In each of the interventions that we have made over the course of the pandemic and will take in the future, we have taken this housing and health approach, in which we try to ensure that individuals are not merely brought off the streets and helped to live in better quality accommodation but given wraparound care so that we can begin to address substance misuse, mental health and other issues and reintegrate them into society. That is very much the strategy that I and my right hon. Friend the Health Secretary will be taking forward.
I welcome these figures as they stand, although I worry that they have been precipitated only by the pandemic crisis and we could have had this action at any time in the past 10 years. I agree with the Secretary of State that we have to bring together mental health services, drug and alcohol addiction services and local authorities, all of which have had their budgets slashed in the past decade. What certainty can the right hon. Gentleman give to those bodies beyond the current funding period that there will be a long-term funding process on which they can rely to take this programme forward?
The Health Secretary and I secured funding at the spending review for the programme of support for mental health and substance abuse. We also made a joint bid with the Minister of Justice to help those people who are currently in prison to receive offers of accommodation when they leave jail. More than 50% of those people sleeping rough on our streets are ex-offenders, and that is a very important angle that we need to address.
I am grateful for the hon. Gentleman’s remarks about the success of the programmes that we have run over the course of the year. I praise Chester because I see that its numbers have reduced from 14 last year to just four in November’s count.

Commons ChamberMy hon. Friend makes a very important point. We all want to see councils have access to funding at low interest rates to fund housing and regeneration within their own boundaries. We do not expect local councils to indulge in risky financial ventures, either within their own area or beyond. That is a mistake. Many local councils quite clearly do not have the financial management skills to do that. My hon. Friend highlights at least two egregious examples of that, in Nottingham and Croydon. Warrington may well be another; I will look it up myself after this statement. We need to bear down on those councils that appear to be using taxpayers’ money as if it were Monopoly money and respect the individuals who actually pay the bills at the end of the day.
We get the usual fundamental dishonesty in the Government’s position: they herald an increase in spending power, but that is entirely predicated on increases in council tax, and when those increases are made, they attack councils politically for having made those increases. Can we just have a bit of honesty from the Government about the position they are driving councils to? Cheshire West and Chester has coped very well with the coronavirus pandemic, but we are still £1 million in the red. Will the Government support us with that debt?
I will happily look into the issue that the hon. Gentleman raises, but £1 million is not a great deal of money in the context of the £39.8 million that the Government have provided to Cheshire West and Chester Council to meet its covid-19 expenditure. If that is correct, it rather suggests that we have made good on our promise to ensure that that council, like every other, gets the resources it needs. In case the hon. Gentleman would like to know, the settlement for next year for Cheshire West and Chester ensures a 4.1% cash and real-terms increase in core spending power, which builds on a 6% increase last year.

My hon. Friend and I have discussed this previously. The criteria designed by the Department for the towns fund placed an upper limit on the size of communities that were able to benefit from it, because it was supposed to support towns and smaller cities. I appreciate that the circumstances of Stoke are unusual because, although a city, it is a collection of historical towns, so it was not able to be considered as part of the process. When we design the criteria for the competitive phase, we will take into consideration her view that collections of towns, even within a broader city, might be eligible.
When I consider the constituencies of the hon. Members on the Government Benches who have contributed so far—indeed, the constituencies of other hon. Members who are in their places—such as Wolverhampton North East, Ashfield, Warrington South, Workington and Bishop Auckland, and I see the hon. Members for Newcastle-under-Lyme (Aaron Bell) and for Shipley (Philip Davies), every single one of those constituencies scored less than Ellesmere Port and Neston in the same borough as the City of Chester, and yet they were awarded the money and Ellesmere Port was not. We know that rankings are important, because the Secretary of State used the ranking of Newark in the east midlands to justify money being awarded to his own constituency. Let me ask him specifically: who took the decision to exclude Ellesmere Port town centre from the money allocation, and what criteria were used?
I have been very clear that, on the advice of civil servants, we gave the opportunity to bid for a town deal to the 40 most highly ranked. Then, in accordance with the advice of civil servants, we applied a qualitative judgment in coming to conclusions on the others. As the civil servants made clear, some of those communities were very finely balanced, and it was important to take a geographical spread and a spread of different types of community, whether ex-coalfield, seaside, market towns, or sub-high streets and communities within great cities.
With respect to Ellesmere Port, I look forward to receiving a bid in the competitive phase to come. I point out that the Department chose Ellesmere Port to be one of the 14 pilots for our high streets taskforce. I hope that the significant amounts of money that we are investing and spending in Ellesmere Port are making a difference and regenerating its high street.

Commons ChamberI thank the officers and councillors at Cheshire West and Chester Council for the hard work that they have done already and no doubt will do in the weeks ahead. We have provided a great deal of support to the council: total covid-19 additional funding is £25 million, and total funding from across Government is almost £39 million. As the hon. Gentleman says, that will be followed up by further funding from the sales, fees and charges scheme, which contributes 75p in the pound in respect of lost income for councils. I have also committed—I will say more on this at the spending review—to a similar scheme in respect of lost income for council tax and business rates.

Commons ChamberMy hon. Friend and I have agreed on this point for some time. The housing infrastructure fund directs funding to those areas where there is the greatest affordability challenge. That is important, in some respects, but any Government who want to level up must also direct infrastructure investment for housing to other parts of the country as well. I will certainly bear that in mind as we design the successor to the housing infrastructure fund later this year.

Friend is absolutely right and that is what the Government are doing: investing in ultra-low emission vehicles; increasing the capital allowances budget, now extended to 2023, for EV charge points; announcing a £400 million fund to get private sector investment in getting those charge points rolled out across the country; and, through the plug-in car grant, giving generous subsidies to help people to buy their first electric vehicle.

Commons ChamberNothing in this Bill infringes the right to strike. It asks trade union bosses to achieve a higher mandate for those strikes. That can only strengthen the position of those trade union leaders, who will have the power and authority to win a clear mandate from their members.
Let me continue. Today the majority of those in trade unions are not the working poor—53% of members are in professional, associate professional or managerial occupations. Only a minority are in lower skilled, invariably lower-paid occupations, such as caring, leisure, processing, plant and machine work. Today’s trade unions predominantly serve middle-income workers. The figures show that those earning less than £250 a week—roughly the equivalent of a full-time job on the minimum wage—are the least likely to join a trade union. Just 13% of those workers are members, which is a smaller figure than the proportion of those earning more than £1,000 a week, who make up 22% of trade union members.
The key issue is that trade union leaders should speak for their members and achieve a clear mandate from them.
Other Members want to speak, so let me come to the end of my remarks.
The only unions and leaders who need fear these reforms are those who do not believe that they can regularly convince their own members of the veracity of their arguments—those who have essentially lost touch with the high ideals of the founders of the trade union movement. I think back to my ancestor, Mary Ridge. What would she have thought of the union leader who last year called a strike of teachers based on ballots that were years out of date and in which fewer than a quarter of teachers voted? It closed a special school in Newark at which parents, already struggling with the demands of juggling jobs and caring for children with special educational needs, had to take time off work or seek specialist childcare at short notice. What would she have thought of the female city cleaner on a low income trudging home through the streets of London because trade union bosses had taken tube drivers, whose average starting salary is £50,000 a year for 36 hours a week, out on strikes?
