My hon. Friend is absolutely right about the importance of football clubs like Wealdstone and Uxbridge. They are incredibly important in providing opportunities for people to become physically active, but are also integral parts of our communities. That is why, as my right hon. Friend the Secretary of State just mentioned, we have been urging the football authorities to come up with a deal, so that that money can flow down and we can ensure that our great football sport that we have in this country continues to flourish.

T6. This year, in Scotland, we will have the chance to see the Scottish football team on terrestrial television. That is a rare opportunity—not just because we have qualified, but because Scottish football, like other sports, is becoming increasingly difficult to view, because it is increasingly behind a paywall. That is damaging its attraction to young people who want to see it. Will the Minister tell us what discussions are taking place to try to alleviate that problem?

I am glad that people in Scotland will be able to watch their national team. I believe that our current list works well. It is important that we strike the right balance, because we have to ensure that the sport rights holders use the income they get to benefit the whole of that sporting environment. That is something we look at constantly, but I think that at the moment we have the right balance.

I thank the Chair of the Select Committee for her question. I absolutely agree that it is abhorrent; moreover, it does not work—that is a serious point. Yes, I do believe that that is with regard to everyone.

Given that the Minister has agreed that conversion therapy is abhorrent, and given what my hon. Friend the Member for North Down (Stephen Farry) said about five years having passed since we were first told that it would be banned—we were then told that the Bill had been scrapped, then that it would be coming back, and then that it would come back with a loophole about consent—does the Minister agree that that confusion is causing unacceptable stress, confusion and fear among the LGBT community? Will the Government commit to ending the confusion soon?

I do not want anybody in the LGBT community to feel fear—I have had that experience myself and I would not wish it on anyone. That is why we are making sure that the Bill is a good Bill that delivers good law to ensure that we outlaw those abhorrent practices. I recognise that the delay has caused some issues for the community, but I assure them that we are on their side.

We are committed to maintaining the safeguard that allows organisations to provide single-sex spaces. It is important to uphold the principle of being able to operate spaces reserved for women and girls. The Government are committed to tackling harassment and abusive behaviour by all individuals and to ensuring that single-sex spaces are safe. The EHRC has published guidance on the legislation. That clarity is there to help those who provide those spaces; it does not change the legal position or the law.

Just this week, the Government stated that they agree with the recommendation in the Law Commission review of hate crime laws that sex or gender should not be added as a protected characteristic. Can the Minister explain the implications for moves towards making misogyny a hate crime of violence towards women and girls? Can he assure us that there is no intention to address the protected characteristics in the Equality Act?

Over the past few years, there have been at least 15 calls for various extra characteristics to be added. There has not been sufficient evidence for doing so, but we will always keep the characteristics under review. Let me make it very clear that this Government will absolutely do everything we can to tackle any issues around violence towards women and girls. We have been and will continue to be strong in our actions against those who seek to create harm.

My hon. Friend is right, and she is a superb advocate for her constituents, having already raised a number of issues with me since I have been in this post. The national planning policy framework is clear that local plans and planning decisions should consider flood risk from all sources, including overwhelmed sewers and drainage systems. Water and sewage companies are statutory consultees for local plans that set out an area’s development requirements, and can comment on planning applications. However, she is right that the right infrastructure must be put in place for the developments we see in our country.

Flooding is undoubtedly an important issue to be taken into account in the planning process, but there are other issues, one of which is the gender bias that exists in planning. I will be presenting a Bill tomorrow to attack that very thing. Are the Government considering as part of the planning in the levelling-up process how to ensure that gender neutrality is at the heart of major development designing?

There will be a lot of announcements to come in the near future about our plans for planning, but the hon. Lady is right to talk about that whole aspect of it. My hon. Friend the Minister for Levelling Up Communities, the hon. Member for Saffron Walden (Kemi Badenoch) has just assured me that all equality issues are looked at in this area.
