Absolutely. We are always willing to look at individual cases. My hon. Friend the Under-Secretary of State for Pensions has already done so. More widely, we introduced older claimant champions last year specifically to support older claimants. They work in jobcentres with work coaches and employers to raise the profile of this group and highlight the benefits of employing older jobseekers.

My right hon. Friend is being very generous, and I very much respect the interest that he has taken in this matter. On the older people’s champions and in answer to my parliamentary question, since April 2015 his Department has appointed seven such champions to cover every jobcentre in the country, which sounds good, but, in practice, it will really not make a lot of difference, will it?

So far, we have appointed older people’s champions at a regional level. This is the first step to a system that needs to improve. My hon. Friend and I will be at one on that, because this is an increasingly important part of what we need to do. One thing that I hope these older claimant champions will be able to achieve is to spread best practice. I am conscious that there will be different standards of practice in different jobcentres—I am talking about the capacity to deal sympathetically with older workers, particularly those who may not have been in a jobcentre before. We must get better at that.

Will the Home Secretary undertake to review the workings of police information notices, or PINs? Thousands have been issued by constabularies, including to myself, but in too many cases they do not even follow the Association of Chief Police Officers guidance, to the extent that people are not even aware that they are under investigation and therefore cannot defend themselves.

I am always happy to continue to look at the PINs system and how it is operating. I am very aware that my hon. Friend has had his own issues with the Sussex police in this regard and I am happy to keep it under close review.

Will the Secretary of State consider following the example of Conservatives in the Canadian Parliament in putting forward a victims Bill of Rights in order to put the rights of victims ahead of the rights of criminals and put on a statutory basis a right to information, a right to protection, a right to participation and a right to restitution?

I am grateful to my hon. Friend for his suggestion. He will know that we now have a more all-embracing victims code than ever before. Also, with reference to getting the views of victims, tomorrow sees the first meeting of the victims panel so that the Secretary of State and I can hear face to face the experience of those who are victims and what they want to happen to future victims in the system.

11. What recent assessment she has made of the use by police of orders under section 61 of the Criminal Justice and Public Order Act 1994 to disperse illegal encampments.

A range of powers are available to the police to deal with illegal encampments, including the power under section 61 of the 1994 Act to remove people who are trespassing with intent to take up residence. The Government keep these powers under review.

During the summer, a number of public places in my constituency were, yet again, the destination of choice for many illegal Traveller encampments, leaving my constituents to pick up a hefty bill for damage, dumping and abuse, with no prosecutions made as a result. Yet Sussex police were very reluctant to invoke any section 61 orders, which they have had the power to do since 1994. Will the Minister look into the police’s reluctance and investigate whether the use of the word “discretionary” in the guidance is acting as a bar to their using these orders, which can result in instant dispersal, to the great relief of my constituents and those of many other hon. Members?

I have every sympathy with my hon. Friend and his constituents. Many Members on both sides of the House will have experienced similar problems. I understand that Sussex police responded in September to an encampment in Lancing by issuing a direction under section 61 that required the occupants to leave within 24 hours, which they subsequently did. I am also aware that my hon. Friend is engaged in continuous discussions with Sussex police about this matter. If there is an aspect that has anything to do with changes in the law, I will of course look into it, but I also urge him to talk to the PCC candidates in his part of the world, because within a month they will be responsible for writing the policing plan for his area.
