The Parliamentary Under-Secretary of State for Energy Security and Net Zero (Martin McCluskey)
This Government’s actions mean lower bills for people across Scotland and lower levels of fuel poverty; in April, because of the Government’s actions, households across Scotland will see an average of £150 of costs removed from their energy bills. Just last week, we announced the extension of the warm home discount to 2031, meaning £92 million of support for some of the most vulnerable people across Scotland every year into the next decade.

The energy market in Scotland operates in surplus in both generation and transmission, whereas the energy market in England operates in shortage in both generation and transmission. Unfortunately, that means that in a GB energy market, Scotland gets sucked in to subsidising energy costs for English consumers. Over and above that, Energy UK has made it clear that there will be no meaningful reduction in energy bills until some indeterminate point in the 2030s. Will the Minister recommit—just before the Scottish elections—to energy bills in Scotland being £300 lower in 2029 than in 2024?

Bills are coming down, and yes, I will recommit to that. [Interruption.] If the hon. Gentleman does not want to listen to me about the impact of our policies, he might look at the Scottish Government’s own modelling of the £150 off energy bills, which says that the number of people in fuel poverty in Scotland will reduce by 9% and the number in extreme fuel poverty will reduce by 12.5% this April. That is because of this Government’s actions, not because of anything the hon. Gentleman or his colleagues are doing.

Allow me to make some progress.
In just 18 months, we have made the biggest investment in clean, home-grown energy in British history, with more than £60 billion of Government funding and a further £50 billion of private investment. As I said, we have consented enough clean power for the equivalent of 7.5 million homes, including nine new solar farms and offshore wind farms in the Irish sea and the English channel.
We have started building the next generation of nuclear power, including Sizewell C power station in Suffolk. We have set up Great British Energy, our publicly owned energy company that the Conservatives still oppose. That is already installing solar panels on hundreds of schools and hospitals across the UK, so that money saved on energy bills can go back into key services. We have kick-started Britain’s carbon capture and hydrogen industries as we lead the way on the technologies of the future. That is the immediate difference that this Labour Government have made to our communities.

I suggest that the Minister does not crow too much about GB Energy, given that at the Scottish Affairs Committee the Scottish Secretary let the cat out of the bag about the 1,000 jobs—“Well, we never really meant 1,000 jobs at GB Energy, just maybe 1,000 jobs somewhere, some time.”
When will Labour lower people’s energy bills by £300? It sounds to me as if that is to be at some indeterminate point in the future. The electorate could rightly and justifiably have thought that Labour meant some time in the immediate future.

Yes, the highest—so it is not as if there was some kind of low-taxation holiday spree and the Labour Government came in and put taxes up to compensate for it. Taxes were already the highest that anybody can remember and now they have gone up again by the highest amount in 32 years. It is absolutely eye-watering. The Chancellor’s refusal to step back from cutting the winter fuel payment from around 900,000 pensioners is absolutely—[Interruption.] They are chuntering that the winter fuel payment is devolved.
