Commons ChamberI am most grateful for my hon. Friend’s incredibly helpful intervention.
As far as I am aware, very few Conservative Members stood on a platform at the last general election calling for an in/out referendum. I suspect that the hon. Member for Wellingborough (Mr Bone) did, and I know that the hon. Member for Clacton (Douglas Carswell) did, but in the Conservative party manifesto the Prime Minister explicitly ruled out having a referendum. So what is the reason for doing this now?
Twenty-one years ago, I was elected national chairman of the Conservative students. That decision was overruled by central office, and the person who lost was appointed. The reason was that I was leading student opposition to the Maastricht treaty, along with my hon. Friend the Member for Clacton (Douglas Carswell) and Dan Hannan. Some of us have been absolutely consistent on this and predicted at the time that the European Community would change beyond recognition. That is why the British public need to have a say on this totally changed construct from what they were promised and offered in 1975.
I am most grateful to Lady Thatcher’s metatron for joining us today. I was not aware that there were many mature students in the Conservative party 20-odd years ago, but it turns out that there were obviously some.
The reality is that the institution that Conservative Members rail against today was constructed by Conservative Foreign Secretaries and Prime Ministers, yet they take no responsibility and now pretend that it is somebody else’s fault.
There is no mandate from the country for a referendum, because the vast majority of Members of this House were elected in opposition to having a referendum at this time. Many hon. Members have referred to Scotland. The Scottish referendum came about because two parties, the Green party and the Scottish National party, stood on a clear and unambiguous platform in saying, “Vote for us and we will have a referendum.” They won a majority in the Scottish Parliament elections in 2011, and they had a democratic right to call for that referendum. Labour Members did not oppose that because we could see a clear mandate. Despite what some Conservative Members have said, I do not think that many of them came to Scotland, which, to be fair, is probably why we got quite a good result.
I know that one or two of them did come up for a few days to help out.
Scotland went on “pause” for three years. Its economy suffered because we were having a referendum. The poison and the nastiness in that debate was something I had never previously encountered in my 20 years of political activism. Business and industry deferred investment decisions because of the uncertainty that having a referendum was going to create. It is a fantasy to think that if we decide now that we are going to have a referendum in three years’ time, we will not see companies such as Nissan and those cited by my right hon. Friend the Member for East Ham (Stephen Timms) putting off investment decisions. It will cause nothing but uncertainty, put the fragile recovery at risk and lead to a three-year obsession with the single issue of Europe.

Commons ChamberI think they know we do. Those countries are very important members of NATO. I mentioned earlier our strong commitment to NATO, including maintaining the strongest armed forces in Europe all round, but it will be important for other countries across NATO to strengthen their own military budgets and defences over the coming years. I have advocated that for a long time, and I think that would be of additional assurance to them.
President Putin has shown very clearly that under his leadership Russia will not respect the border and the sovereignty of a friendly neighbour. As a president who prides himself on advancing Russia’s self-interest, should he not be profoundly alarmed by the market reaction to that action? Regardless of what individual nation states or the European Union decide, will not many businesses across the world be looking at this and asking how, if Russia can act so cavalierly on something so big, they can invest in Russia?
My hon. Friend makes an important point. I think Russia has underestimated the longer-term consequences of the action it has taken, because there is an important read-across to upholding international law on other issues. The reaction of the world over the long term will tend to diminish the influence of Russia in the world. This will also, of course, shed new light on Russia’s insistence on sovereignty in other international disputes. It will have very far-reaching consequences, and I do not think they have yet been fully appreciated in Moscow.

Commons ChamberThe hon. Gentleman will be aware that we are not proposing a UK military intervention in Syria. We are talking about three strands of British policy. One is to implement the UN resolution on chemical weapons, in which we are participating. The second is to continue to lead the world in alleviating human suffering. The third is to bring together a peace conference in Geneva. Those are the things that we are working on, rather than a military intervention.
I should like to associate myself with the words of the Foreign Secretary in paying tribute to the talent, decency and integrity of the former Minister, my hon. Friend the Member for North East Bedfordshire (Alistair Burt).
The Foreign Secretary has rightly condemned the violence of the Syrian regime. He has also said that the violence is not confined to the regime, and that it is also being perpetrated by members of the opposition. Will he take this opportunity to condemn the sickening scenes involving the targeted slaughter of Syria’s Christian community, and make it clear that the people who engage in those acts are not the kind of people with whom we would ever wish to do business?
I totally agree. My hon. Friend is right to draw attention to these crimes, which are utterly condemned by Her Majesty’s Government. I am pleased to say that such crimes are also condemned by the Syrian National Coalition, which is committed to a non-sectarian future for Syria and makes great efforts to ensure that it is broadly representative of different faiths, different communities and political persuasions in Syria. This again underlines the need to support moderate, not extremist, opposition in Syria and to bring about a political settlement in which Christians, along with all others, can live peacefully side by side in the country.

Commons ChamberThe truth is that there are elements on both sides of the divide in Bahrain who want to talk to each other, and elements on both sides of the divide who do not. I spoke to representatives of the major Opposition party. It is difficult to engage members of the Opposition in negotiations because they have preconditions which they claim not to have, and the same can be said about some members of the Sunni support side. It is a complex picture, but what the United Kingdom does is encourage both sides to engage. We are using, for example, our experience in Northern Ireland, where good political leadership and a great deal of dialogue led to reconciliation and the bringing together of two elements of society that had been bitterly divided. There is much that we are delivering, and much that we can do.
May I follow up the point raised by the right hon. Member for Cynon Valley (Ann Clwyd)? The Government of Bahrain have consistently held the view that the door is open for a meaningful dialogue with members of Opposition parties, which are, of course, recognised in Bahrain. The Government cannot have that dialogue on their own. The Opposition have a moral responsibility to come to the table and engage in meaningful dialogue with the Government in order to make progress.
My hon. Friend is right. Bahrain is sometimes portrayed as having no Opposition activity, with marches postponed or cancelled, but in the run-up to the grand prix recently Al-Wefaq, the main Opposition party, held authorised demonstrations. However, as my hon. Friend says, if a meaningful dialogue is to take place, there must be two sides to it. We will continue to urge both Opposition and Government to engage in such a dialogue, because the implementation of the commission’s recommendations is just as important as the recommendations themselves.

Commons ChamberI congratulate the hon. Lady and her constituents on the funds they have been raising, and I shall draw her point to the attention of my colleague the Home Secretary. We have rigorous rules on these matters in terms of giving asylum to people and not returning them to countries that are in a state of great disorder. I will check on the point she raises.
I wish the Foreign Secretary well in his ongoing discussions with China, for if the use of the veto in these circumstances is a foretaste of things to come, it does not bode well for the future effectiveness of the Security Council. Returning to the Russian Foreign Minister’s visit tomorrow, regardless of the position that Russia is taking, does my right hon. Friend agree that if the Russian Foreign Minister is properly to convey the mood of the UN, the international community and the Arab League, he will tell President Assad that his days are numbered and that the only question is how much more blood will be spilled before he goes?
I would love it if that were the message conveyed by Sergei Lavrov when he goes tomorrow, and my hon. Friend is quite right that that is what should be conveyed. However, I think Russia’s approach remains different from that, as we saw with its veto. It is still acting to protect the regime and standing by a long-standing ally despite everything that has happened. As I have said, we will underline to Russia’s representatives, including the Foreign Minister, the depth and strength of opinion in this country, as indeed they will hear from the Arab League and many other nations around the world.

The fact that the great majority of British citizens in Tunisia have been able to leave swiftly, with consular support and advice, indicates that the Government’s response has not been lax in the way the right hon. Lady describes. Clearly, as with any such event that makes sudden demands on our consular services, we will examine any lessons that need to be learned from this episode, but I am sure that she will want to join me in recognising the work and commitment of consular staff, both those UK-based and those locally recruited and working in our embassy in Tunis.
The right hon. Lady asks how many British citizens are still in Tunisia, and our best estimate is about 1,000. One thing that our network of wardens will be doing is trying to find out, by making contact with expatriates and dual nationals in particular, exactly what the remaining numbers are and how many wish to leave. I have been advised by the embassy in the past couple of hours that some holidaymakers are telling us that they would prefer to stay in Tunis to see whether there is a chance of resuming their holiday, in the hope that things calm down there.
I would welcome British Airways or other airlines making additional provision to bring back independent travellers, but that is a commercial matter for them. So, too, are the relationships between customers and tour operators regarding possible refunds for holidays that have had to be cut short or cancelled. As the right hon. Lady and I both know, most decent travel insurance policies will have a clause that provides for reimbursement in the case of such an event. I am sure that those companies will be in touch with their customers as soon as possible to try to reach amicable outcomes. My colleagues in the Department for Transport are in frequent touch with the travel industry, but such matters are best addressed, if possible, between companies and their individual customers.
I should add that we are actively working with the Ministry of Defence on contingency plans should an evacuation of British nationals be needed. At the moment, our judgment is that that is not necessary, but I want to reassure the right hon. Lady and the House that we are not simply sitting back and assuming that things will improve. We have contingency plans in place should matters get considerably worse.
Finally, my right hon. Friend the Foreign Secretary hopes to speak to the interim leadership of Tunisia as soon as possible. I am sure that the right hon. Lady will understand that the leadership’s first priority is to try to set up the much-needed Government of national unity. I hope that it is successful in that endeavour.
I was in Tunisia just a few days before this latest outbreak of violence. A constant theme when I talked to people there was the dreadful state of their economy and, above all, the massive unemployment among graduates, particularly among female graduates. Does the Minister agree that if we achieve political stabilisation one of the greatest contributions the United Kingdom and other EU member states can make is to grow trade with Tunisia and improve prosperity for the people, who are in dire need?
My hon. Friend identifies an important problem that faces not only Tunisia but many other countries in north Africa and the middle east: the dismayingly high and enduring unemployment among young people. The problem is made even starker when we consider that young people under 26 or under 30 make up, in most cases, about 60% of the population of those countries. Trade and investment are an important way of giving people in those countries hope of a better future, but investment and trade will be more likely if business has confidence that the rule of law and political stability apply. I think that reforms to governance, greater political freedom and an independent system of courts and judiciary go hand in hand with the economic reforms and improvements that my hon. Friend seeks.
