I am sure that Torbay is a wonderful place, but I would still recommend that people come to Wales instead to enjoy its coastline. To do that, they would need to go either by train or by car, so it is unfortunate that the Welsh Labour Government have also decided to stop all road building, whereas the United Kingdom Government are getting on with building roads and railways.

One of the most important rail links into mid-Wales is through Shrewsbury. We are proud to be a border community, and of our links with Wales. We are campaigning for electrification of the line from Birmingham to Shrewsbury and beyond to Wales. Will the Minister take an interest in our project to try to electrify this vital artery for residents in mid-Wales?

I will take an interest in that matter, but it is more for the Department for Transport than for my good self. I have taken an interest in the fact that a great deal of work is going on in the Forest of Dean area to ensure that commuters on both sides of the border can enjoy more reliable rail travel.

A good question interspersed with some slightly trite comments; the hon. Gentleman might have done better had he avoided them. He overlooks the fact we have invested £340 million so far, with £125 million for the core valley lines, £58 million for Cardiff Central station, £76 million for the electrification of the Severn tunnel, £4.7 million for St Clears station in my own constituency, £4 million for Bow Street station—I could go on forever. He underestimates and undervalues the investments we have already made.

Having represented a border community for the last 17 years, one is cognisant of the interdependence we have in Shropshire with Wales, with our friends across the border, with my right hon. Friend’s Department and with the Senedd. We are campaigning in Shropshire for the electrification of the line from Birmingham to Shrewsbury, which will help passengers going on to mid-Wales. Will he take an interest in that scheme to ensure that the people of mid-Wales can benefit from quicker times to Birmingham via this electrification process?

I can absolutely offer that guarantee; it is a repeat of the guarantee that has been offered by my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs and, indeed, the Prime Minister himself.

A lot of the strength of the mid-Wales economy is predicated on trade with border towns such as Shrewsbury, which is currently very badly flooded. Does the Minister accept that more needs to be done between his Department and the Department for Environment, Food and Rural Affairs to work together to alleviate the terrible problems of flooding on both sides of our border?

My hon. Friend makes a very good point. The answer is yes. The answer lies in greater collaboration and co-operation across a wide range of agencies, and even those that he has mentioned. I believe we are learning some stark and important lessons from this, and I agree with his assessment.

The hon. Gentleman raises a crucial issue that I am particularly concerned to defend and advance. That is why I was pleased to appoint my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti) as our special envoy for freedom of religion or belief. I would be more than happy to meet the hon. Gentleman to discuss protecting those of a Christian faith in India and around the world.

The Prime Minister will know of the appalling misery that the residents of Shrewsbury are facing, with the deluge of floods that have affected our town. I am pleased that the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), who is the Minister for flooding, is visiting Shrewsbury tomorrow; she is doing an excellent job. Will the Prime Minister ensure that the proposals put forward to the Government for a more holistic approach to managing the River Severn are looked at seriously because Shrewsbury cannot continue to suffer this level of economic damage, with repeated floods?

My hon. Friend is absolutely right to raise the concerns of the people of Shrewsbury. Everybody can see how serious the problem now is with the Severn. I will ensure that the Department for Environment, Food and Rural Affairs, working with the Environment Agency, takes the necessary steps.

I would like to thank the Prime Minister sincerely for all the help he has given to all Shropshire MPs in securing our direct train service to Shrewsbury, which starts later this month. It is a vital boost for tourism and inward business investment in Shropshire. Will he take advantage of our now being connected to London, and visit Shrewsbury and the wonderful new university we are creating in our beautiful town?

That is absolutely right. That is what we have been most concerned about throughout the passage of this Bill, and we describe it as a trap. The Tory party is seeking to wash its hands of Wales, and it is not interested in funding capital expenditure properly in Wales. We have therefore seen that the valleys line promise was not worth the paper it was written on, and the words of the Prime Minister and the Secretary of State were equally worthless. We are deeply concerned that this will be an excuse for the Tory Government to ask the people with the shallowest pockets in Britain to put their hands deepest into them to fund things that traditionally would have come through general taxation and from the wider benefits of our economic union.

On income tax, let me be clear: we are and remain opposed to tax competition across Britain. We believe in an economic and social union and in the ability of the central state to pool resources, share risk, and share rewards. That is especially true in Wales, as we are a net beneficiary—indeed, the greatest one—of that principle of progressivity and risk-sharing across Britain. That is why we remain opposed to the principle of undercutting one part of Britain with lower taxes in another, which is what the Secretary of State is proposing. We agree with the Government that the principle of progressivity ought to be retained. That is why we agree, broadly speaking, with the notion of the lockstep to tie bands together. But we have deep and abiding concerns about the hidden agenda that the Conservative party has, along with its nationalist colleagues, for greater tax competition in Britain.

We have reason for that concern, because the plans are not terribly well hidden. We have already heard that the leader of the Welsh Conservative group wishes to cut just the top rate of tax and that the economic adviser to the leader of the nationalist party in Wales wishes to do the same, and cut taxes only for the wealthiest in Wales. If we need any further illustration, we simply have to look at this Government’s record: they introduced a millionaire’s tax cut even as they increased VAT, which is paid, regressively, by the least well-off people in Britain.

Member for Shrewsbury and Atcham (Daniel Kawczynski) is pleased, is he, that the poorest of his constituents in Shrewsbury pay more as a proportion of their income as a result of the VAT increases that his party brought in? Q5. Conservative-controlled Shropshire council has managed to make savings of £30 million while protecting front-line services. That has been achieved partly by a reduction in salaries for councillors and senior managers. Will the Prime Minister join me in congratulating Shropshire council on this achievement, and is it not a shining example for other councils up and down the country to follow?

My hon. Friend makes a very good point, which is that up and down the country councils have been able to reduce back-office costs, bureaucracy and the pay of chief executives and crack down on council allowances and all those things in order to protect front-line services. It has happened in Shropshire and many other parts of the country and it is an example that should be followed.

First of all, I congratulate the right hon. Gentleman on his new position—[Laughter.] That has probably ended his career, so I am sorry for that. We are in discussions with RBS about this issue. We are bound by a contract that was signed by the previous Government, but I am absolutely clear that what we want to see from the banks is a lower bonus pool and more lending, and we want to see them contributing more in tax to the Exchequer. I am quite convinced that we will see all of those things from the discussions that we are having.

Q6. The local NHS trust in Shropshire is proposing major reconfiguration changes to services throughout the county, including maternity and paediatric services. Those are causing significant concerns for local Shrewsbury doctors, GPs and patient groups. Can the Prime Minister give an assurance that those concerns will be taken on board and acted upon before any changes are made? My hon. Friend the Member for Montgomeryshire (Glyn Davies), whose constituents also use the Royal Shrewsbury hospital, shares my views.

I can certainly given that assurance, because my right hon. Friend the Health Secretary has put in place much stronger arrangements for making sure that local people are listened to when these discussions are taking place. No changes will be allowed unless they focus on improving patient outcomes, unless they consider patient choice and unless they have the support of the GP commissioners, and remember that in the future health system it will be the decisions of GPs and people that will drive the provision of health services, not top-down decisions made by Ministers in Whitehall.
