Research by London Economics and the Association of Colleges highlights that in recent years there has been a significant drop in level 2 apprenticeship starts. Will my hon. Friend the Minister outline the specific work being carried out to reverse this decline in an area that is so vital in promoting social mobility and levelling up?

Education is, of course, a devolved matter, but it is also true that funding per pupil is slightly higher in England than it is in Wales.

On behalf of the deaf and hard of hearing, Daniel Jillings, from Lowestoft, and his mother Ann have been campaigning for a GCSE in British Sign Language. I am aware that the preparatory work has been done, but can the Minister assure Daniel and Ann that the Government are doing all that they can to get that exam into the curriculum as soon as possible?

Not only considering, but over a third of tenants in the social rented sector have that arrangement under universal credit right now. It is available for vulnerable claimants and for those for whom that arrangement is important.

As you said last week, Mr Speaker, what we do in this House is important. Members’ insights are important, too. Indeed, Members of Parliament are uniquely placed to funnel and convey feedback and to critique and propose improvements.

I pay tribute to the Minister. Since February, he has engaged with my constituency to improve universal credit. Taking into account the debates we have had over the past few days, does he not agree that to make universal credit truly flexible and personalised but also fair, it is necessary to ensure that first payments are made far more quickly and that private sector landlords can set up alternative payment arrangements on the same basis as social landlords?

We are continuing to improve processes, and that includes my hon. Friend’s point about ensuring that alternative payment arrangements in the private rented sector work as well as they can. He and I have had the opportunity to discuss this issue.

The proposals will raise utilisation across the city of Liverpool from 66% to 95%, which will make better use of buildings. Where movement from one jobcentre to another involves travelling less than three miles or 20 minutes by public transport, we consider it is reasonable to ask people to make such a move.

In the “Driving investment” paper, the Government absolutely recognise the need over time to change the fiscal structure. The scale of what my right hon. Friend did reflects the fact that the figure stood at £1.3 billion. The most recent of the headline tax reductions took effect on 1 January this year.

I echo these points. The North sea oil and gas industry is facing very serious challenges at this time. Working with the industry and the Oil and Gas Authority, the Treasury can help to overcome the problems. May I urge the Minister to include in the Budget tax-cutting initiatives and support that build on last year’s measures and help to attract investment to this basin and to ease the worries of many very worried people?
