I am sure the right hon. Lady is very, very keen that all sorts of matters are investigated properly by independent figures who can be trusted, but in the Tees Valley Ben Houchen has done more than any other Metro Mayor to bring jobs and investment into his region. The thousands of jobs created in Teesworks stand in stark contrast to Labour’s failure, from London to Liverpool, to bring in the jobs required. Andy Street, I should reinforce, is the single most successful Mayor in the country. That is why both Andy and Ben will be re-elected on 2 May, alongside Conservative Mayors in York and North Yorkshire, the East Midlands and, of course, London.

T2. My local authority is bending over backwards to try to build social housing and is committed to building 2,000 new homes, yet the Government are still standing in the way by placing restrictions on reinvesting right-to-buy money in building social housing. Why will the Government not assist local authorities to build those houses? We have had 14,000 fewer homes a year since 2010. Does the Minister accept that that is a disgraceful record for the Government?

We always stand ready to work with local authorities of whatever stripe or colour to ensure the delivery of new homes. As the hon. Member knows, London is the region of the United Kingdom that has performed worst against its housing targets. Principally, that is down to the Mayor, not to individual local authorities, so I look forward to talking to him about what more we can do together.

Absolutely. I want to be really fair to the hon. Member: he is doing the right thing. He has highlighted an abuse and has contacted the Department in a co-operative and detailed fashion. The Minister for Building Safety, my hon. Friend the Member for North East Derbyshire, has been looking closely at that case. There is more that we can do, and I thank the hon. Member on behalf of his constituents for being tenacious in trying to get a good deal for them.

I have a Galliard development in my constituency, and my constituents will be concerned that Galliard has not signed. They would like to hear from the Secretary of State what that means for them. They have life-critical safety defects in the building, which is shocking, because that building construction was paused as a consequence of the tragedy at Grenfell, yet Galliard went on to develop a building that has those defects. What does today’s statement from the Secretary of State mean for my constituents who are waiting to hear from Galliard about the state of their buildings?

This is a sad note on which to come to the conclusion of the statement, because Galliard is one of the companies that has been the most recalcitrant throughout, and I sympathise with the hon. Gentleman’s constituents. Other companies have done the right thing and have done so with a willing heart, but Galliard has held out—it has briefed against the Department and all the rest of it. Unless Galliard signs, it will face consequences, and its business model will be fundamentally challenged by the legislation that we in this House have passed. Ultimately, with a company such as Galliard whose owners, directors and investors are determined not to play ball, the consequences will come for it. I want to be clear with the hon. Member and this House that Galliard will face condign consequences if it does not act.

I am tempted to say that any tree that is hugged by my hon. Friend is a very lucky tree.

On the substance of the very important point that my hon. Friend makes, yes, in order to ensure that we have a transition to net zero we do need to reduce our reliance on a variety of different materials. However, as the inspector makes clear, and as my hon. Friend quite rightly points out, the economic benefits that this development brings to the north-west are also entirely consistent with our broader environmental ambitions.

The right hon. Member for Reading West (Alok Sharma), the former President of COP, says that 85% of this coal will be exported. Is he wrong?

The inspector makes it clear in his report that, by sourcing coal from this mine, there will be a beneficial effect in terms of greenhouse gas emissions.

When he was Mayor of London, the Prime Minister commissioned a report that asked for more tax-raising powers and the ability to borrow money for London, but that was rejected. The current Mayor is asking for powers to be able to raise money. If London cannot pay for its transport system, which city in this country can? Why are the Government standing in the way of devolution in London? Is the Secretary of State not just cherry-picking schemes across the country and standing in the way of devolution in the same way that he is in London?

No. There are two things. The first is that I had a good conversation with the Mayor of London yesterday. I stressed to him that we wanted to explore what potential there was for further devolution across all the mayoral combined authorities. There is a party political argument about the management of Transport for London which I will not revisit now, but simply saying that greater borrowing powers would solve all of London’s transport problems does not do justice to the scale of the issue. To be fair to the Mayor of London, I want to work with him in order to make sure that we can solve those problems.

Absolutely. I totally agree with my hon. Friend that we need to take all means to pursue those who are ultimately responsible. We also need to recognise that, exactly as she said, when remediation work is undertaken, sometimes other flaws are revealed, and they need to be addressed.

I associate myself with all the comments that have been made about my colleague, Jack Dromey.

I welcome the steps forward that we take every time a Secretary of State comes to the House and makes a statement, but it is the steps backwards that we make after those statements that are causing me problems. I have a property in my constituency that is about 18 metres high. The residents have done their own survey and say that it is over 18 metres. The management agency says that it is over 18 metres and should therefore qualify for the building safety fund. These issues though are difficult to resolve. Meanwhile, the residents have been paying out £28,000 a month for waking watch for nearly four years. How retrospective will these measures be? Will my constituents be compensated for what they have unfairly had to pay out? It would have been far cheaper to put in a fire alarm system than to continue paying waking watch. Will we see an end to the EWS1 forms or will RICS come back at us and say that we cannot possibly do that, as it has done before?

I can totally understand the hon. Gentleman’s frustration. As my hon. Friend the Member for Harrow East (Bob Blackman) pointed out, and as the hon. Gentleman’s question lays bare, there is a complex set of inter-related problems. We are making money available to ensure that we can get rid of waking watch in all save a very few circumstances. I recognise that there are people who have faced costs so far, but it depends on individual circumstances as to whether or not—depending on the ultimate owner of the building—they can receive compensation. I do not want to make any guarantees about that in a blanket way today.

On EWS1 forms, we can dramatically reduce their use as a result of the engagement that we have with lenders and with RICS. Again, it will still be the case that, in the meantime—even as we get a more proportionate approach—there will be some 11-to-18 metre buildings where work of that kind will be required, but we absolutely want to reduce it.

This issue came to light because of a bit of kiss and tell, and I am not really interested in that, but it does bring out the question of just exactly who has access to this sort of surveillance and the security of Government. When can we expect some sort of a response from the Government to explain just exactly what has been going on?

The covid crisis has demonstrated the need for international co-operation. Is it correct that the Department of Health and Social Care argued that we should remain part of the pandemic warning and response system of the European Union and, if so, why did the Government not listen?

If what the Minister has told us today is correct, then Philip Rutnam is being either severely misleading or widely mistaken. Which of those two is it?

The first point I would make is that because Sir Philip has made a particular statement as a prequel to potential legal proceedings, it would be wrong for me to provide a commentary on his words. What I will say is that he is a distinguished public servant and I thank him for his service. It is also important for me to place on record my knowledge that the Home Secretary is an outstanding Home Secretary who deserves our support.
