Commons ChamberIn the case of the Minister for Transport Legislation and Maritime, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), I am sure that we have not had too much of a good thing, Mr Speaker. You will be delighted to know that it is not only the House that has heard extensively from him this week but 175 Ministers from around the world. We have been hosting the biennial meeting of the International Maritime Organisation general assembly in London. The IMO is the specialist United Nations organisation responsible for measures to improve the safety and security of international shipping and to prevent pollution from ships. We host the IMO here in London. I want to thank everyone who has been involved in organising that event and to extend a warm welcome on behalf of the United Kingdom Government to all the Ministers and other delegates who have attended the convention this week.
I am sure that all those Ministers from around the world feel both informed and improved as a result of their interaction with the Minister for Transport Legislation and Maritime, the right hon. Member for South Holland and The Deepings.
I warmly welcome last week’s announcement of an £8 million road safety fund for the areas of Warwickshire affected by HS2. Does the Secretary of State agree that the Trinity Road-Overwoods Road junction in my constituency, which has seen numerous fatalities and serious accidents, would be an excellent candidate for some of that funding, given that the proposed solution is now unlikely to go ahead owing to the development of HS2?
I am glad that the Under-Secretary of State for Transport, my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), who is responsible for HS2, was able to visit that junction last week with my hon. Friend the Member for North Warwickshire (Craig Tracey). I am also pleased that Warwickshire County Council has been such a beneficiary of the available funding. While it will be for the council to decide what schemes to support, I hope that it will focus on where it can make the biggest difference to safety.

Commons ChamberThe hon. Gentleman makes some assumptions on the latter point. The trains that operate off the HS2 network will be a different design from those that operate exclusively on the HS2 network—that is to do with platform widths and gauges. That does not mean that they are slower trains or that they are less good trains; they are simply trains that can operate both on HS2 and on a conventional network. Clearly, if those trains go through Sheffield midland station, which is on the conventional network, we will be using them.
North Warwickshire has consistently suffered due to a lack of engagement from HS2, so I was alarmed to learn this morning that despite assurances given by HS2 to my local council just three weeks ago, there would be no changes to the line locally. The line will, in fact, move around 150 metres nearer to the village of Austrey, although that significant change was not even mentioned in the route refinement document. That the very first paper published on phase 2b directly contradicts information offered by HS2 so recently is cause for great concern. What assurances can my right hon. Friend give me that communication will actually improve? Will he meet me to discuss the impacts of the most recent changes on my constituents?
I absolutely give my hon. Friend that assurance. I was not aware of the situation that he describes, and the Minister and I will talk to him about how we address it.

Commons ChamberLabour’s policy has been, I think, to be supportive of universal credit, so I am not sure how the hon. Gentleman’s comment fits in with that. The reality is that universal credit creates a new structure that means that people are better off in work than sitting at home on benefits doing nothing. If people are going to get away from the benefits environment that many of them live in and get into the workplace, as we all want them to, they will need knowledge of, access to, and the ability to use technology, which is available through jobcentres, public libraries and other facilities. I think we have got this absolutely right and that universal credit will make a transformational difference to people’s lives.
My constituency has a growing problem of heavy goods vehicle drivers parking overnight on industrial parks and in neighbouring residential areas, such as Coleshill. They are predominantly drivers from eastern European countries. Hams Hall distribution centre is seeing up to 70 trailers a night. As a result, there is an increase in accidents and antisocial behaviour. May we have an urgent debate on the provision of adequate lorry parks and on the need for consideration to be given to this matter when granting planning on industrial parks?
By coincidence, the Secretary of State for Transport has just walked into the Chamber, so he will have heard my hon. Friend’s remarks. I understand the nature of the challenge and there are things that could be done to address it. I would like service station providers to cater more for this need, which is clearly present. It should not be imposed on local communities and estates. I know that the Department for Transport will be happy to listen to his comments.
