I very much agree with my right hon. Friend; as the whole House knows, he speaks with considerable experience. We need to do things differently, especially as a result of the pandemic and the challenges that it has created. That requires reform, and we will set out further reforms in due course. He is absolutely right about targets: they can play an important role, but they can also lead to poor outcomes for patients, and all targets need to be properly reviewed.

Sheffield’s Weston Park Cancer Centre is one of just four specialist cancer facilities in the country, but it desperately needs a £50 million upgrade, as the Secretary of State will know because I raised the matter with his predecessor and wrote to the Secretary of State in October and again just last week. Will he urgently respond to the proposal, which is vital for cancer outcomes in South Yorkshire?

The Secretary of State will have seen the leader of Wakefield Council’s announcement this morning that he now supports a wider Yorkshire deal. That means that 18 of the 20 local authorities across wider Yorkshire support it. Does the Secretary of State agree that in addition to finalising the detail of any Sheffield city region deal, an important conversation now needs to be had with the 18 leaders about a wider Yorkshire deal?

The crucial decision about any wider Yorkshire deal, if there ever is one, is in the hands of the local authorities concerned. We will be going ahead with the South Yorkshire deal, but earlier this week, as I am sure the hon. Gentleman is aware, we put forward a proposal to allow others, such as Barnsley and Doncaster, to take a different route, if they choose to do so.

I thank my hon. Friend for that question. He will know that local authorities and housing associations have made it clear that they will not be passing on the costs, and that is the right approach. I would like to see private sector landlords follow the lead of the social sector and not pass on the costs to their tenants, but I also want to make sure that leaseholders have more information, which is why today I am announcing an increase in funding for the Leasehold Advisory Service.

People in Barnsley and Doncaster are now voting on the future of Yorkshire devolution, and we will get the results on 21 December. Does the Minister agree that, whatever the results, national and local politicians have a responsibility to get round the table and work together to serve the best interests of the people of Yorkshire?

I was pleased to join my hon. Friend and many of his great constituents at the reopening of Tadcaster bridge. It was lovely to see so many young people celebrating that moment. I am more than happy to join him in congratulating the county council and the local enterprise partnership on their work. I also congratulate my hon. Friend on all his work to help bring that bridge back to life.

T9. What assessment has been made of the effect of cuts to the early intervention grant on the ability of local authorities to fund Sure Start children’s centres?

We always want to make sure—we saw this in the debate on the local government finance settlement—that local authorities are funded adequately to deal with the challenges they face. If Labour Members are so concerned about local government finance, it is interesting that only four Back-Bench Labour Members bothered to turn up and speak in last week’s debate.

The recess was far from a quiet period in my Department. Earlier this month we announced the £5 billion of funding for new homes, we have continued to drive forward devolution deals, and we are in the process of offering councils extra certainty through four-year funding settlements, but there is plenty more to come, including the White Paper—and, if I am even daring to dream, the press pack outside No. 10 might stop confusing me with Sadiq Khan.

I thank the Secretary of State for that answer. I am sure he shares my concern about the very high number of excess winter deaths in our country each year. He will understand the importance of Government, national and local, working together to address this, so will he say what specific plans his Department has to co-ordinate activity and minimise the number of cold weather deaths this winter?

The hon. Gentleman raises an important issue and rightly highlights the need for co-ordinated Government action. Public Health England has already published a cold weather plan, which gives recommendations for the NHS and public health and social care and community organisations to work together and help the people who are most vulnerable this winter.

My hon. Friend raises a very important point. I can reassure her that the 14-18 NOW summer 2014 season will be truly UK-wide, with events across the country for all people to take part in. The ambition is to reach at least 10 million people over the four years of the cultural programme.

I welcome the Secretary of State to his new post. I look forward to working with him and with those on my Front Bench in the coming months to ensure that we deliver a fitting commemoration. It is of course right that we focus on the service and sacrifice of those who lost their lives on the front line, but we should also ensure that we recognise the contribution of men and women on the home front who toiled in the mines and the factories, worked the land and cared for the wounded. Will the Secretary of State say how we can ensure that their voices are heard?

I thank the hon. Gentleman for his kind words and for the support he has given to the centenary commemorations—I really welcome that cross-party support. He raises a very important point. It is important to ensure that the efforts on the home front are properly commemorated, and I am happy to discuss that with him further if he thinks we can do more.
