The number of persons proceeded against at magistrates’ courts, found guilty and fined for offences relating to pedal cycles by gender, age group and police force area in England and Wales, from 2003 to 2013 (the latest available) can be viewed in the table 1.

The number of persons proceeded against at magistrates’ courts, found guilty and fined for offences connected with pedal cycles by gender, age group and court can be viewed in the table 2.

Trend data can be viewed in table 3.

Data on fixed penalty notices and data on warrants for the arrest of the offender are not held centrally by the Ministry of Justice. Furthermore, data held centrally on the Court Proceedings Database is not available at constituency level.

To ask the Secretary of State for Justice, what increase there has been in the salary of (a) Mary Archer and (b) Alan Hubbard for posts connected with probation services in Essex over the last 12 months.

As a result of our probation reforms, responsibility for probation provision transferred on 1 June 2014 from the 35 probation trusts to the new National Probation Service and 21 Community Rehabilitation Companies (CRCs).

Mary Archer, who was Chief Executive of Essex Probation Trust, is now the Chief Executive Officer of the Essex CRC. There has been no increase in her remuneration over the last 12 months. Alan Hubbard was previously Chair of Essex Probation Trust; he is now a non-executive director of the Essex CRC. His remuneration has decreased, because his new role involves a lesser commitment of time.

The Transforming Rehabilitation competition has a strong mix of bidders from a diverse range of partnerships. Private firms, charities experienced in tackling issues affecting offenders and small and large businesses have joined together to compete for the work that will help turn offenders' lives around. Bids were received at the end of June and we have a healthy competition in all areas. The process to award Community Rehabilitation Company contracts is ongoing and the details of which bidders remain in the competition, in which regions, is commercially sensitive information, which I am not able to make public at this stage. We are committed to rolling out these important reforms by 2015.

To ask the Secretary of State for Justice, what role his Department had in (a) recruiting and (b) assessing the suitability of the board and directors at Essex Community Rehabilitation Company.

The Chief Executive and the non-executive directors of the Essex Community Rehabilitation Company were appointed on the recommendation of selection panels comprising senior officials from the Ministry of Justice. The selection panel for non-executive directors also included an external assessor. Both panels made their recommendations on the basis of their assessment of candidates’ suitability for appointment. The second executive director was appointed by the CRC board in accordance with agreed appointment criteria.

To ask the Secretary of State for Justice, if he will make it a condition of his Department's contract with Essex Community Rehabilitation Company that the salaries of the chief executive, deputy chief executive and non-executive directors do not in real terms exceed the salaries paid to holders of the equivalent posts in probation services in Essex before 1 June 2014.

We are currently in the midst of the process of awarding Community Rehabilitation Company (CRC) contracts. We will announce the winners of these contracts in line with our commitment to roll out these important reforms by 2015.

Contractors are required to employ personnel who are competent and have the right skills to fulfil their role. It will be a matter for each individual organisation to decide how to pay and reward their employees.

To ask the Secretary of State for Justice, how many chief executives of probation services have formed a mutual; how many of those mutuals have passed the pre-qualification questionnaire in the competitiveness process of community rehabilitation companies; and if he will make a statement.

In mid December 2013, we announced the bidders who passed the first stage of the competition to bid for the regional rehabilitation contracts. Approximately one third of the bidders included a potential mutual organisation within their consortium. A list of the bidders who have been successful at this stage can be found at:

Bids to run the Community Rehabilitation Companies (CRCs) have yet to be submitted, but are expected by the end of June 2014. The contract winners for each Community Rehabilitation Company are expected be announced by the end of 2014.

To ask the Secretary of State for Justice, how many (a) males and (b) females of what age group and in which police force area found guilty of an offence under section 14(3) of the Road Traffic Act 1988 opted to attend a driving safety course paid for by the offender that includes instruction on the benefits of wearing seat belts in lieu of a fine in the last 12 months for which information is available.

The Ministry of Justice Court Proceedings Database holds information on defendants proceeded against, found guilty and sentenced for criminal offences in England and Wales. However, not all offences are individually reported within the centrally held data. Data for offences under Section 14 (3) of the Road Traffic Act 1988 are reported as part of a miscellaneous group of offences, and it is not possible to separately identify prosecutions for these specific offences from other offences under the Act. Nor does centrally held data indicate the number of offenders who opted to attend a driving safety course. This information may be held by the individual courts in England and Wales and as such it can only be obtained at disproportionate cost
