The development of energy policy in Wales is about energy security. It is about securing our energy supply for the future, which is why I and my colleague in the Wales Office are always involved with projects such as the new Wylfa power station in Anglesey. We are looking at small modular reactors for parts of Wales, and we are, indeed, still looking at the tidal lagoon in Swansea.

Wales has a once-in-a-generation opportunity to become the world leader in tidal lagoons. The Swansea Bay tidal lagoon alone will generate 2,000 jobs and contribute £300 million to the Welsh economy during its construction. Welsh Labour MPs, the Welsh Labour Government and many public faces and campaigners have declared that they “Love the Lagoon”, so why are the Government refusing to publish their response to the Hendry review and, in so doing, putting the project at risk?

At the risk of repeating myself, I have to say that the hon. Lady highlights the fact that there is support for the concept in Wales—indeed, there is. But she also needs to be honest about the fact that the Labour Government in Wales, Labour MPs from Wales and Labour Assembly Members from Wales have highlighted the danger of high energy prices for the steel industry, for example. We need to make a decision that is right for industry in Wales and for the Swansea Bay tidal lagoon, but we need to do that on a calculated basis, looking at the facts. That is what we will do.

I can reassure the hon. Gentleman that Ministers and officials have been in regular discussions with Ford at Bridgend. Indeed, those discussions are ongoing and constructive, and they involve the Welsh Government as well. Our aim and intention is to ensure that Bridgend remains a car producing area.

The Welsh Labour Government have proved that lasting economic success comes only through continued investment in Welsh industry and infrastructure. Is there any chance of progress on the electrification of the Great Western Railway to Swansea, the north Wales growth plan and the HS2 hub in Crewe before purdah kicks in?

The hon. Lady is right that investment in infrastructure is absolutely crucial for the future of the Welsh economy. That is why the Welsh Government should get on with work on the M4 in south Wales and improve the A55 in north Wales. In relation to rail infrastructure, electric trains will be on their way to Swansea before the end of the year. More importantly, the commitments that we have in Crewe will be absolutely crucial to the development of north Wales. We had a meeting yesterday with the hon. Member for Wrexham (Ian C. Lucas) and my hon. Friend the Member for Vale of Clwyd (Dr Davies) to ensure that north Wales benefits from these investments.

As a north Wales Member, I am very happy to be brought back to north Wales—that is nothing other than a pleasure.

The Government are moving ahead with a cross-border growth deal that will benefit north Wales and the north-west of England. The aim is to improve connectivity between north Wales and the cities of Liverpool and Manchester. I am proud of the fact that 57 trains a week now travel from my constituency to Manchester, but we need more of that to improve the economies of north Wales and the north-west of England.

I wish a happy International Women’s Day to all the women in the world, especially my daughter, Angharad, who has been my inspiration.

Last week, Economy and Infrastructure Minister Ken Skates launched “Moving North Wales Forward”, the Welsh Government’s “Vision for North Wales and the North East Wales Metro”. When will the Minister launch his vision for north Wales?

I welcome the hon. Lady to her post, and I am delighted to respond to her question on International Women’s Day. However, I am disappointed that the Welsh Government’s “Vision for North Wales” seems to be a vision for north-east Wales. The Department and the Government have a vision of connectivity throughout north Wales.

I absolutely agree with my right hon. Friend about the importance of investing in skills and high-tech industries in a Welsh context. I know that our university sector stands ready to support the Welsh economy to ensure that we have such skills.

What representations has the Minister made to his Government about placing steel at the heart of their industrial strategy, and how will the UK Government support the innovative products and projects coming out of Swansea University that will future-proof steel making for many generations?

As my right hon. Friend the Secretary of State has stated, he recently met the trade unions in relation to the steel sector, and one of my first visits as a Minister was to the Tata plant in Deeside, so we understand the importance of steel to Wales. This Government have been unyielding in our support for the steel industry in Wales, and that will continue.

I agree with my hon. Friend; investment in Wales is most welcome. We need to diversify the Welsh economy. Manufacturing jobs in Wales have increased and the engineering sector is second to none in the United Kingdom. That is based on attracting inward investment. On a recent visit to Deeside, I saw again how Airbus is acting as a catalyst for small business development in north-east Wales. We need a combination of inward investment and home-grown companies that are able to build on the expertise provided by companies such as Airbus.

Some businesses may not invest inwardly in Wales because they would have to pay two apprenticeship levies: the UK Government levy and the Construction Industry Training Board levy. Under the Barnett formula, that will not result in extra funding for Welsh apprenticeships. Will the Minister reassure potential investors that they will be able to claim all levies for training and will be able to use the money for workforce development with local further education providers?

I am surprised to hear that question from the hon. Lady; the apprenticeship levy is important, but the settlement between Her Majesty’s Treasury and the Welsh Government has been welcomed by the latter as both fair and comprehensive. It is therefore essential that she and other Members call on the Welsh Government to make sure that the money allocated through the apprenticeship levy is spent where it is needed.

First, I should correct the hon. Gentleman: the city of Swansea voted to leave, so if there was a body blow to Swansea, it was delivered by people in Swansea. On the city deal, he has to be slightly fairer about what this Government are doing. We have delivered a city deal for Cardiff, with over £1 billion of investment, including £500 million from this Government, and a guarantee that the European elements would be supported. If the Swansea city deal is as good as early indications appear to suggest, it can be supported by this Government in due course.

The Swansea bay city deal aims to turn the region, which includes Neath, into a digital super-hub to boost the local economy, transform energy delivery, and improve health and social care. Will the Minister assure the House that this deal will not face the delays experienced by the Swansea bay tidal lagoon and rail electrification projects?

It is important to point out that this was announced in the last Budget and is being taken forward. However, there is a bottom-up approach. This Government do not take the view that Westminster knows best. We believe very strongly that the proposal should come from the region, and it is fantastic to see the way in which the four local authorities are working together. I am confident that the deal brings something quite special to south-west Wales, but let us see the detail. If the detail is persuasive, the support will be forthcoming.
