petition in the Senedd’s history, is deeply unpopular, deeply expensive and completely wrong.

Given that more than 450,000 people in Wales have signed an online petition against the Labour Welsh Government’s blanket 20 mph roll-out, does my right hon. Friend agree that devolved Administrations across the United Kingdom should listen to the people and the communities they serve, rather than their own narrow centralised agenda?

I agree completely with what my hon. Friend says. The Welsh Labour Government need to listen to what people have said about this and they need to listen also to all those who are opposed to this ridiculous war on motorists, which is not just about a 20 mph speed limit but a block on any new roads being built and extra road charges.

First of all, I want to thank GPs for everything they are doing, particularly during the booster roll-out. As well as recruiting as many GPs as we can, we have 10,000 more nurses this year than last year and 25,000 more healthcare professionals altogether. There are more people now working in the NHS than at any time in its history, and because of our investment—the extra £36 billion that we are putting in—there will be even more, and I am afraid that the hon. Lady voted against that investment.

Q7. Following on from COP26, can my right hon. Friend confirm that maximising carbon capture and storage capacity across the whole United Kingdom is a priority for the Government—[Interruption.]—despite the doom and gloom, and words of rejection from SNP Members? Will he also confirm that the Acorn carbon capture and storage and hydrogen project in my constituency has a key role to play in this country’s future carbon capture and storage capacity targets to meet net zero?

My hon. Friend is quite right to champion carbon capture and storage, which has a great future in Scotland in spite of all the gloomstering of the SNP. The Scottish cluster remains on the reserve. We will continue to study it and, we hope, bring it forward in due time.

I am sure everybody in this House was concerned to read of the circumstances of that individual and the treatment she received. I accept that we need to do more in relation to our mental health services. That is precisely why the Government are putting more money into mental health; it is why we have introduced a number of programmes particularly focusing on the mental health of young people; and it is why we have reduced by 80% the number of people being detained in police cells because of their mental ill health. As I have said, we have increased the funding, but of course we need to do more. That is why we are pushing forward on further change. We are pledged to reform outdated mental health laws, and we have created targets to improve standards of care. I agree that mental health is important, and this Government are focusing on it and putting more resource into it.

Q6. Given the importance of the fishing industry across the whole United Kingdom, particularly in my constituency of Banff and Buchan, what discussions have the Government had with representatives of the fishing industry in the north-east of Scotland as part of the ongoing EU withdrawal negotiations?

I recognise the importance of the fishing industry to a number of parts of the United Kingdom, including, of course, my hon. Friend’s constituency. He is right to raise this point. The Government are engaging with a range of fishing stakeholders, including a meeting with the Scottish Fishermen’s Federation in July. We do value our fishing communities, and supporting them will be an important part of the action we take as we exit the European Union. We are working closely with the fishing industry. I myself met fishermen on a number of occasions across the summer and spoke to them about the industry. We are working with fishermen and others who have a stake in the industry to make sure that we get this right when we leave the European Union.
