My hon. Friend has made the important point that no other party in the Chamber seems to realise what a serious financial position the country is in. We have to ask ourselves hard questions about what the country can afford.

We on the Labour Benches at least understand the historical consistency:186 years ago the Tories made economic arguments against stopping children being sent up chimneys, and 186 years later they are making the same arguments, about stopping children being put into poverty. Same old Tories, nearly 200 years later!

If the hon. Gentleman listens to what I am about to say about the back and forth on this policy on his side of the House, he will see that he should think a bit harder before talking about “consistency”.

So what is this Bill really about? If Labour truly believes that lifting the two-child limit is essential to tackling poverty, why did it take the Prime Minister 18 months to do it? Years ago he called the cap “punitive” and promised to scrap it, but then, once he had secured the leadership of the Labour party, he changed that tune. He said that Labour was not going to abolish the two-child limit. His Chancellor, who is sitting on the Front Bench, said that it was unaffordable. Just six months ago, the Government even suspended the whip from MPs who voted to lift the cap, but now that the Prime Minister’s leadership is under threat, it is the end for the cap. How long will it be before he goes the same way? That is the real reason we are debating the Bill today: we have a weak Prime Minister, running scared from his left-wing Back Benchers.

Talking of the left wing, I expect that Labour will be joined in the Division Lobby later by some of the Opposition Members sitting to the left of me. No doubt the Liberal Democrats, the Scottish National party and Plaid Cymru will also be competing to see who can be the most generous with other people’s money. Reform UK has jumped on the welfare spending bandwagon too. You will have noticed, Madam Deputy Speaker, that we have not tabled a reasoned amendment today, not because we think that the Bill is perfect—I hope that is clear—but because any amendment would still leave us with a watered-down version of the cap. Other parties have got in a right muddle on this—one in particular—but to us it is clear and simple: the cap should stay. Anything else is a worse policy. Amending the Bill is not the right answer; the House should just vote it down.

First and foremost, I have argued against the Bill on the grounds of fairness, but there is another reason to vote against it. More than 50% of households now receive more from the state than they pay in. The benefits bill is ballooning. Health and disability benefits alone are set to reach £100 billion by the end of the decade—more than we spend on defence, education or policing. The benefits bill is a ticking time bomb. We have to start living within our means. Other parties are simply in denial about the situation that we face in our country. The Conservatives are the only party that recognises how serious this is. We would not be spending more on benefits; in fact, we have explained how we would be saving £23 billion. We would stop giving benefits to foreign nationals, stop giving benefits for lower-level mental health problems and milder neurodiversity, stop the abuse of Motability, and bring back face-to-face assessments. We would get the benefits bill under control, and back people to work.

Labour claims to be compassionate, but there is nothing compassionate about making welfare the rational choice, nothing compassionate about rewarding dependency over work, and nothing compassionate about saddling working families with higher taxes to fund political U-turns. Outside this place, people can see what is happening. They know when a system is unfair. They know when a Government have lost their way. They know when a Prime Minister’s time is up. Members should not be enticed by his final throws. They should step back and do what is right for the country. They should back people who do the right thing, back jobs and work and lower taxes, and back living within our means and raising the standard of living for everyone, rather than backing a policy that will add billions to the benefits bill and trap parents in a downward spiral of dependency. This Bill does not end poverty. It entrenches it, so we oppose it.

I am listening to the hon. Gentleman. Conservative Members always seem to portray this as an individual moral failing. That is how they see welfare, when actually it is about a collective insurance against economic risk. That is how we see it. You see it as a moral issue; we see it as an economic one.

When coming to a crunchy question or problem, I always think it is wise to take a step or two back and try to unpick some of the assumptions that underpin the issue—to see the bigger picture, if you like. Not everyone will agree with some of the conclusions that I come to, and that is fine—this is a debate, not an echo chamber, although some people may be surprised to hear that—but it is right that we robustly test the proposition before us, to try and understand the structural issues that underpin this Bill.

Let us consider the key issue here: rising welfare costs could lead to the welfare budget becoming unsustainable. The assumption often made is that welfare costs rise because of individual failings, such as people being lazy, unwilling to work or even dishonest—workshy, in other words—but this assumption does not stand up to scrutiny. The welfare bill is not growing because people suddenly became lazy. It is rising because our economy and our society are fundamentally broken. They are broken because of 14 years of cuts and of dehumanised, punitive changes wrapped up as reform but little more than a brutal disciplining of the workforce, compliments of the Conservatives. That workforce are increasingly finding themselves trapped between insecure low pay and in-work poverty, or a humiliating workfare programme that has sucked the marrow out of millions, leaving them drained and burned out and leading to a soaring mental health crisis.

What does explain our dilemma is the fact that work itself has fundamentally changed. Jobs are less secure and often poorly paid, and many who work full time still need benefits because wages do not meet the basic costs of housing, food, childcare and utilities. On top of this, the cost of living crisis is being driven by a toxic mix of structural failures. The climate crisis has increased volatility in the global supply chains of everything from microchips to semiconductors, pushing up food and energy costs. At the same time, companies operating under monopoly and oligopoly conditions, particularly in the energy, water and food sectors, have taken advantage of this disruption to engage in price gouging, driving profits sky high while families struggle to make ends meet.

As has been repeatedly pointed out, the weakness of trade unions has limited workers’ ability to bargain for pay rises that reflect rising costs—costs that, by and large, Governments have failed to cap. Yes, caps on energy prices have been half-heartedly attempted, but what about a cap on rents and on greedy landlords? What about capping the large agri-corporations pushing up food prices or water companies extorting all of us? These are the underlying structural causes. Their collective outcome is a relentless squeeze on real incomes and an increased reliance on welfare simply to survive. In truth, our welfare system is increasingly the state subsidising employers who pay poverty wages, landlords charging unaffordable rents and corporations extracting vast profits, all at society’s expense. All the while our climate and ecology decline, adding to that instability.

The Bill, which at its heart is about balancing the books by tightening welfare eligibility and gatekeeping access, will not address those root causes. It still punishes victims rather than tackling the structural failures, and I cannot support it. That is why I will support the reasoned amendment of my hon. Friend the Member for York Central (Rachael Maskell). The Labour Government have made a start on many of those structural issues—the trade union Bill, GB Energy and the leasehold Bill—but they must go further and faster if we are to make a real impact on who our economy works for and, ultimately, bring down the welfare bill.

Welfare reform should deliver dignity and fairness, not austerity and exclusion. Until we face those deeper truths, we will continue to address the symptoms rather than the causes, perpetuating the very injustices we claim to want to solve and that so many of us came to this place to sort out.

The only party that believes in magic money is the Conservative party, who wrote a cheque that they could not pay. Unlike Conservative Members, we believe that good work and rights at work are of benefit to businesses, because the best businesses know that they help retain people and reduce the costs of recruitment. We are overhauling our approach in the DWP to employers, because only one in six ever uses a jobcentre to recruit. We want to have a single account manager for all businesses. We are going to make sure our jobcentres are much more embedded in their local communities, so that they have detailed knowledge of individual employers. That is the way that we get Britain working and growing again.

When the Government made the decision to go down this route, did they understand the pain and difficulty that it will cause millions of our constituents who are using food banks and social supermarkets? These people are on the brink. This £5 billion cut is going to impact them more than her Department gives credence to. I would like to be able to look my constituents in the eye and tell them that this is going to work for them. As things stand, my constituents, my friends and my family are very angry about this, and they do not think this is the kind of action that a Labour Government take.

I have great respect for my hon. Friend, but let me say this to him. I have spent years chairing Feeding Leicester, the programme to end hunger in my city, and I know that I can look my constituents in the eye and say to them: I know that getting more people into better paid jobs is the key to their future success, and I know that dealing with their mental health problems, which are so prevalent, is essential. If someone can work, we will give them the help to get back on their feet, because that is the long-term route to tackling poverty and tackling inequality, which is what this Labour party is all about.
