Commons ChamberMy hon. Friend makes a very important point. In our schools and other institutions, we should make sure that people from every background are acquainted with our history and taught the very British habits of scepticism, questioning and sometimes raucous expressions of opposition to Governments and others. That spirit of democratic challenge is core to this country, and no one better exemplifies being able to speak out without fear or favour than my hon. Friend.
The press release attached to this statement, which refers to 7 October, seems to imply, deliberately or otherwise, that protests and other human responses to the horrors of the Hamas attacks on Israel and the bombardment of Gaza are extreme. In my diverse and shared Belfast South constituency, we are battling extremism at the moment, in the form of a rash of menacing and racist posters about foreigners and housing. It is my genuine belief that that rhetoric is being fanned by this Government—the Government of a party funded by a person who says that they hate all black women. It is worth mentioning that Northern Ireland Office Ministers met representatives of paramilitaries during their negotiations on the withdrawal agreement. This kind of politics and the departure from pluralism and tolerance are part of the reason why I and many others advocate for a new Ireland by exclusively peaceful and democratic means. That would of course undermine and change the constitution of the United Kingdom and its democracy. Can the Secretary of State confirm that people like me, who advocate for a new Ireland, are not extremists under the second part of his definition?
No, of course not. The Social Democratic and Labour party has a long and proud tradition of arguing for Northern Ireland and the Republic of Ireland to become a new state, and that has an impeccable political tradition. As she rightly points out, many people wish to protest about what is happening in the middle east. We may disagree about aspects of that conflict, but I hope we all share a sincere desire to bring peace to the middle east. We all deprecate the regrettable incidents of prejudice on the streets of South Belfast.

Commons ChamberMy hon. Friend makes a very important point. As the inspector notes, new alternative technologies being developed will mean that reliance on coking coal can be reduced over time. However, on the evidence put in front of the inspector, there will be a need for coking coal for decades to come and it is better that it comes from a net zero metallurgical mine, of which this is the only one that the inspector is aware that exists in the world.
This is a backwards step and hon. Friends have rightly laid out the regressive environmental impact and what that says about the Government’s seriousness on net zero. My party colleagues in the Assembly used the devolved powers they had to ensure a moratorium on fracking in Northern Ireland, but there is genuine concern about the potential for this Government to make similar unwanted and damaging decisions in our region, in the absence of the protection of devolution. Can the Secretary of State confirm that any extraction decisions are for devolved Ministers in Northern Ireland, where a majority of people want to keep fossil fuels in the ground and want instead to see investment in renewables and their huge potential for green jobs?
I appreciate the hon. Lady’s position. If she will forgive me, I shall not be drawn into the question of Executive formation in Northern Ireland. I know everybody wants to make sure we can make progress there and I take into account the importance she rightly places on devolved decision making; that is an aspiration I share.

Very good points. It is in the interests of the European Union to make the protocol work because, as I mentioned earlier, it is subject to democratic consent, and if it is not working then the people of Northern Ireland will reject it, but it is important. It is my responsibility, in the meantime, to do everything possible to make the lives of people in Northern Ireland easier, and my right hon. Friend’s points both about easements and grace periods I entirely endorse.
The SDLP certainly did not wish for Brexit or its consequences, but in the interests of consumers and businesses we are working very hard to ensure that the protocol operates successfully. People here find it very difficult to listen to those Members who campaigned for Brexit and blocked every single alternative, and who explicitly said they do not care what the circumstances are so long as we are out of the EU.
Will the Minister take this opportunity to confirm that further disruption is not the answer and that he will not agree to the DUP’s reckless calls to trigger article 16 and end the protocol? While people here find it very difficult to know what they can believe from the Government, will he commit to close working with the EU, business groups and, indeed, the dedicated Cabinet Office working group to ensure we do not face a further cliff edge at the start of April?
I quite agree with the hon. Lady that we do need to work very closely to provide against the eventuality of the cliff edge she mentions. I should also say, however, that article 16 is part of the protocol, and it is there should circumstances require it, as the Prime Minister pointed out earlier.
The other thing I would say is that I do not believe that any member of my party has been reckless in their position on maintaining the integrity of the United Kingdom. That is absolutely what we have sought to do throughout. The protocol is a means of doing that, but of course we must work to make sure that it operates effectively every day.

Commons ChamberMy hon. Friend is right: this House is sovereign. This is as a result of bringing forward the UKIM Bill. I understand some of the unease and controversy that it generated, but he is absolutely right that following on from that we were able to make progress. We are now no longer in a position where we need to bring forward those clauses, but of course it is the sovereign right of this Parliament to legislate as it thinks fit.
We welcome details that businesses have sought anxiously all year, and of course we keenly anticipate a wider trade deal that might finally allow us to continue to enjoy the conditions that we currently enjoy. How does he propose to ensure continuity of supply for squeezed Northern Ireland households so that they can have choice and affordability after mitigations on export health certificates expire in six months?
We have been working with supermarkets and other traders to ensure that their supply lines and the provision of all the goods that consumers in Northern Ireland currently enjoy, which I hope in future will be enhanced, can remain. The Trader Support Service is there, alongside other support that we are giving to businesses in Northern Ireland and indeed across the UK, to make sure that a fully integrated part of the UK internal market enjoys the same access to the same goods as the rest of us.

Commons ChamberWe have a series of assets to make sure that we can safeguard our waters, such as the offshore patrol vessels—the River class fishery protection vessels that are at the disposal of the Royal Navy—and other assets, including aircraft and drones. Of course, the joint maritime security centre in Portsmouth provides us with maritime domain awareness so that we can safeguard our waters.
We have 73 days to go here and businesses, deep in the middle of a pandemic, are trying their best to prepare, but there are many unanswered questions that add up to costs that Northern Ireland cannot afford. Firms and families here desperately want a deal, but we are hearing only about a blame game, brinkmanship, deflection and jingoism. People in Northern Ireland are more anxious than they have been in decades, with absolutely no sense that the Government understand that, given the misrepresentation of the agreement even in the last hour. I ask the Minister whether there is any upper limit to the damage that he thinks Northern Ireland should have to sustain for a Brexit that it has rejected at every possible opportunity.
I am grateful to the hon. Lady for her points. In my statement, I made the point—I hope that she will forgive me for making it again—that we made significant progress today in the Joint Committee, thanks to the constructive approach taken by Vice-President Maroš Šefčovič. We are lucky that he and his team are so committed to making sure that the protocol works. I remind her that the protocol is there to give effect to the Belfast agreement, which is about agreement across communities, rather than a culture of grievance.

Commons ChamberI can absolutely confirm to my hon. Friend that we have informed the Withdrawal Agreement Joint Committee that we will not extend. That is the position. That is settled. That is decided. As for his reference to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), on this question we do not know whether he is the Scarlet Pimpernel or the invisible man.
There is a deep and growing unease in Northern Ireland and, indeed, across the island of Ireland, at the prospect of a no trade deal exit in six months. I will not rehearse now the profound damage that would do to the economy, society and the political structures here, but specifically within the no-deal preparations, what measures are the Government taking to protect covid-19 contact tracing across these islands in the absence of a data equivalence regime after a no trade deal?
The hon. Lady raises a very important issue. Data equivalence, as I mentioned in response to a previous question from the hon. Member for Ealing Central and Acton (Dr Huq), is separate from these negotiations, but it is important on the island of Ireland that we continue to share information. We have had a very good working relationship with the Government. I congratulate Fianna Fáil, Fine Gael and the Green party on agreeing a programme for government. I wish the new Taoiseach-elect Micheál Martin all the very best in the shared work that we will engage in to deal with coronavirus.

Commons ChamberMy right hon. Friend, who was a brilliant Northern Ireland Secretary as well as a brilliant Secretary of State for Environment, Food and Rural Affairs, is absolutely right. Building up the capacity of authorised economic operators and other trusted traders can make the protocol and the economy of Northern Ireland work better.
The Minister has finally confirmed that there will be a large increase in the amount of red tape and therefore the costs to consumers and businesses in Northern Ireland. Although I welcome latterly from the Minister language around commitment to the Good Friday agreement, I do not believe the rhetoric in the statement reflects the uniqueness of the place. Does he accept that every divergence and further political choice that his Government choose to make in pursuit of castles in the air—trade deals with the United States—increase the checks required in the Irish sea and that the only way to ensure that there is no fettering and barriers to trade is to soften Brexit?
No, I do not accept that. The primacy of the interests of Northern Ireland’s businesses and indeed the primacy of Northern Ireland’s people is at the heart of our approach to implementing the protocol. The Good Friday agreement depends on consent across Northern Ireland, from Unionist, from nationalist and from non-aligned individuals. We want to ensure that their interests come first through the light-touch approach that we propose.

Commons ChamberI am grateful to my hon. Friend for making that point. Whether it is from the Farmers’ Union of Wales, NFU Cymru or my hon. Friend, farmers in Wales have brilliant representation. There is nothing nicer than a Welsh farmhouse breakfast, apart from possibly an Ulster fry, or a bacon sandwich in Peterhead harbour.
The Minister states that the negotiation will take place without prejudice to the Northern Irish protocol. However, there is confusion in Northern Ireland. We hear from the EU that there will be no derogation from the rules, but reports over the weekend suggested that the Government seek to find ways around the protocol, yet the Minister and his colleagues say that there will still be unfettered access and no border in the Irish sea. Will the Minister please describe in detail, with the crystal clarity he referred to, how those irreconcilable aims will be married up, and how people in Northern Ireland will finally get certainty after three and a half years of bluster and stalled investment? Will he also clarify what form the negotiation with the devolved Administration will take?
Far from there being confusion, I hope that there is clarity that we will implement the withdrawal agreement, respect the Northern Ireland protocol, and then conclude a comprehensive free trade agreement with the European Union that will work in the interests of the people of Northern Ireland and people across the United Kingdom. I have had profitable conversations with both the First Minister and the Deputy First Minister in the preparation of our approach today. We will not always agree with every party in Northern Ireland, but all parties in Northern Ireland, including the hon. Lady’s, have an important role to play in ensuring that we deliver for all the people of the United Kingdom.
