The hon. Gentleman is right to point out the awful abuse of minorities, and of the Yazidi women in particular. I refer him to my earlier comment about the medical support we are providing. Mental and psychological support are absolutely essential, given the abhorrent nature of this conflict.

I welcome the resources that the Government are making available for the relief of the suffering following the conflict, but will the Secretary of State ensure that the international community at no stage loses focus on the politics of the settlement around Mosul? We must ensure that there is no continuation of the institutionalised marginalisation of the complex number of communities around the city, and that they all have a stake in the future.

My hon. Friend is right to talk about the political stabilisation and about inclusivity in relation to the rebuilding. We will continue to work with Prime Minister al-Abadi and the Iraqi Government to ensure that this happens.

I thank the right hon. Gentleman for his remarks about the starkness of what has taken place. We have to speak the truth and bring the facts about exactly what has been going on to light. He specifically asks what the Government are doing in this area. We are working with the UN and others on the investigations. All colleagues in the House will know that this is difficult and will take time. We have seen in the past the amount of time it takes to get the evidence to secure convictions for war crimes, but that does not mean we should shy away from doing this. The mass graves exist, and we already know the extent of the horrors and atrocities that have taken place. It is in all our interests to stand by those who have suffered or been silenced, to act on their behalf to bring about justice for the victims of these atrocities, and to show the world the appalling nature and conduct of Daesh and those who have been associated with them.

The Secretary of State referred to the Syrian Democratic Forces, with coalition air support, commencing operations against Raqqa. Will the Secretary of State inform the House of her assessment, and that of the National Security Council, of Turkish intentions towards the SDF, not least around Manbij? Will she also give her assessment of what Turkish engagement there will be in the political arrangements for the reconciliation around Mosul, not least given Turkey’s military presence in Bashiqa, and the recent discussions between President Erdogan and Masoud Barzani?

I thank my hon. Friend for his question. He will recognise and appreciate that we are working to bring all parties to the table, although we face difficult challenges in getting parties to come together. We have seen greater developments through the Astana process, and our priority is to support Staffan de Mistura to make sure that we can drive the right outcomes and get parties talking to seek the peaceful resolutions we desperately need.

I am grateful for that clarification. There is extensive support from the industry. I pay tribute to the industry for the way it has worked with us through the consultation to bring the changes together in such a constructive and supportive way.

On that point, two companies in my constituency, Partnership and Just Retirement, are specialist annuity providers and will be significantly affected. They contributed to the consultation and I know that the Government moved in response to that. I am grateful to the Minister and her officials for the attention they paid in the consultation process.

I thank my hon. Friend for acknowledging that work and for his thoughtful contribution. He has many pension providers in his constituency. Those insights have helped to inform the debate and shape the Bill.

The aim of guidance is to empower consumers to make informed and confident decisions on how to use their pension savings in retirement. Information alone is not enough to change consumer behaviour. The Government are committed to maximising awareness of the guidance service. Key to that will be the regulatory requirements on providers and schemes to signpost to guidance at key points when individuals are trying to access their pension pot. In its recent consultation on the changes surrounding new pension flexibilities, the FCA has been clear about requiring genuine signposting, including rules that ensure firms cannot circumvent consumers’ right to guidance. An essential part of the development of the guidance will be determining what engages consumers effectively. The Government are assessing engagement and take-up rates, and testing different engagement strategies informed by behavioural insight teams as part of piloting work beginning this autumn. Again, this is about getting it right. My hon. Friend the Member for Redcar (Ian Swales) made an important point about that. We are getting one bite of the cherry and we need to make sure we get it right.

On 30 January, in a statement to the House, the Justice Secretary launched a three-month consultation, “Getting it right for victims and witnesses”, on our far-reaching proposals to improve the support provided to victims and witnesses of crime.

In addition, as was enthusiastically pre-announced by my hon. Friend the Minister for Equalities when responding to the debate on international women’s day, I can now formally announce the next five new rape support centres to be developed by the Ministry of Justice and the voluntary sector. Over the next 12 months, the MOJ will provide nearly £600,000 in funding to develop new centres in mid-Wales, Northumbria, Leeds, Southend and Suffolk.

I thank my hon. Friend for that reply and I welcome the focus that the Government are putting on victims. Will he join me in paying tribute to the excellent charities that help victims of crime and their families, including Victim Support, the National Victims Association and Support After Murder and Manslaughter Abroad? Importantly, will he ensure that their representations on the victims strategy will be fully considered by his Department?

Yes, I can give the hon. Gentleman that assurance. As the Minister with responsibility for youth justice, I will make sure that the functions carried out by the Youth Justice Board will be properly executed within the Ministry of Justice. The Youth Justice Board has done good work, but now it is time for Ministers to take direct responsibility for the work.

T5. Families in Witham town are concerned about the presence of paedophiles and sex offenders, and the risk that they pose to children in our local community. What steps is the Secretary of State taking, in conjunction with other Government agencies, to ensure that my constituents are protected from those dangerous individuals?
