How could anyone disagree with anything the hon. Gentleman says? I will certainly not disagree on this occasion. He described this wonderful woman brilliantly.

During the second world war, Dame Vera would sing to people using London underground stations as air raid shelters. The title of “forces’ sweetheart” came about after the Daily Express, backing the campaign, asked British servicemen to name their favourite musical performer. Of course Vera topped the poll. Her radio programme, “Sincerely Yours”, began in 1941, and included messages to troops serving abroad. However, after the fall of Singapore, the programme was taken off air for 18 months, because it was viewed—I mean, this is crazy!—as too sentimental, and it was thought it would interfere with the war effort.

Vera toured Egypt, India and Burma with the Entertainments National Service Association. In 1985 she rightly received the Burma Star for entertaining British guerrilla units in Japanese occupied Burma. How those young men must have enjoyed having a star like Vera appear among them, and what courage she showed to put herself in such a dangerous position. In her later years, Vera was a frequent performer at commemorative events such as VE day, and we see the royal family on the balcony enjoying every minute when Vera and others appeared. Her final public performance was in Trafalgar Square in 2005, where she made a speech and joined in with a few bars of “We’ll meet again”.

Her career was not finished there. In 2009, at the age of 92, she became the oldest living artist to make it to No.1 in the British album chart—I wonder what the Brits will be making of that at tonight’s awards. In 2017, the year of her 100th birthday, an album of her songs, which I have, with new orchestral settings and duets with many contemporary artists, was released. She was the best-selling female artist of the year—at the age of 100!—and received a lifetime achievement award at the Brit awards, which is taking place this evening. She was the first centenarian performer to have a top 10 album.

It is not just Dame Vera’s wonderful voice that should be commemorated, but the enormous amount that she has done for others less fortunate than herself. Many people will be unaware of all the marvellous work done by her two charities; the Dame Vera Lynn Children’s Charity and the Dame Vera Lynn Charitable Trust.

The Dame Vera Lynn Children’s Charity was established in 2001 to help children with cerebral palsy and other motor learning impairments and their families. I know that, in her own constituency, my hon. Friend the Member for Castle Point (Rebecca Harris) holds that particular organisation very dear. The charity has its origin in the announcement by Scope that it was no longer able to fund its School for Parents network, including Ingfield Manor, which was close to Dame Vera’s home in Sussex. The school provided early intervention services to support parents in raising pre-school age children with cerebral palsy, enabling the children to learn and develop physically, socially and emotionally.

Vera launched the Bluebird appeal to raise funds to save the school, and the charity continues to provide early intervention services as well as other activities, such as music therapy, swimming, sensory sessions and help for families. In the words of Dame Vera:

“Early intervention is key to helping young children with cerebral palsy and other motor learning conditions gain a solid base from which they can develop their independence and self-esteem in later life.”

So, Madam Deputy Speaker, what am I asking for tonight in this Adjournment debate? The Dame Vera Lynn Charitable Trust was set up in 1989 with her late husband, Harry. The main aim of the trust is to relieve hardship or distress among former members of the armed services and their families—another cause close to her heart. The trust has donated to many military charities, as well as giving money to other causes, such as children’s charities and, more recently, the national health service silent soldiers campaign. So, together with Dame Vera’s family, I am launching a campaign for a permanent memorial to one of the most loved stars that this country has ever produced. One place immediately came to mind for her memorial—the iconic white cliffs of Dover, immortalised in one of Vera’s most famous songs. In 2017, Vera raised more than £1.5 million to enable the National Trust to purchase 700,000 square metres of land immediately behind the cliff top. That amazing feat was accomplished within a week and is a tribute to her enduring popularity and her hold on the British public’s imagination.

The memorial will be a permanent reminder to future generations of what this marvellous lady accomplished and how much she was loved. The project has the backing of my hon. Friend the Member for Dover (Mrs Elphicke), who is the vice-chairman of our committee, so, if something happens to me, she is standing ready to take over. Most importantly, it also has the backing of Dover District Council, and what a wonderful council it is. It is what I call a “can-do” council. It is so helpful and so proactive. I just could not be more pleased with its welcoming of this scheme.

After an initial site visit to the cliffs in April to find a suitable accessible home for the sculpture, the committees got to work. The most impressive and relevant site and one that has captured the spirit of Dame Vera is a proposed open-air amphitheatre or bowl overlooking the harbour and the white cliffs, which is such a wonderful idea. This project will provide a venue for concerts, theatrical productions and military events in a stunning natural setting. The memorial to Dame Vera will be at the heart of the plans, and her musical legacy will live on in the enjoyment of visitors and audiences for many years to come. You can see it now, Madam Deputy Speaker: there she will be, presiding over the bowl and looking over the channel. It is just wonderful. People talk about statues and memorials. The team have come up with such a wonderful scheme—I cannot take any credit. I intend to visit the proposed venue this Friday to see for myself how the site could be landscaped to provide the best possible setting.

The people of Dover—I do hope my hon. Friend the Member for Dover will catch your eye, Madam Deputy Speaker—have taken Dame Vera to their hearts. There will be an enormous sense of pride in the memorial, which will cement the link between Dame Vera and the town. I have no doubt that the amphitheatre and memorial will prove to be a popular destination for visitors from all over the world and a magnificent venue for artistic and musical performances. In fact, I must say to my hon. Friend that, when Southend becomes a city, we can have an event at the end of the pier, and I can see us linking up together—it is just wonderful. I can see musical performances as well as acts of commemoration —my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) will enjoy this—for the armed forces. I am sure Vera would have loved the combination of her two great loves: music and her boys.

The renowned sculptor Paul Day, whose work includes the Battle of Britain memorial on the Embankment and the Queen Mother’s memorial, will create the sculpture, and the initial sketches promise a stunning design that he hopes will tell Vera’s story. He will be involved at every stage of the bold project—I think a documentary will be made—so the memorial and the setting will form a cohesive whole and a fitting commemoration of Vera’s life and work. The memorial will be paid for by donations and public subscription, so I, as a politician, will not be making the public appeal; I am just sort of chairing it all. I have no doubt that the British people will want to see Vera commemorated in a fitting manner that everyone can enjoy.

The campaign will go live on 18 June—the first anniversary of Dame Vera’s death. An application to set up a charitable trust to collect the donations has been sent to the Charity Commission and is being dealt with right now. I very much hope that all the necessary paperwork will be approved in time for the launch on 18 June. The campaign launch video will feature contributions from Katherine Jenkins OBE, Sir Tim Rice, Sir Paul McCartney and Anthony Andrews, each of whom has been touched by Dame Vera’s life in some way. Katherine Jenkins has sung many of Dame Vera’s songs, interpreting them for a new generation. Anthony Andrew’s father was a musician, arranger and conductor at the BBC and played the trumpet on many of Dame Vera’s radio performances. There will also be a few surprise contributions, but hon. Members must tune in on the day to find out who they are.

I think all hon. Members would agree that Dame Vera Lynn is one of the most iconic and best loved personalities of the last century.

As the son of a D-day veteran, I wish to wholeheartedly endorse my hon. Friend’s suggestion of creating a memorial to Dame Vera Lynn. During this country’s darkest hour—darker even than the wicked pandemic that we have had to endure—she helped to maintain our nation’s morale as we fought, alone for a period, in a battle for national survival against Nazi tyranny. She kept up the country’s spirits and those of all those who were fighting in the armed forces, including my own father. He cannot be here, but if he were, he would be thoroughly encouraging my hon. Friend in everything he is doing. This is an incredibly fitting tribute to a remarkable woman and, as my hon. Friend’s parliamentary friend and neighbour, I wish him Godspeed.

I have no doubt at all that my right hon. Friend’s late dear father is looking down from heaven now, full of pride in his son and the tribute that he has just paid to Dame Vera Lynn. I really thank my right hon. Friend for his support.

Vera is one of the most iconic and best loved personalities of the last century. I do not understand celebrities any more, but to me she was a true star in the old-fashioned meaning of the word. She was never one to court the limelight offstage, preferring to maintain her family’s privacy wherever possible. However, she gave so much of herself to the people of this country that I believe it is only fitting that the country should give something back to commemorate such a wonderful lady.

It is no exaggeration to say that since this Adjournment debate was announced, I have been engulfed by all sorts of animal charities wishing me to raise their plight in what is a very short debate. It is not possible to mention them all, but their excellent Members of Parliament will certainly do that. My hon. Friends the Members for North Norfolk (Duncan Baker) and for Dudley North (Marco Longhi) would like to catch your eye for a minute each, Madam Deputy Speaker, although they understand that the point of these debates is to allow the Minister some time to respond to the point that is being made.

My right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) is very concerned about animal charities in his constituency. My hon. Friend the Member for Rochford and Southend East (James Duddridge) has Adventure Island in his constituency, and there is a wonderful charity there. My hon. Friend the Member for Thurrock (Jackie Doyle-Price) has some animal welfare interests in her constituency; she is very concerned. My hon. Friend the Member for Castle Point (Rebecca Harris) has Acres Way in her constituency, and she is very concerned about animal charities too.

The coronavirus pandemic has undoubtedly changed all our lives. In the long list of businesses, individuals and organisations that have been negatively affected by coronavirus, charities can often be overlooked—especially animal welfare charities. Charities in Southend and the rest of the country work tirelessly throughout the year to provide essential support to those who are most vulnerable and are often unable to help themselves. Animal charities do much of the same work, but instead care for animals that are unable to help themselves. It is up to Members of Parliament to seize the opportunity to speak for them. It is those types of charities that this debate will focus on.

Animal charities have been somewhat ignored during the coronavirus pandemic, and as a result they have suffered greatly, and so have the animals in their care. Animal rescue and care teams are being stretched to their absolute limits. As an industry, animal charities care for all animals, not just cats and dogs. Farm animal sanctuaries and equine charities, for example, are as important as the charities that focus on caring for more traditional pets. No charity should be discriminated against when it comes to financial support because of its size or the animals it cares for.

Animals, and especially pets, have become very important during the coronavirus pandemic. There has been a surge in the number of households with pets. Many who purchased a puppy during the pandemic agree that their dog was a lifeline in the lockdown. Although having a pet in the house during the lockdown is an attractive idea to many, as it can inject a new sense of life and optimism into the home, not everyone knows what looking after an animal entails. When households rush into buying an animal, and subsequently fail to look after it properly, it is the animals that suffer. According to a survey undertaken by the Kennel Club between March and June last year, 38% of breed rescue organisations saw zero dogs come into their organisations. That could be because dog owners were apprehensive about going to a breed rescue because of lockdown rules.

Many households may not be reporting animal cruelty as much because lockdown prevents them from witnessing it, and they may not be returning pets because they cannot leave their homes, but that does not that mean that animal cruelty is not happening. As such, it is very important that lockdown restrictions allow people to relinquish their pets if they cannot meet their welfare needs.

Does my hon. Friend remember, some years ago, jointly opening with me the Dogs Trust Essex rehoming centre at Nevendon? It was a multimillion pound investment, and its sole purpose is to rehome those dogs who, unfortunately, have not been cared for as they should have been. Does he commend the Dogs Trust and everything it does?

I absolutely do. The wonderful Dogs Trust provided us with two rescued pugs. While I think of those good old days in Basildon, we also have the horse rescue centre there. I am pleased to see my hon. Friend the Member for West Dorset (Chris Loder) in his place. I am sure he has interests in animal welfare in his constituency as well.

The main problems for the animal charities as a result of coronavirus can be broken down into two main categories: they have less income and they have fewer employees. The Royal Society for the Prevention of Cruelty to Animals estimates the financial loss across the animal welfare sector last year to be £101.4 million. Those charities have seen significantly reduced income due to Government restrictions to curb the spread of coronavirus resulting in shops being forced to close and face-to-face fundraising events not being allowed. While individual givers remain eager to provide whatever support they can, personal finance worries have affected how much they can afford to donate. While this problem has affected all animal charities, the smaller ones—that is what I am really speaking about—are particularly worried as, more often than not, they do not have access to reserve funds or a big organisation behind them.

Despite the charities’ reduction in income, the number of animals needing care and attention has not decreased and, as they experience a reduction in income, they are forced to make difficult, heart-breaking cost-saving decisions. I have spoken to many animal charities, all of which have been appreciative of the coronavirus job retention scheme and have tried to furlough their employees instead of letting them go permanently. However, I say to my hon. Friend the excellent Minister responding to the debate that, unfortunately, they have lost much of the voluntary force they rely on so heavily for support.

That, however, is just the negative effects of coronavirus on the charities’ business side. The coronavirus pandemic has also introduced massive problems for animals as a result of the charities’ loss in income and staff, but unfortunately the virus’s effect on animals has been largely forgotten. It is important to remember that animals are dying as a result of a lack of care caused by the pandemic. Because of a lack of income, charities that care for sick or injured animals with the aim of rehoming them or supplying subsidised veterinary care have not been able to purchase as much food or medicine as normal or house as many animals. More animals are therefore left to fend for themselves without access to the essential care they would have had before the pandemic.

As a result of having fewer staff, charities have had to limit the help they can give to animals and alter the way in which they care for them. The RSPCA, which is a wonderful organisation, and Lady Stockton is a wonderful trustee, had to switch to emergency calls only, and it stopped its 24-hour inspectorate cover. That again meant that charities had less range and scope to deal with new cases, and many animals were left unattended without help. With the sudden rise in demand for pets, and unfortunately the increase in the number of households unable to properly care for their pets, there is extra pressure on animal charities. These charities have had to do a lot of damage limitation that they had not previously needed to do on such a large scale and in such a short time. That has meant that these charities have had to reduce the amount of work they can do on new cases of animal abuse.

The development of behaviour problems in pets and animals as a result of the pandemic is not as widely reported, but can have long-lasting health impacts on animals’ lives. According to the RSPCA, owners who reported that their quality of life was poorer also had dogs with a lower quality of life. My right hon. Friend the Member for Rayleigh and Wickford mentioned the Dogs Trust; it similarly reported that many owners found increased incidents of clinginess and attention-seeking behaviours, as well as behaviour associated with fear or frustration.

With many dog trainers unable to operate because of the coronavirus restrictions and facing many financial hardships, the behavioural issues that dogs have begun to exhibit cannot be quickly dealt with. One in five respondents to the Kennel Club survey are worried about the lack of training for their puppies, which they have not received due to lockdown restrictions, and a quarter are concerned about future behavioural problems, such as aggression with other dogs once we return to normal. That could potentially result in an increase in the number of dogs surrendered to animal rescue charities following the pandemic, due to behavioural issues, and increase the strain on animal charities further in the long run.

The voluntary sector and animal charities are in a constant state of financial uncertainty. I am very grateful for the Government support that has relieved some of the financial pressure and enabled charities to continue to carry out essential work. However, as always, more needs to be done. The pandemic has financially ruined those charities for close to a year now, and it will have a long-lasting negative effect on animal welfare issues in the future. Too many animal welfare organisations were not eligible for support by the frontline charities relief fund in April 2019, and have therefore received no direct support other than that available through a wider scheme. One consequence of that was that a parliamentary petition, e-petition No. 314968—“Include animal charities in emergency funding due to the coronavirus pandemic”—was launched. The Government responded in July, acknowledging that the animal welfare sector had faced serious challenges, and stated that they were exploring how those challenges could be alleviated.

I say this to my hon. Friend the Minister: I do hope that the Government act on their statement and are ready to quickly implement support packages to alleviate animal charities’ financial worries and enable them to continue to carefully care for animals. There should be support packages targeted at specific charities within the animal charity sector. That is particularly important for equine charities because, as the RSPCA revealed, 79% of equine organisations only had funds for six months or did not know how long those funds would last. Battersea plans to publish a second report in 2021, which will look at the longer-term financial and social impact of the pandemic on animal welfare and the organisations that exist to protect animals. I truly hope that the Government co-operate with those charities and implement their suggestions.

As a patron of the wonderful Conservative Animal Welfare Foundation, I believe that Ministers and the Department need to work with the animal welfare sector to help prevent a significant increase in demand for rescue services this year. Part of the work should cover issues such as puppy farming, puppy smuggling and the unscrupulous selling of puppies and kittens by third parties, which are increasingly relevant given the sudden increase in demand for pets.

Zoos are also a crucial part of animal welfare in this country. I was privileged to visit Chester zoo not so long ago and see the wonderful work that they are doing there; of course, we see their wonderful programmes on TV. Zoos undertake charitable work and have extensive welfare and treatment programmes for sicker injured animals. Throughout last year, zoos and animal sanctuaries were closed and then told that they could reopen and then forced to close again. That is a terrible challenge for them. Opening a zoo on such a large scale, only to have to close again, uses a lot of money, time and resources that could be better targeted at directly caring for animals. I also think of our zoo in Colchester. In an already suffering industry, zoos need governmental support to make up for lost ticket revenue. The charity Four Paws was hit especially hard when it had to close its animal sanctuaries worldwide. Without the ability to fundraise on a large scale, essential welfare services will inevitably decrease and so will the level of care that the animals receive. Many zoos and animal sanctuaries are outside, and with proper coronavirus safety measures put in place, such as mandatory face coverings, one-way systems and time slots, they can reopen safely. Keeping our zoos shut is reducing the amount of charitable work that zoos can undertake and reducing the quality of care that they can give animals. Whether or not zoos are able to reopen soon, they need financial support to purchase essential medical supplies and to feed the animals.

The zoo support fund was warmly welcomed by the zoos and animal sanctuaries that matched the eligibility criteria, but, according to the British and Irish Association of Zoos and Aquariums, only 26 out of 300 zoos in England have been successful with the fund. That is ridiculous. Unspent funds must be redeveloped into a more accessible support mechanism for the sector, so that all zoos can benefit. A parliamentary petition, e-petition No. 308733, on providing financial help to zoos, aquariums and rescue centres during the pandemic, which received more than 135,000 signatures, was debated in June last year. The Government said that they were keeping the situation under close review. Now that the situation has changed due to the added restrictions, I hope that the Government are intending to increase the support for zoos.

In conclusion, while coronavirus has undoubtedly created unprecedented problems for multiple industries, including the animal welfare sector, it has provided an opportunity to address key animal welfare issues concerning the link between wild animals and the spread of zoonotic diseases. This should prompt a much-needed reconsideration of our relationship with animals. This pandemic may be all about our relationship with animals. Incarcerating animals in cage systems on factory farms provides the ideal breeding ground for dangerous new strains of the virus. We have all been appalled by the huge culling of 17 million mink on industrial fur farms in Denmark over fears of a mutated form of coronavirus. Without extensive support measures directed at animal charities, the problem will continue to occur and animals will continue to suffer long after the coronavirus pandemic is over and we return to normality. We rely on our wonderful voluntary industry to selflessly help those more vulnerable than us. We must not forget about the animals. We need to ensure that animal charities have the resources and the finances to look after animals’ welfare. Now is the time to set out a new vision and a compassionate way forward.

I was shocked to read in the evening Echo that, apparently, a new super council is to be created in Essex and that everybody had been told about it. I certainly had not heard anything about it, and I am one of the local Members of Parliament. Apparently, the leader of Essex County Council had a meeting with the chief executive of Southend-on-Sea Borough Council. They had a discussion but apparently she was not able to answer any questions. I am not surprised. There are many questions I would like to have answered, because this seems like a white elephant.

It is a white elephant, but what is worse, it has been cooked up in private for two years by six council leaders—six chief executives. The Essex MPs are against it and did not know. So are all the back benchers on the six councils. The whole thing is a farce.

It is disgraceful. I want to know where this new super local authority would be and who would be running it. There are so many questions. We already have the police and crime commissioners, who are paid a bit more than Members of Parliament, with their layer of bureaucracy. The last thing I want is another layer of bureaucracy with this new super council and the break-up of Essex County Council. So I hope the Minister will reflect on what my right hon. Friend and I have said about this issue.

I want to praise Southend-on-Sea Borough Council’s registry office and, in particular, the chief registrar, Nicole Rogerson, who has done a marvellous job, and I am delighted that Matthew and Louise will be getting married on 18 July at Porters lodge in Southend—well done to them.

I am getting lots of complaints about parking and speeding in Southend, and, extraordinarily, Southend council is not having any meetings at all to regulate those things. I am not mad keen on cycling and I am sick to death of people riding their bikes on pavements, so I very much want the Government to do something about that issue. I love Old Leigh, where we have wonderful retail outlets, but to have another licensed bar there is totally unacceptable, and I hope the Minister will have a review of licensing laws. On council tax, money is very tight. This year our council tax went up by 3.99%. I do not know whether the Government are thinking of a freeze next year, but it would be very welcome. I was delighted with the stamp duty changes announced yesterday, but in Southend we have a particular problem with leasehold properties in the Ekco Park development. I wonder whether the Minister will look at that issue. Homelessness is obviously a crisis in so many of our constituencies. I pay tribute to HARP and Off the Streets for all the work that they have done. Will the Minister commit to review the guidance for social housing waiting lists, to ensure that those most in need are prioritised?

Many Members are fed up with illegal Traveller sites. We have had umpteen meetings with Ministers about this issue. The point has been reached where we really need some action.

Finally, I think we need to be cheered up. Next year the Duke of Edinburgh will be 100. The year after, Her Majesty the Queen will have been on the throne for 70 years. We need a city status competition, and what would give the nation greater pleasure than Southend being declared a city?

Thank you, Madam Deputy Speaker, and Mr Speaker, for granting me this Adjournment debate and thus providing me with an important opportunity to try to hold the Sanctuary Housing Group, which I regard as a highly dysfunctional organisation, to account. As you will soon hear, Madam Deputy Speaker, my remarks have been born from over a decade of frustration in trying to deal with these people as a local MP. To put it bluntly, I have well and truly had enough.

To begin with, Sanctuary has consistently provided a poor maintenance service to many of my constituents over a period of many years. I have had numerous complaints from Sanctuary tenants about shoddy workmanship, missed appointments and a generally off-hand attitude towards them when they complain. To give just one example, a constituent contacted me a few years ago to complain about a broken lift in one of Sanctuary’s sheltered housing units. My constituent put it in an email:

“I’m writing to complain about the fact that our lift has not been working for the past 10 days, effectively trapping my disabled wife in our first-floor flat. Today, I spoke with the Scheme Manager, who advised me there is no confirmed date for when this problem will be resolved. He also advised me that the service company assessed the lift a month ago and advised Sanctuary of repairs that needed to be done, and the lift broke down three weeks after it was assessed… My wife has been trapped in the lift in her wheelchair six or more times. Sanctuary has known there are issues with the lift and has not responded adequately.”

That is but one example of the poor level of service that Sanctuary provides, but I could spend hours reading very many others into the record. The company’s record is so poor that in March this year it was the subject of an absolutely scathing Channel 4 “Dispatches” documentary entitled, “New Landlords from Hell”. To try to summarise a half-hour documentary in one sentence, I would say that the group’s record is truly shocking. In many instances, it shows a complete disregard for the welfare, or even the safety, of its tenants. Sanctuary’s so-called board of directors should watch the documentary and then hang their heads in shame. Anybody who wants to know more about this organisation should watch the programme. I suspect they will be appalled, just as I was, by what they see.

It is not as if Sanctuary is a small or under-resourced organisation. I have carefully read its latest annual report. It currently has total assets under management in the order of £4 billion. It is one of the largest registered social landlords in the United Kingdom, with about 100,000 properties currently under management. It is, supposedly, a not-for-profit organisation, yet it made an operating profit of just under £200 million, as recorded in its 2017-18 accounts. The group’s previous chief executive served for some 27 years, but has recently been replaced by a new chief executive, Craig Moule, whose total annual remuneration, including pension contributions and so on, is now in the order of half a million pounds.

Yes. By comparison, the CEO of L&Q—London and Quadrant Housing Trust—earns about £350,000 in total, the CEO of the Peabody Trust is on about £279,000, and the CEO of Genesis Housing is on approximately £250,000.

Despite previously asking Sanctuary officials for a meeting, I have not yet been offered an audience with the new chief executive, which is a shame, because the first question I would like to ask him is: “How can you justify a salary over three times greater than that paid to the Prime Minister?” I cannot countenance how someone running, essentially, a public sector organisation could be paid such a vast amount for presiding over such chaos.

To give the Minister some idea of the history of all this, I first came across the group some years ago when Rochford District Council decided to transfer its social housing stock to a new registered social landlord established for the purpose, called Rochford Housing Association. The tenants voted in a ballot to transfer to the housing association, which was then shortly taken over by a regional housing association called Hereward, and then in turn by a national organisation, Sanctuary. So I have been dealing with RHA/Hereward/Sanctuary for over a decade as the local MP.

Crucially, the original manifesto for the transfer ballot contained a commitment to build up to 50 additional units of affordable housing a year to assist the council with addressing its housing waiting list. Specifically, the manifesto—I have a copy here, because I saved one—said the following under the heading, “New affordable housing to meet local housing needs”:

“Tenants and the Council have said they want to see new homes in the area for future generations and the Council is committed to working with Housing Associations to provide affordable housing to meet local needs.

Rochford Housing Association working with Hereward Housing will aim to provide at least 50 new affordable homes each year in the Rochford District.”

That was the promise to the tenants before they voted to transfer. Sanctuary took over that commitment when it absorbed Hereward and promised to honour it when that entity became part of its group, but it has come absolutely nowhere near doing so.

I have had multiple meetings with Sanctuary down the years to try to persuade it to honour that promise, not least to alleviate the considerable pressure on Rochford’s housing list, which has sometimes, unfortunately, meant that the council has had to place families, including those with young children, in highly unsuitable bed-and-breakfast accommodation in nearby Southend.

The salaries are absolutely obscene, just like those of senior members of the BBC. My right hon. Friend might be interested to know that someone in my office suffered under these people as a student. Does he agree that, as we look to build a new town somewhere in Essex, these are the last people we want to get their hands on anything we might pursue in meeting our housing needs?

My hon. Friend is absolutely right. As I will demonstrate, it is difficult, I am afraid, to believe anything that this group now says. As we have a Housing, Communities and Local Government Minister sitting on the Front Bench, I will take this opportunity to absolutely endorse my hon. Friend’s long-standing campaign for Southend to be made a city. I hope the Minister will take that back to the Department.

I have had a number of meetings with Sanctuary’s head of development, Mr Chris Cole, which have taken on an almost ritualistic aspect, with him repeatedly reading out a list of major housing developments that Sanctuary is either going to be involved with or to develop itself, hardly any of which—with the exception of some very small developments and one development at Canewdon—ever come to fruition.

Sanctuary absolutely assured me several years ago that, to make up its backlog, it would bid aggressively for the social housing component of three large developments in the Rochford District Council area known as Hall Road in Rochford, Rawreth Lane/London Road in Rayleigh, and Malyons Farm in Hullbridge. In each of those instances, despite the company’s £4 billion of assets, it underbid and did not secure the RSL element of any of those developments, which would have represented well over 100 houses in each of the three cases. Basically, Minister, these people talk a good game to your face, but then completely and utterly fail to put their money where their mouth is. That is totally unacceptable on their part.

Moreover, Sanctuary has acquired, or sought to acquire, a number of high-profile brownfield sites across the district, which it has been promising to build on for years. However, in the vast majority of cases, it has not laid one brick on top of another to this day. To take just one example, when I met Mr Cole on Friday 10 May in Sanctuary’s local offices in Rochford, he sought to assure me that Sanctuary was “actively on site” on the old Bullwood Hall Prison site, which was closed some years ago and is now a classic brownfield site. Sanctuary obtained planning permission to build there over a year ago. Quite by chance, and unluckily for Mr Cole, I visited the site the weekend prior to our meeting, and I was therefore amazed when Mr Cole attempted to persuade me that the company was actively building houses there. Even when I told him to his face that I knew it was not, because I had been there and seen that it was not, he still tried to tell me that it was. The Minister is shaking his head. I mention this vignette deliberately, because it is absolutely typical of the dismissive way in which Sanctuary treats elected representatives.

Let me say as an aside that I recently spoke to the Chairman of the Public Accounts Committee, the hon. Member for Hackney South and Shoreditch (Meg Hillier), who, for the avoidance of doubt, has not seen my speech and is not party to it. She mentioned to me in passing that she, too, had had unsatisfactory experiences with Sanctuary, but that unfortunately, because of its constitutional status—I shall say more about that in a minute—it was not subject to the remit of the Public Accounts Committee, the most powerful Committee in Parliament. That raises all sorts of governance issues, to which I shall return shortly.

Because of Sanctuary’s appalling record of not keeping to its commitments, the dispute came to a head several years ago when it agreed to sign a “deed of variation, determination and collaboration” via which it undertook to raise its game and make up the considerable backlog of houses to meet the original commitment of 50 a year. I have here a letter, dated 27 July 2016, from a lady called Emma Keegan, who was at that time Sanctuary’s local managing director. It states, clearly and unequivocally:

“At the forefront of Sanctuary’s commitment is to build homes in Rochford. Part of that is a contractually binding requirement for Sanctuary to deliver the 50 homes a year referred to in the original agreement. Taken over the ten years of the agreement, this will require Sanctuary to build 363 more homes. If we fail to do so the local Council will receive £10,000 for each new home below the target figure of 363, up to a maximum payment of £1 million. This reflects our confidence that we will make good this commitment. We have a development team focused solely on this ambition with commercial resources at their disposal.”

I submit to the Minister that that could not be any clearer, but Sanctuary never got anywhere near it. Time after time, it has failed to develop schemes and has given a whole litany of excuses, including desperately trying to blame Rochford District Council for not giving planning permission, suggesting that it was the council’s fault that the houses had not been built and the target—which, incidentally, was due to be met by March 2018, a year ago—had not been delivered.

When I met Sanctuary representatives in May, I raised that issue and was told quite forcefully by Chris Cole that Rochford District Council had “let us off’ the payment because the council had admitted that the planning delays were its own fault. I double-checked that with Mr Shaun Scrutton, the council’s managing director, at a meeting in his office on Friday 5 July. He categorically denied that Rochford had been responsible for any major planning delay and absolutely insisted that it intended to pursue Sanctuary for the outstanding amount and was considering legal action. He said to me, “I will be having a meeting with our legal team on Monday morning.” Both those men cannot be right, and, to put it mildly, one of them must at least be badly mistaken, as the two positions are poles apart.

Part of my purpose in initiating this debate was first to shame Sanctuary into coughing up the million quid that it owes my local council, and secondly, as well as arguing for the money, to argue that it should go on to build the affordable houses that it promised to build in the first place. In short, this is a housing association that, incredibly, seems reluctant to build houses, particularly if that will cost it any money. I read in the newspapers that we have a housing crisis in this country. With registered social housing landlords like Sanctuary, is it any wonder? Basically, these people are a joke, but one that is no longer funny, particularly for those who are living in bed-and-breakfast accommodation as a result of their absolute indolence.

Let me give one further example. Sanctuary assured me that it would build up to 100 properties in a site in Rayleigh known as Timber Grove, and that it was actively acquiring the site for that purpose. When I double-checked a few days ago, it had still not bought the site, which has lain undeveloped effectively for several years. That is just another example of it being extremely difficult to believe anything that the company now says based on bitter experience of a decade of repeatedly broken promises; it is that bad.

That brings me on to my wider point about the regulation of housing associations. There are good and bad registered social landlords in this country; for instance, one of the other housing associations active in my constituency is a locally based one called Chelmer Housing Partnership or CHP. If I speak as I find, I personally do not recall ever receiving a single complaint from any of my constituents who are its tenants about the management of a CHP property, although in fairness, the very good new leader of Rochford District Council, Councillor Mike Steptoe, tells me anecdotally that he has had a few complaints about CHP, which has the RSL component at the new development at Hall Road that I mentioned a few minutes ago. In any event, it is a matter of fact that housing associations, some of whose chief executives are extremely well paid—far more than the Prime Minister—are not even subject to freedom of information requests. In short, they are neither fish nor fowl—neither wholly public nor wholly private—and that leads to serious questions about who is really in charge. Partly based on my experience with Sanctuary, I wish to raise with the Minister the serious question of the governance of the sector in general.

There is a lack of an effective regulator to hold housing association boards to account and to make sure their tenants receive the kind of service for which they pay their rent. I would, therefore, like to press the Minister specifically and ask him whether the Department has any proposals to change the governance of housing associations and, in particular, whether it has any plans to bring in any form of new regulator, perhaps focusing on governance and customer service, to try to keep housing associations up to the mark. For the avoidance of doubt, there are some very good registered social landlords in this country, but there are also some very bad ones, and Sanctuary is probably the worst of the entire lot.

This is a sorry tale of an extremely badly run organisation, which does not keep its word, which obfuscates and delays, treats publicly elected officials with open contempt, and threatens to bring its entire sector into disrepute. Just as Persimmon Homes has given the private house building sector something of a bad name in recent years—I do not believe the sector really deserves that and I note in passing that the new chief executive of Persimmon, David Jenkinson, is attempting to do something to address it—I believe that Sanctuary threatens to give the whole housing association sector in this country a bad name. That would be a shame, because many RSLs do very good work to provide decent, affordable homes for our constituents to live in, and it is important to put that on the record.

I very much hope therefore that when the board members of Sanctuary read this debate, as I suspect they may, they will take radical action to address their woeful underperformance. I hope they will sack the hopeless Mr Chris Cole and specifically agree to pay Rochford District Council the £1 million that they owe. I also hope they will redouble their efforts to build the affordable housing they promised to build all along and which my constituents so desperately need.

This rolling farce, perpetrated by a failed and broken organisation, has gone on long enough and we now need action, not words. I have known the Minister for years and, as he knows, I have high regard for him. I am sure he will take my constituents’ concerns very seriously—that would be in his nature—and I therefore look forward with considerable interest to his reply on behalf of Her Majesty’s Government.

Madam Deputy Speaker, I have already been speaking for six minutes and I have not even started my speech, so I need to move on quickly. We want to get this legislation on to the statute book quickly, and people will be frustrated.

My right hon. and learned Friend the Member for North East Hertfordshire (Sir Oliver Heald) mentioned Finn’s law. Given that you are a fellow Essex Member of Parliament, Madam Deputy Speaker, and that my hon. Friend the Member for Clacton (Giles Watling) was interested in the matter, I should say that I was privileged to be at the event at which Paul Nicholls, together with the chief of police, unveiled the monument to police dogs. I met Finn and the whole thing was just a tear-jerker. My right hon. and learned Friend spoke about the dog barking when the legislation went through the House of Lords, and I can testify to that.

Now to my brief speech. It is true that a dog is a man’s best friend but, as we have heard already, there are too many examples of cruelty. There is a danger that we will talk about more and more horrific things, such as dogs being forced to fight against each other and the latest thing, which is sport trophy hunting. How is it that companies can be trying to attract Brits to go abroad, where these magnificent animals are enclosed, so that they can cut off their tusks and heads and so on? It is absolutely barbaric. Shame on anyone who goes on one of those holidays.

I am told that 26% of households in the United Kingdom own a dog and 18% own a cat. The vast majority of British people look after their pets well. We have one or two farmers present; introducing children to animals at an early age is a good way to get them to treat animals well. I know that not all children can necessarily empathise with animals, but I think that that would help. I join others in saying I am so glad that, as a developed country renowned for its historical championing of animal welfare, we are to have this legislation.

In 2017, the RSPCA investigated 141,760 complaints. That is a huge number. In 2018, the RSPCA phone line received 1.1 million calls. I am sure that none of them was made from the constituency of my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois), but an awful lot were certainly made in Essex. The way in which the animals are protected is the first vital part of the Bill. The second important part is that it will act as a deterrent. The Bill recognises that the root of the problem is really with animal abusers, and although it may take a few months to kick in, all the literature that I have read agrees that this legislation will act as a meaningful deterrent.

There are too many examples of animal cruelty. Recently, in a national newspaper, we heard about a French bulldog that had just had puppies. How could someone have chained that dog to a car—we all saw it—and dragged it along the road? That is just horrendous, and the person responsible has still not been caught. I am glad to say that the RSPCA is on the case.

Just last week, The Independent reported that a driver in Somerset was luring birds on to a road with chips before mowing them down. That is sick behaviour beyond belief. In another shocking example, which took place at the end of last year, a man in the UK hit a dog with a hammer and strangled it with a washing line just because it was getting on his nerves—perhaps he had mental health problems. None the less, these are absolutely despicable incidents, and they are happening in our country.

My hon. Friend mentioned dogs. He will recall that, seven years ago, he and I helped to co-open the Dogs Trust Rehoming Centre at Nevendon in my constituency. I visited it again last week. Will he join me in commending the superb work that it does, rehoming nearly 900 dogs a year? If he wants to talk about compassionate, loving and focused animal welfare, the Dogs Trust is about as good as it gets, and Lisa Cooper and all her staff there are a living embodiment of that.

And the Dogs Trust will be very pleased with that plug that my right hon. Friend has given it. I was there. It is a magnificent Dogs Trust, and my own family has had two rescue pugs from it over the years. It is absolutely fantastic.

My right hon. Friend has just reminded me that, when I entered this place for the first time, animal welfare did not have the high priority that it does today. That is not criticising the background of colleagues; it is just saying that we did not give the matter as high a profile as we do today. I do remember, though, that when my right hon. Friend the Member for East Yorkshire had a wonderful debate on monkeys, the House was absolutely packed—but that was quite a rarity.

Right. Well, there seem to be rumours that, as a result of the plans being referred, there is a real danger that the extra money that we were promised might not materialise or that there could be repercussions for the services at Southend Hospital. I appreciate that the Minister might not be able to comment on that issue at the moment, but in this short debate I hope to set out some of my constituents’ concerns, and my own, about how best to support the world-class services at Southend Hospital and ensure that everyone in all four constituencies receives the best possible care.

Southend has always been absolutely at the top of cancer services generally. I will not delay the House by listing all the organisations that have had a hand in delivering cancer services there, but Southend has always been very highly regarded. From its gynaecology training coming top in the UK and its trauma and orthopaedic team being named training hospital of the year, to its world-leading practice standards for cancer care, Southend Hospital has lots to celebrate about its services and patient care. The radiotherapy department deserves particular mention in the light of its recent CHKS accreditation for its pioneering radiation treatment, as well as its high ratings from the Care Quality Commission. The centre has led the way in utilising highly focused and concentrated radiation treatment on tumours that reduces harm to surrounding organs. It has treated more than 1,700 patients this year and is a great example of the importance of investment in driving world-leading research and developing innovative treatments.

This is where the sting comes in. NHS figures show that 36% of Southend cancer patients wait eight weeks for treatment after their initial GP referral. The Minister may have an answer to this, but more than a third seems somewhat high—more than twice the national NHS target. It is vital that more be done to speed up referrals and avoid such unacceptable delays in treatment, which can cause so much worry for patients. With world-class care on their doorstep, our constituents deserve nothing less than fast access to the treatments that they most need. I would welcome any comments from the Minister about speeding up the process.

Southend Hospital is currently trialling a mobile stroke ambulance unit—a pioneering and innovative treatment service that allows specialists to travel directly to patients and treat them en route to the hospital. Data is still being analysed, but clinicians have reported great successes, with specialists being able to deliver life-saving thrombolysis treatment just 16 minutes after the patient alert. That is absolutely incredible. We all know that the sooner a stroke is treated, the more likely a good outcome. Treatment in the first few minutes can make all the difference, so getting patients to a specialist as quickly as possible is imperative. Not only have patient outcomes been improved, but the unit has shown great potential to alleviate pressure on A&E departments. Some 88% of patients in the trial were admitted directly to a specialist stroke unit, freeing up resources across the NHS.

The trial is due to end on 19 December, but so far there has been no confirmation that this pioneering service, which has been funded entirely by charitable donations, will continue. I believe that greater support is needed to ensure that the hospital can retain the mobile unit. More than 100,000 strokes occur each year in the UK, so it is essential for the NHS to use such innovative services to ensure that we can deliver the best care to patients in the shortest time. I know that my right hon. Friend the Member for Rayleigh and Wickford is particularly interested in stroke care and in how it is delivered at Southend Hospital. I encourage the Minister to review the successes of the trial at Southend and to look into how such life-saving services can be offered to patients across the United Kingdom.

The critical issue of time in stroke care is a great concern for Southend. I appreciate that the Minister will be unable to comment on the STP’s proposed centralisation of stroke services in the constituency that I once represented—Basildon. However, maintaining the established stroke service infrastructure and keeping Southend as a centre of excellence is very important. Whatever the outcomes of reconfiguration, my constituents do not want to see the downgrading of the world-class stroke services in Southend, and patients put at risk.

There is a big issue about transport services, which I know is of great concern to my hon. Friends the Members for Rochford and Southend East and for Castle Point, and my right hon. Friend the Member for Rayleigh and Wickford. While Southend Hospital is leading the way in many areas of care, transfer to specialist services is obviously important. Patients are currently transported to acute services across Essex through the treat-and- transfer model. Although that is working in ensuring that patients get access to the specialist treatment they need, a big concern for our constituents is the impact that an expansion to the model could have. Inter-hospital transfers affect not only the patient, but their carers or families. The costs incurred and difficulties experienced by patients and visitors travelling across services need to be taken into careful consideration. It is essential that the local transport services, whether public transport or community transport organisations, can provide the right support to patients and their families.

I endorse everything that my hon. Friend has said about the mobile stroke unit. I encourage the Minister to look at the great success that it has been. As my hon. Friend knows, I have particularly focused on the transport issues. The East of England Ambulance Service, which would be the logical service to provide that transfer, is under great pressure as it is. Does my hon. Friend accept that if the whole of the STP is to stand up and be coherent, we must have clearer answers about exactly how the transfer of critically ill patients from one hospital to another would work in practice?

As ever, my right hon. Friend is absolutely right; he is intuitive. We need greater clarity on this matter, and our constituents want reassurance and certainty.

I have outlined some of the successes of Southend Hospital, as well as the areas in which greater support and investment are needed. The hospital serves just under 340,000 people and, although challenged by the pressures on the system, has managed to lead the way in world-class care. Southend is becoming a hub of medical education and training, with both the gynaecology and trauma teams recognised as among the best in the country. Pioneering cancer and stroke care at the hospital is at the forefront of treatment innovation, but those excellent services cannot continue at such a standard without investment and support. I hope that the Minister will closely consider our constituents’ concerns, and I look forward to hearing from him what more the Government can do to ensure that Southend Hospital retains its world-class services. I would also be grateful for an update in due course from the Secretary of State, perhaps by letter, on the STP referral when that decision has been made. I look forward to working with the Department proactively on that issue.

Local enterprise partnerships have always been free to propose changes to their geography. No such proposals have been received for the south-east, but I am aware that some are likely to be made soon. My right hon. Friend the Secretary of State and other ministerial colleagues will consider any such proposals on their merits. While any changes are considered, it is important for the focus to remain on delivering the existing growth deal commitments made by partners within the South East LEP, which I am sure is what my hon. Friend wants.

Although I can appreciate the sentiments behind the question, under the arrangements I have described, the marginal cost is paid for by DFID under the auspices of the MOU. The original question related to the Royal Navy, so let me say that the Royal Navy assets to which I referred contributed significantly to relieving the suffering in the Philippines. For the record, the Navy delivered more than 700 tonnes of water and food aid and other assistance and transported aid teams to remote locations, while personnel on board those ships demonstrated their versatility by turning their skills and efforts to constructing shelters, restoring education and economic facilities and delivering immediate medical aid.

The Minister will understand that, as someone who did two weeks’ voluntary service with the Philippine Nurses Association in 2010 as part of the Voluntary Service Overseas programme, I really appreciate the anguish that the Filipino people must be feeling as a result of the typhoon. Will my right hon. Friend congratulate on our behalf the service personnel of HMS Illustrious on delivering 500 tonnes of urgent supplies to far-flung regions of the Philippines?

I am more than happy to do so. Unfortunately, HMS Illustrious personnel will suffer some disruption to their planned Christmas leave in the UK, which we should acknowledge. However, about a third of personnel abroad will be flown back to the UK, with the remainder having their Christmas stand down at a port in the Indian ocean. I am confident that the whole House would wish to join me in thanking our armed forces personnel for the humane, professional and adaptable manner in which they responded. We are immensely proud of what they do.
