Commons ChamberIt is always a pleasure to answer a question from my mother-in-law’s MP. As he knows, we have always made it clear that any hydraulic fracturing that takes place under current licences must be consistent with our regulatory regime, including the traffic light system, which is the toughest in the world. The Preston New Road site is the most monitored site for seismic activity, and among the 36 events recorded, the 1.1 local magnitude event was the equivalent at the surface of a bag of flour being dropped to the floor.
I hope that the hon. Gentleman is looking after the Minister’s mother-in-law, because I have a feeling that he will hear about it if he is not.
I always do my best for all my constituents, Mr Speaker; I do not have any favourites. On fracking in the Blackpool area, there have been 47 minor earthquakes in that area and Cuadrilla has now ceased operations. Does that signal a change in Government policy?
Not at all. Thanks to the superb seismic monitoring and the work of some excellent students at Liverpool University, it is clear that the most significant of the micro tremors that we are seeing is the equivalent of dropping a kilogram of flour on my mother-in-law’s floor in Earlsdon and feeling the vibration from that.
We are calmly and soberly going through the process of seeing whether this potentially valuable resource that can reduce our energy dependency on imports can be exploited, but it has to be done in a way that is consistent with our world-beating and tough regulatory regime.

Commons ChamberI pay tribute to my hon. Friend’s work as a member of the Business, Energy and Industrial Strategy Committee and his doughty championing of consumers. He will be aware that the Government have taken through another piece of legislation, which was required to ensure that the regulator can work with Government datasets in order accurately to pinpoint vulnerable customers. I am sure that the whole House will be pleased to know that if that legislation has not yet received Royal Assent, it will do imminently. I look to my officials to ensure that that is the case.
Perhaps I misunderstood the Minister, but will Ofgem carry out a review constantly, or will it be a one-off review with a time limit?
I can reassure the hon. Gentleman that the original provisions in the Bill give Ofgem very broad powers, from the date on which the Bill receives Royal Assent, to implement the cap and then to review it as often as Ofgem feels is necessary. When the cap is operating, it can be reviewed many times. We have instructed Ofgem to conduct a review when the cap ends to ensure that the groups of customers identified can be helped. My understanding is that there is nothing in Ofgem’s existing powers that will prohibit it from doing the same thing in future. The regulator was in the past given extremely broad powers under the gas and electricity Acts, and it would be within its discretion to carry out such reviews. However, across all parties we felt it was important to put on the face of this Bill, which is the first piece of legislation to introduce these sorts of tariff caps and to empower further the regulator to use its powers, the requirement to carry out the initial review.

My hon. Friend’s point about avoiding defensive timetabling is absolutely right. I will come on to talk about how everyone can make their important proposals for the new franchise. We want the franchise due to start in 2018 to put the customers on the route absolutely at the heart of the service, continuing some of the innovation and progress that has been delivered. We know that we need more capacity on the route, better value for money, improved punctuality—it is improving, but it is not good enough—and better management of disruption. By the way, those are things we want, and are contracting for, right across the country.
Occasionally—I do not want to exaggerate—a hold-up between Birmingham and Euston seems to stop the whole line. I do not understand that, and we should have a better method of dealing with hold-ups. If there is an accident on the line involving an individual, there should be another way to proceed without necessarily creating hold-ups. Also, while I am on my feet, I congratulate the hon. Member for Carlisle (John Stevenson) on securing the debate—it was remiss of me not to do that earlier.
The hon. Gentleman illustrates a point that has been made well. Part of the reason why we need HS2 so badly is that capacity is so tight on the route. If there is a hold-up, there are few places that can take the additional services. On any tight route, whether on the west coast or in other parts of the country, disruption spreads quickly—the disruption simply cannot be absorbed, because the timetabling is so tight.
The public consultation has been launched. It sets out the Government’s vision for this franchise, how they can continue to support investment in vital cities right across the UK and build on current levels of customer satisfaction, and how the operator can do more to provide better information and train services.
A very legitimate question that is asked in the consultation is causing alarm and has been raised several times. It is right to ask people, communities and local authorities what sorts of trade-offs they want. Do they want faster journey times? Do they want more connectivity? We in Horseferry Road could sit and design timetables that look perfect on paper, but unless they deliver what is required on the ground—a train service that works for those who use it and maximises the economic potential of transport, which are things that have to be pulled through locally—we will not be doing a service to the communities that we serve. Questions such as, “What would a reduced service to Coventry look like?” are genuinely questions; there is no vision or master plan. We want as many people as possible to help answer these questions, and those trade-offs are vital.
The consultation has started and is on gov.uk. We regard the Scottish and indeed Welsh Governments as vital partners in that; the service of course links very much to the north Wales service as well.

Commons Chamber8. What funding his Department is providing to help refurbish railway stations.
I am proud that under Conservative-led Governments since 2010, my Department has made almost £400 million pounds available for station improvements through programmes such as the national stations improvement programme, the station commercial project facility, the new stations fund and the Access for All scheme. In addition, we have many improvements delivered by operators through franchise commitments or through substantial local growth funding.
What effort is the Minister making to ensure that the rail franchise holders pay their fair share to maintain the railway structure? Will she look at how the Nuckle project in Coventry is working out, in relation to the frequency of train stops at the Ricoh Arena? I believe that there are some problems there.
We are clear in our franchising agreements that improvements to stations are absolutely part of those projects. The hon. Gentleman has benefited locally, with Virgin West Coast installation of automatic ticket machines at Coventry station. I was pleased to participate in the opening of the Coventry Arena and Bermuda Park stations, to which the Department contributed almost £5 million, the first stage of the vital Nuckle scheme. That scheme was 14 years on paper under Labour; delivered under this Government thanks to the amazing efforts of the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Nuneaton (Mr Jones).
