Saying that house prices would come down but housing costs would go up is not inconsistent at all, as the cost of borrowing would go up. Northern Ireland is a special case when it comes to the housing market, but in many parts of the country people might say that while it would be a good thing for house prices to come down, that should not be a result of crashing the economy and making it more difficult for people to borrow.

As for the long-term forecast, it is, of course, difficult to predict what will happen 15 years hence. What the Treasury analysis seeks to do is say, other things being equal, what will happen to the 15-year forecast whether we are in or out of the European Union, and the answer is clear: in the central scenario, GDP will be hit to the tune of £4,300 per household.

Does the Minister agree that, given that so many international firms—including, most recently, Hitachi—have made it very, very clear that being in the European Union and in a single market means that this is a good country in which to invest, the obvious thing to do for the purposes of investment and jobs is remain in the European Union?

I do agree with that. The United Kingdom has the third highest stock of foreign direct investment in the world, coming behind only the United States and China. We are the biggest recipient of foreign direct investment in the European Union, and also from the EU. The experience of accession countries shows that the move into the European Union really does make a difference, and that it is not just about tariffs, but about membership of a customs union. Some, indeed most, of the alternative models do not include that, but it is very important in relation to, for example, the cross-border supply chains about which the right hon. Member for Delyn (Mr Hanson) asked earlier.

My hon. Friend is absolutely right to highlight the importance of increased productivity, which, along with growing employment, will drive growth, raise living standards and ensure a better quality of life for our citizens. Our productivity plan set out a range of reforms designed to make sure that the UK remains a dynamic, open and enterprising economy, supported by long-term public and private investment in infrastructure, skills and science.

Does the Minister agree that the recent report by the Governor of the Bank of England highlighting Britain’s membership of the European Union in positive and authoritative terms suggests that if we make sure that we do get productivity right and do protect our financial services, the prospects for our economy will be very good, both dynamically and in terms of growth?

As my right hon. Friend the Chancellor has noted, the best outcome for the UK economy is that we achieve major economic reform of the EU. We want the UK to play a leading role in creating a dynamic, competitive and outward-focused Europe, delivering prosperity and security for every country in the EU, particularly by accelerating the integration of the single market.

My hon. Friend puts the point about prioritising brownfield land well, as did my hon. Friend the Member for Romsey and Southampton North. I cannot really talk about green belt, because we do not have any in East Hampshire, so, unfortunately, green belt protection does not really help us.

In general, people accept the need for more housing and for places for their children and grandchildren to live, but I rarely meet anybody who wants large-scale residential development to happen next to them. Often, people who use the term “nimbys” do so because it has not yet happened in their back yard. It is just part of human nature that people do not want large-scale developments to be built next to them.

In that context, I support local plans and neighbourhood plans. We can never make everybody happy, but the local plan plus neighbourhood plan process gets about as close as possible. However, plans alone are not enough; do-ability also has to be demonstrated, which is why the five-year land supply is logical. Once a process is set there must be insistence that it is followed; otherwise there is a risk of legal challenge from developers saying that there is restraint of their trade.

There is a big issue around public consent for local plans while they are still in process. In East Hampshire, our local plan is not finished and the five-year land supply is not in place, but applications have been proceeding apace and East Hampshire district council has been approving apace. Neighbourhood plans are in progress in a number of places, including in Petersfield, which is getting quite close to having a referendum, and in Alton, Four Marks and Medstead. I pay tribute to the volunteers who are doing an outstanding job on those neighbourhood plans, although I will not name individuals, because there are many of them.

I am a keen supporter of neighbourhood plans. How much involvement have the plans in my hon. Friend’s constituency attracted and how much interest in them there has been, more widely, in his constituency?

They have attracted a huge amount of interest in Petersfield and Alton. I have attended public sessions where masses of people have come along and taken part. That has been an interesting and exciting confidence-building process.

A particular issue in my constituency has divided people. Part of my constituency is in the South Downs national park and part is outside. People in a town or village that is deemed sustainable, to use the terminology, and is just outside the national park may consider themselves to be at risk of development. That happens in Alton and Liphook and is a particular problem in Four Marks and Medstead. To hit the local plan target for a settlement in Four Marks and part of the parish of Medstead, 175 homes need to be built by 2028. The council has already permitted 151; there are applications pending for a further 322 and applications for a further 181 are waiting to be submitted. Of course, not all those applications may be approved, but multiples of the requirement for that settlement could be in place in, say, the first third of the plan period, rather than over the full 15 years. In that context, there is a danger of confidence in the plan process being eroded.

My big ask to the Minister is for more recognition of in-progress plans. There should be guidance on plans that are well progressed. Where per settlement plans—in our case it is called the interim housing statement—measure up to the overall local plan requirements, where local authorities are approving housing comfortably ahead of the pace required to meet the 15-year target and where numbers are already fast being approached in individual settlements, it should be possible for those settlements to defer applications for a reasonable period, to complete plans and carry public consent with them.

There are two further aspects. First, in respect of clarity on infrastructure, I realise that statutory requirements are involved and sometimes the process takes time, but authorities ought to be allowed to take time to pace applications. Secondly, with regard to incentive moneys, it should be made clear that at least some of that should be ultra-local, to maintain public support.

That is a really important point, Mrs Main. I am suitably chastened.

If a governing body is recruiting from a relatively small pool, it will, by definition, be harder to recruit. That is my first point. My second point is whether we need to have 20 people sitting around the table. Should we not be looking at smaller governing bodies?

Governing bodies should recruit people from outside the education field as well, because it is imperative that schools have a better relationship with businesses, thereby improving career opportunities for their pupils. Part of a governing body’s role is to provide an interface between the school and future employment and further and higher education.

Let me now focus on the role of the chairman and the need for them to be properly trained and, possibly, remunerated. If we want someone who is going to spend quality time with the head teacher and who is able and willing to challenge them and to support them when they are implementing necessary changes, we need someone who has the commitment, the appropriate professional skills and, if necessary, the reward. I want to put on the table now the idea that we should be remunerating people. This is not a new idea, and it has been advanced by others, not least the chief inspector at Ofsted, and we need to consider it very carefully.

Another element of the role of the chair is whether or not they have been formally assessed. We need to introduce a system in which assessment is rigorous. We do not want a few old friends gathering around for a cup of coffee, slapping one another on the back and saying, “Hey, you have done a really good job.”

The other key person in a governing body is the clerk, and they must be someone who is capable of taking notes, ensuring that meetings run properly and advising the governing body on its statutory responsibilities and any other legal implications of its actions. I have seen too many governing bodies struggle without such advice and make inappropriate and sometimes quite useless decisions.

An issue that I have already raised in relation to one of the reports is whether, when parents have lost confidence in the school governors, they should be able to dismiss the governors en masse. That would be a final accountability mechanism that was not necessarily used often, but which was an ultimate threat. Such a mechanism would ensure that governing bodies were mindful of the need to interface properly with the parent body.

Those issues are important with respect to the chair and other aspects. On the structure of governance, I want to focus on three areas. First, it would be sensible to think in terms of more federal structures for governing bodies. The evidence is—this certainly shows up in the academies programme—that where we have governing bodies looking after more than one school, the likelihood of outstanding schools being developed is much higher. That is a statistical fact and one that we need to note. However, it is also important that we bear it in mind that good schools can spread best practice to the schools that need to improve, and through a federal or a partnership model of governance, that might happen more often and more readily. It seems to me that that is a direction of travel that has already started with the academies programme, but it should be promoted.

Does my hon. Friend think that with small rural schools, including primary schools, that sometimes have particular challenges in attracting sufficient governors, the model he described—a single governing body for multiple schools—could be especially important?

I thank my hon. Friend for that very astute question, and the answer is an emphatic yes. I believe that smaller schools in rural areas would benefit from one good governing body running two or three schools, and we should also look at vertical models, by which I mean secondary schools with feeder schools and not just primary schools. To some extent, it is horses for courses, but we must put this idea on the agenda as a direction of travel to ensure that we get better governance for schools, including those that he mentioned.

My hon. Friend the Member for Beverley and Holderness (Mr Stuart) is absolutely right, and his point is central to the matter. We should not think that youth services are just about statutory provision, because they are not. They are all part of the big society, which is encouraging many villages in my constituency to start thinking about providing the services that people need, including youth services.

I think that I have made my point about the rich variety of facilities, clubs, sports clubs and so on with which young people can get involved, and about the powerful role played by charities in providing facilities.

Before concluding his remarks, perhaps my hon. Friend will touch on the provision made by what these days we call faith communities and in the old days used to call Churches. There is an ongoing debate about the role of Christianity and other faiths and religions in public life, and a lot of churches provide important youth facilities that often are not restricted only to members of one particular denomination. The King’s Arms in Petersfield is one such example—

That is a very good point. People parking on double yellow lines is infuriating enough, but if someone is blasting down on a bike and they find that a car is parked on a route that should normally be used by cyclists, that is disgraceful, selfish behaviour and inappropriate in any respect. I thank my hon. Friend for the intervention.

The one thing that I want to encourage through my speech is parking and riding. I am talking about people taking their bike in a car to the vicinity of where they want to be, getting rid of the car outside the town and using their bike to go about it.

I totally agree with my hon. Friend about that, but I wonder what assessment he has made of the potential for getting people out of towns and cities, particularly this city, and into the surrounding countryside on the train, either with their bike or renting a bike at the other end of their journey. They could get out to the South Downs national park or the new Shipwrights way in East Hampshire and experience the wonderful countryside that my hon. Friend has talked about.

My hon. Friend cannot have read my speech, because I have only some notes, but he is absolutely right. It is so important to encourage people to take their bikes on trains to get them to the places where they need to go. That is partly about integration. I hope that the Minister takes that point on board, because I have seen students and others struggle with the idea of taking their bike on to a train. Rail franchise operators, especially in the south-west, might want to note that.

As I was saying, park and ride is certainly worth considering. I shall make one final observation before I get to my main point. In Stroud, we have a lengthy canal, and one of the great things about the regeneration of that canal is that it is providing fantastic routes for cyclists. My wife and the rest of my family often use them.

My main point is this. Many people have been talking about road design and so on. It would be a good idea for the Department for Transport to take a close look at what happens in Europe, because in Europe there is much more integration between road users—between cyclists and car drivers. It is important that we get that point across. Most of my cycling is done in France, where cyclists can get about with considerable safety because the roads are properly designed to accommodate them. We would do well to note the importance of properly integrating road planning with the interests of cyclists.
